pertaining to the scheme of Draft Coastal Zone Management Plan-2019
In pursuance of the above-mentioned subject, Kasarakoda Tonka is a Sandbar built from sea sand
and there are live sand dunes towards the northern side of the village. Abundant and diverse
species of sand dune vegetation appear predominantly. At the northern tip of the town is the
confluence of the Sharavati river which has a great change every month. In the estuary area, there
is frequent sea erosion and erosion and accessions are prevailing alongside the same. On the sea
side of toontha is the habitat of seaturtles, while a group of dolphins live and play on the beach at
the confluence of the river. In the creek on the river side, there is an abundance of candla plants
and it is a breeding ground for fish. Many species of marine and riverine fish depend on the area
around our town for food and breeding. Hundreds of different species of birds, seagulls, depend
on the intertidal regions and mudflats for food. The thickets of plants here are breeding grounds
for birds. It is our contention that such environmentally sensitive areas are not identified in the
CZMP map for the proposed HPPL private port company. Many aquatic, bird and marine life
habitats are included in the port limits without asking the environment department and the locals
and CRZ is trying to destroy the environment without permission. For the protection of the coastal
environment-sensitive area, there is a mention of well-intentioned management/conservation in
the CRZ law. It is a request that Environmental sensitive areas of Kasarakoda need to be identified
in the CZMP map.

In pursuance of the above-mentioned subject, The sandy beach of Tonka and Pavinakurwa villages
of Kasarakoda village of Honnavar taluk are the spawning areas of sea turtles and the forest
department has done GPS of the places where sea turtles have laid their eggs. These GPS figures
are registered in degrees, decimal minutes.The GPS machine of the Forest Department is an
expensive GPS device with good performance for land surveys and very low error, using these the
Honnavar Forest Division in collaboration with the Revenue Department has carried out forest
rights land surveys and submitted the maps to the Honorable Government of Karnataka through
the respective Forest Rights Committees. Apart from that, the forest department staff will get the
information about the place where the sea turtle has laid eggs and immediately check the place and
record it. Honnavar Forest Division has been involved in the conservation of sea turtles for the
past 15 years and has set up sea turtles conservation centers along the sandy shores coming under
the forest division to protect the endangered sea turtles and sea turtle eggs that have never been
cared/protected for by their mother. The GPS data recorded by him were incorrectly recorded in
the NCSCM Geographical Information System (GPS) when entering degree digits In the draft
Karnataka State Coastal Zone Management Plan-2019, the extent of CRZ-1A areas in the
Notification of Coastal Zone Regulation Act-2019 has deliberately colluded with the corrupt
officials for the purposeful port work and by wrongly identifying the habitat positions of the Silent
Sea Turtle, the symbol of Shri Hari Dasavatar, and avoiding the CRZ-1A area, which I strongly
oppose/condemn such act of injustice.
Advice: Go to Tools in Google Earth and then proceed to tools, click on Show Lat/Long
then click on Degrees, Decimal Minutes then click on OK. Then the GPS data recorded by the
Honnavar Forest Department should be registered in ADD PLACEMENT and create a location
symbol and then see the same. 2)Ex: 14 18.565 N (DM) simple way to convert into degree
(14+18.565)/60=`14.30942 (Degree). I am under the impression that the GPS data is deliberately
not imported in the correct order and this wrongful act has been committed. Please take
appropriate action against the culprits and have mercy while preparing the CZMP map for the sea
turtle coming to our Tonka Kasarakoda and Pavinakurwa beach to lay their eggs.

In pursuance of the abovementioned subject, Kasarkod tonka is a fishing port area and women
have been involved in various kinds of fish business for their livelihood. Among these are
unloading fish from boats, transporting, dry fish industry, netting, net weaving, fish trading, and
traditional fishing, hundreds of women are self-reliant and leading their families through this
hereditary business. The proposed HPPL private port company along with the port department
has started keeping our livelihood rights at bay and has included our areas in the Port Limits
without asking us and is trying to make NH-Link road from the beach side without CRZ
permission and a plight has been hatched to clear our homes. We are leading our lives below the
poverty line and are reliant on our hereditary work for our daily livelihood. For the protection of
our rights, there is a well-intentioned reference in the CRZ Act to protect the subsistence services
of fishermen, and it is requested to move the HPPL and Port Department from here, which are
taking away the right of self-sustenance of fisherwomen, and identify the areas used for the self-
sustenance of our fisherwomen in the CZMP map.

Subject: About fishing and damage to fishermen's lives, fish breeding and environment.
Respected Sir,
We have been fishing in Kasarakoda Tonka Port and have built our own jobs. Around our river
Sharavati is an area of Kandla forests, in and around the Kandla forests, the fish breed in and
around the said area during the rainy season, i.e. during the fishing prohibition season, which is
the most suitable area for fish growth. If the water of Sharavati is polluted, there is a possibility of
setback for the offspring of fishes. Similarly, the fish we bring from the sea are mostly exported,
and the fish for drying purposes are supplied in large quantities to the fisherwomen who dry the
fish, and thereby act as pillars for women to build a self-reliant livelihood. The proposed private
port project, is a nightmare for us who are mostly deep sea fishermen, thus causing a problem for
us. The reason is that the water of the river Sharavathi is polluted by the port activity and the
constant movement of huge boats makes it very difficult for our fishing boats to fish. The chances
of damage to the local sea shores are also high, the areas where fishermen live and the families of
fishermen are likely to be directly hit. If the projects that are fatal to fishing come along the coast,
it is the first duty of all of us to protect the aquatic life and the fishes and natural environment
which are endangered by such projects. Fishermen are showing their humanity by working hard
every day to clean up the sea shores and organising cleaning programs and are trying to conserve
rare turtles and develop them, therefore we are proud to claim that we have the longest and cleanest
beach with white sand in the district so far. Due to such a good environment and the presence of
dense kandla forests in the river surrounded by coconut trees and abundant fishermen's residential
areas in this part, HPPL trying to destroy the environment by its proposed unscientific work, in
light of the same, it is humbly requested to stop the projects like this which are harmful to fishing
and fish breeding and damaging the environment.

The proposed Honnavar Port Company works plan to increase the dust around our environment,
the road works have led to dust settling on the fish we dry for food supply. Many of our family
members are frequently suffering from lung-related diseases due to dust.
The proposed project has created a program for the storage and transportation of coal, ores,
fertilizers, in our region. The male-dominated port work industry will not only end the industry of
self-reliant fishermen and women but also impoverish them.
Conspiracy to encroach on those land under our use through unethical back door channels has
been taking place. Henceforth, we beg you to stop such harmful project in fishermen and fishing
areas and protect the self-reliance of fishermen and women of our society.
