innovation: the case of green public
procurement in the United States

Purpose – Green public procurement (GPP) may be a viable solution and an innovative policy tool for public
managers to address complex environmental issues facing communities globally. Given their substantial
purchasing power, local GPP initiatives and success can accelerate a transition toward a more sustainable
society through governments’ influence over the private sector. The study’s central research question is: What
are the factors associated with US local governments’ engagement with GPP practices?
Design/methodology/approach – This research applies the Mohr’s (1969) model of motivations, obstacles
and resources (MOR) and draws on original, comprehensive and national survey data collected in collaboration
with NIGP: The Institute for Public Procurement to explain adoption of GPP as an innovative policy tool. To
ensure the robustness of the findings, the data are analysed by running two types of regression – ordinal
logistic and negative binomial – using two different operationalizations for the dependent variable, a GPP scale
(ordinal) and a GPP scorecard (count).
Findings – The decision surrounding GPP adoption is ultimately driven by organizations’ strategic visions,
organizations’ familiarity with the GPP concept and practices, and mandates from the federal government
through funding mechanisms.
Originality/value – This study offers guidance to both academic researchers and policymakers in public
management and public budgeting and finance on strategies and policy options to expand GPP adoption and
utilization.

Introduction
Climate change, increasing population, resource depletion and environmental degradation
are some of the most complex issues facing communities globally (Wang et al., 2012). In the
United States, some of the consequences of climate change are related to temperature shifts,
sea level rise, precipitation changes, migration of species, changes in the ecosystem and forest
fires (Chen, 2011). These changes affect different stakeholders, individuals, businesses,
industry sectors, the economy, and have a severe negative impact on health and quality of life
(Chen, 2011). Public managers need solutions to adapt to and cope with such challenges
(Adger et al., 2003).
Green public procurement (GPP) may be a viable solution and an innovative
environmental policy tool to public managers. US local governments spend yearly
approximately $1.72tn on purchasing goods and services (Stritch et al., 2020). Given
municipalities’ substantial purchasing power, GPP practices at the local level can speed up a
transition toward a more sustainable society. It explicitly incorporates in the traditional
procurement process environmentally conscious criteria and becomes an effective demand-
side tool to influence private sectors’ products and services (Edler and Georghiou, 2007).

This research applies the Mohr’s (1969) model of motivations, obstacles and resources Green public
(MOR) to explain adoption of GPP as an innovative policy tool. The study posits the following procurement
research question: What are the factors associated with US local governments’ engagement
with GPP practices? Drawing on an original, comprehensive, and national survey data
collected in collaboration with NIGP: The Institute for Public Procurement, the paper finds
that the decision to adopt GPP is correlated to strategic visions, familiarity with the concept,
and mandates from the federal government through funding mechanisms.
This paper is important for several reasons. First, the essay advances scholarly 585
understandings of factors that may facilitate or hinder GPP adoption in the US local
government context. Through the theoretical lens of Mohr’s (1969) model of internal
determinants for policy innovation adoption, a wide range of political, economic,
demographic, ideological and managerial correlates are examined and tested for potential
motivations, obstacles, and resources needed. Research findings offer guidance to both
academic researchers and policymakers in public management and public budgeting and
finance on strategies and policy options to expand GPP adoption and utilization. Second, it
primarily relies on data collected in 2018 from a novel, comprehensive national survey,
designed and implemented by the author in close collaboration with NIGP.
The paper is structured as follows. First, an introduction to public procurement is offered
coupled with a theoretical linkage connecting public procurement to policy innovation.
Then, the concept and practices of GPP is introduced, as an innovative environmental policy
tool. It is followed by a literature review comprising the framework of the study, research
question and hypotheses. Next, data and methods employed to test the hypotheses are
presented. The study concludes with a discussion and conclusion section that depicts the
implications for research and practice, the limitation of the study and direction for future
research.

Literature review
Innovation: from public procurement to green public procurement
Innovation refers to “all public measures to induce innovations and/or speed up diffusion of
innovations through increasing the demand for innovations, defining new functional
requirement for products and services or better articulating demand” (Edler and Georghiou,
2007, p. 952). As opposed to invention, innovation encompasses the adoption of a policy that a
government has not previously utilized – not necessarily an altogether a new approach (Berry
and Berry, 1990; Krause, 2011).
Historically, organizations have employed a lowest initial cost criterion for purchasing
goods and services out of the conviction that the lowest cost would render efficiency and
effectiveness (Rainville, 2017). Yet, currently, procurement has outgrown its purely
administrative function (Trammell et al., 2020; Abd Razak et al., 2016) evolving to be an
innovative demand-side policy tool that incorporate other policy goals into the procurement
process – e.g. environmental protection, social equity, sustainability, innovation (Edler and
Georghiou, 2007; Storsj€o and Kachali, 2017; Hsueh et al., 2020; Hafsa et al., 2021; Chen
et al., 2021).
One such innovative policy tool is GPP. GPP refers to the integration of environmental
criteria into all stages of the procurement process to encourage the spread of environmentally
sound products and services, by seeking and choosing solutions that have the least possible
impact on the environment throughout their whole life cycle [adapted from Bouwer et al.
(2005)]. GPP was used interchangeably with the term “sustainable public procurement”
(Cheng et al., 2018). Alongside environmental protection, sustainable public procurement
encompasses the social and economic secondary outcomes of procurement (Cheng et al.,
2018). This paper focuses on the environmental aspect of sustainability.
IJPSM Following the Bouwer et al. (2005) definition, environmental criteria can be included in
35,5 each stage of the procurement process. For example, environmental criteria can focus on
reduced energy consumption, reduced packaging, extended lifetime of products, waste
reduction, recycling, reduced resource use (Bouwer et al., 2005). The four stages (Bolton,
2008), from low to high, are contractor capacity (selection criteria), award criteria, technical
specifications and contractual clauses.
The purpose of contractor capacity or selection criteria is to ensure the potential supplier’s
586 competence to perform under the contract. An agency may seek to exclude vendors that do
not have the environmental capacity to carry out the contract by demanding proof, for
example, of access to a certain technical equipment or facility or to labour force with
experience in environmental issues (Bolton, 2008). The award or evaluation criteria can be
either lowest cost or best value most advantageous offer (Day, 2005). The best value criterion
may consider – alongside requirements for cost – factors related to quality, risk, and staff
(Bolton, 2008). Within this stage, an organization can award extra points for environmental
protection requirements such as: proof environmental training for employees, eco-labels for
products, life-cycle cost, and usage of electricity from renewable sources (Bolton, 2008; Day,
2005). With technical specifications, an organization informs potential suppliers about its
needs and serves as a guide that helps businesses submit proposals (Bolton, 2008). The
technical specifications can include requirements on the utilization, for example, of products
or services that are superior in environmental performance (Terrell, 2012). For instance, an
agency can request paper produced from a certain percentage of recycled material and use of
electricity derived from renewable energy sources. To increase the efficiency of GPP as an
environmental policy tool the contract itself should be inclusive of environmental clauses
(Bolton, 2008). Monitoring and evaluating performance is a necessary phase in assessing the
outcomes of green procurement practices (Appoloni et al., 2014).

Motivation–obstacles–resources (MOR) framework of policy innovation: research question


and hypotheses
Internal determinants models for policy adoption are essential for informing decision-making
in organizations. The model assumes that political, economic, and social characteristics of a
jurisdiction influence the adoption of a new policy (Sabatier and Weible, 2014). The theory
behind it is that once an agency is aware of the existence of a new policy, the adoption decision
is based on the organization’s internal characteristics, rather than the diffusion from earlier
adopters (Sabatier and Weible, 2014). This model has been widely utilized to understand
decision-making patterns related to state and local innovation (Berry and Berry, 1990;
Krause, 2011; Wang and Zhao, 2014).
Innovation is difficult to implement because of inherent uncertainty and risks. For this
reason, Mohr (1969) argued that several factors challenge innovation adoption, including the
cost and the possible reluctance of individuals emanating from adoption of a new approach
(Mohr, 1969). While obstacles may hinder innovation, based on previous research, Mohr
(1969) explained that certain factors can encourage innovation adoption and advanced the
MOR model with the following hypothesis: “innovation is directly related to the motivation to
innovate, inversely related to the strength of the obstacles to innovation, and directly related
to the availability of resources for overcoming such obstacles” (Mohr, 1969, p. 63).
Mohr (1969) outlined the most common sources of motivation for policy innovation
adoption: environmental challenges and design, and relevant ideologies (63). Building on
Mohr’s (1969) model, and combining previous research on sustainability, this study
hypothesizes that the key motivations for GPP adoption are environmental challenges (i.e.
population change, population density), the political environment in which an agency
operates, organizational strategy and pressures from external stakeholders.
Coping with environmental challenges, such as environmental degradation and natural Green public
resource depletion (Portney, 2013; Wang et al., 2012), sustainability needs and expectations procurement
are significant motivations of sustainability related policy innovations. Perceptions towards
environmental challenges and needs however are directly related to local population
characteristics, density and changes (Portney, 2013; Wang et al., 2012). It is hypothesized that:
H1. Population growth is likely to positively influence the level of GPP adoption.
H2. Population density is likely to positively influence the level of GPP adoption. 587
Local political environment and ideology are also important motivations. Political ideology
influences policy making (Saha, 2009; Alkadry et al., 2019; Rodriguez-Plesa et al., 2022)
A politically liberal environment, ideology or attitude is often related to sustainability focused
policy innovations (Saha, 2009, as cited by Wang et al., 2012, p. 844; Opp and Saunders, 2013;
Alkadry et al., 2019) and GPP practices (Rodiguez-Plesa et al., 2022). Lack of political support
may hinder GPP implementation (Bouwer et al., 2005). It is hypothesized that:
H3. Local governments serving a higher percentage of citizens voting along democratic
party lines are more likely to adopt higher level of GPP.
GPP adoption has been associated with the culture in the organization and whether
management is supportive of engaging in these practices (Rodriguez-Plesa et al., 2022;
Brammer and Walker, 2011; Ashenbaum, 2008; Bj€orklund, 2011; Nasiche and Ngugi, 2014;
Preuss and Walker, 2011; Walker et al., 2008). These objectives have usually been reflected in
the agency’s strategic plan, which typically includes an organization’s mission and values
(George et al., 2019). Organizational leaders generally develop these goals and mobilize
organizational resources towards achieving these objectives (Wang et al., 2012, 2014;
Rodriguez-Pleasa et al., 2022). It is hypothesized that:
H4. Local governments that incorporate GPP in the institutional strategic vision are
more likely to engage in a higher level of GPP.
Stakeholders (e.g. interest groups, upper levels of government) influence the decision-making
process in terms of policy prioritization and sustainability practices (Terman and Smith,
2018; Roman, 2017; Smith and Terman, 2016; Sabatier and Weible, 2014; Mintzberg, 1983).
Roman (2017) posited that both the private and public sectors face more pressure to engage in
GPP practices from factors outside the organization rather than from within the organization.
It is hypothesized that:
H5. Local governments facing pressures from external stakeholders are more likely to
engage in a higher level of GPP.
Two sets of obstacles are particularly salient in the sustainable procurement scholarship.
First, a key factor that hinders public authorities’ engagement in GPP practices is the
perceived higher costs of environmentally friendly products and services (Smith and Terman,
2016; Hall et al., 2016; Walker et al., 2008). While there are win–win situations, where efficiency
and sustainability are aligned, the literature has generally suggested that buying green is
perceived as much more expensive, at least when only considering initial expenditures and
ignoring a life-cycle analysis (Bostr€om et al., 2012; Bouwer et al., 2005; Hall et al., 2016; Testa
et al., 2012; Zhu et al., 2013). Due to budget constraints, and conflicting values in
organizational management, most governments are reluctant to pay higher upfront costs for
“green” products and services (Bouwer et al., 2005; Brammer and Walker, 2011). Thus, it is
hypothesized that:
H6. Higher perceived costs deter local government engagement in a higher level of GPP.
IJPSM Second, another main obstacle in GPP implementation has been market availability for green
35,5 products and services (Brammer and Walker, 2011; Nasiche and Ngugi, 2014; Iraldo and
Testa, 2007, as cited by Testa et al., 2012). Additionally, individuals might perceive the
environmentally friendly products and services on the market underperform as compared to
the traditional ones (e.g. environmentally friendly cleaning products as compared to their
conventional counterparts) or fear greenwashing practices in the existing market (Grolleau
et al., 2019). This barrier may be more prevalent in small and medium sized local
588 governments, compared to larger cities, and some suppliers may be unwilling to abide by
governments’ GPP initiatives, for several reasons, including resource constraints and poor
practices. It is hypothesized that:
H7. Lack of market availability deters local government engagement in a higher level
of GPP.
Available organizational resources can assist with overcoming the obstacles (i.e. barriers) of
innovation adoption (Mohr, 1969; Sabatier and Weible, 2014). Previous studies posited that
variation in adoption of GPP practices can be explained by the local government’s financial
condition (e.g. Brammer and Walker, 2011) because green products and services are deemed
to be more expensive and financial restrictions may hinder the adoption and implementation
of GPP (Cheng et al., 2018). It is hypothesized that:
H8. Local governments with higher financial resources are more likely to engage in a
higher level of GPP.
While financial resources are inherently crucial to the process, organizational technical
capacity to adopt innovative approaches to procurement is also key (Terman and Smith,
2018). To engage in GPP practices, an organization must be familiar with the concept and
have capacity for implementation. Across different countries and contexts, capacity to
formulate measurable environmental specifications (e.g. knowledge, awareness and
information on GPP) has been identified as having a significant and positive impact on
adoption and implementation of GPP practices (Testa et al., 2012; Testa et al., 2016; Zhu et al.,
2013). It is hypothesized that:
H9. Local governments with higher technical capacity are more likely to engage in a
higher level of GPP.
The United States’ administrative system is based on delegation of authority, with public
authorities being highly decentralized. In recent years, scholars have advanced collaborative
governance approaches as tools to overcome issues that arise from decentralization, such as
financial constraints and lack of technical experts (Feiock, 2013). Extant literature found a
positive relationship between local governments engaging in cooperative purchasing/joint
venture agreements and development strategies (i.e. sustainability) (Hawkins and Andrew,
2010; Johnson and Neiman, 2004). Therefore, the present study argues that collaborative
governance, in the form of cooperative purchasing, is a resource to overcome obstacles
related to innovation adoption. It is hypothesized that:
H10. Local governments involved in collaborative government arrangements are more
likely to engage in a higher level of GPP.

Method and data


Data for this study are comprised of primary and secondary information. Primary data are
collected from an original national survey developed in collaboration with NIGP: The
Institute for Public Procurement [1], sent out to 1,983 of its local government member
agencies. Primary data are supplemented by information from the US Census Bureau and Green public
Harvard Dataverse – MIT Election Data and Science Lab. procurement
The survey instrument was drafted by the author after a thorough review of policy
innovation, GPP and collaborative governance literature studies. A pilot study with public
procurement professionals from the author’s network was conducted. Individuals chosen for
the pilot test were representative to the final sample (Gore-Felton et al., 2002). The pilot test
took place between September and November 2018. Seven individuals provided feedback on
the questionnaire and the final survey was updated in accordance with the clarifications 589
provided. Following the pilot test, the survey instrument was sent to procurement
representatives (e.g. purchasing agents, purchasing managers, contract administrator,
purchasing clerks, buyers, purchasing specialists, etc.) of 1,983 NIGP member agencies, in
November of 2018. It was sent via e-mail to procurement officials in local governments and
administered through Qualtrics, an online survey software. Several e-mail reminders were
sent. The nominal response rate was 22%, with public procurement representatives of 436
local governments responding to the questionnaire. Due to missing data, the final sample
consisted of 189 useable surveys received from various local governments (city/town, county/
regional, school systems, utility and special authority), yielding a response rate of 9.5%.
To ensure the robustness of the findings, as recommended by Long and Freese (2006), two
models are run using two different operationalizations for the dependent variable, a GPP
scale (ordinal) and a GPP scorecard (count). A Cronbach alpha of 0.93 shows the internal
consistency of the scorecard variables.

Measures
Dependent variable operationalization. Two separate dependent variables were utilized, a
colour-coded GPP scale and a GPP scorecard. Data for constructing the two dependent
variables were obtained from the survey question: Please indicate your organization’s
preference regarding the following environmental specifications (please select all that apply). A
total of 12 common GPP requirements were included in the survey (adapted from Bouwer
et al., 2005) (Table A1 in appendix) and respondents were asked to evaluate their agencies’
practices and indicate the extent to which each requirement was implemented and in what
stages of the procurement process: (1) not applicable; (2) included in the agency’s policies,
preferred and not required; (3) required in the selection criteria; (4) preferred and reflected in
the evaluation criteria; or (5) preferred and built into technical specifications or contractual
agreements. An agency may choose to engage in any of the GPP activities (Table A1) or none.
Therefore, the overall score of an agency may range from 12 (i.e. no requirements were
implemented) to 60 (i.e. all requirements were fully implemented).
The GPP scale aggregates the 12-item raw data into a more informative three-level,
ordinal, colour-coded greenness scale based on their inclusion in the stages of the
procurement process. All respondent agencies are grouped according to the greenness scale,
which is based on the extent of implementation of the 12 essential GPP practices (from
Table A1) in the procurement process/stages. The “Grey” category consists of agencies that
do not implement any surveyed GPP requirements or, when they do, such requirements are
merely symbolic. The “Light Green” category includes agencies that aim to select suppliers
that would have “environmental” capacity to perform under the contract, though delivery of
environmentally friendly products/services is not enforced. The agencies that fall into the
“Green” category adhere to GPP by evaluating suppliers on environmental criteria as well as
enforcing, and monitoring green technical specification and implementation.
Based on the theoretical reasoning presented above, respondent agencies were
categorized as “Grey” if their scores were 24 or lower, that is, on average, an agency was
indicated at (2) or less regarding each of the 12 common GPP requirements listed in the survey
IJPSM questionnaire. Correspondingly, agencies were categorized as “Light Green” if their scores
35,5 were greater than 24, but equal to or less than 36, i.e. on average indicating between (2) and (3)
for the 12 GPP requirements. Agencies were categorized as “Green” if their scores were
greater than 36, i.e. on average indicating higher than (3) for the 12 GPP requirements. The
seemingly arbitrary cut-off points are corroborated by the results of Jenks natural break
optimization [2]. Furthermore, sensitivity tests of using various cut-off points were conducted
to ensure research results and findings are not dependent on a specific set of cut-off points.
590 When combining theoretically derived, data-informed, and fuzzy approaches, we are in a
strong position to triangulate true cut-off points of the greenness scale and to ensure research
findings are independent from specific cut-off points.
Both dependent variables are used with appropriate methods and results are consistent
and are determined by the specific form or aggregation of the dependent variables. Two
different models are carried out and tested against the same independent variables –
motivations, obstacles, resources, and controls. The first model employs a dependent
variable which is the ordinal scale being developed for each agency. The second model
utilizes a dependent variable which is a count value of each agency on its GPP practices and
efforts. See Table A2 in appendix for description and sources of each and Table A3 in
appendix for summary statistics.
Independent and control variables. Based on Mohr’s (1969) model for policy innovation
adoption, the independent variables for this study are grouped as motivations, obstacles and
resources. Building on extant literature, the key motivations to engagement in GPP practices
relate to environmental challenges, operationalized as population density and population
change (e.g. Portney, 2013; Wang et al., 2012), the political environment, measured as the
percentage of the votes with the democratic candidate in the 2016 presidential elections (e.g.
Alkadry et al., 2019), organizational strategy refers to whether or not GPP practices are
incorporated in the agency’s strategic plan (e.g. Rodriguez-Plesa et al., 2022) and influence of
the pressures from external stakeholders: federal funding and interest groups (e.g. Roman,
2017). The model accounts for two main obstacles: higher perceived cost for green products/
services and the extent to which there is market availability for such demands (e.g. Brammer
and Walker, 2011; Nasiche and Ngugi, 2014). The resources to overcome the obstacles refer to
financial resources – annual procurement volume and whether the procurement function is
centralized or decentralized (e.g. Alkadry et al., 2019), technical capacity (e.g. Terman and
Smith 2018) – whether the position requires professional procurement certification, the
degree of familiarity with GPP, whether the organization offers training on GPP, and whether
the organization engages in cooperative and group purchasing.
To account for differences in the cities, the framework is inclusive of several demographic
features of the community: residents’ medium age, the educational level of the residents,
medium household income and non-White race of the population (e.g. Rodriguez-Plesa et al.,
2022; Alkadry et al., 2019) as well as for the type of agency. Building on the hypotheses
mentioned above (Mohr, 1969; Wang and Zhao, 2014), the model of GPP adoption can be
expressed as:

Estimation strategy. Because the GPP greenness scale dependent variable is ordinal, it is
recommended to utilize an ordinal logistic regression (Long and Freese, 2006). Because the
GPP scorecard dependent variable follows the properties of a count variable, a negative
binomial model is used, instead of a Poisson regression. This is because the assumption of a
Poisson distribution, the mean and the variance are equal is violated. Before running the
regressions, the assumptions for regressions were tested. Therefore, several diagnostics were
employed, including multicollinearity, the approximate likelihood ratio tests, and Brant tests
for the proportional odds assumption (Long and Freese, 2006). No major violations are found. Green public
The regressions results are presented in Table A4 in appendix. procurement
Additionally, respondents vs non-respondents analysis was conducted utilizing
demographic indicators, and results show that participation bias is not likely to be present [3].
For clarity, interpretations based on predicted probabilities are usually preferred in these
types of models. Therefore, in addition to factor change in odds, Table A5 in appendix reports
marginal effects for an average agency (Long and Freese, 2006).

Results
Motivations
Management support is likely to positively influence the level of GPP engagement, therefore
hypothesis 4 is supported. Results show that for agencies that incorporate GPP practices in
their strategic plan, compared to those that do not, the odds of a green level of GPP, rather
than a less environmentally friendly and sustainable practice (i.e. “Light green” and “Grey”)
increase by 3.70, holding all other variables in the model constant. Moreover, compared to
agencies that do not include GPP in their strategic plans, agencies that include GPP in their
strategic plans will have 26 percentage points less probability of falling in the grey category.
In the same comparison, the latter is 20 percentage points more likely to fall in the light green
category and 6 percentage points more likely to be in the green category.
Similarly, hypothesis 5 is partially supported. With a one-unit increase in external
pressure resulting from higher level funding, the odds of an agency adopting a green level of
GPP – as opposed to the less environmentally friendly categories – increase by 1.60, holding
all other variables in the model constant. Specifically, a one-unit increase in external pressure
from federal funding decreases an agency’s probability of falling in the grey GPP category by
9 percentage points, while increasing the agency’s probability of being light green or green by
7 and 2 percentage points, respectively.
Contrary to what was hypothesized, environmental challenges, political environment of
the population and external pressure from interest groups do not have a statistically
significant impact on the level of GPP. Therefore, hypotheses 1, 2, 3, and partially hypotheses
5 are not supported.

Obstacles
The study argued that lack of market availability has a negative effect on the level of
engagement in GPP. Results show that with a one-unit increase in market availability, the
odds of an agency adopting a green level of GPP vs light green or grey decrease by 0.58,
holding all other variables in the model constant. Specifically, one-unit increase in the
perception of an adequate number of green suppliers available for selection increases an
agency’s probability of falling in the grey GPP category by 11 percentage points, while
decreasing the agency’s probability of being light green or green by 8 and 3 percentage
points, respectively. Therefore, the results show the opposite to what was originally
hypothesized. Additionally, the findings do not support a correlation between cost of green
products or services and GPP adoption, hypothesis 6 is not being supported.

Resources
There is a strong statistically significant relationship between familiarity with the GPP
concept and the level of GPP in an organization. Hypothesis 9 is partially supported, holding
all other variables in the model constant, with one-unit increase in familiarity with GPP, the
odds of engagement in green GPP – compared to less environmentally friendly categories –
increase by 2.35. More specifically, one-unit increase in familiarity with the concept of GPP
IJPSM decreases an agency’s probability of falling in the grey GPP category by 17 percentage points
35,5 while increasing the agency’s probability of falling in the light green and green categories, by
13 and 4 percentage points, respectively.
However, the study did not find support for the hypotheses related to the influence of
financial resources, and certain elements of the organization’s technical capacity –
certification, training and collaboration – on the level of GPP practices in US local
governments. Therefore, hypotheses 8, 9 (partially) and 10 are not supported.

Control variables
The percentage of African American population in the community is statistically significant
at p < 0.1 only in the ordered logistic model. This suggests a negative relationship between a
high percentage of African American population and engagement in such practices at the
local level.

Discussion and conclusion


Results generally support Mohr’s (1969) MOR model. Organizational characteristics and
capacity resources are the main motivators for innovation adoption. Consistent with previous
sustainability research, this study highlights the importance of leadership (e.g. Rodriguez
Plesa et al., 2022; Brammer and Walker, 2011), organizational culture and knowledge for
engagement in sustainable practices (e.g. Roman, 2017). Consistent with the premises of
institutional theory, the results pinpoint to the fact that coercive or regulatory pressures may
be a solution to a higher level of adoption of GPP (Ahsan and Rahman, 2017). Due to the
decentralized administrative system in the United States, local governments have discretion
in their policymaking process; however, the federal government can use federal funds as an
instrument to motivate policy at the local level (Peters, 2018).
Surprisingly, results show that higher level of perceived supply available for selection in
the market has a negative impact on engagement in GPP, whereas this study hypothesizes
the opposite. Previous research posits that governments in the United States express concern
about market availability for green products and services (e.g. Brammer and Walker, 2011). It
may be that, while the market may have evolved since, likely not competitive enough with the
traditional commodities, in terms of price or quality. The results can also be interpreted as
related to a misconnection between the respondents’ perception of supply availability and
actual availability. Additionally, the results may have been influenced by how questions were
phrased in the survey.
The study demonstrates that adoption of GPP practices is not necessarily a product of the
political environment in which an agency operates or constrained by financial resources.
Consistent with Roman’s (2017) findings, results show the importance of sustainable
procurement as a “core management concept” (1,055). Familiarity with GPP seems to matter
most when it comes to overcoming the challenges to adoption. These findings are consistent
with previous research on sustainable procurement (e.g., Brammer and Walker, 2011; Testa
et al., 2012, 2016; Varnas et al., 2009; Zhu et al., 2013).
This research has several implications for theory advancement. First, the study fills the
gap in the innovation literature by analysing the determinants of GPP adoption among US
local governments. By drawing on innovation adoption theory and employing Mohr’s (1969)
MOR model, the present study is among the first to understand determinants of GPP in US
local governments. To my knowledge, only one study has analysed the topic, but it utilized
data from 2011. In contrast, the present study utilized more current data in its analyses. A
second implication for theory is the novelty of the data utilized in the study, which were
obtained from a survey designed by the author after a thorough literature review. Third, the
study used a novel operationalization of the dependent variable to account for all stages of the Green public
procurement process. Fourth, the research identified various directions for future research. procurement
Public procurement is an innovative policy approach to change business as usual in the
governmental sector; it has been under-studied and under-utilized in the US context. Public
procurement is a tool that may lead to unrealized achievements of environmental
performance. The present study posits motivations and resources to overcome barriers of
GPP engagement in US local governments. It can be concluded that the decision-making
process surrounding GPP is ultimately driven by who leads the organization, level of 593
familiarity with the concept in the organisation and mandates from the federal government
through funding mechanisms.
The findings offer two main insights for policy and practice. First, the empirical results
demonstrate the importance of organizational technical capacity and a strategic leadership
approach for a paradigm shift from a traditional procurement process to a more strategic and
innovative approach that considers the whole life cycle of a product, as opposed to lower
upfront costs. This study argues that GPP adoption is not determined by environmental
challenges or the political environment in which the agency operates, nor is it limited by the
financial resources of the organisation. Engagement in sustainable procurement is a
cumulation of organizational technical capacity and the “human element to it” –
“organizational leadership and culture” (Roman, 2017, p. 1056). The present research
suggests that public managers should focus on raising awareness of the concept of GPP and
equip employees with the necessary tools to implement GPP (Testa et al. (2012). Second, the
study underlines the power of policy – in the form of the requirements that accompany federal
government funding for motivating engagement in such practices.

Limitations and future research


Four main limitations are identified in the study. First, the study’s sample pool is based on
NIGP affiliation and concerns may arise regarding the generalizability of the study. While
NIGP membership is widespread across the country, due to missing data, the results might
generalize better with smaller local governments. Second, “common method bias is a biasing
of results (which could be in the form of false positives from hypothesis tests) that is caused
by two variables exhibiting related measurement error owing to a common method, such as a
single survey” (Favero and Bullock, 2015, p. 1). The survey was carefully designed to ensure
that the dependent and main independent variables were separated by other questions to
ensure that the first item does not inform the following item. Third, while a thorough
literature review was conducted to design the survey instrument as well as to build the
theoretical model for this paper, I acknowledge that omitted variable bias may still represent
a threat to internal validity of the analysis. Lastly, the data were self-reported and are based
on the perceptions of individuals in the organizations and susceptible to social desirability
bias. As Ritzer (1975) stated, “the sum of the individual replies does not equal to a social fact,
but their perception on what the social fact is” (160). Ritzer (1975) sees roles, values, groups,
the family, etc. as social facts (Ritzer, 1975, p. 159). While this issue is acknowledged as a
limitation, other scholars have taken a similar approach (e.g. Wang et al., 2012). More so,
Remler and Van Ryzin (2014) argued that surveys can also be used to understand
characteristics of the organizations by interviewing or surveying individuals in the
organizations that are suitable to answer such questions (Remler and Van Ryzin, 2014). In
addition, organizational data are usually reported by individuals.
Future research could focus more on the leadership theory implications of this study and
analyse how each type of leader influences GPP adoption as well as the intersection between
organizational strategy and GPP adoption. Also, the unit of analysis for this research is the
local government entity; it would be interesting for future research to focus on individuals
IJPSM involved in the procurement process and their influence on the engagement in GPP practices.

engagement, extant literature is largely silent on factors influencing their behaviour (Grandia
et al., 2015). Additionally, while this research explains the decision-making process, future
studies could assess the outcomes of GPP implementation. Likewise, the sustainability
literature would benefit from an analysis of the actual behavioural change on the supply side
arising from implementation of GPP policies in the United States.

Dr. Ana Maria Dimand is an Assistant Professor of Public Policy and Administration in the School of
Public Service, at Boise State University. Ana recently completed her Ph.D. and a Graduate Certificate in
Public Finance, Procurement, and Contract Management, at Florida International University, Miami.
