I. RATIONALE:
The Basic Education Act of 2001, also known as Republic Act 9155, stipulates that the
Department of Education be responsible for all educational research and studies that would
serve as the foundation for required reforms and policy formation at all levels of government
(Arias, 2020).Some key impetuses should be considered as the Department of Education
implements its new K-12 program across all Basic Education institutions in the Philippines,
such as evidence-based policy, improved student achievement, improved curriculum,
instruction, and assessment, teacher quality, and teacher professionalism (Abaya, 2017;
Tindowen, Bassig, &Cagurangan, 2017).
One component that should be addressed for basic education institutions in order to cope
with the demands of a rapidly changing world is the inclusion of action research as a major
function of a teacher in the twenty-first century (Chou, 2011; Hazelton & Haigh, 2010).
Teachers must therefore embrace action research in their professional lives in order to build a
research culture among schools in order to improve educational results for local and global
competitiveness.

The Learning Action Cell (LAC) is a session led by a group of teachers who participate in
cooperative learning sessions to address common problems that arise in the classroom or in
school.The integration of ICT, variety of learners, content and pedagogy, and 21st-century skills
are a few examples of these problems (DepEd Order No. 35, s. 2016).The Department of
Education (DepEd) hopes that these LAC sessions would act as a school-based ongoing
professional development method for enhancing teaching and learning.
In cognizance to the Basic Education Act of 2001, the Department of Education has
released issuances providing the policies and guidelines for the conduct of action research.
Thus, the Republic Act 9155, also known as Governance of Basic Education Act provides that a
school must be managed by a school head that has the “authority, responsibility and
accountability for achieving higher learning outcomes”.
Despite the institutionalization of research in basic education and many initiatives and programs
by the Department of Education, teachers’ research productivity remains low (Vinluan, 2011;
Mapa, 2017; Kiley & Mullins, 2005). In reality, past study has found that when it comes to
incorporating action research into their educational culture, teachers in basic education are still in
the learning phase (Salazar-Clemena, 2006; Hirsch, 2005).
This pattern of low research productivity is also observed among teachers at Policarpo H.
Millona Central Integrated School (PMCIS) based from the study conducted last School Year
2022-2023. Thus, it is deemed necessary to conduct LAC session on action research to refresh
the knowledge of the teachers in conducting action research.

A.6. Objective:
Terminal Objective:
a. To use action research as a tool to improve the teaching and learning process.
b. To foster collaboration among teachers.
c. To encourage teachers to make and conduct action research.

Enabling Objectives:
The LAC session/activities aim

1. To fully equip the teachers with the technical know- how in making and conducting
action research.

A.8 Methodology:

DepEd Order No. 35, s. 2016 stated that Learning Action Cell is a session conducted by a group
of teachers who engage in collaborative learning sessions to solve shared challenges
encountered in school. Such challenges may include learner diversity, content and pedagogy,
21st-century skills, and ICT integration.
One component that should be addressed for basic education institutions in order to cope with
the demands of a rapidly changing world is the inclusion of action research as a major function of
a teacher in the twenty-first century (Chou, 2011; Hazelton & Haigh, 2010). Teachers must
therefore embrace action research in their professional lives in order to build a research culture
among schools in order to improve educational results for local and global competitiveness.Thus,
Policarpo H. Millona Central Integrated School will conduct its 2 nd LAC session for SY 2022-
2023.

In selecting the schedule of the participants, the facilitators ensure that there will be no
disruption of classes. Shortened time and Independent Cooperative Learning (ICL) will be
applied.

The LAC session will have 46 participants who are compose of elementary teachers, junior high,
senior high, and Alternative Learning System’s Teachers.All participants are enjoined to strictly
follow the health and safety protocols and shall observe physical distancing in the entire conduct
of the activity. Two(2) hours will be allotted for the activity.
