CALL TO ORDER:
The session was called to order by the Presiding Officer JASPHER YAGIN at 2:00
o’clock in the afternoon.

OPENING PRAYER
Simultaneously, an opening prayer was led by SK Member Winnie Medrano.

ROLL CALL:
On motion of SK Kagawad Mariel Medrano, roll call was dispensed with and the Presiding
Officer declared a quorum.

BUSINESS OF THE DAY:

REVISED ANNUAL BARANGAY YOUTH INVESTMENT PLAN (ABYIP)

The Sangguniang Kabataan of Barangay Baracbac gathered and formulated the
revised 2023 Annual Barangay Youth Investment Program in accordance with the
approved revised Comprehensive Barangay Youth Development Plan.
Upon motion of SK Member MARIEL MEDRANO and duly seconded by SK Member
HANNAH FAYE REGUCERA and all SK Officials present, the council authored SK Resolution
No. 5 Series of 2023 - RESOLUTION REVISED ANNUAL BARANGAY YOUTH INVESTMENT
PROGRAM (ABYIP) OF BARANGAY BARACBAC, SINAIT, ILOCOS SUR was adopted and
approved.

ADJOURNMENT:
Since there were no other matters to be discussed or to be taken up, the session was
adjourned at exactly 5:00 PM on motion of Presiding Officer JASPHER YAGIN and duly
seconded by SK Member MARIEL MEDRANO.

RESOLUTION APPROVING AND ADOPTING THE REVISED ANNUAL BARANGAY YOUTH

INVESTMENT PROGRAM (ABYIP) OF BARANGAY BARACBAC, SINAIT, ILOCOS SUR.

WHEREAS, Article 2 Section 12 of the 1987 Philippine Constitution states that “the
State recognizes the vital role of the youth in the nation-building and shall promote and
protect their physical, moral, spiritual, intellectual and social well-being. It shall inculcate
in the youth patriotism and nationalism and encourage their involvement in public and
civic affairs”.

WHEREAS, Implementing Rules and Regulations of Republic Act 10742 also known as
the Sangguniang Kabataan Reform Act of 2015 provides in Chapter II Section 8
paragraph (a) states that “In consultation and with the concurrence of the Katipunan ng
Kabataan, and within three (3) months from assumption of office, formulate a three (3)-
year rolling plan, which shall be known as the Comprehensive Barangay Youth
Development Plan which shall serve as basis in preparation of the Annual Barangay
Youth Investment Program”.

WHEREAS, the Sangguniang Kabataan with the concurrence of the Katipunan ng

Kabataan ng Barangay Baracbac drafted and approved the revised Comprehensive
Barangay Youth Development Plan for 2023-2025

WHEREAS, the Sangguniang Kabataan of Barangay Baracbac, has formulated the

revised 2023 Annual Barangay Youth Investment Program in accordance with the
approved revised Comprehensive Barangay Youth Development Plan.

NOW THEREFORE, upon motion of SK Member MARIEL MEDRANO and duly seconded by
SK Member HANNAH FAYE REGUCERA and all SK present, RESOLVED, AS IT IS HEREBY
RESOLVED to approve and adopt the REVISED ANNUAL BARANGAY YOUTH INVESTMENT
PROGRAM (ABYIP) OF BARANGAY BARACBAC SINAIT, ILOCOS SUR.
“RESOLVED FURTHER, to furnish copies to the Sangguniang Kabataan, Sangguniang
Barangay, DILG, LYDO, Municipal Budget Office and other government agencies concerned for
their information.

I hereby certify to the correctness of the foregoing Resolution which was duly adopted by the
Sangguniang Kabataan on its Regular Session on April 15 , 2023.
