in Honnavara City region have been identified, many types of fishes, prawns, crabs and shellfish
are abundant in this area, and is a fish breading area, different types of fish fingerlings are sheltered
here and I request that the said area should be identified as Fish Breading Area.

Village reg.
2. Congratulations for Identifying Mallukurva Hamlet of Honnavar Village in
CZMP and regarding the initiation of legal action against those who had
conspired to change the same and regarding the submission of opinions and
advice in relation to Draft Coastal Zone Management Plan (CZMP).

In pursuance of the abovementioned subject, Mallukurva Hamlet of Honnavar Village is a region
created from sea sand and is identified as Magani village in Tekka 1 of Honnavar village and has
numerous survey numbers and hissa, and has ownerships in the current RTC of revenue
department, MR and land tribunals. In the past, Mallukurava has sunken and risen in the floods of
Sharavathi, Since it is an area of sand, the elevation of the private land has changed, and for Since
the taluka survey department does not possess GPS devices and GIS sketch for the same, the
enclosure of survey numbers has been delayed and inconvenience has been caused.

1. Regarding the protection of Konkani Kharvi fishermen and fisherwoman’s Right
to Self-Sustenance in Kasarakoda Tonka.
2. Regarding submission of opinions, advice, and objections regarding Draft Coastal
Zone Management Management Project-2019 (Draft CZMP-2019) scheme.

In pursuance of the abovementioned subject, residing around the Kasarakoda Tonka fishing port,
the Konkan Kharvi community has attained self-sustenance through the fishing industry. We are
the local traditional fishermen from here and are making our livelihood from our family hereditary
vocation and are getting our daily sustenance service from the river and sea and women from our
community have been leading an independent life through selling fish and dry fish industry. CRZ
law is in force in Karnataka for protection of our rights under your leadership. Therefore, we
request your humble self as follows,

We make our living by catching fish, selling raw fish-dried fish, cleaning fish, drying fish, carrying
fish and helping our family members engaged in fishing (casting nets, keeping fishing tools
organized). Fishing is our hereditary livelihood.

The proposed Honnavar Port Company works plan to increase the dust around our environment,
the road works have led to dust settling on the fish we dry for food supply. Many of our family
members are frequently suffering from lung-related diseases due to dust.
The proposed project has created a program for the storage and transportation of coal, ores,
fertilizers, in our region. The male-dominated port work industry will not only end the industry of
self-reliant fishermen and women but also impoverish them.

Conspiracy to encroach on those land under our use through unethical back door channels has
been taking place. Henceforth, we beg you to stop such harmful project in fishermen and fishing
areas and protect the self-reliance of fishermen and women of our society.

1. Discussion regarding Sea turtle nesting CRZ 1A issue of Kasarkod reg.
2. Regarding the non-recognition of Ecologically Sensitive Zones of Tonka hamlet
in Kasarkoda village of Honnavara taluk and regarding the submission of opinions
and advice in relation to Draft Coastal Zone Management Plan (CZMP).

In pursuance of the above-mentioned subject, Kasarkod Tonka area has a rich biodiversity
in the coastal region, numerous people have relied upon such biodiversity for their livelihood. The
port department without obtaining the CRZ permission for the intended private company (HPPL)
has gone ahead with the construction of a new road (NH Road Link) below the low tide line of
the coastal region, they have been pouring red soil over the beach sand through private contractors,
henceforth they are destroying the Intertidal benthic organisms group, due to the wind blowing
from the sea side, soil dust settles inside the houses of the public and on the fish kept to dry in the
sun, causing the loss of the dry fish business and the sickness of the public. Also, they are
destroying the coastal environment, they are ruthlessly unloading rocks in the regions of sea turtle
egg nesting.

The police are making use of Section 107 of Cr. P.C 1973 favouring private port company and
thereby suppressing the Fundamental Duties enjoyed by the Kasarkod Tonka people by virtue of
Article 51A of Part IV, 42nd Constitutional amendment. Hundreds of youth workers of our town
who have a duty to protect the natural environment of our town and improve it and have a duty
of compassion towards endangered aquatic animals and creatures are being charged with false
cases and presented before court 4-5 people at a time.
Our Shri Jaina Jatakeshwara Sangha is an environmental conservation organization of our place,
2021 Taluk Biodiversity Management Committee has felicitated and honored us for our social
work and environment protection-related work. Various newspapers, TV media, DD Chandana
have praised thier beach cleaning program, Vanamahotsava, sea turtle conservation at Kasarakoda
Tonka. They are also fully involved in the Plastic Free Sea campaign directed by the Central
Government.
A case under section 107 of CRPC 1973 is being registered against young people of such good
character for engaging in such sensible and responsible environmental protection work under the
pretext of disturbing the peace of the town.

Kasarakoda village Kandla environment, Alive environment has been the natural habitat of sea
turtles and the village is surrounded by river, sea and estuary on three sides. The water quality of
this region has International level Blue Flag certification.

A wide variety of aquatic life is found here and is a breeding and rearing environment for aquatic
life, sea turtles and dolphins have been living in harmony with the locals, in light of the same, it is
hereby requested to identify Kasarkod environment ESA or CVCA in draft CZMP-2019 plan.

In relation to the above mentioned subject, On date as specified in reference (1) in presence
of Bhatkal Sub-Divisional officer and Honnavara taluk magistrate, according to the information
given to the head of the mechanized fishing zone in Honnavar, Karnataka, In accordance with
Reference Nos. 2 to 4 of the Government Orders and Reference No. 5 read in the Proceedings of
the Government of Karnataka, development of Basic Facilities and Anchorage Activities at
Honnavar Port Honnavar Village (Tikka 1) Honnavar Port Area and Honnavar Port to
Kasarakoda Village (Tikka 2) Side and Back water Area (In the sketch of Kasarkoda Village Tikka
2 South Side of River Confluence) the work for the same has been given tp M/s North Canara
Sea Port GVPREL Consortium Hyderabad (i.e; Honnavara Port Private Limited) for a period of
30 years.

But the Uttara Kannada district administration without properly understanding the procedure and
orders of the Karnataka government, by using Assistant Director, Land Survey Honnavara and
District Police Department has changed the intended port spot, for the purposes of private port
road work and other activities in Mallukurva village, Karki (Tikka 2&3) village and Pavinakurva
village in your letter no. LND/__/74/20-21 ordering the ADLR Honnavara, a new survey number
will be given on hundreds of land records of Mallukurva village, Karki (Tikka 2) village and
Pavinakurva village which already have existing RTC and village survey number and shares.
The reason is that 44 hectares of land from another village has been provided to the proposed port
without any land acquisition process, environment permission, Pollution Control Board
permission, CRZ permission, forest permission, Biodiversity Board permission of the said village,
public objection meetings have not been held for the village which has been encroached by the
private company and the coastal boundary has been changed, in light of the same I request you to
subject the aforementioned subject for appropriate investigation.
