AN ORDER FOR CREATING THE BARANGAY REGULATORY REFORM TEAM
OF BARANGAY WEST CRAME.

WHEREAS, the 1991 Local Government Code endowed the barangays with both
body politic and corporate powers which includes the exercise of local legislative powers
for purposes promoting the general welfare moong others;

WHEREAS, the Barangay recognize the positive impact of the enactment of


Republic Act 11032 otherwise known as the Ease of Doing Business and Efficient
Government Service Delivery Act of 2018;

WHEREAS, pursuant to RA 11032, the Department of the Interior and Local


Government and the Anti-Red Tape Authority issued the Joint Memorandum Circular No.
2019-01 which aims to establish to Regulatory Reform Team in every local government
unit;

NOW, THEREFORE, I Marcelino C. Trinidad, Punong Barangay of Barangay West


Crame, San Juan, City of San Juan, by virtue of the powers vested in me by law do hereby
create the Barangay Regulatory Reform Team as follows:

Section 1. Composition. The Barangay Regulatory Reform Team is hereby created as


follows:

Section 2. Functions. The Barangay Regulatory Reform Team shall exercise the following
functions:

1. Stock take all existing local ordinances and issuances mode by the LGUs solely or
jointly mode with other LGUs or NGAs;
2. Conduct public dialogues with stockholders such as NGAs, CSOs and the private
sector, to identify cumbersome regulations and determine priority ordinance and
issuances for review/assessment;
3. Review/assess prioritized local ordinances, issuances and resolutions, if it is
redundant, outdated or unnecessary using the Four-way Test;
4. Recommend policy options that may be adopted by the LGU;
5. Draft policies based on the result of assessment;
6. Accomplish the Regulatory Reform Technical Report (RRTR);
7. Create of monitoring and evaluation system;
8. Create and/or update the database systems and the LGU website which shall
include all local ordinances, issuances and resolutions with their corresponding
amendments; the most current and updated Citizen's Charter with all services
offered classified as simple, complex and highly technical. It should be business-
friendly and accessible;
9. Establish regulatory management procedures and methodologies in the
modification, adoption, implementation and evaluation of existing local
ordinances, issuances and resolutions of the LGU:
1. l0. Conduct studies/reviews in the promotion of efficient government service and
ease of doing business;
10. Conduct quarterly meeting and as need arises with proper documentation; and
11. Ensure regular and timely submission to DILG and ARTA.

Let copies hereof be furnished to all concerned for information, reference, and
guidance.
