On behalf of the Board of Regents of the University, officials, faculty and staff, I
have the honor to submit the Accomplishment Report of the Technological
University of the Philippines for the year 2009. The report contains the
institution’s accomplishments as a technological university in its mandated task
of providing quality instruction, and relevant and meaningful research and
extension services.
For the year 2009, the University has adopted the theme “TUP @ 108: A Legacy
in Technology Education” in celebration of its 108th Foundation Anniversary.
In its more than a century of existence, the University has been a veritable agent
of change and a significant contributor to nation building through relevant and
quality technology education. It takes pride in its accomplishments made
through the joint efforts of the various colleges and departments of the four
campuses of the University.
With your assumption into the highest office of the land, the management and
staff of the University affirm its commitment to serve the Filipino people by
providing quality technology education and producing globally-competitive
graduates as the nation joins the rest of the world in this era of globalization and
technological modernization.

TUP History
The Technological University of the Philippines (TUP) was established upon the
enactment of Organic Act No. 74 by the Philippine Commission in 1901. It was
known then as the Manila Trade School with the primary intention of developing
the dignity of labor. In 1910, MTS was renamed as the Philippine School of Arts and
Trades (PSAT). Pursuant to Republic Act 2237 issued on July 17, 1959, PSAT was
given the college status and was renamed the Philippine College of Arts and Trade
(PCAT). From 1959 to 1978, PCAT pioneered programs in engineering technology
and industrial teacher education. Under Presidential Decree No. 1518 issued on July
11, 1978, PCAT became the Technological University of the Philippines.
Presently, TUP is a system comprising of four campuses. The main campus of the
University is located in Manila. The three satellite campuses are in Taguig, The
Cavite,
old TUP
and Visayas. In addition to the four campuses, TUP maintains the Integrated
Research and Training Center located in the main campus. The Center was
established by the Japan International Cooperation Agency (JICA) through a
Technical Cooperation in 1982.
The University
Mission-Vision
MISSION
The mission of TUP is stated in Section 2 of P.D. No. 1518 as follows: The renovated TUP Facade
“The University shall provide higher and advanced vocational, technical, industrial, technological and

professional education and training in industries and technology, and in practical arts leading to
certificates, diplomas and degrees. It shall provide progressive leadership in applied research,
developmental studies in technical, industrial, and technological fields and production using indigenous
materials; effect technology transfer in the countryside; and assist in the development of small-and-
medium scale industries in identified growth centers.”
Under the present leadership, Dr. Olympio V. Caparas envisions the Technological University of the Philippines as a
Center of Excellence in technological and industrial education in the country and in the Association of South East Asian
Nations (ASEAN). Being a national university for science and technology, TUP shall endeavor to develop citizen-workers
who will be skillful, innovative, competent, knowledgeable, and morally upright, both local and international.
The College of Engineering (COE). The College of Architecture and Fine Arts
(CAFA).
The COE was organized when PCAT became a University

The College of Science (COS).
The TUP Cavite campus is located in Barangay Salawag, Dasmariñas, Cavite. The campus was established through
Board Resolution No. 1985, s. 1979. The Cavite campus was established with the primary aim of training technicians and
skilled workers for gainful employment and income generation particularly in the CALABARZON area. At present, the
campus’ academic offerings are focused on 3-year technology courses and bachelor’s and master’s degree programs.
The intervention of the University in TUP Visayas campus started with the Letter of Instruction (LOI) No. 79 issued by
President Ferdinand E. Marcos on December 28, 1978 authorizing TUP to administer the operation of then Visayas
Technician Institute. In 1985, as per TUP Implementing Order No. 85-15, the Visayas Technician Institute was renamed
to TUP Visayas campus. Presently, TUP Visayas is situated in Talisay City, Negros Occidental with two branches located
in Sagay and Cadiz. Currently, the academic offerings of TUP Visayas campus are 3-year technology courses, bachelor’s
degree, and master’s degree in Technology.
Governance
and Administrative Structure
The Technological University of the Philippines is governed by a Board of Regents composed of key stakeholders of the
University. The Board is chaired by the Chairman or Commissioner of the Commission on Higher Education (CHED) and
vice-chaired by the University President. The members of the Board are represented by various sectors in the country, which
include the Chairman of the House Committee on Higher and Technical Education, Chairman on Senate Committee on
Education and Culture, the Undersecretary for R&D of the Department of Science and Technology, the Assistant Director
General from the National Economic and Development Authority (NEDA), two representatives from the private sector, and
the three presidents of the associations in TUP composed of Alumni Association, Faculty Association, and University Student
Government.
The President of the University exercises the overall leadership in ensuring that the University’s efforts are directed towards
the attainment of the institutional vision and mission of TUP. The President works in partnership with the four sectoral vice
presidents, namely: Vice Presidents for Academic Affairs, Administration and Finance, Research and Extension, and
Planning, Development, and Information System. Each of the vice presidents are assisted by appropriate directors and other
officers for the effective implementation of their functions. Since the TUP is a system of four campuses, the Executive
Directors of Taguig, Cavite, and Visayas campuses assist the University President in the supervision of the campus activities.
TUP Highlights
TUP, the premiere technological institution in the country boldly outlives its more than a hundred years of existence
through the implementation of academic reforms and quality improvement in performing its four-fold functions:
research, instruction, extension and administration.
2009 is a year of transition and re-formation as it marked the turnover of the two highest posts in the university -
BOR Chairman and President. In November 13, 2009, Emmanuel Y. Angeles was designated as the new CHED
Commissioner and TUP-BOR Chair.
In October 16, 2009, Dr. Olympio V. Caparas was designated as the 6th President of the University. Dr. Caparas, a
crowd-favorite during the presentation of candidates for the Presidency of TUP has served the University for more
than twenty years as former Department Head of Student Teaching in CIE, former Dean of CIE, and former Campus
Director of TUP Cavite. He obtained his bachelor’s and master’s degrees in Industrial Education and Doctor of
Education major in Industrial Education in TUP. He is married to Dr. Hellen Dellosa-Caparas, a senior faculty of CIE
and is blessed with four children. His vision for the University is to be "a reengineered technological university with
cutting-edge technology programs, operating in a high trust environment, and state-of-the art facilities with high
quality workforce".
In December of 2009, TUP celebrated its 108th Foundation Anniversary with the theme “A Legacy in Technology
Education.” Aside from the traditional “Palaro” and ADALFA NIGHT, a different twist of fun was set for the students,
faculty, alumni, admin staff and guests. There were the Techno Challenge to test the skills and endurance of the
participants and the first-ever competition for the possession of the Perpetual Torch. Among the six colleges and the 3
campuses that vied for the honor of taking home the Perpetual Torch, the representatives from the College of Liberal
Arts won the competition.
It was also in 2009 when the Memorandum of Agreement between Kumoh National Institute of Technology (KIT),
South Korea and TUP was further strengthened through the Exchange Student Program. Three TUP students
successfully underwent selection and testing by the English Department of CLA. They participated in the English
Training Program of KIT and were given Korean Language Training for 3 months as part of the Exchange Culture
Program. The program was an offshoot of the 2-year Exchange Professor Program that was received by Prof. Mona J.
Purganan in 2007-2009. The English Language Center of the College of Liberal Arts– English Department was also
inaugurated in time with the Official Visit of KIT President Woo Jeong Suk.
TUP boasts off its graduates’ performance in Licensure Examinations. The College of Engineering of TUP- Visayas
ranked 1st nationwide in the 26 to 85 Examinees Category-Mechanical Licensure Examinations held last October 14-
15, 2009 and in the 25-99 Examinees Category -Electronics Engineering Examination held last October 26-27, 2009.
On the other hand, TUP-Manila applauds the topnotchers in the Engineering Board Examinations: Engr. Radino E.
Estoria- ME Board Exam, 1st Place (October 2009); Engr. Bryan Anthony D. Cabauatan- CE Board Exam, 8th Place
(October 2009); Engr. Kristoffer L. Manalaysay – ME Board Exam, 8th Place (April 2009); and Engr. Edwin C.
Bardinas- CE Board Exam, 10th Place (May 2009).
The following best describes what transpired in the year 2009: (a) research outputs pending for patent; (b) research
outputs published/disseminated; (c) faculty researchers granted with incentives in publication; (d) R&D linkages
established; and (e) awards for R&D.
The University ensures that its research outputs are properly disseminated to academic community, R&D
institutions, and general public through publication of research journals or presentation in research conferences and
similar activities.
For the year 2009, there are a total of 29 research articles published in various journals (local, national, and
international) as summarized.

Linkages
Pertinent to the provision of Republic Act (RA) No. 7722 otherwise known as the Higher Education act of 1994, the
office of the Vice President for Planning, Development and Information (OVPDIS) system reports its local, national
and international linkages.
Its objective is to promote linkages not only in the world of academe but also in the world of Technology as well as in
the world of sports between and among local and international higher education institutions and ultimately assist
TUP in developing database on International Linkages which will serve as the basis for policy development and
facilitate International Network on information exchange of new trends and emerging technological challenges.
Academic Initiatives
TUP with its new President, Dr. Olympio V. Caparas is envisioned to be the University of First Choice in Technology
Education. In this light, the University constantly keeps track on its programs and assures that it produces highly
qualified graduates armed with not just strong theoretical background but also with superior technical skills. To respond
to the global demand for professional and technical manpower, TUP through its colleges and campuses has conducted
curricular revisions and development.

TUP academic workforce is comprised of highly qualified, effective and competent educators. Their expertise has been
acknowledged locally and internationally. To maintain such pool of faculty members, TUP and other funding
institutions through the University Staff and Development Council (USDC) offer educational scholarships and
trainings both here and abroad.

Faculty Development
TUP as a state university recognizes the importance of building a robust pool of faculty members in all its campuses.
Through the University Staff and Development Council (USDC), it regularly screens aspiring faculty members who would
want to avail of the educational scholarships offered by the university and other local and foreign funding institutions.
Also, TUP honors its members who in one way or another contribute to its glorious history and bear its name with pride
and dignity by giving awards and tokens of appreciation.

Through Executive Order 330 in 1996, Former President Fidel V. Ramos issued a mandate to implement the adoption of the
Expanded Tertiary Education Equivalency and Accreditation Program as an integral part of the educational system of CHED, the
authority responsible for its implementation. ETEAAP establishes equivalency competence standards and a comprehensive
assessment system employing written test, interview, skills demonstration and other creative assessment methodologies. Higher
education institution may administer competency-based evaluation. A panel assessment is concerned to determine the
candidates’ knowledge, skills and attitudes relevant to a particular discipline and the appropriate, convenient competency
enhancement program. The candidate consequently earns the equivalent credits and the appropriate certificate or degree
awarded by the deputized higher education institutions, one of which is TUP.

School Year 2009-2010 is a blessed and productive year for TUP NSTP for it conducted successfully the 3 program
components namely ROTC, CWTS and LTS. The program was designed with the end- in-view of developing the trainees
of enhancing civic consciousness and defense preparedness imbued with good moral values as good citizens of the
country. Specifically, for ROTC, it was designed to provide military training among students in order to motivate, train,
organize and mobilize them for national preparedness , while Civic Welfare and Training Service (CWTS), is designed to
immerse students in activities that will help them to become effective members to contribute in the upliftment of the
general welfare and the quality of life of the people in the community and the enhancement of facilities especially those
that are devoted to improving health, environment, entrepreneurship, safety, recreation and moral of the citizenry; and
Literacy Training Service (LTS), train students to teach literacy and numeracy skills to school children and other segment
of the society in need of their services.
ACTIVITIES UNDERTAKEN
The NSTP sector magnifies the following activities as part of its accomplishments for the year in review.
The NSTP – CWTS sector has a total of enrollment of 2,641 during the 1st semester; 2,300 for the 2nd semester. This
sector was divided into 5 divisions such as Makakalikasan for the College of Engineering with a total of 314 graduates
distributed into 199 males and 115 females; Makabansa for the College of Industrial Technology with 1,173 graduates
divided into 683 males and 490 females, Mapagkawanggawa for the College of Architecture and Fine Arts with 215
graduates divided into 119 males and 96 females. Maka-Diyos for the College of Science with 268 graduates, divided into
98 males and 170 females; Mapagkalinga for the College of Liberal Arts with 146 graduates, divided into 32 males and
114 females. The NSTP-CWTS has total graduates of 2116 composed of 1,131 males and females for this school year. This
component was managed by 19 faculty members..
The NSTP – LTS has a total of 526 enrollees for the first semester and 467 for the second semester with a total of 452
graduates distributed as 136 males and 329 females. This component was managed by 3 faculty members.
The entire ROTC sector has a total of 1,200 enrollees for the first semester and 867 for the second semester with a total of
793 graduates composed of 587 males and 206 females. There were 11 trainees who have cross-enrolled from San
Sebastian College- Recoletos. The training was managed by 5 military officials and 9 cadets.
For this year the office had undergone the following projects:
Environment
In this sector, the “linis ganda” TUP covering the Clean and Green and Beautification Project was implemented by the
trainees wherein they were able to help the campus in cleaning and beautifying the grounds, university stage garden and
administration and college vicinity, waste segregation and maintaining the plant nursery. Similar organized seminar and
training, trainees provided board illustrations on proper hygiene to some barangays.

Education
Tutorial Lesson, Educational Film Showing and Interactive Fun Games (Educational Fun Games) to children
mostly in the Barangay Day Care Center in the community and in some Foundations were conducted by the
trainees. Part of the program was also on the promotion of voter’s education and peace education as a way of
building the communities. Related to this, feeding and gift giving was also conducted during and after sessions
with the children and made murals related to technology info-dissemination , Adopt-a- brother ,sister and lola
/lolo in the Boys Town forms part of the activities done.
Other Services
Community Assessment was conducted in various communities where the trainees were deployed since it is part
of community development. This activity allowed the trainees to have a better knowledge on what is happening
in the community and as basis in coming up with a project that will answer existing problem. Painting of street
signs, barangay hall, bulletin board preparation and display were Also done.
Research at TUP
As early as 1980’s, the University has placed research as one of its core functions. TUP is a research University, and
this fact strongly proves why TUP is an identified institution in industrial and technological education. TUP’s
researches impact the development of technological education and industrial growth in the country. For years, TUP’s
R&D has been organized and its implementing mechanisms have been identified to include a robust pool of R&D
manpower, research facilities, forged ties/linkages, and approved incentives in order to set the atmosphere and develop
the research culture amongst faculty and students researchers of the University. As years passed, the challenge for
institutional R&D is becoming a bottleneck. Inevitably, there are many problems and concerns inherent to the
implementation and conduct of research within the University. The management is doing its best to revive the sound
culture for research, but this calls for a collective effort which should be led by the respective college deans, campus
directors and R&D officials.
The University’s R&D in the year 2009 is best summarized the following:
Twenty-six (26) UREC-approved projects were completed and thirteen (13) un programmed projects were completed;
The colleges/campuses/unit are determined to continue the 74 research projects in 2010;
Sixteen (16) projects were confirmed as deferred/aborted for various reasons;
Three (3) research outputs are pending for patent, namely: “K-VIO 2T Oil“ of Engr. Felipe Ronald Argamosa, et. al.;
“R-134a Refrigerant Recovery Machine” invented by Prof. Bilomar Floresca; and “Multi-Operational Device” invented
by Prof. Maximo Merillo;
The Energy Efficient Lighting Saving Calculator for Household which is a project of Dr. Arjun Ansay for DOE is now
available in the market;
Dr. Melito Baccay was named by NAST as the Outstanding Young Scientist for 2009. He likewise received an award
for his research published in an internal journal, an ISI-listed journal;
Dr. Adora S. Pili was granted research load for SY 2009-2010 for her study entitled “Compendium of Abstracts of
MAT Theses in Science and Math Education (2000-2009)”; and
A total of 29 research outputs were published various journals, distributed as follows:
two (2) in international journals, 13 in national journals, and 14 in local journals.
There were completed faculty research projects from all campuses of the University
was completed. Table 1 presents the distribution of completed projects by college/campus for 2009.

In 2009, a total of 113 extension programs were completed benefiting a sum of 24,027 individuals coming from
different walks of life (e.g. professionals, local residents, youths, etc.). TUP’s majority of extension programs in 2009
focused on developing dynamic communities particularly serving the depressed, deprived and underprivileged
Filipinos (see Figure __). This fact undoubtedly supports TUP’s commitment to help the Philippine Government in
its effort to enhance the life of local Filipinos in the different barangays. Aside from community development
programs, the University extension workers across all campuses implemented projects to develop the skills and
competencies of professionals and semi-skilled individuals. A total of 27 % or 24% of extension projects in 2009 were
under this thrust. Meanwhile, there are a total of 23% or 20% projects implemented under Priority Area No. 6. The
projects conducted under this priority include activities for the immediate community of the University that is its
employees, faculty, and relatives of TUP employees. Relief operations, blood donations, and similar activities were
some of the projects implemented by faculty, students, and staff of the University under Priority 6.
In terms of the number of beneficiaries for the implemented extension projects in 2009 a total of 24,027
individuals’ composed local residents, youth, professionals, and semi-skilled workers among others have
served. The distribution of beneficiaries by priority area is shown in Figure __.
Part of the University’s R&D Agenda for 2006-2010 is to forge linkages with various R&D institutions. Through the
years, the University has benefit from these special relationships, which include: project collaboration, result
dissemination, staff development, resource sharing, and financial grants. For the year under review, IRTC has conducted
various R&D activities with the following institutions:

With regards to the performance of the extension centers in the University, Figure 9 shows that most of the
implemented extension projects came from the University Extension Service (UES) with 30 or 27% extension
projects. Among the top performing extension centers in the University include: TUP Visayas, 28 or 25%; TUP
Taguig, 20 or 18%; and TUP Cavite, 10 or 9%. Considerably, the satellite campuses completed most of the extension
projects. But by campus performance, collectively, the performance of the colleges and units in the Manila Campus
obtained the most number of completed projects with 55 or 48.67%.

The University Information Technology Center (UITC) is tasked to assume direct responsibility and leadership in the
development and implementation of Information Technology system, programs, and policies that translate
meaningful results and redound to the attainment of vision, mission, and goals of the University.
Mission
The Center will be the active hub of information and Communication Technology (ICT) of the Technological
University of the Philippines. It shall concentrate its efforts to attain ICT modernization and productivity by:
Management and technical supervision of University ICT facilities;
Undertake ICT researches and development studies called in by its mandate; and,
Collaborate and coordinate with industry and University constituents in the promotion and implementation of its
projects and extension services.

computer repair and troubleshooting and computer programming.

Philippines IT Center for 28 faculty and staff participants;
6 cycles for Basic IT Training course in cooperation with Smart Communications, Inc for 315 student, faculty and
staff participants; and Web Development and Administration Training with Integrated Research and Training
Center (IRTC) for 20 faculty and staff participants.
Cognizant of its role as ICT hub of the University and concretizing its mandate, the UITC has actively participated in
related projects. To mention:
Evaluated/ processed 310 documents of the Polytechnic University of the Philippines and Eulogio “Amang”
Rodriguez Institute of Science and Technology for NBC 461 second and third cycle;
Attendance to German Alumni Training Program sponsored by the Internationale Weiterbildung und Entwicklung
(Inwent), Germany;
Served as lecturer for the topic Captivating Communications using Neuro-Linguistic Programming at the Don
Mariano Marcos Memorial State University, La Union;
Served as member of the Technical Sub-committee to review TUP Program on Awards and Incentives for Service
Excellence (TUP-PRAISE) Criteria and Guidelines.
Through the dynamic enthusiasm of Dr. Julian O. Marquez Jr., VP for PDIS. The UITC Management Team has a
dynamic work force in the persons of Julius A. Sareno, the Director, University Information Technology Center
Micheal L. Narisma, the Head, of Network Management, Renato Butch R. Bituonan, the Head, of Web
Development, Michael Robert P. Corpuz, the Head of Computer Maintenance and Service and Vicente E. Estember,
Head, of University Information System and Development
To oversee if the strategic plans will be attained, the action plans were evaluated according to
the projects/activities set forth at the beginning of the year. The result of the evaluation was
satisfactory and it provided necessary measures that enabled the Planning Office to closely
monitor or coordinate in order to ensure the full attainment of the said plans. The preparation
of the normative financing requirements of TUP was a concerted effort spearheaded by the
Planning Office and the University Research and Development Services. The said report
served as one of the bases for the evaluation of the institutional budget allocation for the
TUP System, which was submitted to the Commission on Higher Education and the
Department of Budget and Management
The concerted effort of the constituents of the University has paved the way for government and private organizations both
here and abroad to be attracted with the university’s programs. Furthermore, through the years, TUP has already established
strong international linkages with fellow academic institutions as well as with private firm, from China, Canada, Thailand,
South Korea and Middle East. In the previous years up to this year, 2009, TUP has sustained its English language program
with Kumoh University, wherein several batches of Korean students were sent to TUP to study and learn the language, and
vice versa. The same language program was also brought to Chinese Language Council International. Also, TUP established a
partnership with Yantai Vocational College, China to enrich the engineering technology courses in the University. The Tokyo
Institute of Technology and Nihon University, Japan provides our engineering students technical training in their respective
field.
The other linkages in China focused more in International Studies, wherein TUP is working in partnership with Beijing
International Studies Institute and Zhenhua Tourism College. The Rajabhat Institute of Dhonburi, Thailand; Korea
University of Technology and Education, South Korea and Vancouver Island University, Canada caters to the TUP faculty
members as exchange faculty taking up graduate program course.
TUP is an active member of International University Sports Federation (FISU). Under the continuing education program for
professionals, TUP has worked with TESDA and Smart Communications, Inc.
Engr. Amyn Sadrudin Ebrahim Dahya, Managing Director and Technical Specialist, NIMASCO Group of Companies,
UTILECO Middle East is the instrument in the development and utilization of the nation’s manpower that has significantly
promoted and accelerated the economic and social growth of the people not only in the Asia-Pacific Region but also in the
international arena. His most important accomplishment is the development and commercialization of advanced
technologies for the purification of drinking water and decontamination of waste water and polluted soil.
