Bacoor CPS Anti-Criminality Action Plan 09/2022 OPLAN STARS (Strike Team
Auxiliary Response Service)

1. References:

a. LOI 22/09 “BAYANIHAN” (Barangay Peacekeeping Operations);


b. SUBJECT TO LETTER “Pulis Nyo Po sa Barangay (Addendum to LOI 22/09
“Bayanihan”);
c. Article, Section 4, 1987 Philippine Constitution;
d. Section 16, RA 7160 (Local Government Code of 1991);
e. RA 8551 (Community Oriented Policing System);
f. LOI 32/2002 PNP Organization Plan “SAMBAYAN”); and
g. LOI 29/2002 (PNP Communication Plan “SANTINIG”)

2. Situation

The Bacoor City Police Station is composed of seven (7) Police


Commissioned Officers (PCO) and one hundred eighty (180) Non-
Commissioned Officers (PNCO) and six (6) non-uniformed personnel (NUP)
with a total strength of one hundred ninety-three strong servicing the six
hundred sixty-four thousand six hundred twenty-five (664,625) Bacoorenos
with police to population ratio of 1:3,257.
Considering the topography, the Bacoor City gateway of Province of
Cavite in Metro Manila wherein rapid city development and construction of
LRT Cavite Extension cause the migration of people from different parts of the
country. These will affect the overall peace and order

Based on statistical data from 1st Semester 2022 vs 2nd Semester 2021,
crimes against property increase from 102 to 130 or 27% while crimes against
persons also increase from 23 to 42 or 83%.

The Bacoor City needs to obtain services of an of four hundred sixty-


three (464) to achieve 1:1,000 police to population ratio and keeping the city
safer place to live, work, and do business.

3. Purpose:

This Action Plan prescribes the guidelines of Bacoor PNP to effectively


sustain the effort on crime prevention and anti-illegal drugs campaign within
AOR thru “OPLAN STARS” (Strike Team Auxiliary Response Service)
Program utilizing all force multipliers especially the BPATs in community
mobilization for crime prevention and combating illegal drugs in the city.

4. Mission:

Bacoor City Police Station in coordination with the Bacoor LGU and
other law enforcement agencies will organize progressive groups with integrity
to support the overall efforts against criminality, sustain the war against illicit
drugs and enforcement of local ordinances.

5. Execution

The Bacoor City Police Station in coordination with Bacoor


LGUs, other law enforcement agencies shall

a) Organize- The Bacoor PNP, in close coordination with LGU


shall organize force multipliers to compose the initial core
group of STARS. They shall be organized into teams
performing their specific functions. The members will be
screened and carefully selected from among the existing
Barangay officials, barangay tanods and other anti-crime
groups within the community.

b) Training- the training of the STARS member will be based on


a standard Program of Instructions (POI) which focuses on
law enforcement, community organization and public
information, disaster mitigation, relief and management, and
case monitoring. Also, gender and juvenile concerns and
religious consideration and human rights shall form part of
the training module.
c) Mobilization- The organized STARS shall converge to their
assigned sector/s accompanied by PNP patrollers. This is to
account the members and disseminate to them pertinent
information before deployment to their respective duties.
Their function shall be composed of “Ronda” and other law
enforcement activities, and public information and disaster
relief to hasten delivery of basic public safety services to
support police operations.

d) Assessment- shall form a committee to conduct a periodic


assessment after the operationalization of OPLAN STARS.

6. Tasking

DCOP
 Designated as the Over-all supervisor of this Plan;
 Assist the COP in the implementation of this Plan; and
 Perform other tasks as directed.

PCAD Section
 Conduct training/seminar to the members of the STARS;
 Perform other tasks as directed.

Operation Section
 Responsible for the deployment, re-deployment and mobilization
of STARS;
 Formulation & operationalization of this Action Plan;
 Ensure that all personnel on duty are in their respective
posts/places of deployment;
 Perform other tasks as directed.

Intelligence Section
 Provide timely intelligence to the operating personnel;
 Conduct background investigation to STARS members;
 Perform other tasks as directed.

Admin/HRDD Section
 Issuance of letter of commendations and rewards to deserving
personnel to boost their morale and unit participation;
 Perform other tasks as directed.
Finance Section
 Provide financial support to the operating personnel;
 Perform other task as directed

Logistic Section
 Provide logistical support to the operating personnel
 Perform other task as directed.

7. Coordinating Instructions:

a. Respect for human rights is paramount & must be observed


under all circumstances at all times;

b. Adherence to the rule of law is required;

c. Lateral coordination is highly encouraged.

8. Effectivity

This action plan shall take effect upon approval.
