Pay Allowances & Advances

The amount of something that is allowed especially


according to the regulation is called allowance

Other than pay, increase in payment due to dearness is


called allowance.
1. T.A= travelling allowance
when a govt. servant travels for a govt.
business, he is awarded travelling
allowance scale wise under rules.

2. Travelling after sixteen kilometers


journey a govt. servant can enjoy a
traveling allowance as per rule.

3. D.A Daily Allowance


When a govt. servant stays at night out of
station for govt. purpose , he is entitled to
enjoy daily allowance admissible as per
rule.
4. House rent
It is also an allowance awarded to the govt. servants as a
house rent,

I. In big cities it is given 45%of the initial stage of the scale,


that an individual is entitled.

II. Out of city or in small towns & cities , it is paid 30% of


the initial stage of the scale , in which a govt. servant is
working.
5. Medical Allowance
It is also advanced scale wise.
I. BS(1-15) it was 1000 & now it has been Increased up to
1200.
II. From BS-16 & above 15% of initial pay scale of an
individual from 2008, it is given on basic pay & from 1-12-
2009 is 20%.

6. Conveyance Allowance
Govt. has decided to enhance the conveyance allowance by
5% in the pay scale for employees BS-1-15 as under

1-14 1700/P.M 1785/P.M
5-10 1840/P.M 1932/P.M
11-15 2720/P.M 2856/P.M

The above said conveyance allowance shall be admissible to


all civil servants of the Punjab Govt. in the pay scale (1-15)
w.e.f. 1st July 2014. where ever these are applicable as per
rules.
7.Adhoc Relief Allowance
I. Adhoc relief 50% allowance of drawing pay on 1-12-2009
(freez).
II. RS-15% of pay on 1-12-2010 to all (freez) no increase in it
till further order.(20% of basic pay on 2012).
III. 10% of pay drawing from 2013 to all.

IV. 10% of pay drawing from 2014 to all.


8.Integrated allowance (uniform & washing allowance)

BS-1-4 RS=3000/P.M(driver ,security guard etc.)

I. This allowance is not admissible to contract employees


drawing lump-sump pay packages & contingent paid
staff.

II. This allowance will be subject to income tax.


iii. Will be admissible during leave & entire period of LPR
except during extra ordinary leave.

iv. Will not be treated as part of emoluments for the purpose


of calculation of pension /gratuity and recovery of house
rent.

v. Will not be admissible to the employees during the tenure


of their posting/deputation abroad.
vi. Will be admissible to the employees on their repatriation
from posting/deputation abroad at the rate & amount ,
which would have been admissible to them had they not
been posted abroad.

vii. The term basic pay for the purpose of Adhoc relief
allowance 2014 will also include the amount of the
personal pay granted on account of annual increments
beyond the maximum of the existing pay scales.
9. A Govt. employee is drawing the following allowance at
present P.M

I. House rent 45% in big cities & 30% in rural areas of the
initial stage of the scale.
II. Conveyance allowance (2005).
III. Medical allowance.
IV. Integrated Allowance (2005)RS= 3000 P.M
V. Ad-hoc Allowance(2010) 50%
vi. Ad-hoc Allowance(2011) 15%

vii. Adhoc relief allowance (2012) 20%

viii. Adhoc relief Allowance (2013) 10%

ix. Adhoc relief Allowance 2014 10%


Advances
1. On transfer one advance basic pay is paid.

2. T.A advance 1/3 of the total amount.

3. G.P fund advances (Less than 50 years age ) 3 month pay


or half of the total G.P.F amount which ever is less.

4. After 50 years of age 100% advance G.P.F can be drawn.


I. It will be treated as final G.P fund payment.

II. From final G.P.F. payment Zakat will also be


deducted at the rate of 2 ½% .
III. House repair, house building , daughter's
marriage domestic use G.P.F allowance can
also be drawn at per request.
IV. Advances on transfer.
V. Advances on journey on tours etc.
VI. Advances should be recorded (in last pay
certificate advance of pay is recoverable in
three equal installments.)
