1. PURPOSE
JLX INTERNATIONAL HSE Policy states that anyone working with, or for, JLX INTERNATIONAL must
return home in good physical and mental health as in the oil and gas industry there are many tasks which
could worsen the health condition of the individual. Recognizing this fact JLX INTERNATIONAL directs its
efforts to maintaining a healthy work-place as a fundamental requirement for maintaining good health.
The purpose of this procedure is to establish a uniform and consistent method for the identification,
evaluation of occupational health & Hygiene hazards within JLX International business activities, products
and services.
2. SCOPE
This procedure applies to all activities, products & services that are under the control of JLX
INTERNATIONAL. It shall be applicable to each relevant & function of JLX INTERNATIONAL for
the implementation of this process. If JLX INTERNATIONAL Working under client / operator HSE
requirements then the Client Risk Assessment process and forms shall be applied.
3. DEFINITIONS

4. ROLES AND RESPONSIBILITIES


4.1. Line Management
• Responsible for implementing this Standard, along with ensuring compliance with applicable local health
laws and regulations.
• Define health objectives to reduce negative impacts in the work-force
• Assign resources to develop health and well-being plans.
• Ensure Local Health exposures have been identified and communicated to all employees and contractors.
• Provide training to all relevant people.
• Provide the appropriate PPE to complete the assigned activities.
• Ensure a professional health advisor is contacted to help develop and suggest new plans.
• Ensure employees take part in the yearly medical check-up.
• Ensure the Emergency Response Plan includes MEDAVAC.
• Ensure the hiring process includes suitable pre-employment medicals.
4.2. QHSSE Team
• Support the line management to implement this standard and all its requirements accordingly.
• Lead training sessions to raise the awareness of the importance of employees being responsible for their

• Raise the risk profile of any high risk activities to define health programs to eliminate/reduce the long-term
effects.
• Support the auditing process of this standard.
4.3. Company Medical Advisor
• Perform, or if applicable arrange a contract with a suitable local medical provider to perform on his/her
behalf, the required pre-employment and periodic examinations.
• The Medical Advisor will assess the medical services provider chosen by JLX INTERNATIONAL , to certify
the accuracy, certification, qualification of professionals and standards used in such places.
• Provide a certificate of fitness to the employee and Employee Services Department.
• The date of the health assessment should be recorded in the HR data base and employees Safety Passport
• Maintain relationships with the health care entities (hospitals, clinics and ambulance services) to maintain
the preparedness for emergencies.
• Define hygiene programs to reduce pathologies related with: Water, Food, Air, etc.
• Define programs to ensure increased wellbeing of employees.
• Present reports of results of the programs defined by the company.
5. Process
5.1. Risk Management
The risk profile may vary in JLX INTERNATIONAL locations due to: Geographical position, health risk of the
area, water treatment, waste collection service, etc. Each business unit will raise its own risk profile to take
the appropriate measures to reduce the health risk.

Line Management and the QHSSE team are responsible to ensure the appropriate preventive and
mitigation measures to maintain a healthy workplace. This risk profile should define, but not necessarily
be limited to:

• Vaccinations.
• Health Care providers.
• Medevac.
• Public health concerns.
• Climatic Risks.
• Potable Water quality.
• Waste disposal.
5.2. Emergency Response
All JLX INTERNATIONAL locations must have an emergency response plan (ERP) and MEDEVAC (Medical
Evacuation Plan) in compliance with JLX INTERNATIONAL Emergency Response Standard.

5.3. Medical Screening


Where not prohibited by applicable law all candidates for employment shall have a pre-employment health
assessment before being offered a contract with JLX INTERNATIONAL , the Line Management is responsible
to ensure the person completes a pre-employment, and periodical, medical in line with HR policies.

It is an JLX INTERNATIONAL responsibility to ensure that only personnel who are capable of carrying out
assigned tasks are allocated those duties and to ensure that actions are taken to maintain their health and
Wellbeing while working with/for JLX INTERNATIONAL .

Expatriate Personnel: All candidates who are not nationals from the location they are assigned to, must
submit to HR, a pre-employment medical checkup form, (Appendix 1), completed by a licensed physician
and laboratory. If the potential employee does not pass the pre-employment medical, the company will
halt the recruiting process of this person. Once employed the employee must submit a certificate of fitness
to their assigned location prior to arriving at the location.

Nationals/Local Staff: All nationals’ candidates must complete the medical checkup and receive a fitness
for work certificate prior to signing a contract with JLX INTERNATIONAL .
5.4. Periodical Medical Checks

A periodic medical checkup, regardless of the nationality and employment status of the employee must,
where required by law or requested by the Company, be carried out to track the health conditions of the
workforce and define plans according to the results obtained from these reports.

If during the periodic medical checkup, an employee is reported as unfit for work or having developed a
condition, the HR team, SQSSHE Team, Company health advisor and Line Management are responsible to
conduct the appropriate investigations to determine the origin of the illness-injury and take the respective
actions to prevent a reoccurrence and deal with the insurance company on the employees behalf.

Employees declared unfit for work after a periodic medical check-up must be dealt with according to the
local employment laws.

Reviews of health changes and trends discovered in these periodic checks shall be performed at least yearly
and formally presented the results to the Senior Management.
5.5. Substance Abuse Screening
To maintain a work-environment free from substance abuse, JLX INTERNATIONAL reserves the right to
conduct alcohol / drug screening in its operations, bases and offices. All employees during the recruiting
process are explained the Substance Abuse Policy.

The QHSSE team is responsible to define with the Line Management the frequency and the methodology
to be followed to perform this screening: Randomly, Daily, Weekly, etc. During the recruiting process, the
medical service provider who performs the medical checkup must conduct this test and report to the HR
and QHSSE team.

The Medical Advisor and the QHSSE team will conduct, in permanent bases, the required training sessions
and awareness campaigns to inform the employees about the negative effects and the consequences of
substance abuse.

JLX INTERNATIONAL will lead the appropriate investigation for each “positive case” and will take the
disciplinary action accordingly to the result of such investigation.

5.6. Contractor Management


Where not prohibited by applicable law:

All temporary contract or contractor employees under JLX INTERNATIONAL responsibility, who are
expected to work in a remote area within a BU for more than 3 months solely for JLX INTERNATIONAL ,
must have had a health assessment within the last 3 years. All potential JLX INTERNATIONAL contractors
are to be informed of this requirement before they submit a bid or enter into negotiations with JLX
INTERNATIONAL for their services.

6. Training and Competencies


The success of the health plans defined by JLX INTERNATIONAL depends on the level of involvement of the
line management and the communication of these programs to the workforce.

The training required for all job positions is described below:

• First Aid: Basics of first response in case of light emergencies and how to activate the emergency
response plan.
• First Aid Level 2: This training is mandatory for all Field positions. It contains how to provide
assistance in case of serious injuries and be the first responder when a person is injured.

• Health and Hygiene: Minimum information and strategies to maintain a healthy performance while
working in JLX INTERNATIONAL and expanded to the personal life of the employees: Noise,
Nuisance, Blood Pathogens, Heat Exhaustion, Heat Stroke, etc. According to the risk profile of the
area the QHSSE will define the training contents.
• Stepping, Handling and Lifting: To prevent back illnesses and any kind of injury due to inappropriate
body usage while handling equipment.
• Ergonomics: For people in offices or work stations which require long time in the station taking
readings, typing, etc.
• Substance Abuse: To reduce and prevent excessive consumption of alcohol and tobacco.
Each Business Unit shall define its own training program by following the above topics.

7. Health Focus Areas


7.1. Smoking
JLX INTERNATIONAL will designate specific areas for smoking. It is a shared responsibility between the Line
Management and the QHSSE Team to designate the area according to the risk profile of each location,
nevertheless the consumption of these substances shall be restricted to outside safe areas which shall be
clearly marked.

7.2. Catering Services


In those projects in which JLX INTERNATIONAL is responsible or has been assigned the responsibility to
provide food and accommodation, JLX INTERNATIONAL will only use suppliers who have been evaluated
by Procurement, QHSSE, Line Management and the Company Doctor to ensure the appropriate delivery of
this critical service. This evaluation will include:

• Refrigeration.
• Handling of food.
• Training and Hygiene of personnel.
• Storage of food.
• Waste Disposal
• Vermin control
The facilities and processes will be audited and inspected on a regular basis by the company doctor, the
QHSSE Team and Line Management.

7.3. 24 Hours Life Style – Fatigue Management


The Oil & Gas Industry exposes the workers to long journeys and privation of food and rest. It is an JLX
INTERNATIONAL objective to reduce this factors in its workforce to As Low As Reasonable practicable.
To attain the objective, the company will dedicate resources to:
• Manage the fatigue by effective shift patterns.
• Ensure quality of food while working for/with JLX INTERNATIONAL .
This will be possible by a strong training program, commitment of the Line Management and engagement
of the employees.

7.4. Vaccinations
Knowledge of vaccination requirements and availability of information in the location. It is recommended
that all employees and dependents (where appropriate) have the necessary vaccinations required for the
working location/country as defined by the company’s medical advisor.

7.5. Other programs


Local plans might be required for Heat Stroke, snake bites, etc. Such plans shall be written with the medical
advisor and must be communicated to the entire workforce.

8. Monitoring and Reporting


Line managers, with support of QHSSE staff and company medical advisors shall ensure that all occupational
injuries or illnesses resulting in fatalities, permanent disabilities, lost or restricted work days and medical cases
are reported promptly and accurately while maintaining total patient/employee confidentiality.

Subject to local privacy laws, all non-occupational fatalities must also be reported.

The Medivac procedure shall be posted, drilled and reported at least once every 6 months.

These will be reported through JLX INTERNATIONAL Health reporting incident module.

9. Audits and Review


Conformity with this standard shall be verified (Assessment) by all locations every year, and by an auditor team
from different locations (Audit) every three years. The action plans with due dates shall be posted in the JLX
INTERNATIONAL ONLINE data base with responsible parties for implementation, and follow up to reach
conformance in case of non-compliance.
