UN VOLUNTEER DESCRIPTION OF ASSIGNMENT

Preamble: The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers. In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities. In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. Brief Project Description: It is increasingly recognized that small communities in developing countries are likely to be the most severely affected by climate change impacts and yet are least equipped to cope and adapt. The UNDP Community-Based Adaptation (CBA) project is funded by the Global Environment Facility (GEF), supporting locally-driven adaptation initiatives in 10 countries, in partnership with the GEF/Small Grants Programme (SGP) and UN Volunteers. UNV support to the UNDP CBA project focuses on volunteerism for development in 7 CBA countries (i.e. Bolivia, Guatemala, Jamaica, Morocco, Namibia, Niger and Samoa). UNV support project has started since mid-2009 and is expected to be operationally closed in end-2012. This pilot project is designed to implement community-based projects that seek to enhance the resiliency of communities, and/or the ecosystems on which they rely, to climate change impacts. The CBA project has been generating small-scale project/policy laboratories and knowledge about how to achieve adaptation at the local level. Lessons learned from community projects have been leveraged to promote replication of successful community practices, and integration of lessons learned into policies that promote increased community adaptive capacity. 8. Organizational Context: GEF is an independent financial organization, the GEF provides grants to developing countries and countries with economies in transition for projects related to biodiversity, climate change, international waters, land degradation, the ozone layer, and persistent organic pollutants. global environment, linking local, national, and global environmental challenges and promoting sustainable livelihoods. SGP is funded by GEF as a corporate programme, implemented by UNDP on behalf of the GEF partnership, and executed by UNOPS. With presence in 122 countries and more than 12,000 grants awarded worldwide, SGP supports projects of non-governmental and community-based organizations in developing countries demonstrating that community action can maintain the fine balance between human needs and environmental imperatives. UNDP/GEF is a unit within UNDP which supports programmes and projects mainly through GEF financing to help developing countries catalyze investment into the green technologies, practices and enterprises that will make low emission and climate resilient environmentally sustainable development. 10. Type of Assignment Place: Assignment with family 11. Description of tasks: Under the overall supervision of CBA PMU and UNV HQ environment focal point, the international UN Volunteer will be responsible for ensuring implementation of UNV related activities under the guidance of SGP National Coordinator who is the primary supervisor for the volunteers for a country level and the guidance of CBA PMU and UNV HQ for the global level. More specifically the incumbent will provide support to the CBA project and volunteers in CBA countries in the areas of: monitoring and evaluation (M&E) for improving the CBA methodology on volunteerism; project development and coordination; training and capacity building; community mobilization and volunteerism valuation; knowledge management; and financial & HR management. The incumbent will help to coordinate those activities specifically related to volunteersim and UNV that fall under Output 1.2 (NGOs/CBOs with capacity to design and support implementation of CBA projects) and Output 2.2 (Lessons from community-based adaptation-related activities compiled and disseminated). The incumbent will ensure timely and quality provision of substantive inputs from UNV in the areas of volunteerism for development to produce the planned outputs. The incumbent will work under the overall supervision of CBA Project Management Unit (PMU) in New York and the UNV Development Division (UNV HQ environment focal point who liaises with UNVs other sections/units). He/she will provide global project coordination and technical support services in the areas of community capacity building, volunteerism for development and volunteerism valuation. The incumbent will make sure knowledge on the integration and valuation of volunteerism shared from volunteers work in the seven CBA countries. The assignment involves regular travels to the seven CBA countries, and where applicable, UNV Bonn and UNDP New York. Monitoring & Evaluation Support grantees to collect quality data on volunteerism through implementing the UNV CBA Methodology at defined intervals Monitor and report on UNV-supported activities and concerned indicators (outputs 1.2 and 2.2) Provide support to testing and refining the UNV CBA Methodology on the ground and give feedback for improvement Improve UNV CBA Methodology according with field feedbacks, complete it with quality samples, translate for global dissemination, and publish it in close consultation with CBA PMU. Project development and coordination Assist in ensuring voluntary mechanisms are included in all community project proposals according to the UNV CBA Methodology Manage and provide planning, and timely and quality delivery support for UNV activities under outputs 1.2 and 2.2

Coordinate with and provide technical support to UN Volunteers on UNV activities, and facilitate their operations in relation to the CBA activities

Training and Capacity Building Assist in organizing capacity building workshops and trainings for local stakeholders on such issues as project planning, monitoring and evaluation, progress report writing, adaptation to climate change, leadership, inclusive mobilization and promotion of volunteerism, and other identified needs Screen existing tools, publications and trainings related to volunteering action and volunteerism valuation, select important ones, get translations in Spanish/French if existing, and share globally Provide demand-driven technical support related to volunteering action and volunteerism valuation to National Coordinators of SGP Office and UN Volunteers involved with CBA activities. Organize global capacity building workshop to strengthen country teams skills related to volunteering action and volunteerism valuation Help sensitizing people to the importance of collective action and advocate for the immense contribution that volunteers bring to development and project sustainability during field visits/workshops. Community Mobilization and Volunteerism Valuation Coordinate the implementation of UNV CBA Methodology in all UNV-supported CBA countries Provide assistance for mobilizing community volunteers in an inclusive manner from project design to implementation and M&E Assist country team to ensure volunteerism is recognized as part of community in-kind contribution/participation in projects Assist in disseminating various portraits of volunteers in action to the various media (e.g. internal at UN, external in the press, radio, TV) Assist in incorporating added-value of volunteerism into CBA project reports/publications to ensure volunteerism is recognized Knowledge Management Coordinate the development of KM products, including utilization of CBA website, on volunteerism Assist SGP NCs in designing and disseminating participative videos or photo reports to exchange knowledge between grantees Share volunteerism related information, data and reports coming from UN Volunteers with PMU

Furthermore, UN Volunteers are encouraged to: Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD); Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, in close consultation with CBA PMU.; Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Qualifications/Requirements: Advanced university degree in environmental fields, environmental economics, business administration or similar fields Fluency in English and French is required; fluency or a good command of Spanish will be an asset Technical knowledge of volunteerism for development, participatory community development, rightsbased approach to development Excellent communication skills and a demonstrated approach to practical problem solving At least 3-4 years of project management experience Computer literacy and working knowledge of Microsoft Office programs Experience in developing and delivering trainings and capacity building events will be an asset Familiarity with UNDP/GEF will be an asset General understanding of climate change, climate change adaptation, community-based natural resource management, ecosystem services, and ecological impacts of climate change Ability to work in multicultural context and occasionally undertake missions to developing countries Knowledge of UN core values, rules and regulations 14. Living Conditions: Morocco is a Middle Income Country with a population of 32 millions. Illiteracy (some 45 %), poverty (some 10 % of the population), unemployment (15 20 %), life expectancy at birth (70 %), and infant mortality ( 4 %) remain among the major problems which contribute to Moroccos relatively low ranking on the UN Human Development Index. However, since the last decade, the country has undergone political, institutional and demographic transitions. The country is in security phase I following the increase of the terrorist threat including against the UN. The climate in Rabat and coastal areas is mild with hot summers and wet and rainy short winters. Accommodation (apartments, studios, villas) is available at reasonable charges. Public transportation, including the train system (which has a good safety record) is inexpensive and connects all the major centers in the country. Taxis are in abundance in large cities such as Casablanca and Rabat. 15. Conditions of Service A 12 months contract; monthly volunteer living allowance (VLA) intended to cover housing basic needs and utilities equivalent to US$ 1.932,00 at single rate; 2.182,00 USD at one dependent, 2382,00 USD at two dependents; settling-in-grant equivalent to three months MLA (if applicable); life, health, and permanent disability insurance; return airfares (if applicable); resettlement allowance for satisfactory service.
