INSTRUCTIONS FOR THE CANDIDATES
1. Those candidates who scored zero or negative marks in the AICE-JRF/SRF (Ph.D.)-2022 are not eligible to participate
in counselling.
2. There will be only four rounds of counseling and the mop-up round if needed. Upgradation will be permitted in the
first, second and third rounds only.
3. The candidates who have passed with 5 years’ integrated M.Sc. degree programmes shall not be eligible to seek admission
to Ph.D. degree programmes through AICE-JRF/SRF (Ph.D.) examination.
4. Seats in the Subject of Renewable Energy Engineering (Code 42), Fishing Technology and Engineering (Code 51) and
Food Process Engineering (73) have not been received in the Council from any of the accredited universities. Though
the scores of such candidates may have been prepared by NTA, however, they shall not be considered for the counseling.
The Council will not be held responsible to give admission to such candidates who have qualified in this Subject as
already notified [Pl. refer to Item 2.2 of AICE-JRF/SRF(Ph.D.)-2022 Information Bulletin].
5. Candidates passed out from AUs in the discipline of Livestock Production and Management should not give choice for
admission at Veterinary Universities and College of Veterinary Sciences at SAUs. However, they will be eligible for
Ph.D. admission in SASARD, Nagaland.
6. For admission to Veterinary Extension Education at State Veterinary Universities and Colleges of Veterinary Sciences
of SAUs, only the candidates with B.V.Sc. & A.H. and M.V.Sc. (Vety. Extension) degrees shall be eligible.
7. ICAR does not allot College to the candidates. ICAR allots candidates to the university, whereas allotment of a
constituent accredited college of the university (which may be at different location from the main campus) allotted shall
be regulated by the university itself. The university will admit and place the candidates in constituent accredited colleges
and programmes only (including few non-accredited courses at Dr. RPCAU, Pusa; RLBCAU Jhansi and IARI, New Delhi.
Category-wise merit-based choice of the candidates could be one of such criteria for the allotment of constituent colleges
by the admitting AUs.
8. The admissions in AUs during academic session 2022-23 through ICAR's AICE-JRF/SRF(Ph.D)-2022 shall be done as
per instructions given in respective Information Bulletin and Public Notices No.1(6)/2018-Exam Cell-Part(IV) dated
26th July, 2022 and No. 1(6)/2018-Exam Cell-Part(2) dated 8th August, 2022 (available on ICAR website and Agril. Edn.
Portal).
9. The candidates should note that having 4/5(BVSc & AH)/6 (10+6, BSc. Ag.) years’ UG degree and 2 years’ PG degree
with thesis work is the essential requirement for admission to Doctoral degree programmes. The candidates having
passed with 3 years’ Bachelor’s degree programme are not eligible for Ph.D. admission through AICE-JRF/SRF(Ph.D.)
and subsequent counseling except at two ICAR-DUs, viz. IARI and NDRI in few courses, for which the alternate
eligibility qualification of the concerned ICAR-DU, would prevail for admission provided they meet the prescribed
criteria given in the AICE-JRF/SRF(Ph.D.) Information Bulletin and Public Notices No.1(6)/2018-Exam Cell-Part(IV)
dated 26th July, 2022 and No. 1(6)/2018-Exam Cell-Part(2) dated 8th August, 2022 (available on ICAR website and Agril.
Edn. Portal) regarding requirement of ICAR-accreditation.
10. The candidates passed out from Govt./private agricultural colleges/universities not accredited by ICAR, even though
constituent or affiliated to public funded/Govt. institutions, were notified through Information Bulletin, as not eligible
to appear in AICE-JRF/SRF (Ph.D.) examination. Therefore, if any of such candidates have appeared in the examination
and their scores declared by NTA, are not eligible to participate in the counseling. ICAR will not be held responsible for
denying admission to such candidates by any of the accredited AU under the ICAR-AU system.

11. Agricultural University on account of a particular college/university being derecognized by VCI/UGC, or due to any
court directives (present or future), ICAR will not be held responsible for admitting students of that college/university
in the Universities not willing to admit such candidates.
12. Against total number of ICAR seats available for a particular degree programme in a university, not more than 40% of
ICAR seats from one State would be allocated to any one university in that Subject under a particular category. While
computing 40% number, mathematical method of rounding to the nearest integer would be adopted except where there
is only one seat, in that case, the whole seat would be allocated. While rounding off, the number might exceed 40% to
that extent.
13. Candidates declared eligible for registration and choice filling are advised to remain in regular touch with ICAR website
www.icarexam.net for any change in schedule/notices/circulars, etc. In case the SMS/e-mail (as given in online
application) are issued and not received by the candidates in time due to technical reason(s), ICAR shall not be held
responsible for it.
14. No claim or compensation for problems (if any) encountered or cost incurred in counseling/admission will be
entertained by the ICAR/Universities.

Specific instructions for Mop-up round
1. No upgradation will be permitted in the mop-up/final round of counseling.
2. The option for withdrawal/cancellation of seat through the Applicant Login will not to be available to the
candidates during the period of choice filling and till the seat allotment for Mop-up/final round of counselling.
The request for withdrawal/cancellation of seat shall not be entertained by the Council through other modes
like E-mail/Fax/By Post/By hand/Whatsapp, etc. under any circumstances.
3. Those candidates who scored zero or negative marks in the AICE-JRF/SRF(Ph.D.)-2022 conducted by NTA
are not allowed to participate in the mop-up/final round of counseling.
4. The candidates who already stand admitted/Withdrawal/denied admission on the ground that they did not meet
the prescribed eligibility requirements in the previous rounds (1-4) are not allowed to participate in the Mop-
up/final round of counselling.
5. Any leftover candidates who could not register for the first round of counselling are allowed to participate
in the Mop-up/final round of counselling by paying the prescribed counselling registration fee of Rs.500/-
(Rupees five hundred only) provided they fulfil the prescribed eligibility criteria given in the respective
Information Bulletin available at https://icar.nta.nic.in/ or Online Counseling Brochure available
at www.icarexam.net .
6. The candidates who had registered during the first round of counselling, paid the prescribed counselling
registration fee but could not fill their choices are also allowed to participate in the Mop- up/final round of
counselling. They are, however, exempted from paying the counselling registration fee.
7. The candidates who had registered during the first round of counselling, paid the prescribed counselling
registration fee, filled the choices and were allotted seats but could not upload their documents for
verification by the university/pay the Seat Acceptance Fee for admission due to any reason are also allowed
to participate in the Mop-up/final round of counselling. They are, however, exempted from paying the
counselling registration fee.
8. The candidates who had registered during the first round of counselling, paid the prescribed counselling
registration fee, filled the choices but were not allotted any of their choices till 4th round ofcounselling are
also allowed to participate in the Mop-up/final round of counselling. They are, however, exempted from
paying the counselling registration fee.
9. The above allowed candidates (Sr. No. 6-8) are required to fill their fresh choices for the vacant seats only as
displayed on the counselling portal and their previously filled choices, if any, automatically stand cancelled
and will not be considered for the Mop-up/final round.
10. In case any qualifying examination board is not considered for admission by an Agricultural University on
account of a particular school/college/university being derecognized by CBSE/State/Central Govt., or due to
any court directives (present or future), ICAR will not be responsible for admitting students of that
school/college/university in the Universities not willing to admit such candidates.
Rest of the rules/regulations as applicable to previous rounds shall also prevail for Mop-up/final round of counseling
as given in the Online Counseling Brochure (www.icarexam.net).

NOTE
Ragging in the Universities, in any form, has been strictly banned and is a criminal offence.
Before applying, all the candidates are advised to study in detail the UGC Regulations on
Curbing the Menace of Ragging in Higher Educational Institutions, 2009
(https://www.ugc.ac.in/oldpdf/ragging/gazzetaug2010.pdf).
Ragging is totally prohibited in the institutions, and anyone found guilty of ragging and/or
abetting ragging, whether actively or passively, or being a part of a conspiracy to promote
ragging, is liable to be punished in accordance with these Regulations as well as under the
provisions of any penal law for the time being in force.
Every student studying in the institution and his/her parents/guardians shall be required to
provide the specific affidavits in accordance with clauses (d), (e) and (g) of Regulation 6.1 of
these Regulations at the time of admission or registration, as the case may be, during each
academic year.
The candidates are advised to contact Anti-Ragging Committee/Cell of the admitting
institution for further information in this regard. They may visit ICAR’s Agricultural
Education Portal (https://education.icar.gov.in/to reach the website of the Agricultural
University/Institution of their interest for more information.

It was notified in the AICE-JRF/SRF (Ph.D.)-2022 Information Bulletin at Item 2.2 that –“Depending upon
availability and status of accreditation, seats in some of the Subjects may not be received in the Council from
accredited universities at the time of counseling. In the event of some candidates qualifying in such Subjects, it shall
not be the responsibility of the Council to give them admission”.
Seats in the Subject of Renewable Energy Engineering (Code 42), Fishing Technology and Engineering (Code
51) and Food Process Engineering (73) have not been received in the Council from any of the accredited universities.

I, do hereby declare that:
1. I shall keep my log-in credentials, i.e., Login ID and password, strictly confidential to avoid any misuse.
2. I have read all the Counselling related INSTRUCTIONS FOR THE CANDIDATES and all the guidelines
available in the AICE-JRF/SRF (Ph.D.)-2022 Counseling Brochure along with the other
information/instructions available on the website (https://icarexam.net).
3. I have read the eligibility conditions for the Subject of my Ph.D. across all the participating AUs as given in
the AICE-JRF/SRF(Ph.D.)-2022 Information Bulletin available on https://icar.nta.nic.in/ and would ensure
that I fulfill all such conditions for the specified subject during choice-filling. I am aware that my admission
to allotted Institute/University will be CANCELLED if I do not satisfy the prescribed eligibility criteria of the
allotted Subject.
4. I am aware that after the last date of registration, I would NOT be able to change any information that I have
entered during the online registration on the counseling portal. In case, any information is found incorrect
later at any stage, my candidature would be CANCELLED forthwith.
5. I am aware that I have to pay the requisite non-refundable counseling registration fee of Rs.500/- (Rupees five
hundred only) and fill the choices to complete registration.
6. I will save my choices well in time before closure of choice filling on the portal and I am aware that my SAVED
choice list will automatically be locked, once the due date and time of choice filling is over. The same list will
be considered for further counseling process excluding mop-up round for that fresh choices has to be given. I
shall keep a printout of the choices finally exercised by me as a documentary proof.
7. I am aware that I will NOT be able to modify the choice list after last date and time as per schedule.
8. I am aware that after allotment of seat and verification of my documents by the university, I shall be required
to pay the non-refundable Seat Acceptance Fee (part of admission fee) of Rs.10,000/- (Rs. Ten Thousand Only),
irrespective of category, on the ICAR’s Counselling portal.

Subject opted for admission and availability of seat for that Subject in the desired university [Refer Item 7.0 -
Conditions for the award of ICAR-JRF/SRF (Ph.D.)].
(iv) LIST OF DOCUMENTS FOR ONLINE UPLOADING AT THE TIME OF COUNSELING AND PRODUCING AT
THE TIME OF PHYSICAL REPORTING AFTER COMPLETION OF COUNSELING
Scanned images (JPEG files) of the original documents are required to be uploaded on the counseling portal at
the time of counseling and submitted in original at the time of physical reporting for verification at the finally
allotted university after the completion of counseling. Further details regarding online submission of documents
are given under Item 4.1.2.1 (C).
* The candidates must complete the post-graduate degree in all respects and should have all the degree-completion requirements
at the time of online verification of documents by the university failing which they will not be considered for admission and
the award of scholarship. No correspondence shall be entertained by the Council in this regard. At the time of online verification
of documents by the allotted university, the candidates must have final year/final semester result in hand clearly indicating final
OGPA/CGPA or final percentage of marks where grade points are not awarded. Candidates will be required to produce
Provisional/Degree certificate of qualifying postgraduate examination issued by the university for this purpose. The candidates
who do not have the Degree/PDC, have to mandatorily produce a certificate from the Registrar of the concerned university
specifically indicating that the candidate has been awarded Final OGPA/Percentage of marks at the end of final semester/year and
he/she shall be completing all the requirements including thesis submission and completion of viva-voce for the award of Masters
degree along with mentioning the likely date of issuance of PDC/Degree to the candidate.

# Other Backward Classes-Non Creamy Layer as per the Central list of Other Backward Classes available on National Commission
for Backward Classes (NCBC), Government of India website (www.ncbc.nic.in). Only the candidates falling in this list shall be
considered under the OBC-NCL category. State list OBC candidates who are not in OBC-NCL (Central List) shall not be
considered under this category.
## As per the OM No. 20013/01/2018-BC-II dated January 17, 2019 issued by the Ministry of Social Justice and Empowerment and
the OM No. 12-4/2019-U1 dated 17.01.2019 as well as the Letters No 35-2/2019-T.S.I dated 21.01.2019, 01.02.2019, 04.02.2019
and 15.02.2019 of MHRD Department of Higher Education regarding implementation of reservation for Economically Weaker
Sections (EWSs) for admission in Central Educational Institutions.
@PwBD candidates may note that physical examination may be required to judge the percentage of disability, which is not being
done during Online Document Verification. It may be done by the Medical Board of the allotted Institute at the time of physical
reporting at the finally allotted institute. If the Medical Board finds that the percentage of disability is below the required level,
the allotted seat may be cancelled and candidate will not have any claim on the seat allotted by the Council.
NOTE:
1. The originals of the above mentioned documents (along with final Masters degree/PDC) will be required to be produced
at the time of physical reporting for registration and attending the classes in the admitting university.
2. Any temporary or permanent withdrawal of original certificates will be governed as per the concerned University rules.
ICAR has no objection if certificates are returned to the candidate after verification.

stage, the seat allotted (if any) will be cancelled without any further reference and Seat Acceptance Fee paid shall
be forfeited. Moreover, such candidates may no longer be considered eligible in subsequent rounds for admission
and may also be liable for legal action.
2. The candidates declared eligible for online counseling, will have to get registered by paying non-refundable
registration fee of Rs.500/- (Rs. Five Hundred only) through online payment gateway of ICAR by using any Credit
Card/Debit Card/Netbanking and UPI during the specified period. The registration fee will NOT be adjusted
towards any other fee. Reconciliation of fee may take 24 hrs, so the candidates are advised not to get panicked
regarding successful payment of fee.
3. Only the eligible candidate will be able to log on to online counseling portal by using the login credentials
provided to him/her through SMS/E-mail. He /she will be able to access the website from any place of his/her
convenience like mobile/home/office, etc. If the candidate does not remember his/her login ID and password,
then the login ID/password will be recoverable by input of some personal parameters.
4. The personal details and academic credentials provided by the candidates at the time of submitting the application
form on NTA website will be treated as final for declaring the scores and generating the merit rank. At the time
of registration for online counselling, candidates may be asked to check and give the correct name of the college/
University from which they acquired the degree.
5. Details of available seat matrix (with reservation category), process of Online counseling, Help Desk with helpline
numbers, parameter based Online search system for previous year admission cut-offs will be available on the
home page of the portal. Some other information related to universities like List of programmes, colleges and
universities accredited by ICAR (including private agricultural colleges), course fee, tentative date of registration,
hostel facility, single points of contact, list of first batch pass out candidates at the AUs etc. shall also be displayed
to facilitate the candidates.
6. List of Government (Outside ICAR-AU system) and Private Agricultural Universities/Colleges (accredited by
ICAR) whose candidates passed out in indicated Master degree programmes are eligible for appearing in AICE-
JRF/SRF(Ph.D.)-2022 is available on Online counseling portal.
B. Choice Filling
1. The candidates declared eligible for counseling after the entrance examination under different categories shall be
permitted to make choice of Courses/University in stipulated time period.
2. Only those accredited programmes shall be displayed whose eligibility qualifications are fulfilled by the candidate.
Similarly, list of only those Universities will be displayed where the programme desired by the candidate is
offered.
3. Candidate will be able to select the Subject and University one by one. They are advised to fill the maximum
number of choices. Only the Subject opted at the time of online application with NTA will be displayed.
4. There will be provision to add/modify/delete choice of universities during the stipulated time period. Further,
provision for interchange/upward movement/downward movement will also be available and permissible any
number of times.
5. The procedure for exercising choices or seeking other information will be menu-driven and guide the candidates
through appropriate messages on the computer screen. After completion of choice selection, the candidate will
save the choices. He/she will be able to take a draft printout so that he/she can discuss the choices filled-with
his/her mentors and update the same, if desired.
6. Candidate can update his/her choices any number of times before the last date/until the choices are locked by the
candidate. On the last day of choice filling his/her last saved choices will be automatically locked and the same
list will be considered for further counselling process. The registered candidates who do not fill any choice or fail
to save them by closing time of the last day of choice filling will not be considered for seat allotment and
admission. The candidate has to keep a printout of the choices finally exercised by him/her as a documentary
proof.

7. Login ID will be provided to all the accredited AUs to access the online counseling portal. The Universities would
be able to see the number and details of candidates who have chosen a particular Subject/discipline.
8. The locked choices shall be processed according to merit and available seats on a scheduled date for the allotment
of seats. The candidates will be intimated through e-mail/SMS about the University and Course allotted. The list
of allotted candidates will be updated in the relevant database.
1. The eligible candidates who have been allotted any seat (subject to document verification and payment of Seat
Acceptance Fee) will be intimated through e-mail and SMS about the allotted course and University and they will
be able to download the Allotment Letter from the portal.
2. The candidate is not required to physically report for admission at the admitting university during any round of
counselling.
3. They would be required to upload all the relevant documents [See 4.1.1 (iv)] within a stipulated period on the
Counselling portal (See Counselling Schedule) for verification by the concerned universities.
4. No documents shall be entertained from the candidate through any other mode like e-mail/fax/Whatsapp, etc.
5. If the original certificates are not in English language, English translation of such certificates, duly certified by
the Principal/Director or other competent authority of the institution last attended, will be required to be
uploaded by the candidates.
6. Only JPEG files would be permitted to be uploaded. Files in other formats like PDF and DOC are not permitted.
More than one sheet can be uploaded one by one. Please be sure that files are NOT password protected.
7. The candidate would ensure that uploaded documents have same information as submitted at the time of making
Online Application with NTA for appearing in AIEEA.
8. Uploaded images should be clear and sharp.
9. Documents in support of Category and PwBD status should have complete required details, clearly visible seal,
sign, date, place of issue and should be latest as per requirement.
1. The online verification of the documents uploaded by the candidates shall be done by the verifying officer of the
allotted university. The Document Verifying Officer of the University will download such documents, verify
them with the details given by the candidate in application form and mark them as “Verified”, if found in order.
2. In case of a doubt regarding the documents, the Document Verifying Officer of the allotted university will raise
a query to the candidate, against which, the candidate can respond through her/his login. This interaction
between the Document Verifying Officer and the candidate can occur only once.
3. The time permitted for re-submitting the document will be till 12:00 Noon of next calendar date (from the date of
demand). The candidate is, therefore, advised to be vigilant about re-submission of documents.
4. The candidate will be compulsorily required to submit his clarifications/re-submit the documents in response to
the queries raised by the Document Verifying Officer of the allotted University in the stipulated time period,
failing which (s) he will be treated as Not-Reported, and hence her/his seat will be cancelled and (s) he will not
be considered for seat allotment in subsequent rounds.
1. The candidate may opt for “Upgradation” before depositing the Seat Acceptance Fee.
2. Once the uploaded documents have been found and marked “Verified” by the University, candidate will be
required to pay the non-refundable Seat Acceptance Fee of Rs.10,000/- (Rs. Ten Thousand Only) across the board,
irrespective of category, on the ICAR’s Counselling portal. After confirmation of receipt of Seat Acceptance Fee,
the University will mark the candidate as “Provisionally Admitted”.
3. In case of “Upgradation” of Seats, the candidates are not required to pay the Seat Acceptance Fee again.

F. Issue of Provisional Admission Letter
1. After verification of the uploaded documents of the candidate, payment of Seat Acceptance Fee by the
candidate and reconciliation of the admission status of the candidate after completion of final reporting by the
university, a Provisional Admission Letter will be issued to the admitted candidate through e-mail.
2. No correspondence from the candidates/guardians/parents will be entertained by the Council for seeking
permission for late registration/admission in the universities or issuing any direction in this regard to the
admitting university.
G. Upgradation
1. After the first round of allotment, some candidates may be allotted their 2 nd/3rd/4th or even lower choice. On
the other hand, some seats allotted to other candidates may remain vacant due to non-reporting or the reasons
of in-eligibility, etc. Provided the seat(s) have become vacant, these reporting candidates may request for
sliding to a better choice in the subsequent round of allotment. However, the candidate will be considered for
sliding ONLY to one of the better/higher choices that were given by him/her at the time of online choice
filling.
2. The candidate has to exercise the choice of ‘Upgradation’ before deposition of Seat Acceptance Fee.
3. The status of all the candidates who have opted for “Upgradation” will be available through University Login
with complete chain of developments (In/Out).
4. If the candidate does not get a better choice, then his/her initially allotted seat will be retained by him/her. If
the candidate gets a better choice, then his/her initially allotted seat will stand forfeited and the candidate will
have to accept the “Upgraded” seat. In no case, such “Upgraded” candidate will be allowed to retain the initially
allotted seat. THEREFORE, THE CANDIDATE MUST BE VERY CAREFUL IN EXERCISING THE REQUEST
FOR “UPGRADATION”.
5. In reporting module of the University login, all “Upgraded” candidates will be marked as “Admitted” by default
by the system. The University will not be able to change their status as Not Reported/Not Eligible. However,
if such “upgraded” candidates, do not report on the specified date of registration/attending classes in the
upgraded university, then their admission will not be considered against ICAR quota seats and they will forfeit
any claim for Fellowship/Scholarship.
6. After upgradation, the candidate should contact the concerned university and verify the date of registration
and additional document requirements, if any, for the allotted course, well in advance, before physically
reporting to the finally allotted university at the time of registration or attending classes or as per the
‘’upgraded” university requirements. If the “Upgraded” University/ Course have some additional requirements
of documents, then the onus shall lie on the candidate to fulfill all such requirements. At the time of beginning
of Classes at the university, documents of all such candidates will be checked and in the event of lapses being
found, the university may deny admission to such candidates.
7. Since there will be only four rounds of counseling (and mop-up round, if needed), request for “Upgradation”
will be permissible only during the 1st, 2nd and 3rd rounds. Subsequent round of allotments (2nd, 3rd and 4th) will
be conducted for candidates who did not get any seat in the earlier rounds. However, their choices will remain
the same as filled in the beginning.
Subsequent rounds of online counseling will be conducted immediately after online reporting by the
university is complete at the end of a particular round of counseling. If a candidate is “Upgraded” during the
second allotment and he/she still has scope of getting a better choice, then he/she can again request for
“Upgradation”. The Upgradation requests shall be tried first to give the candidates their better choice.
Thereafter, the same process for subsequent rounds of counseling will be followed until completion of
counseling.

1. The candidate at the time of registration/attending the classes in the finally allotted university or as per
requirement of the admitting university shall produce all the original documents (as uploaded by him/her on
the portal) for physical verification by the university.
2. After adjustment of the Seat Acceptance Fee of Rs.10,000/- (Rs. Ten Thousand Only) initially paid by him
during the counselling, the candidate shall pay the balance amount of fee to the university for confirming
admission.
3. If any candidate fails to deposit balance admission fee and original certificates and/or additional documents, if
required by the university, the provisional admission of the candidate will be cancelled and his/her claim for
admission will stand forfeited.
1. Candidate, not fulfilling the eligibility condition(s) at the time of online document verification by the allotted
university, will forfeit claim for admission and will not be considered for seat allotment. Candidature in such
cases shall be rejected summarily. No correspondence shall be entertained thereafter in this regard.
2. In case a candidate has been admitted in a subject/programme at a university, any request for change/transfer
of subject/university after the completion of counseling, will not be entertained by ICAR. The candidate, once
admitted in a degree programme as per his/her merit-rank and availability of seat at the time of counseling,
will not stake claim for change of subject/University later on after his/her admission is over.
3. All admitted candidates will be required to submit original certificates/documents and mark sheets to the
Registrar of the allotted University, otherwise admission may not be granted. All original certificates /
documents including reservation category certificates (SC, ST, OBC (NCL), EWS, PwBD) submitted by the
candidates may be sent by the allotted University to their respective Boards/Commission/Universities for
verification. In case, a candidate wishes to withdraw the original certificates after the admission, he/she shall
directly request the allotted University for the same if the university rules so permit. Any temporary or
permanent withdrawal of original certificates will be governed as per the concerned University rules. ICAR
has no objection if certificates are returned to the candidate after verification at the time of Physical reporting
by the candidate to the university.
J. Refund Rules
On cancellation/withdrawal of admissions up to end of 4th round (5PM of specific date) of counselling, the entire
fee collected from a student shall be refunded in full after deduction of Rs.1,000/- (Rs. One Thousand only) as
processing fee. For any request for refund, thereafter, the refund policy of the admitting university shall be
applicable and no correspondence will be entertained by the Council in this regard. The refund process by the
Council shall commence after the completion of admission process at the universities.

5. The counselling of in-service candidates seeking admission on seats reserved for the purpose at ICAR-DUs (ICAR-
IARI, ICAR-IVRI, ICAR-NDRI and ICAR-CIFE) will be done at respective ICAR-DU level only. Such candidates
are, therefore, advised to remain in touch with the respective ICAR-DU’s website for further details such as no. of
seats, eligibility requirements, counselling schedule, etc.
6. At ICAR-IARI, New Delhi under (i) ICAR In-Service Scheme, and (ii) Faculty Upgradation Scheme, the Scientists
working in ICAR Institutes and the Faculty Members of SAUs, respectively only are eligible for admission.
7. In case of in-service candidates, admission and fellowship will be granted as per rule provided the candidate joins
the University other than where he/she is working.
(i) ICAR-JRF/SRF (Ph.D.) will be awarded on the basis of merit secured in the AICE-JRF/SRF(Ph.D.)-2022
examination leading to admission in Ph.D. degree programme in AUs, viz. State Agricultural, Veterinary,
Horticultural and Fisheries Universities (SAUs), ICAR-DUs, Central Agricultural University, viz. CAU
Imphal, Manipur, Dr. RPCAU, Pusa and Central Universities having faculty of agriculture, viz. Banaras
Hindu University (BHU), and Nagaland University (School of Agricultural Sciences and Rural Development).
The fellowship will NOT be available for admission in any university other than the AUs as mentioned above.
(ii) The fellowship will be admissible to persons of Indian Nationality as defined in the Constitution of India or
persons domiciled in India.
(iii) The admission and fellowship would be granted only when the candidate seeks admission through
counselling conducted by ICAR and pursues Ph.D. degree in an AU. Further, for seeking admission with
ICAR-JRF/SRF (Ph.D.), as well as without fellowship, it would be mandatory for the candidate to pursue
Ph.D. degree in an AU other than the one from where he/she has obtained Bachelor's or Master's degree, i.e.
the candidate should not have obtained more than two degrees (including pursuing of Ph.D.) from the same
Institute/AU.
(iv) The award of fellowship shall be considered valid only if the candidate actually seeks admission in a particular
University, failing which it shall be deemed to have been withdrawn and shall automatically become in
fructuous.
(v) Candidates admitted in non-accredited programmes at RPCAU Pusa, RLBCAU Jhansi, IARI, New Delhi and
NDRI, Karnal shall not be eligible to get any Scholarship/Fellowship through ICAR AIEEA-2022-23.
(vi) The fellowship will be allotted after completion of online counseling process which will be subject to
fulfilment of the other conditions for the award of Fellowships as given in the AICE-JRF/SRF (Ph.D.)
Counselling Brochure for the Academic Session 2022-23.

(vii) If a candidate finally awarded ICAR-JRF/SRF (Ph.D.) at the completion of counselling seeks admission in a
university and subsequently leaves the degree programme for any reason, there will be no transfer of such
fellowship to the candidate next in merit rank.
(viii) The fellowship will take effect from the date the fellow joins the course or the start of academic session for
which fellowship has been offered, whichever is later. Students must take admission for the relevant degree
program within the same academic session failing which admission and fellowship shall stand withdrawn
automatically. It will not be extended under any circumstances.
(ix) A fellow will not be allowed to avail any other scholarship/fellowship during the tenure of fellowship of the
Council. In case a candidate is already receiving any other scholarship/fellowship, it will be surrendered by
him/her before accepting the ICAR fellowship. Duration of ICAR-JRF/SRF (Ph.D.) will be for a period of three
years.
(x) If an existing ICAR-JRF/SRF (Ph.D.) holder seeks fresh admission, the entire amount of fellowship received
by him/her shall have to be refunded with interest and he/she will not be entitled for fresh ICAR-JRF/SRF
(Ph.D.), however, admission would be granted as per his/her merit rank.
(xi) If already registered as a full time Ph.D. Scholar, he/she should not have completed two years on the date of
examination, i.e. 20.09.2022. The onus of verification shall lie with the admitting University. The duration
of fellowship in such cases, however, shall not exceed 3 years, including the period of study already availed
for Ph.D.
(xii) Admission and JRF/SRF (Ph.D.) will be awarded subject to verification of credentials by the University where
the candidate seeks admission.
(xiii) Candidates qualified for counselling or allotted the seat with/without JRF/SRF (Ph.D.), may seek admission
only during the session for which the examination has been conducted. They are not entitled to claim for
admission/fellowship in other academic sessions/subsequent years based on this year’s examination.
(xiv) In case of in-service candidates, admission and fellowship will be granted provided the candidate joins the
University other than where he/she is working. For such candidates, in receipt of full/partial leave salary
from their parent organization, the amount of ICAR JRF/SRF (Ph.D.) shall be limited to Rs.3,000/-p.m. in
addition to the research contingency as applicable to fresh candidates.
(xv) The fellowship will be tenable only at the University where Ph.D. programme consists of both course and
research work.
(xvi) The JRF/SRF (Ph.D.) holder will be required to maintain an OGPA/CGPA of minimum 7.00 out of 10.00
(6.50/10.00 for SC/ST/PwD) at the end of each year of the study.
NOTE:
1. The candidates may please note that the ICAR-AICE-JRF/SRF (Ph.D.) fellowship will be awarded only after
the completion of online counseling.
2. The candidates are informed that in accordance with the decision taken during XIX Meeting of National
Agricultural Education Accreditation Board (NAEAB) held on 20.03.2017, the admissions to the non-
accredited Doctoral degree programmes or non-accredited colleges of Dr. RPCAU, Pusa shall be made through
ICAR’s AICE-JRF/SRF (Ph.D.). However, it has been decided by the Council that w.e.f. the Academic Session
2020-21, the candidates recommended for admission to these programmes shall not be eligible for the award
of ICAR-JRF/SRF(Ph.D.) Such candidates may be provided fellowship by Dr. RPCAU, Pusa from its budget.
The award of ICAR-JRF/SRF (Ph.D.) to the candidates recommended for admission to Dr. RPCAU, Pusa may
be considered in future subject to accreditation of such programmes by the Council.

However, the students who are already enrolled in non-accredited Doctoral degree programmes in non-
accredited colleges and received the letter of award of the ICAR-JRF/SRF (Ph.D.) from the ICAR shall continue
to avail the same in accordance with the prescribed rules and regulations of the fellowship issued by the
Council in this regard. The list of ICAR accredited Doctoral degree programmes and Colleges of Dr. RPCAU,
Pusa is given at Annexure-V.
The award of ICAR-JRF/SRF (Ph.D.) to the candidates recommended for admission to Dr. RPCAU, Pusa may
be considered in future subject to accreditation of the Doctoral degree programmes and College(s) by the
Council.

$ 5% reservation in ICAR-JRF/SRF(PGS) for PwBD category will be horizontal across all the categories, i.e. such candidates would
draw JRF/SRF(Ph.D.) from the GEN/SC/ST category to which they belong. If ICAR-JRF/SRF(Ph.D.) is not available in a particular
category to which the PwBD candidate belongs, then the same would be drawn from General Category depending upon availability.
Note:
(i) The admission would be granted under accredited programme(s) of an accredited college(s) under an accredited university
except for Dr. RP CAU, Pusa, Bihar, RLBCAU Jhansi, IARI, New Delhi and NDRI, Karnal where 100% seats (both accredited
and non-accredited programmes) will be filled up through ICAR.
(ii) The exact title/nomenclature of the degree programme might vary from one university to another. Candidates are advised to
enquire the nomenclature of degree programme from the Registrar of university concerned (for contact details, please refer
Annexure-III) at the time of counseling/while seeking admission.
(iii) From Academic Session 2017-18, the criteria for ICAR-JRF/SRF (erstwhile ICAR-SRF) distribution, based on total number of
seats in each subject, has been changed to average number of aspirants actually appeared in the AICE-JRF/SRF (Ph.D.) in a
particular Subject in the preceding three years.
(iv) ICAR-JRF/SRF(Ph.D.) shall be awarded only after the completion of online counseling process.
(v) The candidates are informed that in accordance with the decision taken during XIX Meeting of National Agricultural Education
Accreditation Board (NAEAB) held on 20.03.2017, the admissions to the non-accredited Doctoral degree programmes or non-
accredited colleges of Dr. RPCAU, Pusa shall be made through ICAR’s AICE-JRF/SRF (Ph.D.). However, it has been decided
by the Council that w.e.f. the Academic Session 2021-22, the candidates recommended for admission to these programmes
shall not be eligible for the award of ICAR-JRF/SRF (Ph.D. Such candidates may be provided fellowship by Dr. RPCAU, Pusa
from its budget w.e.f. the Academic Session 2021-22. The award of ICAR-JRF/SRF (Ph.D) to the candidates recommended for
admission to Dr. RPCAU, Pusa may be considered in future subject to accreditation of such programmes by the Council.
However, the students who are already enrolled in non-accredited Doctoral degree programmes in non-accredited colleges and
received the letter of award of the ICAR-JRF/SRF (Ph.D.) from the ICAR shall continue to avail the same in accordance with
the prescribed rules and regulations of the fellowship issued by the Council in this regard.
(vi) The award of ICAR-JRF/SRF (Ph.D.) to the candidates recommended for admission to non-accredited programmes in non-
accredited colleges of Dr. RPCAU, Pusa may be considered in future subject to their accreditation by the Council.
(vii) The award of fellowship shall be considered valid only if the candidate actually seeks admission in a particular University,
failing which it shall be deemed to have been withdrawn and shall automatically become in fructuous.
(viii) Candidates admitted in non-accredited programmes shall not be eligible to get any Scholarship/Fellowship through ICAR
AIEEA-2022-23.
(ix) If a candidate finally awarded ICAR-JRF/SRF (Ph.D.) at the completion of counseling seeks admission in a university and
subsequently leaves the degree programme for any reason, there will be no transfer of such fellowship to the candidate next in
merit rank.
(x) There is no reservation of ICAR-JRF/SRF(Ph.D.) for candidates of OBC (NCL), EWS and UPS category. They would be entitled
for ICAR-JRF/SRF (Ph.D.) based on overall merit.
(xi) Candidates qualified for counseling or allotted the seat may seek admission only during the session for which the examination
has been conducted. They are not entitled to claim for admission in other academic sessions/subsequent years based on this
year’s examination.
(xii) For admission to Ph.D. degree programmes through the entrance examination, only the candidates having passed graduation
with 4/5 (B.V.Sc.&A.H.)/6(10+6, BSc. Ag.) degree programme from any recognized University will be eligible. The candidates
having passed with 3 years’ Bachelor’s degree programme are not eligible for Ph.D. admission through AICE-JRF/SRF(Ph.D.)
and subsequent counseling except at two ICAR-DUs, viz. IARI and NDRI in few courses, for which the eligibility criteria of
the concerned ICAR-DU, including admission of graduates having passed with 3 years’ degree, would prevail for admission
provided they meet the prescribed criteria given in the AICE-JRF/SRF(Ph.D.) Information Bulletin and Public Notices
No.1(6)/2018-Exam Cell-Part(IV) dated 26th July, 2022 and No. 1(6)/2018-Exam Cell-Part(2) dated 8th August, 2022 (available
on ICAR website and Agril. Edn. Portal) regarding requirement of ICAR-accreditation.
