EXPRESSING OPINIONS

Trình bày ý tưởng, quan điểm là hoạt động thường xuyên khi giao tiếp, trao đổi
của mỗi CBCS trong công việc cũng như đời sống hàng ngày. Đối với mỗi cá nhân, đây là
một kỹ năng cần thiết để thể hiện, truyền tải, trao đổi quan điểm từ đó làm giàu thêm
vốn hiểu biết của bản thân.
Để trình bày ý tưởng, quan điểm (ideas/ opinions) của bản thân rõ ràng, khoa
học, dễ hiểu, chúng ta cần trình bày theo một trình tự phù hợp. Dưới đây là một cách
trình bày khá thông dụng.

STEP 1 Introducing the topic: Nêu vấn đề cá nhân muốn trình bày, truyền tải.
STEP 2 Stating the opinions: Liệt kê những nội dung, lý do của vấn đề đã nêu trên.
(Thông thường, sẽ bỏ qua bước này nhằm tránh lặp lại những điều sẽ trình bày ở STEP 3)
STEP 3 Justifying the opinions: Phân tích, trình bày những nội dung, lý do đó.
 FRIST/ FRISTLY FRIST AND FOREMOST, …
 SECOND/ SECONDLY, …
 THIRD/ THIRDLY/ LAST BUT NOT LEAST (Nếu đây là nội dung cuối cùng), ...

EXAMPLES
EXAMPLE 1: GOING TO UNIVERSITY IS IMPORTANT?

I strongly believe that everyone whose goal is being successful in life should
have a university degree. Studying at a college is so much important for
following reasons.

First and foremost, it shapes up the career of an individual. A person who


wants to seek higher education and become a professional in future has to
have certain minimum knowledge and a degree which acknowledges his
education. College education is an absolute must and a stepping stone for a
healthy career. For example, in order to become a doctor, pharmacist or an
engineer one has to finish certain minimum years of college education. Only
then, can he be granted a degree and a license to be able to practice in the
respective profession. College education generally is targeted towards a
specific field and imparts thorough knowledge regarding it.
Second, there are many other advantages to college education. It prepares
the students and makes them ready to face real world. The didactic as well as
practical components of study enhance the knowledge and skill of the
students.
In conclusion, attending a college/university is absolutely necessary, not only
because of the knowledge that it imparts but also it plays a vital role in
building one’s career.
EXAMPLE 2: OPENING SPEECH BY THE MINISTER TO WELCOME HEADS OF
DELEGATION (ASEANAPOL 39TH IN HANOI, 2019), quote:

Heads of delegation,
Distinguished guests,
Aiming at increasing ASEANAPOL’s role in regional and international
security, I suggest that member chiefs of police in ASEANAPOL,
ASEANAPOL Secretariat orients the organization's activities focusing
on the following issues:
First, enhance cooperation with the UN, INTERPOL and other
organizations involved in transnational crime prevention and
suppression. Proactively propose cooperative plans among police
organizations such as INTERPOL. EUROPOL, ASEANAPOL, AFRIPOL so
that cooperation and information exchange regarding the prevention
and suppression of transnational crimes are enhanced.
Second, within ASEANAPOL, member states must further enhance
cooperation in the investigation of cases that involve international
elements and promote information and experience exchange in crime
prevention and suppression with high responsibility, mutual trust and
solidarity, together heading toward a prosperous ASEAN.
Finally, I would like to give my best wishes to the 39th ASEANAPOL
Conference; wish the heads of delegation and distinguished guests
health, happiness, and success!

EXAMPLE 3: SPEECH AT THE 39TH ASEANAPOL CONFERENCE (DRAFT) LIAO JINRONG
DIRECTOR GENERAL OF ICD OF MPS OF CHINA (HANOI, VIETNAM, SEPTEMBER 18)

Dear chair, colleagues and friends,


Good morning! On behalf of the Ministry of Public Security of China, I’d like to
congratulate the successful opening of the 39th ASEANAPOL Conference and
gratitude to the Ministry of Public Security of Vietnam for its hospitality.
Now I would like to take this opportunity to share two points of view with
you: Firstly, China and ASEAN countries have made notable achievements in
fighting against transnational crimes since 2018. (…)
Secondly, the Chinese side would like to share our view on current situation of regional security
and make proposals accordingly. (…) To this end, China would like to raise the following proposals:

First, joint operation and integrated regulation against cyber-


crime. China is willing to cooperate with ASEAN countries in
terms of intelligence exchange, investigation, joint operation,
experience sharing, and publicity. (…)

Second, work together to enhance cooperation on capacity

Third, continue to optimize platforms of the China-ASEAN

In addition, we wishes to work with ASEAN countries to


safeguard major projects and tourists, provide security
expertise for the connection of Belt & Road Initiative with
ASEAN Community Vision 2025, promoting security for
development while keeping safety through development.
