I. EXECUTIVE SUMMARY

As the surge of technology innovate, our lifestyle also innovate. We came

from the traditional to the digital age today. Online lending apps are mobile or web-

based platforms that provide loans to individuals or businesses. These apps offer an

alternative to traditional lending institutions like banks, by utilizing technology to

make the lending process faster, more efficient, and often more accessible to a

wider range of borrowers. With online lending apps, borrowers can apply for loans

and receive funding entirely online, without having to visit a physical bank or lender.

These apps often use data-driven algorithms and machine learning to assess a

borrower's creditworthiness and determine the likelihood of repayment, allowing

them to make lending decisions quickly and accurately. Before, if you wanted to loan

you need to go directly in the bank together with your documents requirements and it

also takes time for your application to be approved. But now, you can easily apply

loan online and within five minutes — you already received the funds or money.

The first online lending platforms were created in the early 2000s. These

platforms allowed borrowers to apply for loans and lenders to invest in those loans

using the internet. The financial crisis of 2008 caused many traditional lenders to

tighten their lending standards, which created a need for alternative lending sources.

This led to the emergence of peer-to-peer lending platforms. Online lending

continued to grow in popularity, and new platforms began to emerge, which focused

on specific niches such as personal loans and student loans. Online lending started

to face increased scrutiny from regulators, who were concerned about the risks to

borrowers and investors. This led to new regulations and guidelines for online

lenders. Online lending continued to grow, but many platforms faced challenges due

to increased competition, rising default rates, and a lack of profitability. Some online

lenders began to shift their focus to partnerships with traditional banks. Today,

online lending apps have become an established part of the financial landscape,

offering borrowers a convenient and fast way to access credit, and investors a new

way to diversify their portfolios.

In foreign countries, online lending app harassment can take many forms in

different countries, but generally speaking, it refers to the use of aggressive tactics

by lenders or their representatives to pressure borrowers into paying back loans. In

some countries, online lending apps may engage in practices that violate local

consumer protection laws, such as charging exorbitant interest rates, using

deceptive marketing practices, or failing to disclose important terms and conditions.

In other cases, lenders may resort to harassment tactics to recover debts from

borrowers who are unable or unwilling to pay.

Online lending apps in the Philippines started to emerge in the early 2010s.

The popularity of online lending apps in the Philippines grew rapidly, as traditional

banks were often reluctant to lend to low-income and unbanked Filipinos. Online

lending apps offered a more accessible and convenient solution, with lower barriers

to entry and fewer requirements than traditional banks. In 2019, the Bangko Sentral

ng Pilipinas (BSP), the country's central bank, issued new regulations for online

lending platforms to ensure fair and transparent practices. The BSP required online

lenders to be registered with the agency called Securities and Exchange

Commission (SEC), limit the fees and charges they impose on borrowers, and

disclose their interest rates and other fees in a clear and concise manner. Even

though they are registered to SEC it does not mean they are operating legally.

Majority of the online lending apps is already violating the revise code of SEC which

is under the law of Usury Act which is the act of lending money at an interest rate

that is considered unreasonably high or that is higher than the rate permitted by the

law.

This platform is totally a scam and giving false information. From their

advertisement that if you apply loan to them, your first loan will definitely have zero

percent interest and low rate interest for the next time. But the truth is the amount

you borrow to them is going to be times two when you pay them, it means fifty

percent interest with additional processing fees and hidden charges. Also once you

installed the apps through your phone, they already steal your data from your

contacts, gallery, and social media accounts. In order to use the apps they need to

access your phone for the future purposes and that is to use it against you. Once the

borrower is not capable to pay on the due date they will start to text blast or call blast

the borrower. The worst part is the online lenders or agent will resort to online

harassment just to collect the payment from the borrower. Online Harassment such

as : Receiving death threats through texts, humiliating the borrower through social

medias and their contacts, and exposing the personal details of the borrowers.

The Objectives of this project is 1) To promote awareness to the people about

the negative side of applying loan through this platform. 2) To petition to finally shut

down some loan sharks online lending apps who have been illegally operating. 3) To

give justice for the victims who have been suffering mentally and emotionally

because of this online lending apps.

The aim of this project is to finally put an end to the unfair debt collection of

this loan sharks or online lending companies. In order to implement this project, we

would like to create a organization against this online lending companies. The

purpose of the organization is to help the victims of this platform. Through the

organization we can collect gather evidences about the online harassment of the

agents and after gathering the proof and evidences we can finally signed a petition

to stop the operation of this online lending apps.
