    At the appropriate place in title V, insert the fol-


    lowing:

    1 SEC. 5ll. PROHIBITION ON FEDERAL FUNDS FOR TRAIN-

    3 None of the funds authorized to be appropriated by


    4 this Act may be obligated or expended for training on di-
