DRAFT Minutes for the 13th meeting of

ISO/TC 71/SC 8 Environmental management for concrete and concrete structures
17th, November 2022 Virtual

1. Opening of the meeting (UTC+0 11:00, 17th, November 2022)

Chair Takafumi Noguchi opened the meeting of ISO/TC 71/SC 8 at UTC+0 11:00 and welcomed
the delegates.

2. Roll call of delegates

Chair introduced himself and other participants introduced themselves. BIS (India) and INSO
(Iran) reported additional participants, who have not made ISO Meeting registration.

3. Work environment: Presentation on the Code of Conduct

Committee Manager Satoshi Fujimoto briefly explained the ISO Code of Conduct.

4. Adoption of the agenda

The draft agenda, N167 was adopted with modification to add presentation of Technical
Programme Manager Dr. Anna Rossi, and to correct the reference from N 177 to N176.

5. Appointment of the drafting committee

Mrs. Sofia Maria Carrato Diniz, Dr. Anna Caterina Rossi and Dr. Satoshi Fujimoto were appointed
to the members of the resolution drafting committee.

6. Presentation of ISO Technical Programme Manager

Technical Programme Manager made presentation about the ISO activity on London declaration
on climate change, ISO-IEC joint programme, collaborative authoring pilot FONTO editor,
explanation on WG consultation, terms change in ISO and directive changes in CD and other
stages.

7. Minutes of the 12th TC 71/SC 8 meeting

Chair explained that the minutes were approved because there had been no comment received
on the draft minutes within the due date. (2021-10-15).

8. Report of the Secretariat

8.1 Membership of ISO/TC 71/SC 8
Committee Manager explained that ISO/TC 71/SC 8 consists of 26 members countries / territories
including 12 P-members and 14 O-members.

8.2 Voting result of ISO/CD 13315-3

Committee Manager reported successful result of CD ballot for ISO 13315-3. Committee Manager
reported that the documents for DIS ballot have recently been submitted to ISO/CS and DIS ballot
will start in December 2022.

8.3 Voting result of ISO/DIS 13315-1

Committee Manager reported the successful result of DIS ballot for ISO 13315-1. Committee
Manager explained that FDIS ballot will be launched when documents are prepared.

8.4 Voting result of SR ballot for ISO 13315-4

Committee Manager reported the result of SR ballot for ISO 13315-4. Committee Manager
explained that ISO 13315-4 was confirmed. Committee Manager also explained that JISC has
pointed out editorial errors in the standard, which should be discussed in the next systematic
review.

9. Status of all items of the programme of work and action to be taken

9.1 ISO/FDIS 13315-1 "Environmental management for concrete and concrete structures –
Part 1: General principles"
The TC 71/SC 8/WG 1 convenor, Kenji Kawai explained the status of the project. It was explained
that the editorial revision to reflect comments at DIS ballot is in progress.

9.2 ISO/PWI 13315-5 "Environmental management for concrete and concrete structures –
Part 5: Execution of concrete structures
The TC 71/SC 8/WG 6 convenor, Masaki Tamura explained the timeline of ISO/PWI 13315-5
project, outline of ISO 13315-5 draft and observation on USA comments in the 2nd NP ballot. The
Chair encouraged participants to nominate experts to the projects. BIS (India) agreed to nominate
an expert to ISO 13315-5 project. Technical Programme Manager reminded that experts have to
be nominated at the NP ballot, even if experts are already registered as SC 8/WG 6 members.
Participants agreed to launch NP ballot again.

9.3 ISO/PWI 13315-7 "Environmental management for concrete and concrete structures –
Part 7: End of life phase of concrete and concrete structures"
Potential project leader Dr. Yuichiro Kawabata (JISC Japan), in collaboration with Dr. Yoichiro
Kunieda (JISC, Japan) explained the outline of ISO/PWI 13315-7. Jose Kurian asked what
aspects of the requirements are to be set in the flow chart. Dr. Kunieda explained that
requirements are set based on the indicators selected.
SC8 agreed to establish new WG under the convenorship of Dr. Yuichiro Kawabata, and with
experts from Korea, India, Japan, China and Iran. If nominated by JISC, WG secretary will be
appointed to Dr. Kunieda. SC 8 also agreed to register the project as preliminary working item.

9.4 Addition of SDGs on SC 8 website

Addition of SDGs on SC 8 website was discussed based on the TC 71 Committee Manager’s
request to SC 8 Chair and Committee Manager. Chair proposed to add Goal 13. Mr. Kumar S.
Arun proposed to add Goal 12. Technical Programme manager explained that the list can be
added only if any of standards published under SC 8 is linked to the goals. Therefore, SC 8
Committee Manager decided to discuss with TC 71 Committee Manager on this issue.

10. Items for future work

Chair asked SC 8 members whether any of the members have future proposals. Dr. Choi (KATS,
Korea) commented that standards related CO2 absorption technology is well suited and can be
good future work item in this SC, although KATS has no specific projects currently. Chair agreed
to this comment.

11. Report from ISO/TC 71/SC 8 liaisons

Committee Manager outlined the recent standardization activities in the liaison committees,
ISO/TC 59/SC 17, ISO/TC 146/SC 1, ISO/TC 207 and ISO/TC 323.

12. Requirements concerning a subsequent meeting

Chair encouraged SC 8 members to propose new ISO standard project regarding concrete CO2
capturing and related technologies in the next meeting. It was notified that the proposal should
be sent to SC 8 Chair and SC 8 Committee Manager 6 months before the meeting.

13. Any other business

There was no other business.

Resolution 1:
TC 71/SC 8 decides to register as a preliminary work item PWI 13315-7 "Environmental
management for concrete and concrete structures – Part 7 End of life phase of concrete and
concrete structures".

Resolution 2:
TC 71/SC 8 decides to establish a new WG "End of life phase of concrete and concrete structures",
dealing with PWI 13315-7. Dr. Yuichiro Kawabata is appointed as a WG Convenor.
