Subject :- Establishment of the Institute of Drivers Training and

Research (IDTR) at Naya Raipur, Chhattisgarh .

This is regarding sanctioning of an Institute of Drivers Training and

Research (IDTR) to be set up at Naya Raipur, Chhattisgarh in 12th five year
plan.

2. In this regard, it is stated that the scheme of setting up of IDTR has

appraised by Expenditure Finance Committee (EFC) and approved by the
then Minister, RT&H before its implementation during 12 th Plan. A copy
of the guidelines of the scheme may kindly be seen at page 1-49/C.
Thereafter, we have requested the States Govt. to send the proposals. In
response, we received proposal from Transport Dept. Govt. of Chhattisgarh
with a request to sanction the IDTR. A copy of the project proposal may
kindly be seen at page 50-69/C.

3. As per scheme guidelines, we require followings documents along

with the DPR:

I. Certificate that the land is available and title is clear.

II. Site & Building plan including for constructing the facility duly
vetted by CPWD/PWD.
III. Total budget cost of the project.
IV. Time line of the proposal.
V. Details of Nodal officer for the project.
VI. An Undertaking that the State will ensure full utilization of the
capacity of IDTR and it is self sustaining and commercially
viable.
VII. Appraisal report of CIRT, Pune for the proposal.

4. In view of the above requirements, we have examined the proposal

submitted by Transport Department, Govt. of Chattisgarh. It is observed
that the State Government has furnished all the requisite documents. We
have also received the appraisal report from CIRT, Pune which could be
seen at page 70-80/C. Therefore the proposal has been considered in the
meeting held on 17.02.2015 under the chairmanship of Secretary (RT&H).
In the meeting Secretary (RT&H) stated that the grant of MoRTH will be
limited to Rs. 17 Crore as provided in the scheme. The remaining cost has
to be borne by the State Govt. or its private partner. With this observation,
the project was approved in principle for setting up of IDTR at Naya
Raipur, Chhattisgarh. A copy of minutes of meeting is placed at page 81-
84/c. On the basis of this we have requested to state Govt. to revise their
proposal and cover the cost of project to the MoRTH grant i.e. 17 crore.
Now we have received revised DPR (placed at page 85-102/c) from state
govt. from which following observation has been made.

i. Approval/Recommendation letter of State Govt. for setting up of

IDTR in their State is available with the proposal.
 ii. The land is available for proposed IDTR with built up area of 19.89
Acres. The project is planned to be executed at Tendua village in
Abhanpur tehsil, located at about 12 km away from state capital
Raipur.
iii. No IDTR/DTI has been sanctioned for the State of Chhattisgarh
during 10th and 11th Five Year Plans.

Total budget of the project is 17 Crore as presented in the following

iv. The details of nodal officer have been provided by Transport Dept.
Raipur.
v. The project will be implemented in private partnership with Maruti
Suzuki India Ltd. following the selection process initiated by
Transport Dept. Chhattisgarh.
vi. The area indicated for the building infrastructure is in line with the
IDTR guidelines. But the proposed detailed layout plans need to be
provided.
vii. The time schedule for completion of various activities of project will
be provided by state govt.
viii. State govt. has also ensured full utilization of the capacity of IDTR
and it is self sustaining and commercially viable.

5. From above, it could be seen that the State has land and requirement
of grant in aid by the State from us is also within approved limit. The IDTR
is also commercially viable in terms of the data provided by the State. The
proposal of the State Government of Chattisgarh is meeting the requisite
criteria for sanctioning of IDTR. Therefore we may sanction Institute of
Drivers Training and Research (IDTR) to be set up at Naya Raipur,
Chhattisgarh in 12th five year plan with total project cost of Rs 17 crore
excluding taxes.
6. The expenditure in this regard will be met from the scheme of
setting up of IDTR. The budgetary outlay for 2015-16 is Rs. 15 Crore for the
scheme. No fund has been released so far. Thus sufficient fund is available for the
purpose. The fund will not be required at one go but it will be released in
installment keeping in view of the progress of the centre.
7. In view of the above, we may seek the kind approval of JS (T) to the
project contained in para 5 at pre page. After approval, the file may be
referred to IFD for occurrence.

This is regarding sanctioning of an Institute of Drivers Training and

with total expenditure of Rs. 17 crore excluding taxes.
2. The proposal was initially considered in the meeting held on 17.02.2015
under the chairmanship of Secretary (RT&H). In the meeting in principle
approval was given to the project. The project cost was slightly higher than the
approved limit under scheme guidelines i.e. 17 crore. Accordingly it was decided
to ask the State Government to furnish an undertaking indicated that the
additional cost over and above from 17 crore will be borne by the State
Government or its private partner. The project is proposed to be implemented in
partnership with Maruti Suzuki India Ltd.

3. In this response the State Government has sent the revised proposal
(placed at page 85-102/c). As per the revised proposal the total cost of the project
is 17 Crore as presented in the following table.

The revised proposal has been examined in consultation with IFD vide note at
page 1-3/N. IFD has concurred the proposal vide note at page 4/N. However, their
concurrence is subjected to the approval of competent authority.

4. In view of above we may seek kind approval of Secretary (RT&H) for

sanctioning of an Institute of Drivers Training and Research (IDTR) to be set up
at Naya Raipur, Chhattisgarh in 12th five year plan with the project cost of Rs. 17
crore excluding taxes.

This is regarding release of first installment amounting to Rs. 1.50 crore to

Transport Department, Government of Chhattisgarh for setting up of an Institute
of Drivers Training and Research (IDTR) at Naya Raipur, Chhattisgarh
sanctioned during in 12th five year plan with the expenditure of ₹ 17,00,00,000/-
plus taxes.

2. Ministry has sanctioned the IDTR to be set up at Naya Raipur,

Chhattisgarh in 12th five year plan, copy of the sanction order may be seen at
page (108-111)/C. As per the guidelines Transport Department, Government of
Chhattisgarh has to sign the Memorandum of Understanding (MoU) with M/s
Maruti Suzuki India Limited (private partner) for establishment of IDTR, for this
they have stated that MoU has been signed. A copy of the MoU may be seen at
page (114-121)/C.

3. Now, Transport Department, Government of Chhattisgarh vide their letter

placed at page 122-123/C has requested this Ministry to release the first
installment to start the civil construction as mobilization advance. As per the
scheme guidelines first installment amounting to Rs. 1.50 crore to the Transport
Department, Government of Chhattisgarh may be released and Central Institute of
Road Transport (CIRT), Pune will be paid of the grant sanctioned/ released for
developing the Institute of Drivers Training and Research (IDTR) at Naya Raipur,
Chhattisgarh.

4. The expenditure is debitable to Major Head 3055 – Road Transport

00.004- Research (Minor Head), 20.06 – refresher training of drivers in
unorganized sector and human resource development 20.06.35 – Grants for
Creation of Capital Assets under Demand No. 81 for the Financial Year 2017-18.
The B.E. for this financial year is Rs. 30.00 crore and till date no expenditure
incurred so far only, thus sufficient fund is available.

5. In view of the above we may release the first installment amounting to Rs.
1.50 crore to Transport Department, Government of Chhattisgarh and out of this
an amount of Rs. 75,000/- will be released to CIRT, Pune consultancy fee @
0.5% of this release for setting up of IDTR at Naya Raipur, Chhattisgarh.

6. File is submitted for kind approval of JS (T). After the approval file may
be referred to IFD for the concurrence.

2. In this regard it is stated that file was referred to IFD for concurring the pro
vide note at page 8/N, note IFD vide note at page 11/N concurred the proposal su
to the approval of competent authority and observations of IFD as under: -

i. As per terms and conditions annexed with sanction order, a society compr
representative of MoRTH, State Government and private partners, sha
formed for overseeing the construction and operation of the IDTR. How
RTW has not mentioned whether society has been formed.
ii. RTW has no mentioned whether the project will be completed within stipu
period, if not, extension is permissible as per schematic guidelines.

3. In view of the above we may write to Transport Department, Governme

Chhattisgarh as per DFA placed below.

This is regarding release of first installment amounting to Rs. 1.50 crore to

Transport Department, Government of Chhattisgarh for setting up of an Institute
of Drivers Training and Research (IDTR) at Naya Raipur, Chhattisgarh.

2. In this regard it is stated that we have written to Transport Department,

Government of Chhattisgarh vide our letter placed at page 138/C requesting them
to confirm, whether society has been formed or not, but the information is still
awaited.

3. So, we may again write Transport Department, Government of

Chhattisgarh as per DFA placed below.
 This is regarding sanctioning of an Institute of Drivers Training and
Research (IDTR) to be set up at Naya Raipur, Chhattisgarh in 12 th five year plan
with total expenditure of Rs. 17 crore excluding taxes.
2. In this regard it is stated that an E- mail has been received from M/s
Maruti Suzuki Ltd. forwarding a copy of the letter of Transport Department,
Government of Chhattisgarh and requesting us to nominate one member from
MoRTH for formation of society. From the letter of Transport Department,
Government of Chhattisgarh, it is seen that they have nominated four members
for formation of society.
3. As per the scheme guidelines, society should comprise one member from
MoRTH. Now, we have to nominate one member from the Ministry.
4. File is submitted for nominating one member from the Ministry for
constitution of the society in respect of setting up of an Institute of Drivers
Training and Research (IDTR) to be set up at Naya Raipur, Chhattisgarh.

This is regarding release of first installment amounting to Rs. 1.50 crore

to Transport Department, Government of Chhattisgarh for setting up of an
Institute of Drivers Training and Research (IDTR) at Naya Raipur, Chhattisgarh.

2. In this regard it is stated that file was referred to IFD for concurring the
proposal vide note at page 8/N, IFD vide note at page 11/N concurred the
proposal subject to the approval of competent authority. While concurring the
proposal IFD has made following observations: -

i. As per terms and conditions annexed with sanction order, a society

comprising representative of MoRTH, State Government and private partners,
shall be formed for overseeing the construction and operation of the IDTR.
However, RTW has not mentioned whether society has been formed.
ii. RTW has not mentioned whether the project will be completed within
stipulated period, if not, extension is permissible as per schematic guidelines.

3. In this connection it is stated that we requested to Transport Department,

Government of Chhattisgarh to indicate the status of constituting the society.

3.1. It is stated that the private partner i.e. Maruti Suzuki Limited is taking
necessary action to register the society. As per scheme guidelines, the society
should also have the members from State Government and MoRTH. The State
Government and MoRTH has furnished the details of its member to represent the
organization in the society. Thus, it may be stated society may be constituted in
next two months.

4. In case of timeline to complete the project, Transport Department,

Government of Chhattisgarh, vide their letter placed at page 153/C, has
informed that the project will be completed by the end of this year.

5. In view of the above, we may seek kind financial and administrative

approval of Secretary (RT&H) for release of first installment amounting to Rs.
1.50 crore to Transport Department, Government of Chhattisgarh for setting up
of an Institute of Drivers Training and Research (IDTR) at Naya Raipur,
Chhattisgarh. Out of Rs. 1.50 crore, 0.5% will be released to CIRT, Pune as
consultancy charges as per scheme guidelines.

2. It is stated that proposal for the release of first installment has been
examined in the Ministry. It has been decided that the fund will be released
only after the registration of the society.

3. In view of the above we may write to Transport Department,

Government of Chhattisgarh as per DFA placed below.

2. It is stated that proposal for the release of first installment has been examined in
the Ministry. It has been decided that the fund will be released only after the registration
of the society. We have written to Transport Department, Government of Chhattisgarh to
submit the documents of society formation vide our letter placed at page 156-/C.

3. Transport Department, Government of Chhattisgarh vide their letter placed at

page 157/C has informed that society formation has already started and they will submit
the documents as the process is completed. Transport Department, Government of
Chhattisgarh has also stated that construction has been started and is in full swing and
expected to complete by June, 2018 and requested this Ministry to release the first
installment.

4. In view of the above we may write to Transport Department, Government of

Chhattisgarh as per DFA placed below.

2. In this connection it is stated that proposal was concurred by the Internal

Finance Division and competent authority vide note at page 8/N and 20/N
respectively during the financial year 2017-18 but we are unable to release the
fund as Transport Department, Government of Chhattisgarh has not registered the
agency on our PFMS portal for the release i.e. www.pfms.nic.in Now they have
registered the agency on the portal. So it is required to revalidate the proposal
form IFD for the release of Rs. 1.50 crore to Transport Department, Government of
Chhattisgarh.

3. The budgetary outlay for the financial year 2018-19 is Rs. 90 crore. Till date
no fund has been released so far. Thus sufficient fund is available. Fund will be
released from budgetary head 3055 - Major head, 28- Road Safety financed from
Central Road Fund, 28.03- Refresher Training of Drivers in unorganized Sector and
Human Resource Development, 28.03.35- Grants for creation of capital assets.

4. In view of the above we may refer the file to IFD for revalidating the
proposal for the release of Rs. 1.50 crore to Transport Department, Government of
Chhattisgarh for setting up of an Institute of Drivers Training and Research (IDTR)
at Naya Raipur, Chhattisgarh

2. In this connection it is stated that proposal was concurred by the Internal

vide our sanction order dated 04 th August, 2015. A copy of the sanction order may
kindly be seen at pg. 124-128/C. From this, it could be seen that this institute was
sanctioned with the cost of 17.00 crore.

4. In this regard it is stated that, file was referred to IFD for concurrence vide
note at page 21/N. IFD has concurred the proposal vide note 22/N. However, their
concurrence is subject to the approval of competent authority.

5. In view of the above we seek kind financial administrative approval of

competent authority for the release of Rs. 1.50 crore to Transport Department,
Government of Chhattisgarh for setting up of an Institute of Drivers Training and
Research (IDTR) at Naya Raipur, Chhattisgarh. Out of Rs. 1.50 crore, Rs. 75,000/-
will be released to CIRT as consultancy charges.

This is regarding release of second installment amounting to Rs.

5.00 crore to Transport Department, Government of Chhattisgarh for
setting up of an Institute of Drivers Training and Research (IDTR) at Naya
Raipur, Chhattisgarh.

2. Ministry has sanctioned the IDTR to be set up at Naya Raipur,

Chhattisgarh in 12th five year plan, copy of the sanction order may be
seen at page (108-111)/C. Ministry has also released the first
installment amounting to Rs. 1.50 crore to start the civil construction.

3. Now, Transport Department Government of Chhattisgarh vide

their letter placed at page 189/C has requested this Ministry to release
the 2nd installment. Transport Department has also sent the utilization
certificate, audited statement and some photographs. A copy of the
same may be seen at page 190-202/C. The appraisal report from CIRT,
indicating the progress of the project, has not found with the proposal.

4. In view of the above we may forward the utilization certificate,

audited statement to CIRT to appraise the progress of the project as per
DFA placed below.
 This is regarding release of second installment amounting to Rs. 5.00 crore
to Transport Department, Government of Chhattisgarh for setting up of an
Institute of Drivers Training and Research (IDTR) at Naya Raipur, Chhattisgarh.

2. Ministry has sanctioned the IDTR to be set up at Naya Raipur, Chhattisgarh

in 12th five year plan, copy of the sanction order may be seen at page (108-
111)/C. Ministry has also released the first installment amounting to Rs. 1.50
crore to start the civil construction.

3. Now, Transport Department Government of Chhattisgarh vide their letter

placed at page 189/C has requested this Ministry to release the 2 nd installment.
Transport Department has also sent the utilization certificate, audited statement
and some photographs. A copy of the same may be seen at page 190-202/C. We
have forwarded the UC and audit report to CIRT to appraise the progress of the
project vide our letter placed at page 203/C.

4. CIRT vide their letter placed at page 218-222/C has informed that their
representative visited Naya Raipur on 18th July, 2018 to assess the progress of the
project. They found the progress satisfactory. They have further stated that total
expenditure incurred against the total amount i.e. Rs. 149.25 lakh, is Rs. 580.00
lakh towards the construction of the IDTR till 18 th July, 2018 and pending amount
of Rs. 430.75 lakh will be paid from the next installment. Following progress has
been reported by CIRT:-

i. Work relating to academic block, sub structure has been completed and
super structure second slab R.C.C. completed, brick masonry work has
been started and super structure work is in progress.
ii. In Hostel block, sub structure is completed and super structure R.C.C.
plinth beam, column, 1st slab completed.
iii. Work related to track, all track excavation is completed and work
relating to track sub grade layer, track open drain R.C.C. work is in
progress.

5. CIRT has further stated that considering the work progress, utilization of
fund and project schedule, CIRT have recommended to release an amount of Rs.
5.00 crore Transport Department Government of Chhattisgarh for continuing the
civil construction of IDTR.

6. From the above, it could be observed that physical progress is satisfactory

and no amount is remaining unutilized. So we may release the 2nd installment
amounting to Rs. 5.00 crore to Transport Department, State Government of
Chhattisgarh to continue the civil construction in respect of IDTR, Naya Raipur,
Chhattisgarh and 0.5 % of this release to CIRT as consultancy charge.

7. The expenditure is debitable to Major Head 3055 – Road Transport 28-

Road Safety financed from Central Road Fund,28.03 – refresher training of drivers
in unorganized sector and human resource development 28.03.35 – Grants for
Creation of Capital Assets under Demand No. 81 for the Financial Year 2018-19.
There is a budgetary outlay of Rs. 90 crore under this head. So far, Rs. 4.97 crore
has been incurred so far, therefore sufficient fund is available.

8. In view of above, we may release Rs. 5 Crore to Transport Department

Government of Chhattisgarh as 2nd installment for setting up of an Institute of
Driver Training and Research (IDTR) at Naya Raipur, Chhattisgarh and 0.5 % of this
release to CIRT as consultancy charge.

9. File is submitted for kind consideration/approval of JS (T). After approval,

the file may be referred IFD for concurrence.
 This is regarding release of second installment amounting to Rs. 5.00
crore to Transport Department, Government of Chhattisgarh for setting up of
an Institute of Drivers Training and Research (IDTR) at Naya Raipur,
Chhattisgarh.

2. In this regard it is stated that file was referred to IFD vide note at page
26/N for concurrence. However, before concurring the proposal IFD vide note
at page 27/N has observed as follows: -

Ministry has sanctioned IDTR to be set up at Naya Raipur, Chhattisgarh

with the cost of Rs. 17.00 crore vide sanction order dated 04.08.2015 (p. 108-
109/c) and Transport Department, Government of Chhattisgarh has signed
the MoU with M/s Maruti Suzuki India Limited (private partner) on
29.04.2016. As per sanction order dated 04.08.2015, time frame for
completion of the project 24 months from the date of sanction of the IDTR.
RTW may be requested to furnish reasons for delay in completion of the
project and also get approval from the competent authority for extension of
time for completion of the project.

3. In view of the above we may ask Transport Department, Government of

Chhattisgarh as per DFA placed below.

This is regarding release of second installment amounting to Rs. 5.00

crore to Transport Department, Government of Chhattisgarh for setting up of
an Institute of Drivers Training and Research (IDTR) at Naya Raipur,
Chhattisgarh.

2. In this regard it is stated that file was referred to IFD vide note at page
26/N for concurrence. However, before concurring the proposal IFD vide note
at page 27/N has observed as follows: -

Ministry has sanctioned IDTR to be set up at Naya Raipur, Chhattisgarh

with the cost of Rs. 17.00 crore vide sanction order dated 04.08.2015 (p. 108-
109/c) and Transport Department, Government of Chhattisgarh has signed
the MoU with M/s Maruti Suzuki India Limited (private partner) on
29.04.2016. As per sanction order dated 04.08.2015, time frame for

3. In this connection it is stated that we have written to Transport

Department, Government of Chhattisgarh to clarify the reason for the delay
in completion of the project vide our letter placed at page 223/C. Now,
Transport Department vide their letter placed at page 224-243/C has stated
that execution of work has been delayed due to delay in release of balance
amount which was sanctioned for the project. Transport Department,
Chhattisgarh has also stated that execution work of the project of setting up
of an Institute of Drivers Training and Research (IDTR) will be completed by
16.12.2018

4. In view of the above file is submitted for kind approval of competent

authority. After approval file may be referred to IFD for concurrence of the
proposal contained in para 8 at page 26/N.

crore to Transport Department, Government of Chhattisgarh for setting up of
an Institute of Drivers Training and Research (IDTR) at Naya Raipur,
Chhattisgarh.

2. In this regard it is stated that file was referred to IFD vide note at page
26/N for concurrence. However, before concurring the proposal IFD vide note
at page 27/N has observed as follows: -

Ministry has sanctioned IDTR to be set up at Naya Raipur, Chhattisgarh

with the cost of Rs. 17.00 crore vide sanction order dated 04.08.2015 (p. 108-
109/c) and Transport Department, Government of Chhattisgarh has signed
the MoU with M/s Maruti Suzuki India Limited (private partner) on
29.04.2016. As per sanction order dated 04.08.2015, time frame for
completion of the project 24 months from the date of sanction of the IDTR.

4. As far as physical progress is concern CIRT has reported as follows: -

i. Work relating to academic block, sub structure has been completed and
super structure second slab R.C.C. completed, brick masonry work has
been started and super structure work is in progress.
ii. In Hostel block, sub structure is completed and super structure R.C.C.
plinth beam, column, 1st slab completed.
iii. Work related to track, all track excavation is completed and work
relating to track sub grade layer, track open drain R.C.C. work is in
progress.

5. The expenditure is debitable to Major Head 3055 – Road Transport 28-

Road Safety financed from Central Road Fund,28.03 – refresher training of
drivers in unorganized sector and human resource development 28.03.35 –
Grants for Creation of Capital Assets under Demand No. 81 for the Financial
Year 2018-19. There is a budgetary outlay of Rs. 90 crore under this head. So
far, Rs. 4.97 crore has been incurred so far, therefore sufficient fund is
available.

6. In view of above, we may release Rs. 5 Crore to Transport Department

Government of Chhattisgarh as 2nd installment for setting up of an Institute of
Driver Training and Research (IDTR) at Naya Raipur, Chhattisgarh and 0.5 % of
this release to CIRT as consultancy charge.

2. Ministry has sanctioned the IDTR to be set up at Naya Raipur,

Chhattisgarh in 12th five year plan vide our sanction order dated 04 th August,
2015. Copy of the sanction order may be seen at page (108-111)/C. Transport
Department, Chhattisgarh has signed the MoU with M/s Maruti Suzuki limited
on 29th April, 2016. Ministry has also released the first installment amounting
to Rs. 1.50 crore vide our sanction letter dated 25th April, 2018.

3. In this regard it is stated that file was referred to IFD vide note at page
26/N for concurrence. However, before concurring the proposal IFD vide note
at page 35/N has requested to clarify reasons for delay in release of payment
to transport Department, Chhattisgarh.

4. It is stated that approval for release of first installment was obtained

during the financial year 2017-18 vide note at page 11/N but we were unable
to release the fund as Transport Department; Chhattisgarh had not registered
the agency on PFMS portal. Due to this reason first installment was released
in April, 2018. So, the execution of work was delayed.

4.1 Ministry has received the request from Transport Department,

Chhattisgarh for the release of 2nd installment during June, 2018 (a copy of
the letter is placed at page 189/C) i.e. after the gap of two month only. After
that we have forwarded the request of Transport Department, Chhattisgarh to
CIRT for appraising the progress of the project vide our letter placed at page
203/C. CIRT has recommended to release the 2nd installment vide their letter
dated 25th July, 2018.

5. In view of above, we may release Rs. 5 Crore to Transport Department

Government of Chhattisgarh as 2nd installment for setting up of an Institute of
Driver Training and Research (IDTR) at Naya Raipur, Chhattisgarh and 0.5 % of
this release to CIRT as consultancy charge.

5.00 crore to Transport Department, Government of Chhattisgarh for
setting up of an Institute of Drivers Training and Research (IDTR) at Naya
Raipur, Chhattisgarh.

2. Ministry has sanctioned IDTR to be set up at Naya Raipur,

Chhattisgarh with the cost of Rs. 17.00 crore vide sanction order dated
04.08.2015 (p. 108-109/c). As per sanction order time frame for
completion of the project 24 months from the date of sanction of the IDTR
which was already expired on 03.08.2017.

3. Transport Department, Chhattisgarh has informed that execution

work of the project of setting up of an Institute of Drivers Training and
Research (IDTR) will be completed by 16.12.2018.

4. In this regard it is stated that file was referred to IFD for concurring
the proposal vide note at page 31/N, IFD vide note at page 37-38/N
concurred the proposal subject to the approval of competent authority.

5. In view of the above, we may seek kind approval of Secretary

(RT&H) for followings: -

i. For extension of time for completion of the project till 16.12.2018,

ii. For financial and administrative approval of Secretary (RT&H) for
release of second installment amounting to Rs. 5.00 crore to
Transport Department, Government of Chhattisgarh for setting up of
an Institute of Drivers Training and Research (IDTR) at Naya Raipur,
Chhattisgarh. Out of Rs. 1.50 crore, 0.5% i.e. Rs. 2,50,000/- will be
released to CIRT, Pune as consultancy charges as per scheme
guidelines.

4. In view of the above we may forward the utilization certificate, audited

statement to CIRT to appraise the progress of the project as per DFA placed
below.
 This is regarding release of third installment amounting to Rs. 5.00 crore
to Transport Department, Government of Chhattisgarh for setting up of an
Institute of Drivers Training and Research (IDTR) at Naya Raipur, Chhattisgarh.

2. Ministry has sanctioned the IDTR to be set up at Naya Raipur, Chhattisgarh

in 12th five year plan, copy of the sanction order may be seen at page (108-
111)/C. Till date Ministry has released Rs. 6.50 crore (Rs. 1.50 crore as first
installment and Rs. 5.00 crore as 2nd installment) to start the civil construction.

3. Now, Transport Department Government of Chhattisgarh vide their

letter placed at page 299/C has requested this Ministry to release the 3rd
installment. Transport Department has also sent the utilization certificate,
audited statement and some photographs. A copy of the same may be seen at
page 301-313/C. A appraisal report from CIRT, Pune may be seen at page 291-
292/C.

4. CIRT has informed that their representative visited Naya Raipur on 21 st

January, 2019 to assess the progress of the project. They found the progress
satisfactory. They have further stated that total amount released for this project
has been completely utilized. Following progress has been reported by CIRT:-

i. Work relating to academic block, sub structure has been completed and
super structure R.C.C. work, brick masonry and plastering work has
been completed.
ii. In Hostel block, sub structure has been completed and super structure
R.C.C. work, brick masonry and plastering work has been completed and
work relating to electrical work and finishing
iii. Work related to track, all track excavation is completed all track sub-
grade and WBM layer work completed and Track top layer pavement
work in progress.

5. CIRT has further stated that considering the work progress, utilization of
fund and project schedule, CIRT have recommended to release an amount of Rs.
5.00 crore Transport Department Government of Chhattisgarh for continuing the
civil construction of IDTR.

6. From the above, it could be observed that physical progress is satisfactory

and no amount is remaining unutilized. So we may release the 3 rd installment
amounting to Rs. 5.00 crore to Transport Department, State Government of
Chhattisgarh to setting up of IDTR, Naya Raipur, Chhattisgarh and 0.5 % of this
release to CIRT as consultancy charge.

7. The expenditure is debitable to Major Head 3055 – Road Transport 28-
