1.0 Introduction

Metro Manila Subway Project (MMSP) involves the construction of a 36km-long


subway system and shall be the first mass underground transport system in the
Philippines.

The design capacity is projected to accommodate 1.5 million passengers a day and is
expected to serve 370,000 passengers a day in the first year of its operation.

Metro Manila subway stations shall be built using the cut-and-cover and in between
shall be done by means of Earth Pressure Balance Tunneling Boring Machine (EPB
TBM) Method.

Take note that Nisimatsu-DMCI JV, herein referred thereafter as General Contractor
(GenCon) shall supply the two (2) TBMs and its spare parts.

2.0 Objective

This document shall only discuss the scope of works under the responsibility of
PBMD-SELI joint venture.

This Construction Method Statement (CMS) governs the process and procedure for
the construction of the following:

2.1.1 Tunnels by EPB TBM Method, Between North Ortigas and South Ortigas
Stations

2.1.2 Tunnels by EPB TBM Method, Between South Ortigas and Kalayaan Stations

3.0 Key Project Assumptions, Method and Sequence

3.1 Temporary Facilities and Preliminaries

3.1.1 Site Facilities


PBMD-SELI JV shall supply and construct temporary facilities on the
hereunder locations but not limited thereto:

a) North Ortigas Station

3.1.2 Plants
PBMD-SELI JV shall supply and install support equipment and

3.1.3 Communication
PBMD-SELI JV shall supply communication equipment to relevant
personnel but not limited thereto:

a) Cellular Phones
b) Two-way radio Transceivers

3.1.4 Utilities
PBMD-SELI JV shall apply for connections of the hereunder utilities;
a) MAYNILAD for water needs
b) MERALCO for electricity connections.

3.2 Tunneling Works

3.2.1 South Ortigas Station to Kalayaan Station, 1,860.0 meters

a) Upon arrival of the first (1st) TBM on site, it shall be assembled and
lowered down to the prepared opening at the rightmost side of the
Diaphragm Wall of South Ortigas Station.
b) The TBM shall excavate the first (1st) Tunnel from said station
going to Kalayaan Station.
c) Upon Breakthrough, the TBM and its back-ups, shall be lifted-up,
and transported back to South Ortigas Station.
d) The TBM shall be lowered again and shall excavate the adjacent
tunnel.
e) Upon completion, the TBM shall be disassembled and shall be
transported to the designated lay-down area for safekeeping.

3.2.2 North Ortigas Station to South Ortigas Station, 921.00 meters

a) Upon arrival of the second (2nd) TBM on site, it shall be assembled


and lowered down to the prepared opening at the rightmost side of
the Diaphragm Wall of North Ortigas Station.
b) The TBM shall excavate the first (1st) Tunnel from said station
going to South Ortigas Station.
c) Once the TBM completed +/-300.0 meters of excavation, the
construction of NATM section shall commence.
d) Upon Breakthrough, the TBM and its back-ups, shall turn around
for the excavation of the second (2nd) Tunnel.
e) The second (2nd) Breakthrough shall be on the completed NATM
Section and the TBM shall be disassembled and shall be
transported to the designated lay-down area for safekeeping.

3.2.3 TBM Excavation General Procedure

a) While waiting for the TBM arrival on site, the Cradle and Entrance
Structure shall be constructed

b) Upon arrival of the TBM on site, it shall be assembled and lowered


down.

c) Once the TBM is in its position, Thrust Frames shall be installed.

d) After the TBM is being certified as “Fit to Bore”, it shall proceed


to Initial Drive, by means of Coaxial Connections (Electrical and
Hydraulic Harnesses).

e) The TBM shall continue excavation until it attained certain length


to accommodate the Back-up Equipment.

f) Excavated section shall be installed with Pre-Cast Lining and shall


be Grouted.

g) Once the Back-ups are all in place, the system shall switch to Main
Drive.

h) Excavated Materials shall be loaded to Muck Cars, lifted-up and


shall be disposed to approved disposal area.

3.3 New Austrian Tunnel Method (NATM)

3.3.1 Construction of NATM at North Ortigas Station, with a total length of


279.0 meters, shall only commence once the TBM Excavation, from
North Ortigas to South Ortigas Stations had completed +/-300.0 meters
of excavation.

3.3.2 Forepoling Umbrella shall be drilled and installed, afterwards the first
phase of excavation shall commence. Once the eight (8) meters of
excavation is completed, Steel Girders, complemented with Wire Mesh
shall be installed and shotcrete shall be applied.

3.3.3 Forepoling Umbrella shall be drilled and installed for every 8.0 meters
and shall proceed as per the preceding item. The work cycle be the
same till the end of NATM Tunnel excavation.

3.3.4 Afterwards, half of the second phase of excavation shall be executed,


Steel Girders and Wire mesh Installed, and Shotcrete applied.

3.3.5 The second (2) half of the second phase of excavation shall proceed
afterwards and shall proceed as per preceding item.

3.3.6 The work cycle shall continue until the completion of first and second
phase of construction.

3.3.7 Once the first and second phase of the works are completed, the Invert
Arch section shall be excavated, and shotcrete applied.

3.3.8 Water Proofing Membrane shall be installed on the bottom Invert Arch
Section and shall be concreted. Once completed, the bottom invert
shall be backfilled with subbase materials and on-grade concrete slab
shall be constructed.

3.3.9 The rest of the structure shall be lined with Water Proofing Membrane
and shall be lined with concrete.

3.4 Intermediate Pit (16k397m558 from South Ortigas Station)

3.4.1 Construction of Intermediate Pit shall only commence after the


completion of two (2) Tunnels between South Ortigas and Kalayaan
Stations.

3.4.2 Prior to construction, Support Rings, eight (8) sets per tunnels shall be
fabricated and installed. Working platforms shall be constructed to
accommodate Drilling and Excavation Equipment.

3.4.3 Consolidation Grouting, fifty-four (54) in numbers, shall be conducted


to ensure ground stability.

3.4.4 Excavation shall proceed after Grouting Consolidation completion.


The section shall be excavated by means of 307C CAT Excavator or
equivalent. Preliminary Shotcrete layer shall be applied to completed
sections and afterwards Lattice Girders, complimented with Wire
Mesh shall be installed and shall be applied with final shotcrete layer.

3.4.5 Soon after the completion of excavation of the main passage, the pit
shall be manually excavated and shall be reinforced with shotcrete.

3.4.6 Subsequently thereafter, the sections, pit and passage shall be


waterproofed and concreted. Upon completion, the ring supports shall
be removed.

superintendents, and engineers to establish operation priorities
and maintain satisfactory relationships
o Establish/Define/Promote values, expectations, and
performance standards for team and individual members.
o Create and execute project work plans
o Responsible for the overall management of the tunnel to ensure
complete solution is delivered on time and within budget

d) Geologist
Responsible for the following but not limited thereto:
o Survey sites and create logs (e.g. borehole) and maps using GIS
o Gather and analyze geological data
o Examine the composition of samples and specimens
o Write reports on findings
o Conduct quality control on the suitability of material
o Study sites for developments, formations, hazards, and
composition
o Ensure environmental and other regulations are met during
construction

e) QA/QC Manager
Responsible for the following but not limited thereto:
o Supervises the Quality Control functions/activities of a project
or its parts, including Quality Control inspection schedules and
the collection of Quality Records.
o Supports the Construction Manager in dealing with the Client
for all the Quality matters.
o Assesses the implementation of the Quality Plan and Quality
Control Plans on the site.
o Allocates Quality Control personnel to the various areas of site
activity.
o Supervises inspections, reports and the documentation issued
by inspectors and collect and file the required Quality Records.
o Evaluates the qualifications of welders and Non-Destructive
Test-NDT technicians regarding the activities assigned.
o Evaluates the qualifications of inspection personnel.
o Supports the construction roles in the management and control
of subcontractors.
o Supports and participate to all the internal/external audits.
o Coordinates the relevant Tracking Systems for correct
identification of materials.
o Supervises the correct equipment calibration management
activities.

f) QA/QC Engineers
Responsible for the following but not limited thereto:
o To ensure that all works are properly carried out as per project
requirement and with good quality.
o To ensure that the works are suitable and safe to the purpose of
accommodating the project construction site preparation works.
o Quality Control Engineer will in charge in creating ITP
(Inspection Test Plan) as per project specification and
standards.
o All testing and Inspection request will be issued by QA/QC to
the inspection Authorities as per Project specification and
requirements.
o All Test are to be Done by Third Party Laboratory Under
coordination of Quality Engineer.

g) HSE Manager
Responsible for the following but not limited thereto:
o Supports the Top Management in the HSE Policy and
Guidelines issue.

HSE Systems.
o Monitors the effective implementation of appropriate Safety
and Environment System procedures and provide for their
updating in line with changes in Legislation and Company
Directives.
o Conducts safety audits both internal and external.
o Takes part in accident / incident investigation.
o Carries out analysis of accident / incident statistics, identifying
trends and suggesting improvement plans.
o Provides technical support to Senior Management on any safety
related subjects.
o Carries out any in-house safety training.
o Carries out safety audits on Sub-contractors.
o Safeties related engineering input into new projects and
modification programs.
o Performs Risk Assessment

h) Safety Officers
Responsible for the following but not limited thereto:
o In-charge of all safety, health, environment and security matters
o Coordinates with MICT safety/security in-charge and local
authorities regarding safety and security issues
o Conducts safety/security orientation to all workers assigned to
the works
o Monitors and enforces all security/safety regulations and
procedures
o Ensures that all necessary safety/security precautions re
installed and well maintained
o Conducting daily pre-start meeting with personnel involved in
the activity

i) Tunnel/TBM Superintendent
Responsible for the following but not limited thereto:
o Overseeing and directing construction projects from conception
to completion
o Reviewing the project in-depth to schedule deliverables and
estimate costs

o Prepare internal and external reports pertaining to job status
o Plan to prevent problems and resolve any emerging ones
o Negotiate terms of agreements, draft contracts and obtain
permits and licenses
o Analyze, manage and mitigate risks
o Ensure quality construction standards and the use of proper
construction techniques.

j) Shift Bosses
Responsible for the following but not limited thereto:
o Shall oversee the tunnel crew determining the tasks to be done.
o Directing and monitoring how work is performed, deciding on
and scheduling hours of work, dealing directly with workers
concerns.
o Enforce procedures established to protect worker health and
safety and directing resources to address health and safety
concerns.

k) Yard Foremen
Responsible for the following but not limited thereto:
o Ensure that the yard and corresponding back-up equipment are
in working order.
o Ensuring Health & Safety procedures are met by all staff at the
yard vicinity.

l) Maintenance Chief
Responsible for the following but not limited thereto:
o Ensure that all Electronics, Electricals and Hydraulic Parts of
the TBM are working properly.
o Shall prepare Preventive Maintenance Schedule and see to it
that it shall be implemented.

m) Chief Mechanic
Responsible for the following but not limited thereto:
o Schedules and assigns or performs general overhaul and repair
work on light and heavy vehicles and equipment.
o Writes repair orders, scheduling vehicles for repairs and
preventative maintenance program.

o Performs mechanical and tune-ups, engine overhauls, and


repairs.
o Orders vehicle parts in conjunction with the supervisor.
o Maintains shop records and reports.

n) Chief Surveyor
Responsible for the following but not limited thereto:
o Directs the staff engaged in technical survey.
o Resolves problems and may perform the more difficult work
associated with surveys.
o Imports raw survey data from field survey equipment and
processes data in AutoCAD to create graphical representation of
points, lines, and features.
o Maintains survey records and reports.

o) Civil Construction Manager


Responsible for the following but not limited thereto:
o Oversees construction sites, sub-contractors, and workers to
ensure a high level of quality and safety.
o Guarantees that all work is performed in accordance with
approved design and procedures.
o Ensures that the project is constructed and documented in
accordance with the contract documents and good engineering
practices.
o Provides technical support to Project Manager.
o Coordinates and monitors schedule updates, invoices, and
submittals.
o Managing and reviewing the progress of sub-contractor’s
construction schedules.
o Reviews weekly and monthly reports on the status and progress
of the contracts, including project costs and potential changes.

p) Civil Superintendents
Responsible for the following but not limited thereto:
o Collaborate with engineers, subcontractors, etc. to determine
project needs.
o Set performance goals and deadlines.
o Plan construction processes
o Supervise staff and provide constructive feedback.
o Monitor and report on project progress.
o Implement safety and quality guidelines.
o Order the appropriate equipment and arrange for regular
maintenance.
o Keep track of material stock and orders.

o Ensure the job site remains safe, clean, and orderly.

q) Site Engineers
Responsible for the following but not limited thereto:

o Check and ensure that the works are done in accordance with
the approved methodology and safety procedures
o Coordinate with working groups for smooth flow and conflict-
free operation
o Review and initiate project documents including Project Plans,
CMS, SWMS
o Evaluation of site personnel and resources to perform the
activity
o Monitoring the activity in terms of quality, safety and
environmental issues
o Inducting personnel onto the WMS for the activity
o Conducting daily pre-start meeting with personnel involved in
the activity

r) Foremen
Responsible for the following but not limited thereto:
o Review and initiate project documents including Project Plans,
CMS, WMS
o Pre-planning of work activity to be performed
o Evaluation of site personnel and resources to perform the
activity
o Monitoring the activity in terms of quality, safety and
environmental issues
o Inducting personnel onto the WMS for the activity
o Conducting daily pre-start meeting with personnel involved in
the activity
o Daily management of personnel and resources required for the
activity

6.0 Construction Quality Plan


Prior to commencement of any activities stipulated herein to this document, PBMD-
SELI JV shall submit a Construction Quality Management Plan (CQMP),
categorizing methods and procedures, ensuring that the products and works are in
compliance to the Design, Codes and Standard, local or international.

The CQMP substance shall include the hereunder procedures but not limited thereto:

o Construction quality and inspections procedure


o Surveying and construction stake-out quality control
o Quality check and witness points for each activity
o Inspection, test and survey procedure
o Environmental management compliance and monitoring
o Health, Safety and Environment PBMD obligations during construction.

Furthermore, PBMD-SELI JV shall submit an “Specific Method Statements” to any


activities prior to implementation with Risk Assessment requirements.

7.0 Health, Environment and Safety

All the Environment, Health & Safety regulatory, contractual and project requirement
will always be adhered to during the activities.

The following are to be carried out prior to starting/commencement of works:

Project Site Induction

The process of ensuring workers on construction sites are fully informed about the
organization and operation of the site and of their responsibilities. It focuses in the on-safety
aspects of the site.

7.1 Environment

7.1.1 Water Treatment


During the TBM excavation the process requires a certain quantity of
water to be used during the operation of the machine.
Moreover, TBM excavation may encounter zones with presence of
water and, depending on the quantity, this could naturally flow in the
invert section or pumped out by dewatering system.
Said water shall be treated prior to release to the vicinities drainage
system.

7.2 Health and Safety, General

o Approved Construction Health and Safety Plan (CHSP) shall be strictly


followed.
o Hazards Identification, Risk Assessment and Control (HIRAC) to all
activities.

o When possibly new hazards arise from construction activities, the


necessary safety measures always adapted for the situation and
immediately implemented to prevent accident or injury. This may include
for example hard barricade, warning tape, safety signages, spotter,
ventilation and lighting.
o Work permit is mandatory for work at near existing services, Hot works,
confined space, lifting activity, excavation and filing.
o HSE and all management always have a responsibility to enforce the
wearing of PPE by site personnel during construction activities.
o Plant Equipment and Operator must have a 3rd party certificate and NCII
certificate.
o Provision of temporary facilities such as rest/eating area, toilet, first aid
clinic, potable drinking water and other as need is identified on site.
o All plant and equipment must be fitted with reverse alarm, revolving light
and assigned spotter.
o Regular monitoring of oxygen and testing of other gasses and ensure
harmful gas must be depleted.
o Environmental assessment and controls.
o All accident and incident must be reported and investigated to prevent
reoccurrence.
