1.0 ICAR AICE-JRF/SRF (Ph.D.)-2022 AND ONLINE COUNSELLING

The Indian Council of Agricultural Research (ICAR)’s AICE-JRF/SRF(Ph.D.)-2022 examination was

conducted by National Testing Agency (NTA) on 20.09.2022 for admission to Doctoral degree programmes in different
disciplines of Agriculture and Allied Sciences running in the accredited universities under the ICAR-AU System. Based
upon rank of candidates in the Subject-wise All India Merit List and availability of seat in a particular Subject/discipline
opted in the desired university, ICAR shall award 300 fellowships [ICAR-JRF/SRF(Ph.D.)] to the eligible candidates.
The centralized admission to 30% of the seats (subject to at least one seat for each discipline having Ph.D.
degree programme in the University) of Ph.D. degree programmes in the universities under the ICAR-AU system was
introduced w.e.f. the Academic Session 2015-16. Further, it was decided in the 234th meeting of the Governing Body
of ICAR held on 25.06.2015 that admissions through the entrance examination conducted by the ICAR shall not be
allowed for non-accredited colleges from the Academic Session 2016-17. The online counseling for admission to
different disciplines of Agriculture and Allied Sciences in accredited Agricultural Universities was also introduced by
the ICAR w.e.f. the Academic Session 2017-18.
For the Academic Session 2022-23, admissions to 30% seats (100% seats at ICAR-DUs, Dr. RPCAU, Pusa, and
RLBCAU, Jhansi) in doctoral degree programmes will be granted at accredited colleges in 63 accredited Agricultural
Universities (including few non-accredited courses at Dr. RPCAU, Pusa, IARI and RLBCAU, Jhansi) under the ICAR-
AU system. The List of Accredited Universities along with the Contact Details of Registrars for Seeking Admission to
Ph.D. Degree Programme is at Annexure-III. The information on Annual Course Fee (refundable and non-refundable)
and hostel fee (without food charges) along with the tentative date of registration at the university is available on the
counseling portal (www.icarexam.net). Before choice filling, the candidates must ascertain the fee structure,
availability of hostel, date of registration and other requirements including the eligibility by contacting the concerned
university.
In the AIEEA counseling for admissions since Academic Session 2020-21, certain new features such as online
document verification system and centralized payment of Seat Acceptance Fee (part of admission fee) have been
introduced. Thus, AIEEA-2022 online counseling enormously increases the overall convenience of candidates as they
are not required to physically report to the admitting university during any round of counseling.
Based on scores generated by NTA for the candidates appeared in the ICAR’s AICE-JRF/SRF (Ph.D.)-2022
conducted on 20th September, 2022 the Subject-wise merit-based ranks have been generated by ICAR. Candidates
declared eligible for counseling will be considered for allocation of Subject/discipline and AU as per ICAR’s Online
Counseling procedure. The fellowship to the eligible candidates will be granted only after the completion of Counseling
process and online verification of admissions by the AUs, when a candidate get admitted and pursues Ph.D. degree in
an AU other than the one from where he/she has passed Bachelor’s or Master’s degree. It implies that not more than
two degrees (including Ph.D.) should be from the same AU. The other candidates who are declared/notified as eligible
for participation in counseling will be eligible as per their merit rank and availability of seat for admission to Ph.D. degree
programme, without fellowship, in the specific subject in the AUs. The above eligibility conditions will also apply to in-
service candidates.
There is no direct nomination through ICAR in any Doctoral degree programme without appearing in the
examination conducted by NTA for ICAR and participation in online counseling conducted by ICAR.
Since the complete process is online, so candidates are advised to read this brochure carefully, regularly check
their e-mail and SMS and visit the AIEEA Counseling portal (www.icarexam.net) regularly for updates and other
details regarding the online counseling process. No excuse for missing any information will be entertained later.

7. Since there will be only four rounds of counseling (and mop-up round, if needed), request for “Upgradation”

Subsequent rounds of online counseling will be conducted immediately after online reporting by the

$ 5% reservation in ICAR-JRF/SRF(PGS) for PwBD category will be horizontal across all the categories, i.e. such candidates would

draw JRF/SRF(Ph.D.) from the GEN/SC/ST category to which they belong. If ICAR-JRF/SRF(Ph.D.) is not available in a particular
category to which the PwBD candidate belongs, then the same would be drawn from General Category depending upon availability.

except for Dr. RP CAU, Pusa, Bihar, RLBCAU Jhansi, IARI, New Delhi and NDRI, Karnal where 100% seats (both accredited
and non-accredited programmes) will be filled up through ICAR.
(ii) The exact title/nomenclature of the degree programme might vary from one university to another. Candidates are advised to
enquire the nomenclature of degree programme from the Registrar of university concerned (for contact details, please refer
Annexure-III) at the time of counseling/while seeking admission.
(iii) From Academic Session 2017-18, the criteria for ICAR-JRF/SRF (erstwhile ICAR-SRF) distribution, based on total number of
seats in each subject, has been changed to average number of aspirants actually appeared in the AICE-JRF/SRF (Ph.D.) in a
particular Subject in the preceding three years.
(iv) ICAR-JRF/SRF(Ph.D.) shall be awarded only after the completion of online counseling process.
(v) The candidates are informed that in accordance with the decision taken during XIX Meeting of National Agricultural Education
Accreditation Board (NAEAB) held on 20.03.2017, the admissions to the non-accredited Doctoral degree programmes or non-
accredited colleges of Dr. RPCAU, Pusa shall be made through ICAR’s AICE-JRF/SRF (Ph.D.). However, it has been decided
by the Council that w.e.f. the Academic Session 2021-22, the candidates recommended for admission to these programmes
shall not be eligible for the award of ICAR-JRF/SRF (Ph.D. Such candidates may be provided fellowship by Dr. RPCAU, Pusa
from its budget w.e.f. the Academic Session 2021-22. The award of ICAR-JRF/SRF (Ph.D) to the candidates recommended for
admission to Dr. RPCAU, Pusa may be considered in future subject to accreditation of such programmes by the Council.
However, the students who are already enrolled in non-accredited Doctoral degree programmes in non-accredited colleges and
received the letter of award of the ICAR-JRF/SRF (Ph.D.) from the ICAR shall continue to avail the same in accordance with
the prescribed rules and regulations of the fellowship issued by the Council in this regard.
(vi) The award of ICAR-JRF/SRF (Ph.D.) to the candidates recommended for admission to non-accredited programmes in non-
accredited colleges of Dr. RPCAU, Pusa may be considered in future subject to their accreditation by the Council.
(vii) The award of fellowship shall be considered valid only if the candidate actually seeks admission in a particular University,
failing which it shall be deemed to have been withdrawn and shall automatically become in fructuous.
(viii) Candidates admitted in non-accredited programmes shall not be eligible to get any Scholarship/Fellowship through ICAR
AIEEA-2022-23.
(ix) If a candidate finally awarded ICAR-JRF/SRF (Ph.D.) at the completion of counseling seeks admission in a university and
subsequently leaves the degree programme for any reason, there will be no transfer of such fellowship to the candidate next in
merit rank.
(x) There is no reservation of ICAR-JRF/SRF(Ph.D.) for candidates of OBC (NCL), EWS and UPS category. They would be entitled
for ICAR-JRF/SRF (Ph.D.) based on overall merit.
(xi) Candidates qualified for counseling or allotted the seat may seek admission only during the session for which the examination
has been conducted. They are not entitled to claim for admission in other academic sessions/subsequent years based on this
year’s examination.
(xii) For admission to Ph.D. degree programmes through the entrance examination, only the candidates having passed graduation

the concerned ICAR-DU, including admission of graduates having passed with 3 years’ degree, would prevail for admission
provided they meet the prescribed criteria given in the AICE-JRF/SRF(Ph.D.) Information Bulletin and Public Notices
No.1(6)/2018-Exam Cell-Part(IV) dated 26th July, 2022 and No. 1(6)/2018-Exam Cell-Part(2) dated 8th August, 2022 (available
