METHOD STATEMENT

FOR INSPECTION AND TESTING WORK

1. WORK PREPARATION
Before start work, these several items should be prepared :
a. All equipment all tools must be inspected and passed by HSE department.
b. Make sure all personnel wear proper PPE.
c. Make sure JSA and permit to work already approved by Construction and
HSE department.
d. Make sure that all relevant documents, drawing have been approved for
construction prior to the commencement of the works
e. TBM must be held prior to work execution.
f. Make sure safety man standby to manage end to end of route cable and make sure
the work is safe.

2. METHOD OF EXECUTION
A. CABLE WAYS INSPECTION
The following shall be checked, inspected or tested :
1) The cable trench size and route is correct.
2) The cable trench is clean and free from any foreign objects
3) The cable arrangement and segregation in the trench is correct
4) Check the cable marker at duct bank entry and exit.
5) The cable route markers are correct.
6) The cable tray is correct and installed tightly with support.
7) The supports of cable tray are provided properly.
8) The cable tray covers are installed on overall of tray way and fixed by cover-
clamp.
9) Check material of cable tray, tray cover and tray supports.
10) Check connection of bonding jumper and grounding wire connection.
B. TEST on CABLE DRUM BEFORE PULLING
1) Continuity and Insulation Resistance Test
a. Carefully remove the cable drum protective cover ensuring that it can be
replaced after testing.
b. Remove the cable outer insulation to expose the SWA.
c. Expose the inner cables cores and remove the insulation to expose
the copper/aluminium conductors.
d. Using a calibrated multimeter perform continuity check on the cable,
testing between core and SWA at one end, whilst shorting out at the
other.the following sequence for continuity and megger test :
• Line (s) to neutral.
• Line (s) to ground.
• Neutral to ground
• Line to line.
e. Using a calibrated insulation resistance meter test at 5kV between
cores and individual cores to earth. All results shall be recorded.
f. Voltage to be applied Insulation Resistance Test shall follow IEC, After
Insulation.
i. Resistance Test Voltage residu shall discharge.
g. After performing Continuity and Insulation Resistance, place end cap seal
to protect the cable from water.
h. Record the Value to the Form and Restore the original cable drum wood
after Continuity and Insulation Resistance Test.

2) OTDR Test (Optical Time Domain Reflectormeter)


a) Prepare an OTDR tool
b) Clean the patch-cord and connector in OTB with special tissue.
c) Install the patch-cord to the OTDR conector and make sure it is installed
correctly.
d) Select the OTDR (construction) setting for testing and measuring
according to parameters :
▪ Wave length by determining the type of cable used.
▪ Start number by ensuring the initial numbering of the cable cores that
will be tested by the OTDR.
▪ Range by ensuring the length of the cable to be tested by the OTDR.
▪ Puse width, to specify the width of the light pulse that will be produced
by the OTDR Test.
e. The measurement results will be displayed on the OTDR display in
graphical form and can be printed via PC or Notebook.
f. Measuring parameters and measurement criteria must refer to the
specifications of the applicable of the MS Project and manufacturing
testing procedure.

3. CABLE POWER AND CONTROL INSPECTION


The following shall be checked, inspected or tested :
a. The size and installation agree with the approved drawings.
b. The circuit indication and terminal numbering are correct and firm.
c. The cable end seals are complete and tight.
d. The cable glands are complete and tight.
e. The clamps and connections of the single-conductor cable are tight and
suitable for magnetic flux.
f. The cable terminations and connections are correct and tight. The cables
are marked with cable markers at the entry to terminal box, JB etc.
g. The cable is protected against mechanical damage.
h. High-voltage test on cables ( those rated above 600V ).
i. Measure the insulation resistance. Apply insulation resistance test voltage
between ground and conductor undergoing test.
j. Check the electrical continuity and cross connection of the conductors
for parallel feeders.
k. The grounding connections are complete.
l. The underground cable joints are complete and meet the specifications.

4. GROUNDING SYSTEM INSPECTION


The inspection shall be carried out as follows :
a. The grounding joints are complete and tight. The underground joints
shall be spot- checked before they are backfilled.
b. Measure the grounding resistance of the grounding system.
c. Check the grounding continuity of the grounding system.
d. The size of the cables and installation agree with the approved drawings.
e. The installation of the electrodes is satisfactory
f. Check the protective measures that have been taken against
mechanical damage to the system.
5. LIGHTING INSTALLATION INSPECTION
The following shall be checked, inspected or tested :
a. Check the enclosure for area classification.
b. The numbers and location of the equipment are correct.
c. The distribution panel circuit numbering and loading are correct. The
switch ratings and fuse ratings are correct.
d. The weatherproofing of the cable glands is satisfactory.
e. The feeder cable size is correct.
f. The operation and setting of the time switches, photoelectric cells, and
magnetic control switches etc. are satisfactory.
g. Check the insulation resistance of each circuit.
h. The lighting circuit connection is correct for circuit numbering/identification.
i. Measure the voltage at each distribution panel

6. CABLE POWER AND CONTROL CONTINUITY TEST


Measure electrical continuity with a circuit tester according to the following
procedure :
a) Connect the conductor and metal sheath at one end of the cable with a wire
clip as shown in Figure 6.
b) Attach the circuit tester to the same conductor and metal sheath as shown
in the figure.
c) Repeating above procedure, check the electrical continuity between all
of the conductors.
d) Complete a cable test data sheet for every test.

7. GROUNDING CONTINUITY TEST
Before backfilling the ground wiring, make a visual check of the underground
connections. Measure the electrical continuity with a circuit tester according
to the following sequence :
a) Attach the circuit tester to all the grounding electrodes as shown in
Figure 5 (1st step).
b) Attach the circuit tester to the grounding electrode and the
nearest connected equipment as shown in Figure 5 (2nd step).
c) Attach the circuit tester to adjacent connected equipment as shown in
Figure 5 (3rd step).
d) Complete a grounding continuity test data sheet for
every test
8. LIGHTING CIRCUIT TEST
After satisfactory insulation resistance values have been obtained, the lighting
circuits shall be tested according to the following procedure:
i. Turn off all the branch circuits up to the lighting panel.
ii. Energize the distribution circuit up to the lighting panel.
iii. Check the voltage between all phases, and between each phase and the
neutral conductor at the buses to the lighting panel.
iv. Turn on one branch circuit switch and check that the illuminated
lighting is in accordance with the lighting drawing.
v. Check all the branch circuits one by one using the same procedure,
measure the current in each circuit and feeder cable.
vi. Complete a lighting circuit test data sheet and an illumination level data
sheet for every test.

9. INSULATION RESISTANCE TEST


1. The insulation resistance shall be measured with an appropriate
megger as shown in Figures 1 and 2.
2. Voltages supplied by the megger shall be as follows (as per IEC 60364) :
(1) Circuits rated at 500V and below : 500 V
(2) Circuits rated above 500V : 1000 V
3. Voltage shall be applied until the pointer remains steady.
4. Charged energy shall be discharged after taking a reading
5. Complete an insulation resistance test data sheet.
10. HIGH VOLTAGE TEST
This test shall be applied to switchgear, Busduct and cables. The switchgear and
cable shall be tested separately with the circuit breaker open as shown in the
following procedure:
(1) Measure the insulation resistance
(2) If the insulation resistance measured is satisfactory, connect the high voltage
test equipment as shown in Figure 3. Make sure that the voltage adjustment
knob is on minimum position.
(3) Increase the voltage gradually to the required value. Refer to IEC – 60298;
IEC –60694; IEC 62271 – 200: 2003
(4) Read the voltage and leakage current when the voltage steadies at the
required voltage.
(5) Maintain the voltage for the time specified, Refer to IEC – 60298; IEC –
60694; IEC 62271 – 200: 2003
(6) Shut off the voltage and discharge any residual voltage.
(7) Measure the insulation resistance as before.
(8) Complete a high-voltage test data sheet for every test.
