VI. RATIONALE:

Rice farming is a crucial source of income in the Municipality of Pili. It is a staple food for about
80 percent of Piliños and a significant item in consumers' consumption baskets. Rice is the most crucial
agricultural crop, and thus the government aims to implement food sufficiency programs to provide
solutions to alleviate the high expenses incurred by rice farmers, especially during the pandemic.

In support of agricultural subsidies, the Local Government Unit of Pili has prioritized rice farmers
by providing a program that addresses the rising prices of fertilizer in a holistic manner. The government
believes that achieving high rice productivity requires an integrated crop management system, and the
quickest intervention that can provide fast results is the use of appropriate fertilizers. The provision of
fertilizer subsidies may constitute an essential economic tool to ensure food security for our growing
population in the municipality. Therefore, we must subsidize and provide solutions to farmers to lessen
their burden through this program.

VII. GOAL OBJECTIVES:


GOAL:

To achieve the sustainability of proper growth and higher production in rice farming, one of the
major factors is following the correct application of fertilizers in terms of the right elements, appropriate
amounts, and timely manner. This is a practical and fundamental requirement in rice cultivation.

OBJECTIVES:

1.To provide a fertilizer subsidy to rice farmers in order to support their agricultural operations.
2.To assist farmers in reducing their total production costs related to rice farming.
3.To aid farmers in enhancing crop growth for higher yields and better grain quality.
4.To attain food sufficiency and mitigate the effects of Covid-19 and Omicron variants, as well as the
growing population in the municipality.

VIII. IMPLEMENTATION AND METHODS

The Local Government Unit of Pili, through the Municipal Agriculture Office (MAgO), shall
procure inorganic urea fertilizer from an accredited fertilizer dealer/distributor. The fertilizer shall pass
the approval and tagging of the Fertilizer and Pesticides Authority (FPA) to ensure that the items meet the
minimum qualifications required.
A total of One Thousand Four Hundred Twenty-Eight (1,428) bags of Urea Fertilizer shall be
distributed to qualified farmers free of charge or on a full subsidy basis. The said fertilizer will be stored
in our stockroom located on the ground floor of the MAgO office and will be available to all eligible
farmer households on a first-come, first-served basis. Each farmer household is entitled to one bag of
each type of input provided. Other qualifications include the following:

 Actual tillage of not less than one hectare of rice field


 Inclusion in the master list of Agricultural Extension Workers
 Residency in the Municipality of Pili
 Availment of an area that is fully irrigated for rice field and within the municipality
 Adoption of the recommended packages of rice technology or Palay Check System.

X. RECOMMENDATION:

To ensure the achievement of the food sufficiency program in rice farming and the proper usage
of the required fertilizer, it is highly recommended that the necessary funds be made available to support
the subsidy program of the Municipal Agriculture Office.

VI. RATIONALE :

The Municipality of Pili recognizes the importance of agriculture in the community and the
significant role it plays in the economic development of the town. With this, the Municipal Agriculture
Office (MAgO) is proposing an Inbred Palay Seeds Subsidy Program to aid local farmers in increasing
their yield, lowering their production cost, and promoting food security in the area.

OBJECTIVES:

1. To support the local farmers in the municipality of Pili in their rice production activities.
2. To promote the use of inbred palay seeds for better crop yield and quality.
3. To contribute to the food sufficiency program of the government.

METHODOLOGY

The project will provide inbred palay subsidy to qualified farmers in the Municipality of Pili. The
subsidy will cover the cost of inbred palay seeds and will be distributed for free or in full subsidy. A total
of 250 metric tons of inbred palay seeds will be procured from a reliable supplier and stored in a safe and
secure location in the municipality. The distribution of the inbred palay seeds will be conducted by the
Municipal Agriculture Office (MAgO). The MAgO will coordinate with the Barangay Agriculture Office
(BAO) to identify the qualified farmer beneficiaries based on the following criteria:

RATIONALE :

Rice farming is the primary source of income for around 3,900 farmer households in our
municipality, which underscores its importance in ensuring food security and driving economic growth.
Despite the government's significant efforts to improve rice production, meeting the growing demand for
rice remains a challenge. One promising solution is the use of hybrid rice technology, which has been
proven to enhance crop yields and improve the livelihoods of farmers. However, many farmers lack the
necessary knowledge and skills to adopt this technology effectively. To address this, we propose a
training program on hybrid rice production for farmers in our municipality. This program will equip them
with the latest techniques and technologies, such as digital farming, which can further improve their
productivity and efficiency. By promoting the adoption of hybrid rice technology, we aim to increase rice
productivity, enhance the competitiveness of our local rice industry, and ultimately achieve rice self-
sufficiency. We acknowledge the efforts of both public and private sectors in intensifying the
dissemination of information on hybrid rice technology and the continuous promotion of its benefits to
reach out to more farmers.

conducting a training program on Hybrid Rice Production. The program will be conducted in three
batches, with each batch having 30 participants, which is a manageable number for effective training. The
program covers a range of essential topics that will equip farmers with the necessary skills and knowledge
to adopt hybrid rice technology effectively. The training will be conducted by a team of experts in hybrid
rice production, which ensures that the participants receive high-quality instruction. The venue chosen for
the training, the Pili Sports Complex, is accessible to all participants, which is essential for ensuring
maximum participation. Additionally, the one-day training session per batch allows participants to attend
the training without affecting their daily farming activities significantly.
