EASTERN CARIBBEAN CIVIL AVIATION AUTHORITY (ECCAA)

EXAMINATION PROCEDURES

1. EXAMINATION SCHEDULE: Except for the months of December and January, examinations
for both pilots and aircraft maintenance technicians will be held on Mondays, Wednesdays and
Fridays of each week. Examinations will be conducted during mornings and afternoons.

Exception: Unless otherwise advised, during the month of December examinations will be held
as above (ie Mondays, Wednesdays and Fridays) until the 15th of the month. Examinations will
resume on the Monday, Wednesday or Friday after the 15th of January.

2. COMMENCEMENT TIME: Morning examinations will start at 9.00am, whilst afternoon


examinations will commence at 1.00pm.

3. MINIMUM NOTIFICATION FOR EXAMINATION REQUESTS: Applications to sit any


examination should reach the Authority and evidence of payment shown, at least ten working
days before the requested examination date.

4. PAYMENT OF EXAMINATION FEES: All applicable examination fees must be paid at the
time the application for an examination is made. Applications will not be processed unless
evidence of payment is shown.

5. VERIFICATION OF PAYMENT:
a) Direct deposit to an ECCAA account – A deposit slip faxed to the ECCAA and stamped by
the bank is acceptable. If the deposit slip is not stamped by the bank then the ECCAA will
wait on confirmation by the respective bank that payment was received before processing an
application. The stamp must be on the front of the deposit slip, but must not obscure any of
the information contained therein
b) Copy of a bank draft submitted to the ECCAA – Applications will not be processed until
the draft is received by the ECCAA
c) Bank draft submitted to the ECCAA – Applications will be processed upon submission
d) Cheque submitted to the ECCAA – Applications will be processed upon submission. All
cheques must be made payable to the Eastern Caribbean Civil Aviation Authority
e) Cash – Applications will be processed upon submission
f) Wired payment – Applications will not be processed until the ECCAA confirms with the
bank that payment was received

6. REFUND POLICY:
a) A candidate who withdraws before his/her examination application is processed, shall be
charged a cancellation fee equivalent to 25% of the applicable fee for the examination.
b) An amount equivalent to 50% of the applicable fee shall be charged in the event of the
following:

• Candidate is denied, or does not meet the requirements to attempt the examination
after his/her application has been processed.
• Candidate withdraws after examination date and examination papers have been
finalized.
c) Failure of the candidate to either reschedule or cancel an application, in writing, will
result in the forfeiture of payment.

7. EXAMINATION POLICY:

a) All applicants for pilot’s and aircraft maintenance technician’s (AMT) licences, or
validations of foreign licences, will be required to pass the Aviation Law, Flight Rules and
Procedures and Regulations examinations respectively. Validations will be granted for a
maximum period of 6 months;
b) With respect to the requirement to pass the Aircraft (General) Technical examination as part
of the conversion process, pilots who seek to convert a foreign licence are exempted,
provided they have more than 1500 hours total flying time;
c) All applications will be assessed on their own merit, however the following general rules will
apply to AMT applications:
1. Candidates in possession of an A&P, and who are desirous of obtaining a local licence
may obtain a one time only exemption from the technical part of the multiple-choice
examination.
2. Candidates in possession of a licence from the United Kingdom, one of the former UK
commonwealth countries or Canada may not be required to be examined on technical
subjects.

8. EXAMINATION MARKING:

Pilot’s Aircraft (General) Technical Paper:


The overall pass mark is 75% with no negative marking.

Partial Pass:
The Pilot’s Aircraft (General) Technical Paper (subsonic aircraft) consists of sub-sections
A, B, C (P), C (J), D, E, F, W, X and Y. Candidates achieving an overall mark of 75% or
higher, but achieving a mark below 55% in not more than two mandatory sub-sections as
determined by the type(s) of aircraft to be endorsed in the licence, (for which application
has been made), will be awarded a partial pass. A candidate who has achieved a partial
pass will be allowed to re-sit the sub-sections failed. Candidates achieving marks below
55% in more than two sections during a sitting, even when the overall mark is 75% or
higher, must re-sit the entire examination. Candidates required to re-sit a sub-section will
be required to attain 75% in the sub-section in order for this to be counted as a pass mark.

Pilot’s Aircraft Type Technical:


The overall pass mark is 75% with no negative marking. Candidates must achieve a mark
of at least 55% in every section and an overall pass mark of at least 75%.

Candidates achieving marks below 55% in more than two sections during a sitting,
even when the overall mark is 75% or higher, must re-sit the entire examination.

Candidates who achieve a mark below 55% in not more than two sections with an overall
mark of 75% or higher, will be required to re-sit the section(s) failed.

Candidates required to re-sit a sub-section will be required to attain 75% in the sub-
section in order for this to be counted as a pass mark.

Aircraft Maintenance Technician’s Licence Examinations:


The pass mark for an essay paper is 70%. The pass mark for a multiple-choice paper is
75% in each module. There will be no negative marking in the multiple-choice paper.

Candidates failing to achieve a pass mark of 75% in any module will be allowed to re-sit
that module.

Candidates failing to achieve a pass mark of 70% in an essay paper will be required to re-
sit that paper at the next attempt.

9. RESULTS: Results will be available not before five working days after the examination.
Further, results will not be given via the telephone, but will be mailed to the address provided by
the candidate on his/her application. Alternatively, if specifically requested on the application,
results may be sent to the applicant’s email address or fax number indicated on the application.
Applicants wishing to have someone collect examination results on their behalf should either
indicate, on the application, the person who will collect on their behalf or the applicant may
submit such a request in writing.
Persons nominated as above to collect examination results on behalf of someone else are
required to present an acceptable photo ID on collection.

THE ECCAA AS A MATTER OF POLICY DOES NOT DISCUSS EXAMINATION


RESULTS OR PROVIDE FAILURE GUIDANCE. THE CANDIDATE IS ADVISED
WHETHER HE/SHE HAS PASSED OR FAILED AND THE PERCENTAGE OF
MARKS ACHIEVED.

10. LIMITATIONS IN THE NUMBER OF EXAMINATION ATTEMPTS:

Pilot’s Aircraft (General), Type Technical & Aviation Law Examinations:


A candidate shall initially be allowed a maximum of three attempts for successful completion
of the above examinations. A candidate must attempt all outstanding sub-sections, at each
sitting.

An applicant who fails an examination on the third attempt will not be re-examined on the
same examination until after a period of two months from the date of the third sitting. In
case of subsequent failure(s), there shall be a minimum wait period of two months for any
further re-sittings of that examination. In certain cases, the Director General may set longer
intervals after a review of the examination results.

Definition of Acceptance Period

The acceptance period is the maximum period for which a partial or full pass achieved in a
Technical Examination Paper remains valid for use towards meeting the licensing
requirements.

The acceptance period for all examinations shall commence from the end of the calendar
month when the candidate first gains a partial or full pass.

Grant of licences - Acceptance periods of examinations:


A candidate shall be deemed to have successfully completed the theoretical examinations for
the grant of a pilot licence when awarded a pass in all the required examinations within a
period of 18 months counted from the end of the calendar month when the candidate first
gains a partial or full pass.

A pass will be accepted for the grant of a pilot licence during the 24 months from the end of
the calendar month of successfully completing all the theoretical knowledge examinations.

Note: Candidates for the grant of licences will not be accepted for examinations associated
with the applicable licence before they have attained the minimum age for the licence sought.

Conversion of licences - Acceptance periods of examinations:

Aircraft General Technical Examination


The acceptance period of the Aircraft General Technical Examination is four (4) years from
the end of the calendar month in which the examination was passed.

Aircraft Type Technical Examination


The acceptance period of an Aircraft Type Technical Examination is 12 months from the end
of the calendar month in which the examination was passed.

Aviation Law Examination


There is no limitation on the acceptance period for the Air Law examination.
(Refer to IS 2.1.4.2 & 2.1.4.3)

Aircraft Maintenance Technician’s Examination:

A candidate shall initially be allowed a maximum of three attempts at a written examination


for successful completion of an Aircraft Maintenance Technician’s Licence (LWTR), failing
which, he/she must attempt the entire examination again.

In the event the candidate fails one or more modules, he/she must obtain a further two
months experience before re-attempting that module(s), except for modules 1 & 13 for which
no additional time is required.

Following a written examination failure, a candidate will be required to retake at the next
attempt at the examination, all multi-choice and/or essay papers appropriate to the LWTR,
less any passed and credited.

A candidate who passes any multi-choice or essay paper of a written examination, but who
fails to achieve a pass overall, may hold the pass(es) in credit for twelve months from the
date of the examination, with the exception of module 1 & 13 for which there is no expiry.
Any subsequent passes in other parts of the examination achieved during this period will also
be held in credit, provided that a pass in all papers applicable to the LWTR is achieved
within twelve months of the first pass. A candidate who does not achieve a pass in all
elements of the written examination relevant to the LWTR within the twelve months since
the first pass was achieved, will be required to re-sit all parts of the written examination at
the next attempt.

A candidate, who fails the second attempt at any oral examination, may be required to re-sit
the appropriate written examination, irrespective of any original exemptions or passes.
