JOB DESCRIPTION

POSITION TITLE: HR GENERALIST DEPARTMENT: HRMDD


REPORTS TO: HR SUPERVISOR

BASIC FUNCTION
Primarily responsible for providing comprehensive HR support to the assigned business unit. Actively
drive programs and processes in the areas of selection, placement and indoctrination; employee
movement and documentation; training and career development; and performance appraisal in
accordance with the company policies, procedures and standards.

TYPE OF DUTIES AND RESPONSIBILITIES

A. Manpower Inventory

a.1 Selection and Placement of Applicants

I. Internal Sources

1. Secures duly approved branch manpower plan from the COO which will serve as
basis for HR action.
2. Ensures job vacancies are filled-in on time based on required average lead time.
3. Prioritizes internal source in selecting and endorsing applicants to requesting
branch/dept.
4. Checks monitoring records of employees with existing Training Agreement and
Letter of Intent and evaluates their profiles and qualifications.
5. Refers qualified internal candidates to requesting Branch Manager/Dept. Head for
interview, evaluation and approval for movement.
6. Coordinates with Operations Manager of respective Business Unit to ensure that
proper audit has been conducted prior to movement.
7. Prepares necessary documentation for the transfer of chosen candidate.

II. External Sources

1. Receives application papers of qualified job applicants endorsed by Recruitment


Staff.
2. Schedules and conducts interview of job applicants. Endorses at least two (2)
applicants to requesting Branch Manager/Dept. Head for in-depth interview and
selection.
3. Follows up Branch Manager three days after endorsing.
4. Receives application paper and BI result of job applicant whom Branch
Manager/Dept. Head has chosen.
5. Ensures that Branch Manager has signed/noted “approved for hiring” in the resume
of the job applicant.
6. Retrieves the resume of the applicants who were not chosen and returns to the pool.
7. Endorses applicants of MRC, ALFALINK, Support Group and Other Businesses for
background investigation. Reviews BI findings ensuring thorough investigation
process and favorable result, duly signed by the Investigator.
8. Gives checklist of pre-employment requirements and instructs applicants to comply
and submit complete employment requirement within two days.
9. Receives and checks pre-employment requirements submitted by applicants.

10. Informs applicants the schedule of pre-employment orientation and advises


applicant to bring his/her parents/guardian/spouse during the orientation.
11. Accurately prepares Employment Contract (Learnership/Apprenticeship
Agreement, Contractual Employment or Probationary Employment Contract) and
other employment documents.
12. Prepares two copies of work report slip and obtains approval from HRMDD
Manager.
13. Conducts pre-employment orientation to applicants together with their
parents/guardian/spouse.
14. Checks and reviews that employment contract and other documents were
completely signed by newly-hired employee. Ensures that parent/guardian/spouse
signed the Interview Sheet.
15. After the orientation, endorses newly-hired employee to the Branch Manager/Dept.
Head.
16. Posts and or writes in the logbook/monitoring file the newly-hired employee.
17. Forwards complete 201 files to Records Management Section for update on
Employee Information database and safekeeping.

a.2 Internal Manpower Movement, Plantilla and Documentation

1. Sees to it that chosen employee for transfer into a higher position has signed
Training Agreement and tendered Letter of Intent.
2. Maintains up-to-date monitoring records of Letter of Intent submitted by employees
who signify their willingness to apply for a specific position and/or to accept higher
position that the management may assign to him/her.
3. Receives approved request for Internal Manpower Movement from Branch
Manager/Dept. Head and checks against approved branch/department manpower
plan.
4. Ensures that employee’s Letter of Intent is attached in the request for Internal
Manpower Movement.
5. Ensures timely and accurate preparation and monitoring of Personnel Action Advice
(PAA) and new Job Description based on the approved request for Internal
Manpower Movement and updates Manpower Plantilla upon approval.
6. Secures approval of the accurately prepared Personnel Action Advice based on
approved IMM.
7. Ensures that branches and Payroll Section are given copy of the approved PAA.
8. Conducts branch visit and manpower audit of the assigned business unit every
month.

a.3 Employee Resignation

1. Checks and reviews submitted Letter of Resignation. Ensures that resigning


employee follows the guidelines and requirements, such as signature of resigning
employee, approval of Branch Manager/Dept. Head, Regional Manager, Area
Operations Manager, and President and CEO. Returns resignation letter to the
business unit, if any of the required signatures is lacking.
2. Signs and marks “received” on the resignation letter of employees. Ensures that
effectivity date follows the 30-day Notice Rule reckoned from the date approved by
immediate superior.
3. Checks if the resigning employee has signed the Training Agreement. Indicate “with
TA” or “without TA” and “with Training” or “without Training” in the resignation letter.

B. Records Management

1. Receives, compiles and makes 201 file folders for all newly-hired employees under
assigned business unit. Monitors and obtains signature approval.
2. Ensures that the following documents submitted by newly-hired personnel are
compiled, safe kept and endorsed to Records Management Section on time;
a. Application papers such as; application letter, resume, residence sketch, written
exam, transcript of records, and B.I. results
b. Employment Contracts (Learnership/Apprenticeship Agreement or Contractual
Employment or Probationary Employment Contract)
c. Agreement, Employee Acceptance to Company Policies, Rules and
Regulations, and others
d. Medical requirements
e. Clearances
f. Certification of employment from previous employer, if any
g. Recommendation letter
h. SSS, Philhealth, HDMF, and BIR Tax Identification Number (TIN)

C. Performance Appraisal

1. Ensures up-to-date and accurate monitoring records of all employees under


evaluation.
2. Ensures that filled-in EPA is returned fifteen (15) days before end of employee’s
contract.
3. Forwards the approved Employee Performance Appraisals with attached
attendance sheet to the Asst. HRMDD Manager for review.
4. Follows-up/receives Employee Performance Appraisals duly signed by the Asst.
HRMDD Manager. Checks for any instruction.
5. Coordinates with the Training Section on any appraised employees that are
recommended by Branch Manager/Dept. Head to undergo coaching and counseling
upon the advice of the Asst. HRMDD Manager.
Assists superior in the identification, development, and implementation of Key Result Areas
(KRA) based performance evaluation.
D. Notice of Disciplinary Action (NDA)

1. Receives, evaluates employee infraction report from Branch Manager/Department


Heads/Performance Evaluation Staff.
2. Prepares NDA and refers to Company Rules & Regulations for meted sanction.
3. Checks the 201 files for any previous issuance of Notice of Disciplinary Action.
4. Selects the following applicable sanctions for the current violation:
 Minor offense (penalty: warning – last & final warning)
 Serious offense (penalty: suspension from 1-5 days)
 Based on the recommendation of immediate superior.
5. Forwards prepared NDA to the Asst. HRMDD Manager/Immediate Superior for
checking, review, finalization and approval.
6. Evaluates and makes recommendation for any serious offense which requires
issuance of Notice of Preventive Suspension while observing the technicalities of the
“due process” rules.
7. Encodes in the monitoring database all issued NDAs and notices.
8. Endorses received copy of NDA to Records Management Section for filing to the 201
files.

E. Leave of Absence

1. Receives LOA from Records Management.


2. Identifies from monitoring if the filed LOA is “with pay” or “without pay”.
3. Identifies the reasons of LOA (sick leave, emergency leave, celebration/planned
leave and invalid)
4. Records the absences on the index card for history purposes.
5. Detached one (1) copy of the LOA “with pay” and forward to Records Management
for Payroll’s Copy.
6. Prepares transmittal for branch copy and HR copy for Records Management.
F. Training and Career Development

1. Conducts Training Needs Analysis (TNA).


2. Creates quarterly training calendar and submits to Asst. HRMDD Manager one
month prior to the next quarter.
3. Assists Trainer in the following manpower training and career development
programs and activities
a. Training design and curriculum development
b. Organizing of training event
c. Conducting training event
d. Training evaluation
e. Monitoring on-the-job application of training inputs
4. Solicits and provides Trainer any feedbacks, request and/or needs of training from
employees/branches.
Ensures that approved training interventions are implemented
G. HR Organizational Development

1. Assists in drafting and/or revising Job Description.


2. Participates in developing HRMD department goals, objectives, and systems.
3. Recommends new approaches, policies, and procedures to effect continuous
improvement in efficiency of department and services performed. Prepares and
submits annual budget requirements.
4. Assists in HR special projects and other assignments as needed.
5. Participates in variety of meetings for the purpose of conveying and/or gathering
information required to perform functions.
6. Maintains the highest ethical standards, even when challenged from above.
7. Understands and lives by LYR Group’s ethics and business conduct policies.
Attends required corporate and department trainings, events, programs and activities
H. Documentation and Reportorial

1. Prepares and submits to Asst. HRMDD Manager the following weekly reports every
morning of Saturday:
a. KRA-based performance appraisal
b. BU report
c. Accomplishment report
d. Weekly Plan of Action
e. Unfilled Job Vacancies based on approved PRF
f. Aging of PRF
g. Received and approved request for Internal Manpower Movement
h. List of newly-hired and resigning employees
i. Other HR metrics/analytics

2. Prepares and generates Manpower Plantilla of all branches under assigned


business unit every quarter.
I. Others

1. Performs other tasks that may be assigned by superior from time to time without
compromising personal duties and responsibilities.

7. Damage of any company office equipment assigned to him/her for use in relation to
work.
8. Illegal disclosure of any confidential information including but not limited to
passwords and other database system control.
