Whelan, Delaware County Office of District Attomey Delaware County Court House 201 West Front Street Media, Pennsylvania 19063 Dear District Attorney Whelan, Thave been approached by constituents who are both residents of the city of Chester and family ‘members of Mr. Leroy Evans. Based upon a compassionate plea from the Evans family, Iam respectfully requesting a review of Mr. Evans’ conviction for the brutal murder of Mrs. Emily Leo that occurred on November 11, 1980, Mrs. Leo was the neighborhood Avon lady. This sensational murder was highly publicized in the 1980s and was investigated by Chester Detective Sergeant Commodore Harris, The investigation resulted in the arrest and conviction of Mr, Leroy Evans and co-defendant Anthony Tyrone Jones. Ihave been advised that Mr. Evans ‘was convicted solely on the testimony of Anthony Jones and that Anthony Jones has since recanted that testimony and now declares that Leroy Evans is innocent. I have been told that Mr. Evans has always asserted his innocence, At the request of Mr. Evans’ family, Defense Attorney Michael Malloy has provided me with a transcript of an interview he conducted with Anthony Jones in which Anthony Jones recanted his testimony implicating Leroy Evans in the murder of Mrs. Leo.
