Guidelines for Registration of Organization/Office

• Every Ministry/Department/CPSU/ Autonomous Bodies shall


nominate a primary user at the level of HOD/JS/Equivalent officer (GP
Rs 10,000/-) for using GeM Portal.
• The GeM mandates primary user (HoD) to create subordinate
secondary users in the system with specific role and responsibilities of
Buyers, DDOs, Consignees and PAOs.
• The secondary users in the system shall be person of responsibilities
as approved by primary user, but not below the rank of a section
officer/equivalent.

*NOTE: E-mail ID’s of domain @gov.in and @nic.in will automatically be accepted by the
system in GeM portal, however, in case of other domains, an approval would be needed
from DGS&D.
Steps for Registration of Organisation/Office

• Step1: Login to https://gem.gov.in


• Step2: Click on Login/Register Webpage Click on Register Here as a government buyer
on the dashboard.
• Step 3: Go to ‘NEW TO E-MARKET PLACE and click on ‘Register Here’ under Government
Buyer category option
• Step 4: Create an Account by filling in the following details in the registration forms:
• Organization Information.
• Account Information (HoD)
• Authentic Authority Details
• Step 5: Accept the Terms and Conditions Government e-Marketplace (GeM)
• Step 6: Click on ‘Register‘
• Step 7: User Id and Password would be send by GeM on registered Email Id of HOD for
Login purpose

Registration
Learning Objective 1 - Step-2: Registration of Users
• HODs/ officers of the rank of Joint Secretary and equivalent for
using the services of GeM authorise secondary officers of their
Department to utilize the services of GeM for procure Goods &
Service. These secondary officers may be:
• Buyer
• Consignee
• DDO
• PAOs
• The secondary users in the system shall be person of
responsibilities as approved by primary user, but not below the
rank of a section officer/equivalent and they can not create
further users.
Steps for Registration of User
• Step 1: Login to https://gem.gov.in/
• Step 2: Go to Login/Register webpage
• Step 3: Login as HOD
• Step 4: Go to Manage Users from Dashboard
• Step 5: Click on Add New User
• Step 6: Fill the User Registration Form separately for
Buyer/Consignee/Paying Authority
• Step 7: Click on Submit Button
• Step 8: A Separate Email containing User Id and Password would
be sent separately to Buyer/Consignee/Paying Authority/DDO
• Step 9: Login as Buyer/Consignee/Paying Authority/DDO and
play their Role
Password Requirement
• Between 8-30 characters. Must contain at least one letter,
one number and one special character. Special characters
allowed are hash(#), exclamation(!), asterix(*), dollar($) and
at the rate(@).

Login as HOD General Information of the User needs to be filled and the
Role provided [Buyer, Consignee, Paying Authority and DDO]
to be selected

After filling the form “REGISTER” button is clicked to finish


registering new user
Add new Users (Login credentials sent to user via e-mail)
User Registration Form

User Registration is required for Buyer, Consignee, Paying Authority and DDO. All the activities carried out by Buyer in
the GeM are notified to the other secondary users i.e. Consignee, Paying Authority and DDO & vice-versa.
Critical Information Required

Employee Id of the User


Aadhar Number of the User
Email (Official): Official Email of user
is required.
Designation of User: Not below the
rank of a Section Officer/equivalent.
Email Id should be correct at the
time of filing the form.

Role: HOD assigns the user as Buyer,


Consignee, Paying Authority and DDO.
Buyer and Consignee may perform the
same role but Paying Authority and DDO
may not perform the role of others.
Register: After Click on “Register”, User Id
and Password will send by GeM to the
User.
