SENATE UPDATE
September 16, 2011 Remembering September 11, 2001 My family and I, like many true Americans across our Country and worldwide, remembered and honored those who perished in the savage terrorists attacks of September 11, 2001. Our prayers go out to the families whose loved ones were taken from them in this deadly attack. Let us also not forget the importance of our first responders-fire, law-enforcement, and rescue personnel who proved on that horrible day and countless times before and after their willingness to sacrifice for us all. We pledge to never forget and to remain forever committed to honoring their memories. God bless you all.

Constitution Week On behalf of the people of our state I would like to have you join me in celebrating Constitution Week September 17th 23rd. What is a Constitution? It is the form of government, delineated by the mighty hand of the people, in which certain first principles of fundamental laws are established. The Constitution is certain and fixed; it contains the permanent will of the people and is the supreme law of the land. Vanhornes Lessee v Dorrance, 2 U.S., 304, 308 (1795) Lets join together in paying tribute to our Founding Fathers by flying the American flag and taking time to review the Constitution. These gesture swill go a long way in showing our patriotism. We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America. (Preamble to the Constitution) Presidents 2 Week Installment Plan

I guess most of us heard the Presidents jobs speech last Thursday night. First off, Ill give Obama an A for his campaign speech. Did he include enough details about his jobs plan, particularly as it relates to paying for it? NO. This past Monday, he sent his jobs bill to Congress in a Rose Garden photo op. Well have to wait for his details on how to pay for it. You can bet it will include tax increases on upper income earners. You can also bet it will ensure the 47% who pay NO taxes will continue to pay NO taxes. Will those new jobs be union jobs? You can bet they will be. Wait and see The two week delay in rolling out details is unusual to say the least. My guess is it will give him several opportunities to make even more campaign speeches. Of course, if my poll numbers were as low as Obamas, I would want several bites at the apple too. How many more installments can we look forward to? Your guess is as good as mine. Well have to wait and see. Breaking News.The Hill is reporting as I write this that the nearly trillion dollar stimulus package does indeed include major tax hits on upper income individuals and families. Three weeks ago I shared my thoughts on what would get our economy moving again. Thanks for your positive comments about them. By request, I have again listed these comments below: Send Congress a consumption only tax plan. Eliminate 95% of the IRS. Eliminate 95% of all tax loopholes, deductions, write off shelters and federal subsidies (start with the ethanol subsidy). We need the corn we produce to eat and to feed the farmers animals. By the way, I havent noticed ethanol prices decline much even with our foolhardy subsidies. Have you? Lower the U.S. Capital Gains Tax by 50%. Lower the U.S. Corporate Tax rate by 50%. You will see foreign corporate headquarters and their billions come back to America. You will see increased business expansion and a corresponding drop in our unemployment rate. You will see a positive reaction in U.S. markets, especially the stock market. You will see..

Smart Politics The Presidents job proposal has a few elements that sound good. Other parts of the plan have no chance of passing and Obama knows it. This presents President Obama with the opportunity to campaign branding the GOP as against jobs and economic recovery. Keep in mind the huge debt problem and the huge jobs problem we have now are due to the failure of Obamas stimulus, bailouts, deficit spending and overall lousy economic policies. After all, he cant blame himself you know. Mr. President, if you seriously want a plan that Congress will approve, then send them

something that will work, that both sides can agree on, not a reworked big Government spending plan. It can be done and should be done for the millions of Americans who are hurting and still waiting. Could it be President Obama is so possessed with his big Government philosophy that he is incapable of proposing programs and policies that will work? We will see. Note: We hear President Obama demands an all or nothing vote on his jobs bill. Be careful Mr. President, you might get what you ask for.

Support for Offshore Drilling Increases among Unaffiliated Voters By Civitas Institute Sixty percent of unaffiliated voters in North Carolina support offshore drilling, according to a new poll released by the Civitas Institute. According to the live caller poll of 400 unaffiliated general election voters, 60 percent said they support drilling for oil and natural gas off the coast of North Carolina. Thirty-two percent said they oppose it and eight percent said they do not know or have no opinion. This is nine percent increase in support since an August 2010 Civitas poll when unaffiliated voters supported offshore drilling by 51 percent 38 percent margin. With jobs in short supply and the cost of gasoline going up, unaffiliated voters have increased their support of a policy they feel will address both these issues, said Civitas Institute President Francis DeLuca. Governor Perdue, North Carolina can NO longer afford to keep its head in the sand on this issue. Time is of the essence. This issue will not go away and will be a campaign issue in 2012. Wait and see..

Marriage Amendment This week the Legislature voted to include the Marriage Amendment on the 2012 ballot. Whether you favor such an amendment or not, and I have heard from both sides many times, the citizens of North Carolina deserve to have their say on it. I voted to give them this opportunity. Thirty other states have already passed a Defense of Marriage Amendment, including all southern states. This vote is important because it is a vote to push the power away from the General Assembly and politicians giving the power back to the people of North Carolina. The Marriage Amendment is a vote to let the people decide the definition of marriage. This decision is too big to let just 170 legislators decide. The 6 million registered voters of North Carolina should once and for all decide this issue. Personally, I trust the citizens of North Carolina to make the

right decision on this issue. The amendment will go on the primary ballot in May of 2012.

Limit Terms of Speaker and Pro Tem We also voted this week to limit the terms of both the House and Senate top leadership positions to four, two year terms. This will equate to the Constitutional limit placed on the office of Governor. I believe this will provide for more effective leadership and at the same time lessen the accumulation of power at the top. Time will tell.. With strong bipartisan support, the North Carolina Senate approved an amendment to the state constitution that limits the terms of the highest-ranking legislators in the General Assembly. On Tuesday, September 13th, the North Carolina House failed to concur.
