A system of grading the performance of a


constructor for a specific kind of project
using a set of criteria.

LEGAL BASIS FOR CPES IMPLEMENTATION

Section 12 of Annex E of the Implementing Rules and


Regulations (IRR) of R.A. 9184
(The Government Procurement Reform Act)

“All Procuring Entities implementing government infrastructure


projects are mandated to evaluate the performance of their
contractors using the NEDA-Approved CPES Guidelines for the
type of project being implemented, regardless of contract
amount and funding source. CPES evaluation shall be done
during construction and upon completion of each government
project”.

CPES OBJECTIVES
1. To establish a uniform set of criteria for rating the
performance of constructors.
2. To develop a centralized base of information on
performance rating of constructors for
prequalification, quality improvement and other
purposes.
3. To contribute in ensuring that infra projects
conformed with the specified requirements of
owners.

1. To formulate, update, revise CPES guidelines;


2. To promote CPES and disseminate information related to the
CPES implementation
3. To provide assistance to implementing agencies for the
conduct of trainings and seminars for the Accreditation of
their CPES project evaluators;
4. To maintain a central databank of CPES information;
CIAP - PDCB 5. To review & develop policies on CPES; and to keep the records
of CPES Evaluators.

Cooperate in the implementation of CPES by complying


with all the needed requirements as follows:
1. Submission of necessary documents
2. Presence of constructors and/or its representatives
during project evaluation

1. To comply with the provisions of RA 9184 and its IRR which
mandate the implementation of CPES in their construction
projects;
2. To establish its CPES-Implementing Unit which shall oversee the
implementation of CPES in each agency;
3. To provide its technical employees the required CPES trainings
and endorse to PDCB the applications of its employees for
accreditation as CPES project evaluators;
4. To ensure efficient and effective implementation of CPES in their
projects;
