INCIDENT COMMAND SYSTEM

I. In your own opinion, where can ICS be applied?

ICS is commonly used during natural disasters such as hurricanes, earthquakes, wildfires, floods, and
tornadoes. It helps coordinate response efforts among multiple agencies, including emergency
management, fire departments, law enforcement, and medical services. ICS can also be employed during
large-scale events, including concerts, sports competitions, political rallies, or festivals. It helps manage
crowd control, traffic management, medical services, and communication among various stakeholders to
ensure public safety. ICS can be used during search and rescue operations for missing persons, whether
in wilderness areas, urban environments, or disaster zones. It assists in coordinating efforts among
search teams, law enforcement, and other responding agencies to optimize the search and rescue
operations. Thus, with the help of ICS the rescue operations can be run smoothly.

II. What is the effect for now having an ICS in a mass casualty incident?

Having an ICS in place during a mass casualty incident improves overall response coordination, enhances
communication, facilitates resource management, and fosters a structured and organized approach to
save lives and mitigate the impact of the incident. It promotes collaboration among responders and
enables a more effective and efficient response to the complex challenges posed by MCIs.

III. In the Philippine history of disaster, name at least 3 or 5 disasters that ICS was applied.

1. Typhoon Haiyan (Yolanda) in 2013: Typhoon Haiyan, one of the strongest tropical cyclones on
record, struck the Philippines in November 2013, causing extensive destruction and loss of life.
The ICS was applied to coordinate the response efforts of various government agencies,
international organizations, and humanitarian groups in providing aid, rescue operations,
medical services, and infrastructure restoration.
2. Mount Pinatubo eruption in 1991: The eruption of Mount Pinatubo in June 1991 was one of the
largest volcanic eruptions of the 20th century. ICS was employed to manage the evacuation of
tens of thousands of people, coordinate emergency response teams, establish temporary
shelters, and provide essential services to affected communities.
3. Tropical Storm Ondoy (Ketsana) in 2009: Tropical Storm Ondoy brought heavy rainfall to the
Philippines in September 2009, resulting in severe flooding in Metro Manila and surrounding
areas. ICS was used to organize rescue operations, distribute relief supplies, coordinate the
evacuation of affected residents, and manage the overall response efforts of government
agencies and volunteer groups.
4. Bohol earthquake in 2013: A 7.2-magnitude earthquake struck the province of Bohol in October
2013, causing extensive damage to infrastructure and claiming numerous lives. ICS was
implemented to coordinate search and rescue operations, provide medical assistance, distribute
relief goods, and manage the recovery and reconstruction efforts in collaboration with local
government units and national agencies.
5. Marawi Siege in 2017: The Marawi Siege, which began in May 2017, involved a violent conflict
between Philippine government forces and extremist groups in Marawi City, Mindanao. ICS was
applied to coordinate military operations, establish security perimeters, manage evacuation
centers, provide humanitarian assistance, and facilitate the safe return and rehabilitation of
displaced residents.
