Our History
RSTI is a sheet metal fabrication and manufacturing company founded in 1976. The
company transcends from a tradition of making products of uncompromised quality. It
caters to the needs of companies in the business of power generation and distribution,
telecommunication, water distribution and Original Equipment Manufacturers (OEMs).
It has been registered with the Board of Investments in December 1999 as a non-
pioneer Existing and Expanding Producer of Engineered Sheet Metal Products. At
present, it is implementing the Quality Management Systems (QMS) technique in
consonance with ISO 9000 certification. Our core value --- “ Quality and reliability in
every product and service ”.

The founder, Rafael S. Tomas, is the son of the late Engr. Pedro G. Tomas, a pioneer
in electrical controls and equipment manufacturing in the Philippines. Mr. Rafael S.
Tomas has trained in finance, economics and management at the Asian Institute of
Management, University of Asia and the Pacific (formerly the Center for Research and
Communication or CRC) and the Association of Overseas Technical Scholars (AOTS)
in Japan.

Company Highlights

1977 Registered as R.S. Tomas Enterprises, a single proprietorship

engaged in the distribution of electrical equipment & supplies.
1980 Manufactured ground support equipment for Asia’s first airline,
Philippine Airlines.
1985 Set-up rehabilitation facility for oil-immersed, self cooled (OISC)
transformers.
1987 Set-up manufacturing facility for electrical control equipment.
1988 Started product research and development of Solid State Automatic
Transfer Switches and Soft Start.
Registered as a corporation under the name R.S. Tomas,
Incorporated.
1989 Appointed as the Philippine distributor of Ceramica Santana (Brazil)
Porcelain insulators for electrical applications.

Started the manufacture of Dry Type, Low Voltage Distribution

Transformers
1990 Appointed as the Philippine agent/distributor of H. Weidmann Ltd.
(Switzerland) insulating materials for transformer manufacture.
1991 Appointed as the Philippine agent/distributor for System Sales
Representatives Inc. (USA) for transformer parts & accessories.
1997 Developed and promoted the ARMOR meter box for rural electric
cooperatives.
Appointed as the Philippine Agent / distribution of WESCO (USA)
1998 Appointed as the Philippine agent/distributor of Ansir Switchboards,
a leading Australian manufacturer of motor control centers and
switchgears.
1999 Registered with the Philippine Board of Investments as Non-
Pioneer Exporter of Engineered Sheet Metal Products eligible for
incentives.
2000 Aided by the Australian Expert Overseas Program (AEOSOP),
began the implementation of Quality Management Systems, in
preparation for ISO 9000 Certification

UMC is presently affiliated with companies engaged in manufacturing, construction and distribution
activities. These companies are open for joint venture partnerships, whether in form of equity,
technology transfer or consigned equipment. It has put up a non-profit organization that will help
provide personal and social improvement and advancement to the less privileged.

Tomas & Whyte Inc. (formerly Hi-Grade Builders Inc.)

Tomas & Whyte was established in 1977 as a general engineering and building contractor. It
specializes in electrical and mechanical engineering design and construction for infrastructure and
industrial projects.

Almerc
ASIA Link Materials Equipment and Resources Corporation (ALMERC) is an industrial product
distribution company catering to the telecommunications, manufacturing, infrastructure, power,
construction and other utility companies. It will soon be registered as a locator in one of the countries’
strategic economic zone, the Subic Bay Freeport Zone (SBF).

Pedro G. Tomas Foundation

The Pedro G. Tomas Foundation or PGTF is a non- stock, non-profit organization established in 1999.
Inspired by the merits of the late Engr. Pedro G. Tomas, the foundation envisions a Filipino society
with citizens who are able to seize opportunities for personal and social improvement and
advancement. Among its objectives includes providing scholarships to the under-privileged, supporting
the upgrading of educational systems in urban areas, promoting micro-industries and among others,
providing business advisory and health care services.
