1. This Document TM-10 (this “Document”) defines the Supplier's obligations and responsibilities to
Rohr, Inc. for design, production, storage, maintenance, identification, and inventory of
Accountable Tools a n d G S E (defined below), including but not limited t o S e r i a l i z e d
T o o l s a n d G S E , tool designs and databases supplied by Rohr or developed by the
Supplier.
2. In determining whether a particular tool is an Accountable Tool, Rohr will consider all pertinent
factors including but not limited to value, utility limitations, life expectancy, and contemplated
future use. In all such cases, Rohr reserves the right, in its sole discretion, to make such
determination.
3. In addition to the above, this document establishes specifications for identification, recordings
and reports associated with the maintenance and disposition of Accountable Tools. All
requirements included in this Document are mandatory and apply to all Accountable Tools,
regardless of geographical location.
4. Supplier shall comply with this Document and the following documents, each of which are
incorporated into this Document by reference (including all documents referenced therein) as if
fully set forth herein:
1. Accountable Tool(s) – means any and all tools, machines, implements or instruments
designed, modified, produced or acquired by Supplier, or furnished to Supplier by Rohr to
Supplier, the condition and location of which Supplier is accountable to Rohr in connection with a
Contract, including but not limited to any Tool Design documents, accessories, blocks, dies,
documents, fixtures, cutters, rolls, gages, systems, jigs, mandrels, master tools, patterns,
templates, and miscellaneous tools, all parts and replacements thereof, excluding the following:
(a) Expendable Tools – mean tools such as drills, reamers, taps, snap-gages, and all
types of cutting tools which are readily available on the open market and which because
of their size and nature are considered consumable, unless otherwise designated as an
Accountable Tool by Rohr for reasons including, but not limited to alteration for
production purposes.
(b) Plant Equipment – means capital equipment and fixtures such as machines, motors,
cranes, hoists, adapters, and furniture.
(c) Excluded Items – mean any items necessary for Supplier to perform its obligations
under the Contract which (a) Supplier specifically identifies in writing as funded
exclusively by Supplier or (b) are otherwise designated as an Excluded Item by Rohr.
3. Configuration Control Sheet (CCS) – means a document describing product configuration that
supplements the engineering configuration of the part.
4. Contract – means one or more agreements between Rohr and Supplier for the purchase and
sale of goods, services or both.
7. Design Tools – mean Tools manufactured to a Tool Design and bought off to specific
tolerances using metrology equipment
8. Periodic Inspection – means periodic inspection of one or more Accountable Tools, at intervals
determined by Rohr, to verify whether such Accountable Tools meet applicable Tool Designs
and other requirements , including:
9. Critical Tools – means certain Accountable Tools critical to Supplier’s ability to manufacture and
deliver quality product on-time, classified as follows:
(a) High Risk Tools are Critical Tools that include one (1) or more of the following
qualities:
(i) Tool development plan is on the production systems or programs critical path;
(ii) Tool concept and/or build processes are unproven in industry; or
(i) Tools having long-lead time that are placed at a new and unproven supply chain.
10. Direct Tooling Supplier – means a tooling supplier whose core business is making parts. These
suppliers typically perform FAI’s on their parts to buy off the associated tools.
11. Disposition - means an official direction for the Supplier of Rohr or Customer owned tooling
including but not limited to consume, retain, ship, scrap, abandon, relief of accountability.
12. Fit - As used in the phrase "Fit/Form/Function," means the ability of an item to physically
interconnect with, or become an integral part of, another item utilizing the same attachment or
mounting and mating surface, without any rework to install any attachments, connectors, wiring,
or tubing on or to the item. For the sake of clarity, final fit (e.g., adjustment, rigging, or the use of
shims) is allowed only when permitted by applicable installation instructions.
13. Form - As used in the phrase "Fit/Form/Function" means the shape, size, dimensions, mass,
weight, and other physical parameters that uniquely characterize an item, including but not
limited to the ability of the item to function continuously in all respects within the original design
envelope. For the sake of clarity, the design envelope includes all movement in a Tool due to
vibration and/or shock together with any normal operating movement throughout the design
temperature range.
14. Function - As used in the phrase "Fit/Form/Function" means the actions and properties that an
item is designed to perform and possess. These actions and properties include, but are not
limited to, performance, operation, safety, strength, reliability, compatibility, and maintainability.
15. GSE - means any apparatus used to handle, support or transport engine nacelles and
components, including but not limited to handling systems, lifting tools, dollies, pallets,
storage containers, or portions thereof in support of OE customer production/final assembly
line, during new program development, and maintenance, repair and overhaul (MRO)
16. Indirect Tooling Supplier – means a tooling supplier whose core business in making tools.

equipment.
18. Inspection Plan Templates – mean Inspection Plans that serve as a guide, which must be
reviewed and updated by the Supplier to ensure that all requirements are met.
21. Scrap – When directed by Rohr Tool Accountability scrap is “destruction” meaning the ruining of
the structure, organic existence or condition of and item of property by tearing down, crushing,
burning, burying, mutilating, etc.
22. Serialized Tools – Tools tracked in Rohr’s SAP system or system of record.
23. Source Inspection – Virtual or onsite inspection of supplier provided tools and process records
to verify compliance with requirements before shipment.
25. Subcontractor – means a business or person to a Supplier to who provides or causes others
to provide Accountable Tools, parts, or assemblies to Supplier in support of Supplier’s
requirements under one or more Contracts.
26. Supplier – means the legal entity identified in the Contract or other document to which this
Document is attached or incorporated by reference.
27. Tools or Tooling – means jigs, dies, fixtures, molds, patterns, taps, gauges, other equipment
and manufacturing aids, and all components of these items that are of such a specialized nature
that without substantial modification or alteration their use is limited to the development or
production of particular supplies or parts thereof or performing particular service.
28. Tool Designs – means a definition of the configuration of one or more Accountable Tools,
including but not limited to datasets, specifications and/or drawings.

1.1. The Supplier is responsible for the use, care and maintenance and physical inventory of
all Accountable Tools including, for the sake of clarity, Rohr-owned or Rohr-supplied
Tools, while in Supplier’s care, custody or control.
1.2. Upon receipt, Supplier shall promptly inspect Accountable Tools for damage or non-
conformances to applicable Tool Designs. If, upon inspection, Supplier discovers any
damage or non-conformance, then Supplier shall promptly: (a) document such damage
or non-conformance in writing (including on the Bill of Lading if such damage or non-
conformance reasonably appears to have occurred during shipment); and (b) promptly
notify Rohr. If Supplier subsequently discovers latent damage or non-conformance, then
Supplier shall promptly notify: (y) Rohr; and, where such latent damage or non-
conformance reasonably appears to have occurred during shipment, (b) the carrier. The
damaged or non- conforming Accountable Tools shall not be used, modified or returned
to Rohr without Rohr’s written approval.
1.3.1. Notify the responsible Rohr Buyer in writing within two (2) business days after
receiving a damaged or non-conforming Accountable Tool, and describe in detail
such damage or non-conformance.
Note: Supplier shall indemnify, defend hold Rohr harmless from and
against any damages, expenses, costs or liabilities incurred by Rohr in
connection with non-conforming goods produced by Supplier using damaged or
non- conforming Tools or Accountable Tools.
1.3.2. Store and refrain from using or modifying the damaged or non-conforming Tool
until receipt of written instructions from Rohr.
1.4. The Supplier shall not modify any Rohr owned Accountable Tools without express
written authorization from Rohr. The Supplier is responsible for all costs relating to any
unauthorized modifications, including but not limited to the costs of repair and
replacement.
1.5. All Accountable Tools, including Supplier-Owned Tools, must be capable of producing
the total number of products at the rates and in the quantities specified by Rohr.
1.6. The Supplier is responsible for the costs of refurbishing all Tools, including Accountable
Tools and Supplier-Owned Tools, so that such Tools are capable of producing goods
for the next production run, as specified by Rohr, by contract, or both.
1.6.1. Supplier Shall maintain all tools in good repair while they are in the possession of
the supplier or their sub-tier suppliers
1.7. Rohr’s approval of Accountable Tools shall not relieve Supplier of its responsibility to
meet the specifications and other requirements specified in this Document.
1.9. Supplier shall be responsible for the full acquisition cost or replacement cost, whichever
is greater, for any Accountable Tool that is lost, damaged or destroyed while in
Supplier’s care, custody or control.
2. SUBCONTRACTOR REQUIREMENTS
Supplier shall cause each of its Subcontractors to comply with this Document. Supplier may,
subject to Rohr’s written consent, transfer Accountable Tools to its Subcontractors;
provided; however, that such transfer shall not relieve Supplier from its responsibility for
such Accountable Tools.
2.1. Supplier shall develop a process and provide objective evidence supporting the
approval and control of subcontractors who perform Special Tooling Processes.
2.2. Rohr reserves the right to review and approve all tooling subcontractors.
3.2. Supplier shall maintain and make available Inspection records until Rohr notifies
Supplier in writing that Supplier is no longer required to maintain such records.
3.3. Supplier shall maintain Boeing owned tooling in accordance with Boeing Document
numbers D33200-1 and D950-11059-1
3.3.1. All suppliers manufacturing Boeing owned tools shall be approved by Rohr
Global Tooling QA.
3.3.1.1. For Boeing Category II tools, sections 3.5, 3.6, 3.8 (whether furnished by
Rohr or manufactured by supplier), 4.1,4.2 shall apply for direct tooling
suppliers.
3.4. Supplier shall complete and return any required Tool Quality surveys and assessments
every two years.
3.5.1. Supplier shall develop a process to validate acceptance and release of Special
Tooling (ST) for use in production.
3.5.2. Supplier shall develop a processes to control the creation of internal work
authorization for fabrication, validation, acceptance, rework, modification, periodic
tool inspection, and maintenance for Special Tooling.
3.5.3. Supplier shall, upon completion of Tool manufacture or rework action, furnish to
Rohr the following documentation, indicating completion of the Tool(s) when
requested:

3.6.1. When requesting Tool Inspection Plans from Rohr (Global Tooling) the supplier
shall:
3.6.1.1. Notify Rohr ten (10) days after receipt or completion of Tool Design to
request QA Log sheets and Thirty (30) days prior to request for source
inspection (if required)
3.6.2. Tool Tags shall be requested 30 prior to shipment if not received from Rohr.
3.6.3. Supplier shall, upon completion of Tool manufacture or rework action, furnish to
Rohr Global Tooling the following documentation, indicating completion of the
Tool(s) when requested.
3.6.4. Indirect tool suppliers may be allowed to buy off tools (Stamp Rohr tooling tags)
provided them meet all the following conditions:
3.7.2. Accountable Tools that are used for one year or more to produce out-of-
production spares.
3.7.3. Fixed location Critical Tools that are moved must be revalidated to ensure
functionality and dimensionality is maintained.
3.7.4. Supplier shall maintain records of preceding and current Periodic Tool
Inspections.
3.8.1. Submit applicable Tool Designs to Rohr for review and approval
3.8.2. Maintain Supplier TPL and Inspection Plans for Rohr’s review and approval
3.9.1. Provide the Tool Periodic Record (TPR form E7897), Tool Shop Pickup and
Work Record (form E3886), Tool Maintenance Review Log (form E5193), Tool
Shop Work Record (form E1586) templates to Supplier.
3.9.4. Major Periodic Inspection shall be performed at least once every two (2) calendar
years, and Alternate Periodic Inspection shall be performed within one (1) year
after the most recent Major Periodic Inspection, unless otherwise required by the
Contract. Rohr will notify the Supplier with the specific dates for such Periodic
Inspections. Major Periodic Inspections shall be performed by supplier listed in the
QTSD
3.9.5. Supplier shall, based on the frequency described in Article 3.7.4 above, establish
and maintain a system to: (a) track Periodic Inspections; and (b) notify Supplier and
Rohr not less than ninety (90) calendar days prior to the date for the next Periodic
Inspection.
3.9.6. All Accountable Tools on the TPL must be visually reviewed for movement or
damage immediately following: (a) an earthquake of 5.0 or greater on the Richter
scale having an epicenter within a 50 mile radius of Supplier or its Subcontractor; or
(b) any other disturbance that reasonably could be expected to have an adverse
effect on such Accountable Tooling, including but not limited to a tornado,
hurricane, mudslide, flood or fire or power outage relating thereto.
Note: If movement or damage is detected, Supplier shall notify Rohr and the parties
shall perform an unscheduled Tool Periodic Inspection.
3.10. Tooling Suppliers are approved at multiple levels, including but not limited to:
o Tool Design creation
o TPR creation
o Inspection Plans
o Inspection
o Rework
o Analysis
o Special Processes
3.11. Suppler shall maintain a quality management system for all Accountable Tools,
furnished by Rohr to Supplier or funded (in whole or in part) by Rohr, that includes but is
i. QUALITY ASSURANCE
1. Written procedures or instructions available to inspectors
2. A documented process for generating written instructions
(planning / routing) to control Accountable Tool build and
inspection requirements
3. A controlled process to issue inspection stamps
4. A documented process to control the configuration and use of the
tooling throughout the manufacturing process. (This includes
during tool changes and discrepancies)
vi. TRAINING
1. Documented training records specific to inspection and
coordinate measurement system (“CMS”) personnel
4.1.1. The Supplier is required to establish and maintain Tool Control records of each
Tool, which shall include:
4.1.1.2. A Certified Tool Design List, signed by the supplier, including a tool part
number, tool code, equipment number and ownership.
4.1.2.1. Promptly deliver the Tool Design document (subject to Rohr’s prior
approval);
4.1.2.2. Develop and complete Tool Designs per Rohr Tool Design Standards.
4.1.2.3. Unless otherwise agreed in writing by Rohr, all Tool Designs shall be
written in both English and in the Suppliers native language if applicable. All
Tool Designs shall be dimensioned in inches and, in addition to inches, may
also be dimensioned in Suppliers preferred unit of measurement. The Tool
Design and corresponding release package shall also contain the following
information: material list, reference notes, general notes, Accountable Tool

usage instructions, coordination media, and function of Accountable Tool.
4.1.2.4. Deliver the Tool Design to the agreed version of CATIA upon request.
4.1.3. Supplier’s Tool Designs (including but not limited to Tool Designs for Critical
Tools) are subject to Rohr’s review and approval. Supplier shall use existing Rohr
approved tooling suppliers listed in the Rohr’s Qualified Tooling Supplier Document
(“QTSD”).
4.2.1. Supplier shall, at least one (1) week prior to the scheduled Tool Design review
date, submit to Rohr all Tool Design models for Rohr’s review and concurrence.
Design reviews will occur periodically, as reasonably required by Rohr, and will
include, at a minimum: preliminary design review in increments of (in terms of
percent complete) 25%, 50%, 80% and Final. In addition, the parties agree that the
following tasks and activities shall be part of Tool Design reviews:
4.2.1.1. Rohr will review the Tool Design and any related documentation to verify
conformance to the end item technical requirements, procurement
requirements and applicable specifications.
4.2.1.2. Upon completion of the parties’ review, acceptance, and delivery of the
final Tool Design. The Tool Design models shall be released in Team Center
per the Rohr release process.
4.2.1.3. Once released, Supplier may not change a Tool Design without Rohr’s
prior written concurrence from Rohr.
4.2.1.4. Supplier shall include with its Tool Design submittals to Rohr a memo with
the Tool Design models explaining:
• Reason(s) for the submittal (including other information pertinent to the change);
• Whether the submittal is for a design review or Tool Design release into Rohr
Team Center.
• The event or individual who authorized the rework, if any;
• Specific group or focal who intends to use the submittal;
• Copies of any reference memos or requirements pertaining to the submittal; and
• If/when the Supplier requires a response from Rohr.
5.1.1. The supplier is required to maintain a complete list of all accountable tools.
5.1.2. Ownership and contract under which each Accountable Tool was made, or under
which the Accountable Tool is presently accountable.
5.1.3. Tool identification system that uniquely identifies all accountable Tools and that
contains a method of identifying Accountable Tool nomenclature or description of
item (e.g., Accountable Tool part number, Accountable Tool code, equipment
number)
5.1.4. Written disposition authority for each Tool no longer in possession of Supplier
5.1.5.3. Identification of the contract under which the Tool was manufactured or
supplied, and the point of contact responsible for managing such contract or
order.
5.1.5.4. Purchase order number on which the Tool was fabricated, and the
packing sheet number and source from which the Tool was received. A
scanned copy of all tooling receipt documents must be forwarded to Rohr Tool
Accountability
5.1.7. The Supplier shall, upon request, review and update any Rohr Tool(s) reports
and promptly sign and return a copy of the report to Rohr Tool Accountability.
5.1.7.2. The supplier shall upon request, return a list of all Tools used to
manufacture Rohr parts.
5.1.7.3. The Supplier is required to complete and return all Assessment / Audit
documentation to Rohr Tool Accountability.
5.2.1. Supplier shall store, handle and maintain, Accountable Tools in accordance with
AS9100 standards.
5.2.2. Supplier shall calibrate and adequately maintain Tooling regardless of ownership
and shall be responsible for all costs in relation thereto.
5.2.3. Supplier shall, at least once every other year (unless otherwise requested by
Rohr) provide a detailed Tooling Report listing each Tool maintenance, calibration
and small repairs records.
5.2.4. Supplier shall provide and maintain a written procedure for storage, handling,
and maintenance of all Tools.
5.2.5. Supplier shall take appropriate steps to protect Accountable Tools from the
elements to preserve Accountable Tool life, durability and usefulness. (i.e. inside
storage, spray protection, etc.)
5.2.6. Supplier shall maintain a preservation log which includes date, type of protection
applied, tool equipment number and maintenance performed by (i.e. signature,
stamp, initials, etc.)
5.3.1. Accountable Tools furnished by Rohr may not be reworked, altered, or used for
any purpose other than its intended purpose. For example, an Acceptance Tool
(INSJ) cannot be used as a Manufacturing Tool, nor may any Accountable Tools
5.3.3. Accountable Tools and Tool Designs will be manufactured and designed to one-
third of the relevant engineering tolerance or CCS unless otherwise specified by the
Contract.
5.3.4. Customer owned Design Tools and Tool Designs will be manufactured and
designed to one-third of the relevant engineering tolerance or CCS unless
otherwise specified by the Contract.
5.3.5. Before using an Accountable Tool for handling, jacking, or applying external
loads to aircraft components, Supplier shall obtain written approval from (i)
Supplier’s qualified engineer and (ii) Rohr for the loads being likely to be applied to
such component and, if applicable, the airframe. In addition, Supplier shall have an
independent stress analysis performed on the Accountable Tool, and Supplier shall
document the results of such test and furnish such results to Rohr in connection
with the Tool Design review.
5.4.1. Supplier shall not, under any circumstances, scrap or render useless
Accountable Tools unless Supplier receives prior written authorization from Rohr
Tool Accountability. Supplier shall immediately notify Rohr Tool Accountability in
the event any third party (including Rohr’s customer) directs Supplier to scrap or
render useless Accountable Tools.
5.4.2. Accountable Tools which are inactive must be stored for spares requirements
unless Rohr determines they can be altered into the next configuration, and
Supplier obtains disposition instructions from Rohr Tool Accountability. Supplier
must obtain Rohr’s written approval for any Configuration changes to Accountable
Tools.
5.4.3. Supplier shall, at Rohr’s request, ship to Rohr Accountable Tools rendered
obsolete for production by a Rohr tool notification. Upon receipt, Rohr shall
evaluate and disposition such Tools.
5.4.4. Accountable Tools furnished to Supplier for “temporary outside production” (i.e.,
production runs of limited duration) are to be returned to Rohr with each lot of parts
unless otherwise directed by Rohr.
5.4.5. Supplier shall, before a tools ships, ensure the Rohr tool tag is attached to the
tool or the tool is identified as called out in the section 7 of this document. Supplier
shall include the following information in its shipping packing slips:
5.4.6. If directed by Rohr Buyer, Supplier shall ship Accountable Tools to a location
other than Rohr. In such case, Supplier shall complete a Vendor Receiving Memo
Number B003476 per its instructions and include such document with the
Accountable Tool with a copy emailed to Rohr Tool Accountability. Supplier shall
indemnify, defend, and hold Rohr harmless from and against all losses, liabilities,
claims or causes of action arising from its failure to do so.
5.4.7. Supplier shall include in its shipping documentation the tracking number and
carrier stated on the purchase order or as otherwise instructed by Rohr.
6.1. When the original identification tag is not supplied by Rohr, the Supplier shall develop
and maintain original identification tags on all Accountable Tools. All Accountable Tools
must contain complete and accurate identification to maintain traceability throughout
their life in a Tool Accountability System, including:
6.1.1.
6.1.2. Supplier-Owned tools must have markings identifying the Supplier as the owner
and accurate identification to maintain traceability per AS9100.
6.2. When the identification tag is supplied by Rohr, Supplier shall attach such tags to all
Accountable Tools immediately upon receipt, or upon completion of such Accountable
Tools.
6.2.1. The Supplier shall only place one Rohr Tool make tag on each Tool, no matter
how many different part numbers are manufactured by that Tool.
6.3. Where the identification tags interfere with the intended use of Accountable Tools,
Supplier may, as an alternate method of identification, identify such Tools with an
6.3.1. Note: Supplier must permanently attach or wire to the Accountable Tools all Rohr
furnished identification tags, whether belonging to Rohr or Rohr’s customer (e.g.,
Boeing, Air Force, Lockheed, etc.).
6.4. When rework of an Accountable Tool is required due to an engineering or design
change, Supplier shall, as appropriate, provide Rohr furnished rework data or a rework
identification tag s in the form Number TS20-895-7 adjacent to the original identification
tag. In no event shall Supplier remove the original identification tag without Rohr’s prior
written consent.
7.1. When specified in the CCS, the Supplier shall use Rohr- furnished master tooling to
physically establish coordination such as locating points, datum planes, contour and
hole locations. By definition, “master tooling” is the control tooling which physically
establishes the actual dimensions used to manufacture an interchangeable product.
Consequently, the master Accountable Tool is the control media, though it may differ
slightly from the theoretical dimension depicted on the engineering drawing.
7.2. Supplier-Owned Tool(s) must permit Rohr master tooling to be nested in or upon such
Accountable Tools to the specified control points and contoured surfaces, or to the hole
or pattern of holes to be controlled. The master Accountable Tool must be physically
pinned into or on the Accountable Tool. This coordination should be accomplished
without disassembly of the Accountable Tool.
7.3. Rohr may require additional tolerance restrictions, other than those stipulated on
applicable engineering drawings, in order to establish interchangeability or to assist with
assembly. In such event, Rohr will specify such additional tolerances in the CCS or
other related documents (I.P.S., MFGAS, Tool Designs, etc.). Notwithstanding the
foregoing, the master tool shall serve as the baseline dimension engineering authority
and is to be modified only to the extent supplemented by information contained in
engineering drawings or other documentation.
7.4. Additional Definitions. For Accountable Tools produced from a master tool, the following
terms shall have the meanings set forth below:
7.4.1. The term "coordinate to" includes, but is not limited to the direct pinning to,
locating from, transferring of contour from, in each case, the master tool.
7.4.2. The term "set to” indicates that the relevant mastering medium (i.e., a gage or
other master tool) is not available; therefore, the desired coordination will be
accomplished by means of a secondary master. A "set to" note will therefore reflect
a Rohr- furnished secondary master tool such as a template or transfer
Accountable Tool which, in any case, is made from initial gage information or from
the actual gage.
7.4.3. The term "establish from” indicates that the mastering medium (i.e., gage or other
7.5. Supplier shall not force master tooling into position. When working with master tooling,
Supplier shall use precision instruments, including for leveling and aligning. Supplier
acknowledges that master tooling may also require "rigging" into aircraft orientation
prior to use. Supplier agrees to contact Rohr's Tool Quality representatives with any
questions regarding the use of master tooling.
7.6.1. Supplier shall cause its quality control representative or similarly authorized
personnel to view the crating, sealing, uncrating, and unsealing of master tools
shipped to or from Supplier's plant. Supplier shall promptly notify Rohr of all
damages or non-conformances to such master tooling according to the process
outlined in paragraphs 1.2 and 1.3 of this Document.
7.6.2. Supplier shall, prior to shipping to Rohr or Rohr’s designee, visually inspect all
master tools for damage, completeness, shoring, and preservation. Rohr reserves
the right to re-inspect master tools upon receipt.
7.7. Supplier shall prepare and include within the master tool shipping container a
document certifying that Supplier used such tools in accordance with the provisions of
this Document.
7.10. Supplier is responsible to properly protect and remedy master tools against any
damage (including but not limited to corrosion, etc.) before returning such tools to Rohr,
or placing such tools in storage.
7.11. Supplier shall, at all times, store master tools, master gages, and master
inspection jigs inside the proper storage boxes within the confines of a physical
structure providing complete shelter from outside weather elements.
7.12.
7.13. After first article acceptance, Supplier shall return to Rohr, at Supplier’s cost and
expense, all master tools.
7.14. Master tools (which are one in the same Supplier-Owned Tools) shall conform to
the above requirements.
8.1. Supplier shall have a root cause and corrective action process consistent with the 8D
methodology in AS13000.
9.1. RESPONSIBILIY
9.1.1. The Supplier is responsible for the use, care and maintenance and physical
inventory of all GSE while in Supplier’s care, custody or control.
9.1.2. The Supplier shall not modify any GSE without authorization from Rohr. The
Supplier is responsible for all costs relating to any unauthorized modifications,
including but not limited to the costs of repair and replacement.
9.1.3. Rohr approval of GSE shall not relieve Supplier of its responsibility to meet the
specifications and other requirements specified in this Document.
9.1.4. Supplier shall be responsible for the full acquisition cost or replacement cost,
whichever is greater, for any GSE lost, damaged or destroyed while in Supplier’s
care, custody or control.
9.2. SUPPLIER APPROVAL LEVELS GSE Suppliers are approved at multiple levels,
including but not limited to;
9.2.1. Type 1 – Supplier is an all up GSE supplier capable of all aspects related to
assembly and detail level GSE fabrication. This includes fabrication of safety critical
GSE, procuring business on behalf of Rohr, GSE Accountability (Serialization and
tracking), planning, material processes (e.g., Stress relief, heat treat…) machining,
assembly and final inspection for new GSE and GSE requiring modification
(rework). Inspection processes include but are not limited to standard measurement
equipment and metrology applications as applicable. Supplier has a documented
Digital Product Definition (DPD) procedure. Supplier has in house tool design
capabilities
9.2.2. Type 2 – Supplier is Build to Print and also may have Tool Design capability.
Supplier is capable of all aspects related to assembly and detail level GSE
fabrication. This includes fabrication of safety critical GSE, serialization, material
processes (e.g., Stress relief, heat treat…) machining, assembly and final
inspection for new GSE requiring modification (rework). Inspection processes
include but not are limited to standard measurement equipment and metrology
applications as applicable. Maintenance may be performed as required. Supplier
has a documented Digital Product Definition (DPD) procedure.
9.2.3. Type 3 – Supplier is Build to Print and also may have Tool Design capability.
Supplier is capable assembly and detail level GSE fabrication except safety critical
9.2.4. Type 4 - These Suppliers are approved predominantly as a source for off the
shelf items. If GSE that requires a Tool Design is procured from a Type 4 supplier,
they must coordinate with Rohr for additional requirements.
9.3.2. Supplier shall maintain and make available Inspection records until Rohr notifies
Supplier.
9.3.2.1. Type 1 Suppliers shall maintain records for 10 years then contact Rohr for
transfer of records
9.3.3. Supplier shall, upon completion of GSE manufacture or rework action, furnish to
Rohr the following documentation, as applicable, indicating completion of GSE
when requested:
9.3.4. Once data review is completed and approved, Rohr QA will approve shipment of
GSE
9.5.1. For all safety critical GSE designed after the release of TM10L an Inspection
Plan is required. An Inspection Plan will be provided by Rohr Tooling QA for the
initial release of this document, it being understood that Inspection Plans are
reviewed by Rohr Global Tooling QA for correctness. If this plan is created or
updated by the supplier, it must be approved by Rohr prior to shipment. For all
subsequent revisions, an Inspection Template will be supplied by Rohr; however,
Supplier is responsible for all subsequent revisions and updates. Rohr Global
Tooling QA will only provide the initial release of the Inspection Template, which is
considered for reference only.
9.5.2. For all other GSE Form # E3886 is required at a minimum and a detailed
Inspection Template will be provided.
9.5.4. When requested Supplier shall provide Inspection data to Rohr, including
damage or non-conformances discovered during Inspection which:
9.5.4.1. (a) Affect Fit, Form, or Function; and
9.5.4.2. (b) Cannot be reworked to applicable Tool Design requirements (in such
case, Supplier must obtain Rohr approval of for final disposition).
9.5.5.2. When commissioned by the GSE owner, the Supplier shall maintain
Supplier record of GSE requiring Periodic Inspection and furnish to Rohr upon
request.
9.5.6. Process Reviews - Process Reviews apply for safety critical GSE designed after
the release of TM10L. This requirement is for Type 1 suppliers only
9.5.6.1. Supplier shall contact Rohr prior to the start of manufacture to review
critical characteristics and processes unless notified in writing by Rohr. These
critical characteristics and processes include but are not limited to;
9.6. GSE Tool Design Requirements are per section 4 of this document.
9.7. GSE Corrective action and audit Requirements are per section 8 of this document.
9.8.1. The supplier is required to maintain a complete list of all GSE (described below)
9.8.2. Ownership, contract and PO number under which each GSE was made, or under
which the GSE is presently accountable.
9.8.3. GSE identification system that uniquely identifies all GSE that contains a method
of identifying GSE nomenclature or description of item (e.g., GSE part number,
Serial number)
9.8.4.3. Identification of the contract under which the GSE was manufactured or
supplied, and the point of contact responsible for managing such contract or
order.
9.8.5. The Supplier shall, upon request, review and update any Rohr GSE reports and
promptly sign and return a copy of the report to Rohr.
9.9.1. Supplier shall not commence fabrication of GSE (including procurement of any
related material) prior to receiving a formal Purchase Order from Rohr.
9.9.2. GSE and Tool Designs will be manufactured and designed to one-third of the
relevant engineering tolerance unless otherwise specified by the Contract.
9.10.1. Supplier shall not, under any circumstances, scrap or render useless GSE unless
Supplier receives prior written authorization from Rohr.
9.10.2. Supplier shall, before a GSE ships, ensure the GSE is identified as called out in
the section 9.11 of this document. Supplier shall include the following information
in its shipping packing slips:
9.11.1. When the original identification tag is not supplied by Rohr, the Supplier shall
develop an identification system that uniquely identifies all GSE. GSE must contain
complete and accurate identification to maintain traceability throughout its life in a
GSE Accountability System. ID shall include:
GSE Number
Tool Design Revision Letter
Serial Number
Supplier Inspection Stamp (as Applicable)
Date of Manufacture
Weight (as applicable)
Country of origin
Supplier Vendor code
9.11.2. When the identification tag is supplied by Rohr, Supplier shall attach such tags to
all GSE immediately upon receipt, or upon completion of such GSE
9.12.3. If you need to involve a notified body, the CE marking must be accompanied by
the identification number of the notified body.
