This document summarizes an EIA report for a proposed project to supply treated surface water from the Ganges River to Rajshahi City. The project aims to add 225 MLD of water to the supply system by 2020 using intake and treatment facilities. Baseline data on the environment, ecology, and socioeconomics of the area was collected. Construction may cause short term impacts like aquatic impacts, while operation could cause impacts from pumping and treatment plant activities. Mitigation measures are proposed to minimize impacts during construction and operation, along with environmental monitoring of issues like waste disposal, water quality, and safety.

Course: ENV373 Name: Md. Fahim Al Mamun ID: 2012275025 Section: 2 EIA Report Review Purpose of this project is to supply treated surface water of Ganges river to Rajshahi City. The proposed project of Rajshahi WASA aims to add 225 MLD water to the supply system by 2020. The project wants 20 ha of land covering intake, intake pump station, SWTP and booster pump station and a 400 km distribution network in the proposed urban area, city corporation and Naohata pourashava. 47 km m primary & secondary distribution main to over the command area. Baseline information: In the proposed area and surrounding area they collected data on climate, geology, soils, air quality, noise level, and water quality. They also identified the location of roads, drainage channels, water bodies, etc. Ecological information floral and faunal diversity, their distribution and abundance, and their biological status collected. They did not find out any ecologically critical areas were there. They collect information about socio-economic attributes that could be affected by the project activities. Impact: Iimpact due to construction in most cases is low and short term. Some adverse short term impact may be on the aquatic environment. There will be many moderate negative short and low negative short term Physico-chemical Impact and 3 low long term negative impact. But here one Moderate long term positive impact occurs that is Ground water quality. In project location there may be some negative impacts related to loss of land and income but on the other hand there will be some beneficial impact on employment and commercial activities as well as safe water will be available. Mitigation and monitoring: As there are many adverse impacts occurring during construction and operation phase that's why mitigation measures are important. If appropriate mitigation measures are taken at the right time impact could be minimized or even removed. For mitigation of land acquisition, we need to raise awareness of project affected people, provide land acquisition notices and compensation to real owners. Construction and operation of labour shed for workers- General of sewage and solid waste and health of workers Construction of water transmission pipeline and water treatment plant- need to mitigate the impact due to Air pollution, traffic congestion and noise pollution. Construction of water transmission pipeline, water treatment plant and booster station- need to mitigate effect due to this like disruption of local drainage, water and soil pollution etc. Environmental impact during operational phase and mitigation: Pumping operation at the intake-need to mitigate impact due to screening waste accumulation, accidental spillage of fuel, presence of silt, oil and gas in raw water. Treatment plant operation-need to mitigate impact due to accidental spill, generation of sludge dry cakes after sludge dewatering operation and poor raw water quality in padma river. Environmental Management Plan: The Project Director is responsible for overall environmental management and monitoring and he will make a team of appropriate manpower for mitigate any adverse impact. In construction phase need to below mentioned issue need to monitor: 1.Air pollution, 2. Noise Pollution, 3. Traffic congestion,4. Drainage congestion, 5. Disposal of construction waste, 6. employment of workforce, 7. Commercial activities Monitoring issue during operation phase: 1.Disposal of treatment west 2. Treated water quality 3. Raw water quality 4. Generation of additional volume of wastewater 5. Safety of water distribution network 6. Monitor sludge quality. Also need to estimate the preliminary cost of monitoring and mitigation activity during construction and operation phase. The treated water quality parameters must be checked against the Bangladesh drinking water quality standard and this need to check regularly.
