1 Scope
This standard describes the minimum requirements for plant paging system. It shall be read in
conjunction with SES K01-E01.

3 Design Requirements
3.1 General
3.1.1 Plant paging and public address system shall be used for permanent site
communications. The system shall meet the entire onsite communication
requirements. Refer to SES K01-E01 for general design criteria requirements.
3.1.2 The purpose of the plant paging and public address system is to provide fully digital,
full-duplex voice communication capability for instant staff to staff
intercommunications, emergency paging and signaling, verbal announcement, and
audio distribution for operational efficiency and maintenance functions.
3.1.3 The system components shall comply with the area classification in which they are
installed. Refer to SES R01-E02 for details and descriptions.
3.1.4 The system components shall comply with IEC-61000-6-2 electromagnetic
compatibility requirements.
3.1.5 The system and its associated equipment power supplies shall accept 230 Vac, 60 Hz
supply voltage. Manually selectable 127/230 Vac power supply units or equipment
shall not be used.
3.1.6 Any conflict(s) between this standard, SES and industry standards, engineering
drawings, and contract documents shall be resolved at the discretion of SABIC.
3.2 Public Address (PA) System
3.2.1 Public address system shall be implemented within the plant paging system.
3.2.2 A primary call station shall be provided in the control room, administration building,
security control center and fire station as minimum.
3.2.3 The system shall be equipped with a multi-tone generator capable of generating alarm
tones for different emergency conditions or common alarm generated by fire and gas
alarm panel when specified.

3.2.4 The multi-tone generator shall have overriding capability, permitting most critical tones
to override less critical tones in the event of simultaneous conditions.
3.2.5 The system shall be designed to reduce side tone, feedback, hum and distortion.

4 System Functional Requirements


4.1 General
4.1.1 The system shall be fully digital, microprocessor controlled central exchange system
employing interference-free communications. The intercom and paging function shall
be combined in one system, enabling a "page and call back" application.
4.1.2 The system shall be capable of digital, full-duplex, hands-free voice communication at
both calling and called party stations as well as digital control of features.
4.1.3 Speech channels throughout the central exchange and the transmission lines shall be
digital to and from each station. The system shall utilize digital signal processor
technology.
4.1.4 The central exchange shall allow simultaneous non-blocking communications.
4.1.5 The system shall operate without any loss of performance between the central
exchange and farthest station.
4.1.6 The central exchange shall be modular and expandable. It shall be possible to network
two or more central exchanges. The system shall have the capability to have central
exchanges networked by utilizing fiber optics.
4.1.7 Networked exchanges shall retain the same full feature operation as non-networked
exchanges without the necessity of additional equipment.
4.1.8 It shall be possible to zone a group of stations through software control and block calls
between zones to provide independent operation within zones. It shall be possible to
assign stations to a special zone, which allows access to specified stations in all
zones.
4.1.9 The system shall support direct pre-programmed push-to-talk (PTT) communication
via direct key or dialing keypad. Touch dialing extension sequences may be 2, 3 or 4
digits according to preference or system size. Extension number sequence
assignment shall be under program control and not require rewiring or setting of
switches.
4.1.10 Depending on project requirement, different interfaces can be implemented. The
system shall be capable of making available the following interfaces, in compliance
with SES and relevant international standards:
a. Fire and Gas Detection System interface shall be provided when specified , per
SES F01-G01
b. Radio system interface shall be provided when specified, per SES K03-S01
c. PABX telephone system interface shall be provided when specified, per SES K02-
S01
d. VoIP telephone interface shall be provided when specified, per IT-INF-UC-IPT_TP-

e. Ethernet interface for system networking, system configuration, etc. shall be
provided
f. Serial or Ethernet interface for Modbus shall be provided when specified
g. Analog interfaces with analog audio frequency (AF) and integrated I/O functionality
shall be provided when specified

h. Potential free contact interface for ancillary devices shall be provided when
specified
4.1.11 The system shall have a multi-level call restriction capability to allow or deny access
to features such as pre-empt, paging, and group call. Call restrictions shall be
individually programmable for each station.
4.2 Master Call Station Functionality
4.2.1 Each master call station, non-hazardous locations only, shall be equipped with built-
in LED with capability of displaying features as follows: BUSY, CONFERENCE, ALL-
CALL, GROUP CALL, CALLED and CALLING SUBSCRIBER NAME ID, HELP
MENU, NAME/NUMBER, etc.
4.2.2 It shall have the provision to label the configurable buttons that are equipped with LED
to show the status.
4.2.3 It shall be possible for a master call station to set up a conference call. Simultaneous
conference calls shall be supported. It shall be possible for any conferee to disconnect
at any time.
4.2.4 Each master call station shall have the capability to establish calls to other stations in
two-way hands-free loudspeaker mode.
4.2.5 The system shall provide a pre-empt function, indicating its busy status to other
subscribers. All configured stations shall be informed as soon as the station is
available.
4.2.6 A return call shall be signaled on the key LED with a special blink code. Certain
stations, e.g. master, shall have a message on the screen. This function should be
available on all stations, even on field sub-stations installed in classified areas.
4.2.7 All connections and functions of the system shall have a priority scheme control. Due
to this mechanism a function or call with higher priority can override any ongoing
process with lower priority.
4.2.8 Each function shall be programmable as a high or low priority function. At least 100
priority levels shall be available.
4.2.9 Each master call station shall have the capability to all-call or one-way voice page all
non-busy stations simultaneously.
4.2.10 Each master call station, which has been paged, shall have the capability to reply to
the master call station that initiated the all-call or group-call by pressing a single key
as prompted by station LCD message display. Stations with no LCD shall have unique
key blink code.
4.2.11 Each master call station shall have the capability to call the last caller or redial the last
number dialed with a single key entry. Each master call station shall have the capability
to direct speed dial any extension with one or two digit dialing.
4.2.12 Each master call station shall have the capability to adjust its voice and ring tone
volume.
4.2.13 Each master call station shall have the capability to mute its local microphone for
privacy by pressing a single key.
4.2.14 Each master call station shall have the capability to manually control speech direction,
push-to-talk (PTT) for noisy areas by pressing a single key.
4.2.15 Each master call station shall have the capability to remotely activate a sub-station
relay for control of doors or cameras.
4.2.16 The system shall be capable of including interfaces to allow each master call station
to access channels of programmed audio information sources.

4.2.17 The system shall be capable of including interfaces to allow each master call station
to access multiple voice page systems for paging through external amplifiers and
overhead speakers.

5 System Operational Requirements


5.1 Master Call Station Operation
5.1.1 Master call stations shall be capable of calling any other station in the system by touch
dialing an extension number.
5.1.2 When the calling party dials the extension, the digits and called party directory name
shall be displayed on the LC display of the station and immediate communication shall
be established with the idle called station.
5.1.3 At the called party station, the number and directory name of the calling party shall be
displayed. Calls may be canceled by either party by pressing a button
5.1.4 Master call stations shall be capable of being preset to any of following modes of
privacy for receiving calls. Stations in Automatic Loudspeaker Answer and Manual
Answer mode, both shall receive a pre-announce tone and shall automatically connect
when called, a Manual Answer station microphone shall be muted until answered.
Stations in Do-Not-Disturb mode shall appear busy to the calling station.
5.2 Sub-Station Operation
5.2.1 Each sub-station call button shall place calls to a pre-programmed destination and
have the capability to be programmed to place two types of calls, standard and admin.
It shall be possible to program any number of sub-stations to call the same master call
station.
5.2.2 Sub-station buttons programmed as standard shall be able to place calls to master
call stations or sub-stations and shall be processed in the same manner as a call from
a master call station.
5.2.3 In admin mode, incoming calls from sub-stations shall be routed simultaneously to
multiple sub-stations. The calls shall be acceptable at any of the addressed sub-
stations. The multi sub-station call shall enable sub-stations to send a communication
request to groups of sub-stations simultaneously with one key stroke. The incoming
request shall be displayed by the sub-station key LEDs and announced acoustically.
Any of the addressed sub-stations can respond to the call.
5.3 Administrative Master Call Station Operation
5.3.1 Administrative master call stations shall be capable of all features of a standard master
call station as well as the capability to answer sub-station calls out of order and display
multiple levels of sub-station call status. It shall be possible to program administrative
master call stations to operate in a parallel mode.
5.3.2 Administrative master call stations shall place and receive calls and shall have all the
same features as a conventional station as well as a dedicated speaker-off button.
5.3.3 In addition to the basic master keypad, the administrative master call station shall have
additional keys, which shall be capable of being programmed to provide selection of
standard functions with direct keys.
5.3.4 100 different priorities, call storage function and pre-busy signaling shall be available.
Multiple master call stations shall be capable of receiving admin calls from the same
sub-station.
5.3.5 Master call stations shall be capable of operating in a parallel or independent mode or
receive admin calls from all substations.
5.3.6 LED indicators on administrative master call stations shall be provided to indicate
admin call status of routine and emergency levels and more calls. The LED indicator

of the call-stations located in hazardous area shall indicate, busy, incoming call, and
emergency page.

6 Factory Acceptance Test (FAT)


6.1 General Requirements
6.1.1 The vendor shall assemble and wire all components of the system, and perform his
own internal functional test. The test observations and results shall be recorded and
made available to SABIC.
6.1.2 After satisfactory completion of vendor internal functional test, the FAT can be
planned.
6.1.3 The vendor or EPC shall send FAT procedure to SABIC, 2 months in advance for
review and approval.
6.1.4 FAT schedule shall be communicated to SABIC at least 1 month before start date.
6.2 FAT Procedure
6.2.1 Only the actual hardware that will be shipped to the site shall be tested.
6.2.2 The vendor shall allot sufficient space, facilities, and assistance to permit inspection
and testing of the system.
6.2.3 The duration of the test shall be dependent on the system size and shall be subject to
SABIC approval.
6.2.4 The vendor shall provide adequate manpower such as engineers, technicians, etc. to
assist SABIC in conducting the test.
6.2.5 The vendor shall supply all necessary test equipment and support services that will be
required to conduct an orderly and efficient FAT.
6.2.6 All the hardware and software failures shall be documented. All problems shall be
resolved before shipment to site.
6.2.7 The test shall demonstrate that the system is in full compliance with requirements
called out in this specification.

7 Site Acceptance Test (SAT)


7.1 General Requirements
7.1.1 SAT procedure shall be submitted to SABIC for approval.
7.1.2 SAT shall be carried out after installation and power up of the complete system
including third party systems
7.1.3 The SAT shall be conducted on the complete system including items supplied by third
parties such as public address, fire and gas detection system, etc. that interface with
plant paging system.
