1. We have a new policy on skills development, and skills development is trending.

2. Globally began earlier, there are regional developments as well, which led to this local
policy.
3. There are critiques that these policies serve capitalism to retain colonies in developing
nations. So, the promises they make are fake and increase people’s suffering.
4. Bacchi teaches us how to interrogate the problems of the policy, and we borrow from
her.
5. We dissect the policy problems, silences, and ways to question the policy.
6. We discuss our findings against the literature previously proposed.
7. We tell the policy amendments meant for the public good.

[Proposition: If we pass the policy document through the theoretical machine, the results
we get will be categorically sorted under the analytical frame]
3. Should we keep the ‘problem’ and ‘silence’ inquiry and move the ‘question’ inquiry to
the discussion?
4. Is Bacchi only useful to form questions? Is she capable of providing the theoretical
support we need?
