Dear CDR BITAS,

Greetings of God’s peace be with you and those around you. Again, and again, I
would like to express my utmost gratitude to you and your whole team for your trust,
support and believe it all that our King of kings and creator have entrusted me, his humble
servant, to do, for His purpose. I pray we can do more to magnify His name.

I’m writing this letter to you to share with you another good news. Councilor
Numero “Uno” G. Lim, the Chairman of International Relations of the City of Manila have
come up with a project that will help concretize the diplomatic efforts of our country. As
part of the Reserve Force, I want to bring the importance of the reservists to the fore; and
so this, I believe should not only be something that is done by me and Councilor Lim, but
a momentous project that must be done hand in hand with the Naval Reserve Force.

We would like to seek your approval and invite you, Sir, and your team for a
courtesy call and project announcement on April 18, 2023 at 3:00PM at the Manila City
Hall, shall you and your good office, be keen in going on board in this project. Attached
herewith is the details and project brief for your reference.

Praying for your favorable response and may we continue to move as the Lord
leads us.

Naval Diplomacy Thru Culture and Arts
spearheaded by The City of Manila
in partnership with the Philippine Navy Naval Reserve Command
thru City of Manila Councilor and Chairman for International Relations
Engr. Numero “Uno” Gonzales Lim
featuring the artworks of missionary visual artist and Philippine Navy Ambassador

Project Brief:

As part of the initiative and efforts of the Chairman of International Affairs of the City of
Manila, Engr. Numero “Uno” G. Lim, their honorable Councilor, teams up with the Naval Reserve
Command of the Philippine Navy for an unfaltering diplomatic program that aims to strengthen
the diplomatic relations of our country with other nations. These will be forged through sharing
and educating them with our culture; done through gifting them with tangible mnemonics that
represents all that we are. These will be beautifully echoed and ingrained in the masterpieces of
Philippine Navy Ambassador for Culture and Arts, CMO2 Kristine Ann S. Lim. Though the artworks
that will be gifted to the Embassies, Government Offices, Institutions, Agencies, and Historic
Sites, in and outside the boarders of the Philippines, we all move forward with a hope that we
will be remembered as their strong, significant and irreplaceable ally.

Turn over ceremonies will also serve as a platform for exchange of cultural dialogues and
ideas that can pave way to more productive conversations that can ignite future plans, beyond
culture and arts, for the benefit and growth of parties and nations involved.

In a span of 5 years from May 2023 to May 2028, Councilor Numero “Uno” G. Lim,
together with CMO2 Kristine Ann S. Lim PN (Res), accompanied by the Commanders, Officers,
personnel and ambassadors of the Philippine Navy Naval Reserve Command, will be visiting as
many Embassies that they can here in the Philippines. The turnovers will be in conjunction to a
specific and relevant celebration that embodies the relationship of the Philippines with the
respective country.

At the same time, Councilor Numero “Uno” G. Lim, and CMO2 Kristine Ann S. Lim PN
(Res), will also do courtesy calls in Government Offices, Institutions, Agencies, and Historic Sites,
in other countries. In every visit, a masterpiece will be gifted to the hosting country or office as a
sign of our steadfast relationship with them.

The artworks will all be part of a series entitled “Bridging Horizons: Naval Diplomacy Thru
Culture and Arts”; created by CMO2 Kristine Ann S. Lim PN (Res) exclusively for this project.

To crystalize the project further, signed authenticated reprints of framed photos will be
personally gifted to the distinguished personalities that they will meet every momentous event.
The photos are courtesy of PO3 Janine G. Gato PN (Res), JO3 John Reynald M Marin PN(Res),
and Cpl Amie Vanessa Ty PN(M)(Res). PO3 Gato, JO3 Marin and Cpl Ty have been witnesses in a
lot of valuable efforts of countless reserve officers and personnel’s of the Naval Reserve
Command.

Naval Group Reserve NFR-NCR), CDR MEDARDO C DEACOSTA JR PN(MNSA)(RES) (Officer-In-
Charge, Naval Reserve Public Affairs Unit), together will the whole City of Manila and the Naval
Reserve Force will push forward though this project to protect, uplift, and restore our country to
its best for the glory of the God of Peace and Unity that we all serve.

Objectives:

• To contribute to, and strengthen, the diplomatic efforts of the country through cultural
and artistic exchange, bringing the uniqueness, beauty and importance of our culture and
heritage to the fore.
• To foster our military arts & cultural diplomacy and civil military operation efforts.
• To be used as platforms and programs where exchange of art, music, language, ideas,
information, and other aspects of culture can be done with other nations and their
peoples in order to foster mutual understanding; all while contributing to the civil-military
operation efforts in our country.
• To help usher the way toward to goal of the Philippine Navy to be modern and multi-
capable by year 2028.
• To be a platform for exchange of cultural dialogues and ideas that can pave way to more
productive conversations that can ignite future plans, beyond culture and arts, for the
benefit and growth of parties and nations involved.

Project Duration: May 2023 to May 2028.

The project will commence on May 2023 and will have its conclusion on May 2028.
Though this project Manila City will also help the Philippine Navy towards their goal to have a
Modern and Multi-capable Philippine Navy by year 2028.

Project Announcement: April 18, 2023, at the Manila City Council.
Philippine Navy officers, ambassadors and personnel will do a courtesy visit to Councilor Numero
“Uno” G. Lim at the Manila City Council in line with the announcement of the project.

In the same span of 5 years from May 2023 to May 2028, Councilor Numero “Uno” G. Lim,
and CMO2 Kristine Ann S. Lim PN (Res) will also do courtesy visits in Government Offices,
Institutions, Agencies, and Historic Sites, in other countries. In every visit, a masterpiece will be
gifted to the hosting country or office as a sign of our steadfast relationship with them. Signed
and authenticated reprints of framed photos by PO3 Janine G. Gato PN (Res), JO3 John Reynald
M Marin PN(Res), and Cpl Amie Vanessa Ty PN(M)(Res) will also be personally gifted to the
distinguished personalities that they will meet every momentous event. The visits will be in
conjunction to a specific meaningful or monumental celebration of the host country. Each visit
will be maximized as it can be a way to build foundations for mutually engaging and beneficial
future plans.

“Bridging Horizons: Naval Diplomacy Thru Culture and Arts” ARTWORKS:

• Each artworks donated will be a representation of the heritage, culture and


identity of the Filipino nation.
• The artworks are either mixed media paintings, or sculptures.

• Each artwork will be accompanied by a metal plate. Engraved on it are the Logos
of the City of Manila, Naval Reserve Command (with other sub units and
departments involved), a message from Councilor Numero “Uno” G. Lim, names
and e-signature of key individuals involved.
