cooperation, discipline, performance, responsibility, presence, and
attitude. The basic concept of themethod Preference Select ion I ndex
(PSI)is that the weighting of the criteria is determined by the values
entered into the decision matrix obtained from the object iv e a pproach
without any relative importance between attributes. Based on the results
of accuracy testing with conventional calculations that have b een u sed
previously, the results obtained are 66.65%. So it can be concluded that
this system can be useful for users.

1. Introduction
In hospital management, nurses are one of the important elements in maintaining and improving
the quality of service, so the performance of existing human resources needs to be improved. When
viewed from the nursing side, the quality of hospital services includes aspects of the number and
ability of professionals, work motivation, funds, facilities, and supporting equipment, hospital
management needs to be refined and adapted to the development of science and technology.
Because the number is large and is the profession that is the longest in contact with patients, the
performance of the managing nurse gets attention is very important to improve the quality of
service[1].
The problem faced in the assessment of exemplary nurses is if there are many nurses with the
same potential. So it takes a decision support system to solve the problem of assessing the best
nurses in hospital management. By using Decision Support System (DSS), this system can provide
solutions to existing problems[2]. Existing problems will be solved based on criteria and alternatives
The Preference Selection Index (PSI) method was chosen because the relative importance
between attributes is determined based on PSI calculations. In the Preference Selection Index (PSI)
method the weight of criteria is determined by the information included in the decision matrix, i.e.
using an objective approach to determine the weight of the criteria[3].
The system testing stage also made to ensure the system is in accordance with the expexted
needs and objective. Testing stage is a stage that is done to test the accuracy of the system using

the PSI method. At this stage testing is carried out using the Black box testing testing on the
functional specifications of the software and calculations with equations to test accuracy[4].

2. Literature Study/Hypothese Development


Preference Selection Index
The PSI method determines the weight of criteria by using the information provided in the
decision matrix using an objective approach. In the PSI method, the results are obtained with
minimal and simple calculations based on statistical concepts with attribute weights determined
from the PSI calculation[5]. The steps to complete the PSI method are :
1) Determine the problem
Determine the attributes and alternatives associated with decision making.
2) Formulate a decision matrix
Xij is the i-1 alternative decision matrix with the j-criterion. In the Xij matrix, m is the
alternate number and n is the number of attributes. Then the decision matrix as matrix n.
m, it can be represented as follows

3) Normalization of decision matrix


If a benefit attribute, then a greater value is desired, use equation 2:

If the attribute is of an unfavorable type(cost),then a smaller value is desirable, use the
following equation 3:

4) Calculates the mean value of normalized data
The mean value is calculated by the following equation:

5) Count value of preference variation
In this step, the value of preference variation(∅j) between each attribute is determined
using the following equations: :

Alternatives that have value preference selectioni Index The biggest alternative is the best
alternative[6].

3. Methodology
The type of data used in this study is secondary data, in the form of nurse assessment data at
South Bangka Regional General Hospital. Nurse assessment in 2018 and 2019 is provided in the
form of file with .xlsx format. Data on nurse assessment criteria which include: Cooperation,
Discipline, Performance, Responsibility, Attendance, and Attitude.

This sub-criteria aims to get a nurse with a good behavior on the hospital as a work place.
Subcryterias and values can be seen in table 2 below.

Table 3 below is a table of nurse alternative data that has been collected and will be used in this
research.

4. Result and Discussion


This section will describe the calculation process using the PSI method.

The data above is the data that is used as the initial nurses alternative data in 2018. There are 6
criteria used to support the calculation process. Each criterion if filled with specific value. The
alternative value must be normalized. Table 4 is the result of normalization and mean of criteria
using PSI method.

After getting the result og normalization and mean, then calculate the preference variation value on
the PSI method. Table 5 show the result.

Then total of each criteria is calculated for the deviation of the preference value. After that it can
produce weight of each criterion which the total all of them must be 1.

After get the weight each criterion. Then the weight will be calculated using the normalization
matrix on the Table 4.

After getting the total value of the preference variation for each alternative. Then the total value of
each alternative is sorted in descending order. Used as many as 15 samples of ranking data. The
sorting result of each alternative in table 9.

From table 9 above, it can be concluded that A12 or Nurse with ID A21 can be recommended as a
exemplary nurse, with has the highest PSI Value of 0,982086.
Below is a comparison of the calculation results of the PSI method with conventional
calculations that have been used previously by the related hospital. The following shows a
comparison of calculations from nurse assessments in the 2018 and 2019 periods. To calculate
the percentage of System Accuracy after obtaining the results of the calculation of the
software that has been developed, using the formula[7]:

From the comparison above, it can be inferred that :

Based on the calculation above, it can be seen that accuracy testing has 66,65% as the result. The
accuracy results in the role of exemplary nurses are different each year

5. Conclusion
The conclusion obtained the difference between the results of manual calculations from
South Bangka Regional General Hospital and the results of software calculations using the PSI
method. It can be obtained the results of software accuracy using the PSI method of 66.65% and it
can be concluded that this method is good enough to help in the assessment of exemplary nurses.
Based on the accuracy testing that has been done, it is obtained that conventional
calculations carried out without the SPK algorithm will have a different accuracy with calculations
using the SPK algorithm. So that the purpose of spk development with psi method to increase the
percentage of decision consideration based on the PSI method.
