Rip Rap
 Please refer to the detail attached for more information on the specification of Rip Rap packed against
the building on S3.01. For information, the purpose of this Rip Rap is to provide a barrier against the
building to protect scouring of sand due to tidal waters and occasional flooding.

Screw Piles
 In relation to the screw piles, we would draw the Tenderer’s attention to notes on S3.01 regarding
probability of floating rock in the underlying strata and the variability of the soil conditions.
- The Tender should engage a suitable qualified screw pile designer with experience in the area to
provide a realistic allowance of screw pile depths.
- The Tenderer is to clearly state the length of pile allowed for in the Tender Estimate and must
provide a rate to vary both the number and length of piles.

Lift Shaft
 The lift shaft walls have been documented as in-situ walls due in part to the architectural requirement for
external walls to be cast in-situ, but the main reason for this is due to the first floor cantilever beam being
integral to one wall of the lift shaft. We do not believe that adequate connection between a precast wall
and a heavily loaded cantilever beam can be reliably constructed. As such, the lift shaft should remain as
documented.

1 GENERAL
1.1. Definition of Terms

Architect: The appointed representative of the architectural design


firm as appointed by the Principal and/or Superintendent.

Principal: The Client or Client’s stake holders.

Superintendent: The appointed representative of the Principal managing


the Contract.

Builder: The main Contractor to whom the Contractor is engaged


by and whom has entered into a Contract of Works with the
Principal.

Contractor: The Builder’s appointed sub-Contractor carrying out the


Works outlined within this specification.

Contract: The agreement encompassing the Contract of Works to be


undertaken by the Builder for the Principal.

Consulting Engineer: The appointed representative/s of Erbas & Associates Pty


Ltd.

Authority/Authorities A person or organisation having statutory, political,


administrative, technical or regulatory control over a
project, process, equipment or Installation.

Approved/Approval: Deemed acceptable or fit for purpose by the


Superintendent.

Provide: Supply and Install and make available for use.

Supply: Make available to others on site ready for Installation.

Install/Installation/Installed: Place or fix item (supplied by others) in position ready for


use, including provision of all required ancillary equipment.

Submit/Submitted/Submission: Subject to the Superintendent for processing, review and


Approval.

Works: Provide complete operational systems and tasks as outlined


within the Contract documents.

1.2. General Requirements


The general requirement clauses of this specification shall be read in conjunction with the
general conditions of Contract. In the event of any conflict or inconsistency between the
general requirement clauses and the general conditions of the Contract, then the general
conditions of Contract shall have precedence.
1.3. Associated drawings
The drawings supplied with the specification at the time of tendering are diagrammatic and
approximate only. Layouts of service lines, plant and equipment shown on the drawings are

diagrammatic only, except where figured dimensions are provided or calculable. Before
commencing work, inspect the site, obtain measurements and other necessary information.
These drawings, however, together with the specification and schedules, are intended to be
mutually explanatory and to show the complete scope of the work required. All work set forth
by one, if not by the other, shall be fully executed. The Contract documents are intended to
call for operational systems. Provide minor items, equipment, accessories and incidental work
required for the completion of the installation and to ensure full integration.
1.4. Compliance with Regulations
All works shall be carried out by or under the full supervision of a fully licensed Contractor, in
accordance with the drawings and specification to the standards and regulations of the
Authorities having jurisdiction over the Works.
All works shall be meet or exceed the requirements and guidelines of the appropriate revision
of the applicable Australian Standard. Any proposal to install alternative items to those
nominated in the specification and/or on the drawings shall be accompanied by engineering
calculations and written confirmation by both the Contractor, their engaged consultant, any
applicable manufacturers and any affected statutory Authorities, where relevant, that the
alternative product meets the design intent and complies with applicable current Australian
Standards.
If any doubt exists as to whether portions of the design are able to comply with the relevant
Authority’s regulations, the Contractor shall submit written notification to the Superintendent
outlining the standard/regulation, applicable clauses and highlight any deficiencies in the
design prior to commencement of Works.
1.5. Builders Works/Associated Work
The Contractor shall allow for all Builder’s Work in connection with their Works which shall be
identified in, but not limited to, this specification.
The Contractor shall provide a fixed cost for the Builder’s Works required to complete the Works
outlined herein. Alternatively the Contractor shall agree a Builder’s fixed cost for the Builder’s
Works within the Builder’s Tender fee submission.
If the Contractor has not supplied a separate cost for Builder’s Works it is deemed to be
included within the Contractor or Builder’s tender cost. The Client will not accept variations to
the Contract for Builder’s Works if a separate cost has not been included within the tender
submission.
The following works shall be carried out by the builder and/or associated trades as detailed
below. Allow to coordinate all associated works as required to allow for complete and proper
operation of all systems.
1.5.1 Builders Works
• Installation only of door relief grilles;
• Trimmed openings throughout the building walls, beams, floor, roof and ceilings for
passage of mechanical services.
• Concrete for plinths.
• Hinged access panels.
• Permanent access to plant areas including roof areas.
• Roof platforms with handrails, gridmesh floors, structural supports and trimmers, and
access ladders.
• Roof access systems.
• Hoisting and landing facilities;
• Temporary site lighting, power, water, sewer etc.

• Fixed ventilation openings;
1.5.2 Electrical Contractor works
• Power supply to Mechanical Services isolators. Cabling to all mechanical services
equipment shall be by Mechanical services contractor;
1.5.3 Hydraulic Services Documents
• Tundishes for HVAC equipment as documented on hydraulics drawings. The
mechanical contractor shall run all drains from a/c equipment to the tundishes
nominated on the hydraulics drawings;
1.5.4 Setting out and penetrations
Provide and/or co-ordinate all penetrations, providing access as necessary, patching, fire
stopping, sealing, painting and making good.
Care shall be taken at all times to protect the building, services and site elements from
damage. Cover sheets, planking over flooring and other surfaces, shall be provided where
necessary or where requested by the Superintendent. Any damage shall be repaired at the
Contractor's expense.
Notwithstanding existing penetration details, the Contractor shall advise the Builder of the
accurate location of all openings and penetrations required for his work and to supervise their
provision. Set out all work from datum lines established on site. Report immediately any errors
that become apparent so that they can be rectified.
Major beam penetrations, block outs and sleeves shall only be to the Builder’s/structural
engineer’s written approval.
All penetrations through chambers subject to suction or pressurisation shall be sealed with an
approved sealant. All other penetrations of pipes and/or vents shall be sealed water or air
tight, acoustically or fire rated as appropriate.
1.6. Co-ordination of Trades
Co-ordinate Works with all other trades and where existing services existing within the vicinity.
Co-ordination shall be carried out with the Builder and other trades to ensure that all
equipment Installed is in a co-ordinated manner such that all services can be connected as
indicated on the drawings, outlined in the specification and as required to effectively function.
All ceiling and ceiling void mounted equipment locations are to be as co-ordinated with
reference to the Architect’s reflected ceiling plans.
1.7. Existing Services
Location of existing services shown on drawings are indicative only and need to be confirmed
onsite.
Where existing in ground services are within the vicinity of the area of Works, undertake an
extensive electronic survey and hand-dig as required to ascertain accurate locations of all
existing in ground services. Undertake CCTV survey of all non- metallic pipes along the full
extent of their routes as required to assess the condition and suitability for use or continued use.
Provide soft copy CAD drawings of existing services layout drawings complete with dimensions
in order to locate each service, type, and depth. Forward these together with the shop
drawings for review prior to any excavation being undertaken.
Relocate, reroute, repair and replace existing services as required, whether shown on the
drawings or not, to accommodate the Works.
Any equipment that is Installed without due regard to other trades shall also be relocated at
the Contractor’s expense.
Claims for variations, extensions of time, delay, disruption or other items, will not be accepted
due to failure to co-ordinate the Works with other trades.

1.8. Structural Integrity
Where equipment or services are to be installed within the building structure or where core
holes or other penetrations are to be provided, the Contractor shall ensure that the integrity of
the structure is maintained, and no damage occurs, by obtaining approval from the structural
engineer beforehand.
1.8.1 Chasing
Where concealed cable path voids are absent, chase walls, provide conduits, wall boxes,
cables and switches/luminaires/control panels etc. and make good. Co-ordinate all chasing
and finishing requirements with the Builder to ensure a seamless finished surface.
Chasing will not be permitted in face brickwork. Any conduit or wall boxes required in such
walls shall be installed on the reverse face or in cavities as applicable. Provide thermoplastic
insulated cables in conduit and run in the cavity tied against the inner brick surface.
Structural members and cast walls or columns shall not be cut without prior written approval
of the Structural Engineer or Builder.
Where required by site or Client/Builder restrictions, Workplace Health and Safety or Industrial
requirement chasing shall be carried out outside working hours to prevent disruption to other
workers.
1.8.2 Fire Rating of Penetrations
Unless otherwise specified, where conduits, pipes, cables, ducts or any other materials or
equipment penetrate fire rated walls, roofs, or floors the Contractor shall seal the penetration
with a fire rated foam, divide, collar, damper or other approved method, to achieve a fire
rating equal to the wall, floor, or roof. Any fire sealing shall be to the approval of the Builder,
fire engineer and Superintendent.
1.8.3 Penetrations Through Smoke Sealed Elements
All penetrations shall be suitably sealed to maintain the smoke rating of the element as
required and where shown on the drawings in accordance with the requirements of the NCC-
BCA, AS 1668 Part 1. Contractor shall ensure they have current copy of Fire Engineering Brief
for reference.
1.8.4 Seismic Constraints
All plant, equipment and supports shall be fixed to the building in accordance with the
requirements of the Earthquake Code AS1170.
1.9. Health and Safety
Ensure that the obligations imposed by the Health and Safety Act, regulations and codes of
practice are complied with at all times.
Provide input into a site wide risk register for the identification of hazards, assessment of risks,
implementation of necessary risk control measures and devices, and provision of information
to ensure the safety of all personnel during construction, inspection, testing and subsequent
operation of the system/s.
The Contractor shall be responsible for ensuring that the final design layout of the plant and
equipment selections, which are to be shown on their shop drawings, enable all plant and
equipment to be safely maintained and operated and that a safe and habitable environment
is provided for end-user occupants. installations shall comply with the requirements of Section
J8 of the BCA.
1.10. Submissions
1.10.1 Samples and Prototypes
Co-ordinate submissions of required samples. Delays will not be accepted for failure to submit
samples with adequate time (allow ten working days) for review and approval. Samples shall

be submitted in conjunction of bench-marking paperwork outlined elsewhere herein.
Submit, via courier to the Consultant’s office (or to site if advised otherwise), a sample of each
designated item and a copy of supporting documentation. Include ancillary items such as
fasteners and mounting brackets. Amend and resubmit samples which are not accepted.
Samples shall have appropriate paperwork which identifies the project, Contractor, installer or
supplier, manufacturer, applicable product, model number (and options), as appropriate and
include pertinent Specification references.
Include service connection requirements and product certification.
Identify non-compliances with project requirements and characteristics that may be
detrimental to successful performance of the completed work.
Do not commence work affected by samples until the samples have been approved by the
Superintendent. Submit further samples as necessary. The Contractor shall arrange a courier
to pick-up and retrieve samples from the Consultant’s office (or elsewhere as instructed, within
reason) at their expense.
Where the requirements of this clause may cause delay to the program, it is the responsibility
of the Contractor to immediately raise this issue with the Superintendent.
1.11. Construction Shop Drawings and Technical Data
Prior to commencement of ordering, manufacture or installation, the Contractor shall submit,
to the Superintendent for review, shop drawings and technical data from which the Works shall
be built. No factory or site work, other than manufacture of standard equipment or controls,
shall proceed until such drawings have been reviewed and marked as satisfactory by way of
approval.
Submit with the drawings and technical data a list of all deviations from the documents. Should
no list be submitted, then it shall be deemed that the Contractor shall complete the Works in
full compliance with the specification, irrespective of any review by the Consulting Engineer.
Drawings sizes and scales shall reflect the tender document sheets, except where additional
detail is to be communicated, then deviation in scale to standard sizes (e.g. 1:50, 1:25 @ A1
etc.) is acceptable.
Drawings shall contain reference to all Contractor Works and work required by other trades to
facilitate Contractor and Builder’s co-ordination with other trades.
The Contractor shall Submit to the Builder drawings and technical data for approval in the
latest AutoCAD and/or Revit formats, using title block layouts designated by the Builder.
Where available, the Consulting Engineer will make available their AutoCAD drawing files to
assist the Contractor, however it remains the Contractor’s responsibility to verify all dimensions
on site.
The Contractor must allow a least two (2) weeks for the return of the annotated drawings /
descriptive text to the Builder or such longer period as may be nominated by the Builder.
Review of shop drawings by the Consulting Engineer, regardless of the return status and
annotations, shall not in any way relieve the Contractor from responsibility to deliver the scope
of Works. Any errors, omissions and interference/co-ordination issues or proposed change of
scope/materials highlighted/absent on the drawings do not constitute a change of scope to
the Contract. Any deviation from the Contract must be formally submitted via the Builder to
the Superintendent clearly highlighting deviations from the scope of Works.
Where drawings are returned to the Contractor for amendment, such drawings shall be
amended and resubmitted within sufficient time to prevent delay to the completion of the
Works. Necessary re-submissions shall be made until such time as the drawings are approved
and the time taken to do so does not constitute grounds for an extension of time or variation.
Construction Issue drawings submitted to and retained by the Builder will not be used for

purposes other than those covered by these Works.
Shop drawings and technical data shall provide details of the following:
• Provisional Loads;
• Variable speed drive technical data sheets;
• Floor plans;
• Elevations;
• Sections;
• Plant Rooms & Risers;
• Isometric views (where specifically requested);
• BMS wiring diagram and detailed report outlining methodology, functionality,
relationships between components and samples of each graphic user interface
screen;
• Type test certificates for components, functional units and assemblies including internal
arcing-fault tests and factory test data where specified.
• Shop drawings of switchboards and control panels showing:
• Detailed dimensions;
• General arrangement, plan view, front elevations and cross-section of each
compartment;
• Fault level and rated short circuit capacity characteristics;
• IP rating;
• Fixing details for floor or wall mounting;
• Front and back equipment connections and top and bottom cable entries;
• External and internal paint colours and paint systems;
• Quantity, brand name, type and rating of control and protection equipment;
• Construction and plinth details, ventilation openings, internal arcing-fault venting and
gland plate details;
• Terminal block layouts and control circuit identification;
• Single line power and circuit diagrams;
• Details of cable routes within assemblies;
• Busbar arrangements, links and supports and spacing between busbar phases;
• Dimensions of busbars and interconnecting cables;
• Internal separation and form of separation and details of shrouding of terminals;
• Labels and engraving schedules;
• Cable tray routes co-ordinated with other services;
• Underground reticulation routes co-ordinated with other services.
1.12. Permits and Fees
All external party costs associate with the Works shall be borne by the Contractor. This includes
Authority fees, permits and head Works related expenses, inspection, testing and certification
fees and so forth.

1.13. Painting, Finishes and Labelling
1.13.1 General
The Contractor shall paint all parts of the work forming part of the Contract as detailed below.
Painting shall be carried out by a competent profession Painting Trade using first class materials
of approved manufacture. All finishes shall be to the Superintendent’s Approval.
All nominated paintwork shall be given two priming coats and two finishing coats of oil based
paint.
All metal surfaces subject to oxidisation shall be first treated with an approved phosphating
agent.
Low temperature heated metal surfaces shall be painted with two primary coats and finished
with two coats of gloss enamel.
Where lagged, lagging shall first be sealed, then given one undercoat and finished with two
coats of gloss enamel.
All high temperature surfaces shall be painted with heat resisting paint of approved
manufacture in accordance with the manufacturer’s instructions.
Equivalent prefinished pipework is approved.
All pipelines, conduits ducts and the like shall be provided with identification bands and arrows
in accordance with AS 1345 and where applicable AS 5601.
Preformed adhesive pipe markers, nominating the direction of flow, shall be provided at
intervals as outlined in the above standards.
1.13.2 Painting & Finishing
The following items shall be finished as follows:
• Internal surfaces: all internal surfaces of air outlets and openings exposed to view shall
be finished matt black to prevent views to plenums, voids and areas not intended to be seen.
Method of concealment to be agreed during benchmarking.
Finish the following items as listed:
- Concrete Bases : 2 coats synthetic emulsion paint
- Equipment Panels/Switchboards : 2 final coats full gloss enamel
- Equipment : Factory spray application
- Other surfaces : 2 final coats full gloss enamel
- Equipment Enclosures : 2 coats of “Anodite”
: 2 final coats full gloss enamel
Pipework Colours
- Chilled Water : Emerald Green
- Domestic Hot Water : Pale Green
- Tepid Water : Pale Green
- Heating Hot Water : Dark blue
- Fire : Red
- Drain : Black
- Gas : Biscuit
- Compressed Air : Light blue
Equipment that may be excluded (where prior written approval is provided from the

Superintendent with the Consulting Engineer’s consent) from the painting and finishes
schedule includes:
- Ductwork and pipework labelled as outlined elsewhere herein, where concealed from
view; &
- Pre-finished proprietary plant and equipment.
All pipelines, conduits, and the like shall be provided with identification bands and flow
direction arrows in accordance with AS1345. Preformed adhesive pipe markers such as ‘Seton’
may be used in lieu of painting signage on pipes, where the surface is appropriately prepared
and the conditions of the pipe do not prevent adequate adhesion longevity.
1.13.3 Additional Corrosion Treatment
Due to the proximity of the site to the coastline, the Contractor shall arrange for all external
and internal equipment with aluminium finned, copper tubed coils, such as packaged fan-coil
units, AC condensers, chilllers etc. to be pre-treated with Blygold “PoluAl” by a certified Blygold
licensed applicator and be provided with a minimum 3-year warranty.
The coating manufacturer shall be able to document the successful completion of
accelerated product testing of a minimum 3000 hours in both salt spray (ASTM B117) and acid
salt spray tests (ASTM G85); and shall be able to provide a 3-year conditional warranty for the
coating applied on aluminium finned, copper tube coils. The product application process shall
include the application of a chromate-free conversion layer applied to the coil that achieves
total coverage and penetration. An aluminium impregnated polyurethane topcoat shall be
applied that ensures total penetration and coverage without bridging or significantly affecting
the heat transferability of the coil. The total dry film thickness of the topcoat shall be 20 to 25
microns (0.020 to 0.025 mm). The coating shall provide protection against ultraviolet radiation
and be temperature resistant up to 90°C.
1.13.4 Identification and Labelling
Identify all equipment, pipework, values gauges etc.
Equipment labels to be white traffolyte, engraved with black filled lettering, mechanically
fixed.
All items of equipment such as chillers, condensers, pumps, fans, air handling units, calorifiers
and similar items shall be labelled in accordance with the specification abbreviations, symbols
and acronyms scheduled or otherwise approved.
Labels/tags on valves/gauges shall be colour coded, engraved laminated labels indicating
service, function and normal position, and attached to hand wheels or spindles using a vandal
resistant permanent chain/ring. Each tag shall be numbered to match the
gauge/valve/equipment numbers as represented on the Contractor’s as-installed schematic
drawings.
The following additional signage requirements shall by provided;
• Critical systems labelling;
• Essential services labelling;
• Plant maintenance and operating and emergency signage;
• Statutory signage, including occupational health and safety signage, hazardous
chemical signage.
1.14. Materials, Equipment and Workmanship
All Works shall be carried out to an acceptable tradesperson's standard to meet the
requirements of all relevant authorities and in a manner that equals or exceeds industry best
practice. Any work not reaching this standard in the opinion of the Superintendent, Consultant
or relevant authority will be rejected and rectified by the Contractor at the Contractor’s
expense.

All materials, equipment, components and the like shall be new and unused, of current
manufacture, free from and resistant to corrosion and or high quality. Equipment
manufacturers shall be approved (where not specified) and sufficient technical information
shall be submitted to enable the equipment to be assessed.
Unless specified otherwise the manufacturers recommendations shall be followed with regard
to workmanship and associated materials, equipment, components, clearance and devices,
whether or not the particular manufacturer has been specified.
Where vibration is or may be present, all materials, equipment, components and devices
which could be affected shall be installed to ensure both satisfactory operation and no
transference of vibration.
Provide ancillary parts, equipment, licenses, software programming and/or commissioning
which are inferred or necessary for the completion of the work without extra charge.
1.15. Commissioning and Testing
The Contractor shall ensure the required commissioning time is programmed within the
Builder’s construction program to carry out the required commissioning protocols and to
document accordingly.
Commissioning works shall be carried out and documented in accordance with current CIBSE
commissioning codes or approved equivalent commissioning process. Alternative
commissioning protocols to be submitted to consultant for review prior to commencement of
works.
Prior to commissioning, the Contractor shall Provide detailed commissioning programs to the
Consulting Engineer and Provide in writing, via the Superintendent, at least two (2) weeks’
notice of specific equipment commissioning times and invite the Consulting Engineer and
Client and their stakeholders to witness commissioning activities. All commissioning activities
shall have detailed written reports outlining dates, times, procedures undertaken and results
for inclusion within the Operation and Maintenance Manuals.
Where required under the technical sections of this specification, engage equipment
manufacturers, specialist third party commissioning firms or inspectors to undertake
commissioning activities and/or have presence on site.
Where nominated, the Contractor shall prove system operation during commissioning by
artificially replicating worst-case design loads.
Refer to Sections 2 & 3 for additional specific equipment commissioning, testing and
certification requirements.
All instrumentation used in the commissioning of the installation shall be managed in
accordance with the requirements of AS 3912 or NEBB.
Commissioning personal shall be endorsed by NEBB.
Reference instruments shall be NATA certified.
1. Commissioning
Engage a skilled commissioning person or company to completely and properly commission
all equipment and controls specified herein. All equipment shall be checked and adjusted
and shall be operated from full load to minimum. After 300 hours operation after the handover
date the contractor shall clean all filters, clean strainers, check drives, check mountings and
clean down equipment etc. and ensure that everything is operating properly.
All personal used in the commissioning of the installation shall be managed in accordance
with the requirements of NEBB and shall be NEBB certified.
2. Commissioning Report
Provide a final commissioning report documenting commissioning methods and test results of
each system or feature under the Works. The report must also include a documented outline

of all dates and times, operating parameters, design conditions (e.g. external conditions,
occupancy set-point temperatures/flowrates and the like), actual conditions (e.g. measured
temperatures/flows, occupancy, completeness of building elements etc.) commissioning
issues, records of all functional/commissioning tests undertaken and list all seasonal
recommissioning requirement in the future. Information shall also include:
• Inspection and Test Plans;
• Testing and commissioning procedures;
• Evidence of currency of calibration of equipment to be used in commissioning
procedures. Calibration to be in accordance with AS/NZS ISO 10012;
• Evidence of qualification of all personnel proposed for carrying out any commissioning
related activities;
• Records of all pre-commissioning checks and final commissioning data. All
records/data to be certified as being conducted in accordance with agreed and
approved procedures;
• Manufacturers’ certificates for all proprietary items, e.g. pumps, heat exchangers, fans
etc. to confirm that the installation complies with their installation and maintenance
requirements prior to start-up of equipment. Certificates shall also be provided at
commencement of equipment installation to confirm their requirements with respect
to installation are being provided for; &
• Manufacturers’ test certificates of all capacity/performance verification checks
carried out at factory prior to dispatch to site.
3. Final Commissioning
• Undertake final commissioning in 3 stages:
• Major items of plant and equipment and components;
• Systems and sub-systems;
• Inter-system operation and interfaces with sub-trades and other trades.
Final commissioning to include:
• Testing of performance of individual plant items and components;
• Testing of operating sequences, interlocks and safeties;
• Final air and water balancing;
• Electrical testing and verification to AS/NZS 3000;
• Final controls calibration;
• System operation under all operating modes and under all conditions of load;
• Inter-system operation and correct interfacing connections under all operating
conditions and under simulated fire conditions;
• Noise and vibration tests;
• Thermographic survey of mechanical switchboards;
• Water testing and analysis;
• Environmental audit (if required);
Rectification and correction of any defects and deficiencies; &
Cleaning of plant room, switchboards and all mechanical services equipment and
devices.
4. Pipework

All pipework shall be pressure tested to a minimum of 1000 kPa, or at least twice working
pressure, whichever is the greater, unless nominated otherwise, or if that is in excess of the
permissible level which could lead to damage, in which case a lower level will be agreed to
with the Consulting Engineer.
The pressure test shall generally be a hydraulic test, however a pneumatic test using dry
nitrogen will be approved for special circumstances, such as refrigeration pipework.
The pressure test shall generally hold pressure for four (4) hours minimum.
Any leaks revealed by pressure testing shall be rectified and testing repeated until satisfactory.
All testing shall be completed before pipework is concealed and prior to commencement of
insulating pipework.
5. Air Balancing
Register air flow rate shall be measured from all air outlets with recently calibrated bolometers
or approved velocity measuring instruments. Duct flows shall be measured by an approved
pitot traverse downstream of bends, splitters, dampers etc. in laminar sections of flow. The air
flow rates shall be equal or not greater by 10% of those nominated on the working drawings.
Allow for all work required to balance the air flow rates and all balancing shall be completed
not less than fourteen (14) days before completion of the Works.
All instrumentation used in the commissioning of the installation shall be managed in
accordance with the requirements of AS3912 or NEBB. Reference instruments are to be NATA
certified. All commissioning results to include instrument calibration documentation.
6. Water flow balancing
Valve flow rate shall be measured from all outlets with approved flow measuring instruments.
Water balancing procedure and documentation shall be in accordance with Airah or Cibse
guideline part W. The flow rates shall be equal or not greater by 10% of those nominated on
the working drawings. Allow for all work required to balance the water flow rates and all
balancing shall be completed not less than fourteen (14) days before completion of the Works.
7. Fan Drives
Allow for preliminary runs of each fan system to determine the pressure characteristics of the
respective system. On the results of these tests the correct operating speed shall be selected
and the drives including pulleys, belts or blades adjusted accordingly. All costs associated with
this work shall be allowed for by the Contractor. The air capacity of fans shall be not less than
that specified. Fan drives shall be adjusted as necessary to achieve the required air quantities
and balance.
8. Electrical
The current drawn by each motor shall be measured under full load conditions. Check and
validate thermal overloads to ensure correct calibration. Check and confirm all fuses/breakers
are the correct rating for the motor or control circuit.
9. Guarantees and Warranties
The Contractor shall warrant the performance, condition and operation of the whole
installation for a period of twelve (12) months from the date of Practical Completion of the
Works.
Where nominated elsewhere herein, items shall be provided with a manufacturer’s warranty
for the periods as nominated. All warranties shall commence from the date of practical
completion of the Works as issued by the Superintendent.
10. Defects Liability, Maintenance and Servicing
All equipment shall be tested individually to ensure that its capacity matches that which is
specified.

Where equipment is delivered to site, installed and/or made operational in advance of the
date for practical completion, the warranty on such equipment and liability for defects on
such equipment and systems, shall be extended to cover the whole of the time to twelve (12)
months from the date for practical completion, irrespective of any particular manufacturer’s
qualifications.
Where breakdown maintenance and/or part replacement is carried out during the defects
liability period, information regarding the rectification work shall be handed over to the
Principle for entry into any asset management system utilised within the site.
11. Heat Exchangers
Test flowrates of air/fluids passing through each heat exchanger in the system (e.g.
condensers, evaporators, heating and cooling coils, cooling towers etc.). Continue
testing/adjusting until flow rates are within 0 to +5% of rates specified.
1.16. Operation and Maintenance Manuals
The Mechanical Contractor shall provide Operating and Maintenance Instruction Manuals
which shall comprise a description of each installation, its operation and the regular operating
and maintenance routines to be adopted.
Arrange for the Operating and Maintenance Instruction Manuals to be handed over to the
client and consultant team as detailed in submission program below. Hard copy manual
documents shall be printed on A4 size paper adequately bound to the Superintendent’s
approval into volumes with rigid covers of plastic finish. Digital copies shall be provided on USB
key within hard copy manual.
1.16.1 General Requirements
Documentation is required in electronic and hard copy format. Electronic documentation shall
be supplied in the latest version of Microsoft Word/Excel and AutoCAD software files at the
time of Practical Completion.

Provide operating instructions and schematic diagrams mounted alongside equipment to
meet statutory requirements, e.g. Fire Brigade. Diagrams to be colour-coded, colour-fast,
laminated and mounted.

• Number pages consecutively. Double sided on A4 size (minimum 50%) recycled white
(minimum CIE whiteness of 140) paper, with reinforced binder perforations.

and major equipment components. Clearly print short titles under laminated plastic tabs.
• Drawings: Fold illustrative drawings to A4 size and accommodate them in plastic

be submitted for approval prior to completion.
After the draft copy has been approved, supply 3 copies of the manuals to the Builder for issue
to the Superintendent and the Consulting Engineer.
Allow to upload the manual onto the building management systems (where available) and
arrange to provide the manual including commissioning results, in electronic format (DVD/USB
Flash).
1.16.2 Submission program:
• First draft manuals: Submit a first draft manual 4 weeks before the date for practical
completion for review and to enable the Principal’s staff to familiarise themselves with the
installation. Include provisional record drawings and preliminary performance data. Format to
be as for the final manuals, with temporary insertions for items which cannot be finalised until
the installation is commissioned and tested.
• Second drafts: Following receipt of comment on the first draft and not later than 2
weeks before the date for practical completion submit a completed second draft for review.
If available, include certificates from authorities, warranties and commissioning test reports.
These drafts are required to enable the Principal to safely operate the plant after handover.
• Final copies: Submit 2 hard copy sets and 1 digital set of final volumes within 2 weeks
after practical completion. Incorporate feedback from review and from training of Principal’s
staff, including preparation and insertion of additional data. Include a section containing
commissioning test reports.
• Revisions: Prior to final completion, submit 2 separate sets of loose leaf amendments for
insertion in the manuals, incorporating feedback from the maintenance period.

Section 2 - General Description and Capacities of Installations
Include a directory: Names, addresses and telephone and facsimile numbers of Principal,
Consultant, Sub-Consultants, Contractor, Sub-Contractors and names of responsible parties.
Include a scope of works: statement of scope of services and interfacing with other Contracts.
Include an installation description: General description of installation.
Systems description: Technical description of the systems installed, written to ensure that the
Principal’s staff fully understand the scope and facilities provided. Identify function, normal
operating characteristics and limiting conditions. Include schematic diagrams.
System performance: Technical description of the modes of operation of the systems installed.
Section 3 – Equipment & Manufacturers Literature:
List all major items of equipment installed complete with manufacturer's name, agent's name,
contact details, model and/or type No., serial No., size, design ratings and including all relevant
data necessary for re-ordering or replacing the equipment or components of same. As far as
practicable, all equipment should be broken down to individually identifiable items such as,
cooling tower fans, motors, drive-belts etc.
Provide manufacturers’ technical literature for equipment installed, assembled specifically for
the project, excluding irrelevant matter. Mark each product data sheet to clearly identify
specific products and component parts used in the installation and data applicable to the
installation. Do not include advertising literature.
Register with manufacturer as necessary. Retain copies delivered with equipment.
Section 4 - Maintenance and Operating Instructions:
Include manufacturer's maintenance and operating instructions for each item of equipment
including project specific instructions as required.
Include emergency maintenance procedures, including telephone numbers for emergency
services and after hour’s contact for suppliers and Contractors and procedures for fault
finding.
Detailed recommendations for preventative maintenance frequency and procedures which
should be adopted by the Principal to ensure the most efficient operation of the systems
installed. Include inspection, testing and maintenance programme in tabular form showing
frequency and level of routine checks for each item.
Safe trouble shooting, disassembly, repair and reassembly, cleaning, alignment and
adjustment, balancing and checking procedures. Provide logical step-by-step sequence of
instructions for each procedure. Include calibration and recommissioning of controls.
Schedule of spares recommended to be held on site, being those items subject to wear or
deterioration and which may involve the Principal in extended deliveries when replacements
are required. Include complete nomenclature and model numbers, and local sources of
supply. Include sectionalised diagrams of machines identifying component parts.
Schedule of normal consumable items, local sources of supply and expected replacement
intervals up to a running time of 40,000 hours. Include lubricant and lubrication schedules for
equipment.
Section 5 - Plant Operating Instructions & Staff Training:
Provide a complete description and correct sequence of all actions necessary to start-up,
operate and shut-down all plant including procedures for seasonal changeovers. These
instructions shall include full information on such items as normal and abnormal gauge
readings, instrument settings and control points, differentials, time delays, oil levels, water
temperatures, and all similar relevant variable and adjustable items, to permit checking and
adjustments where practicable and identification of hazardous conditions or malfunction of
plant. In addition the instructions shall include information on the immediate action to be taken

in the event of hazardous conditions arising.
Section 6 – Commissioning Results
Commissioning reports and results summary of all commissioning processes as previously
detailed.
Section 7 – Certificates
Statutory Certificates of Compliance for:

• Plumbing drainage or gas-fitting work.
• Refrigeration or air conditioning work.
• Fire and smoke damper Test certificates.
• Pressure testing of pipework systems.
• Copies of test certificates for the mechanical installation and equipment used in the

Section 8 – Warranty Schedule

Section 9 – As-Built Drawings
Provide one hard copy set of complete and accurate as built drawings as part of each hard
copy manual submission. Drawings shall be printed in ‘full size’ format; folded neatly with
drawing block visible from front and insert in clear plastic sleaves.
Drawings to be included:
• Ductwork layout drawings including shop drawing sections;
• Pipework layout drawings including shop drawing sections;
• Electrical wiring shop drawings;
• BMS control wiring drawings;
Additionally, As-Installed drawings shall show the location of all equipment concealed
conduits, junction boxes, draw-in boxes and spare conduits, sub-mains, switchboards, cable
trays, light outlets, power outlets, switches, fire detection, communications outlets and
equipment, security equipment, lightning rods and earth test links etc. together with any other
relevant information which would assist in the carrying out of maintenance and additions
and/or alterations to the Installation.
1.17. Guarantees and Warranties
The Contractor shall warrant the performance, condition and operation of the whole
installation for a period of twelve (12) months from the date of Practical Completion of the
Works.
Where nominated elsewhere herein, items shall be provided with a manufacturer’s warranty
for the periods as nominated. All warranties shall commence from the date of practical
completion of the Works as issued by the Superintendent.
The Contractor shall be cognisant of the Head Contract requirements with respect to
warranties.
Written guarantees and/or warranties shall be supplied with respect to all items of plant or
equipment or the performance thereof or the performance of entire systems as required by
the Contract.

Guarantees and/or warranties shall be in form acceptable to the Principal and shall be
delivered to the Builder on completion of the Contract Works. No guarantee and/or warranty
shall be drafted in a form which shall relieve the Contractor of his responsibility in respect of
the matters specified and covered by the guarantee and/or warranty.
Final payment may not be issued until this requirement has been fulfilled.
Guarantees and/or warranties shall state that workmanship, material and installation are
guaranteed for a period specified from the date of Practical Completion and that any defects
that may arise during the Defects and Liability Period shall be made good and any work in
other trades resulting from such making good shall be done at the expense (including travel
to and from site, hire of equipment in order to rectify the Works) of the Contractor in a written
notice from the Builder to do so.
Any portion of the Works repaired or replaced during the warranty period shall be subject to
the provisions of this clause for a further twelve (12) month period from the date of repair or
replacement.
1.18. Owner Instruction
The service of a fully knowledgeable Commissioning Engineer shall be required for a minimum
period of 1 day to instruct the Owner's nominated representatives including Consultants in all
details of the plant operation.
1.19. Defects Liability, Maintenance and Servicing
The Contractor shall warrant the whole of the Contract Works against defective workmanship
and materials and against non-compliance of equipment or complete systems with specified
performance and operation for the defects liability period.
If during the currency of the defects liability period and defects are not remedied within a
reasonable time the Builder may proceed to do the work or have it carried out at the
Contractor's risk and expense but without prejudice to any other rights which the Builder may
have against the Contractor in respect of the failure of the Contractor to remedy such defects.
The defects liability period (DLP) shall continue for a defined period as outlined elsewhere
herein or with the Contract Preliminaries after the date of Practical Completion and during this
period the Contractor shall be responsible for making good promptly any defects arising from
defective design materials or workmanship or from any act of the Contractor or his servants or
agents that may develop in the work under the conditions provided for in the Contract and
under proper use.
If the Contractor replaces or renews any portion of the Contract Works the provisions of this
clause shall apply to the portion of the Contract Works so replaced until the expiration of the
specified DLP period from the date of such replacement or renewal. If during the currency of
the defect liability period it becomes necessary to repair or replace a defective part and the
repaired or replaced part causes damage to other portions of the Contract Works the
Contractor's liability shall be the same as if the losses, damage or injury incurred thereby had
occurred before any part of the Contract Works had been taken over.
If the replacement or renewals during the defects liability period are of such a character as
may affect the efficiency of the work or any portion thereof the Builder may within one (1)
month of such replacement or renewal give to the Contractor notice in writing requiring that
tests shall be carried out by the Builder.
During the defects liability period, the Contractor shall be given the right of access at all
reasonable working hours at his own risk and expense by him or his duly authorised
representative whose names shall have been previously communicated in writing to the
Builder to all parts of the Contract Works for the purpose of inspecting the working thereof and
to the records of the operation taking notes therefrom. Subject to approval which shall not be
unreasonably withheld the Contractor may at his own risk and expense make any tests which
are considered desirable.

1.20. Maintenance period
The Maintenance Period shall continue for a period as outlined elsewhere herein or with the
Contract Preliminaries after the date of Practical Completion. For the duration of the defects
liability period carry out preventative maintenance as stated in the Preventative Maintenance
Schedule as required by Statutory Authorities and as specified in the relevant clauses in this
specification.
Adjustments and tests which are a necessary to maintain all controls and equipment in proper
adjustment during the maintenance period shall be made by and at the expense of the
Contractor. These adjustments and tests shall be made after the Works have been taken over
by the Principal. All costs that may be involved to perform these adjustment and tests at the
convenience of the Principal shall be borne by the Contractor. The Contractor shall undertake
regular and systematic inspections and servicing at a time and in a manner which will cause
the least inconvenience to the normal operation of the building. Notify the Principal of the
intent to perform the service at least three days prior to each visit and obtain the
representative’s signature on a service report/manual at the end of each visit and leave a
copy on site. The service report/manual shall detail the work carried out and shall list any
adjustments and rectification work necessary.
The cost of maintenance during the maintenance period shall be included in the Contract
amount.
1.21. Final Completion
Unless otherwise stated the date of practical completion shall coincide with that of the date
of practical completion of the head Contract.
Pursuant to the provisions of the Contract a Certificate of Practical Completion will not be
issued until:
• The whole of the Contract Works are ready for hand over to the Client;
• Statutory certifications/log books etc. as required for the building certificate of
occupancy;
• Services are commissioned, tested and operating satisfactorily and approved and/or
certified by relevant authorities and evidence of such has been submitted to the
Builder;
• Completion of all painting, labelling, rectification of defects and commissioning; &
• As-built drawings, operating manuals, brochures and instructional data are supplied
and Approved.
Refer also to the Head Contract agreement for Practical Completion requirements. Payment
of retention money or release of bank guarantee due at the date of practical completion will
not be authorised until all Works are finalised and a certificate has been issued to that effect.

2 SCOPE OF WORK
2.1. Introduction
The project involves the construction of the Aspendale Surf Lifesaving Club with a 2 level
facility, consisting of change rooms, function space, kitchenette and equipment storage. The
building will be served by VRF air conditioning and mechanical ventilation systems.
2.2. Overview
This section of the specification contains the requirements for the Mechanical Services and
Controls installation. The scope includes testing and certification, commissioning, Principal
training, warranty, defects liability and maintenance of all equipment as specified, together
with preparation of the Shop Drawings, Operating and Maintenance Manuals including As-
Installed drawings.

2.3. Scope
Provide and put into operation systems specified and to the details shown on the drawings to
suit the intended environment. The Works shall comprise the preparation of detailed design
and workshop drawings and specifications, the supply of all materials, off site, fabrication and
testing, delivery to site, off-loading, complete erection and installation, testing and
commissioning of the equipment and scope detailed in this specification. The Works shall
comprise the whole of the labour and all of the materials necessary to form the complete
installation including all necessary craning of gear into the required position, together with such
tests, adjustments and commissioning as are prescribed in the subsequent clauses and as may
otherwise be required to given an effective working installation to the satisfaction of the
Authorised Person.
The scope of works includes, but is not limited to the provision of the following:
Air-Conditioning Systems
• Ceiling mount cassette, wall mount, & ducted variable refrigerant flow Air-conditioning
systems including ductwork, diffusers, grilles, pipework and all associated outdoor units
complete with wiring and controls;
Ventilation Systems
• Exhaust systems;
Pipework Systems
• DX Refrigerant pipework systems;
• Drainage systems to sewer by hydraulic contractor to suit equipment condensate &
overflow points;
Electrical works/Wiring & controls associated with systems detailed above

Commissioning & Handover

2.5. Protection of Existing Conditions


Protect existing site conditions where they are to remain as-is following completion of the
Works. This includes, but is not limited to plant and equipment, structures, garden beds,
painting and finishes etc. Make-good any damage that occurs during the Works at no cost to
the Contract.
Where mechanical equipment is to be installed from, on or within the building structure, the

contractor shall obtain approval from the structural engineer. This includes the likes of pipe-
work, conduits, brackets, drop-rods, core holes and other penetrations or fixings.

3 TECHNICAL REQUIREMENTS & EQUIPMENT


3.1. Equipment Access, Mounting & Drainage
3.1.1 Location
All equipment shall be located in positions as nominated on the drawings or elsewhere herein.
The Contractor shall ensure that safe clearance and access is provided to all equipment
during operating and for ongoing maintenance in accordance with relevant Australian
Standards, DDA, BCA, Client, Incumbent or other governing authority’s requirements or as
directed by the Superintendent on site.
Where the Contractor identifies a potential safety or operational issue with the location
proposed in the Contract documents or their own shop drawings, they shall inform the
Superintendent in writing, together with an alternative suitable proposal and make the
necessary adjustments on site at no cost variation to the contract.
The Contractor shall prove the safe access to all equipment as requested for maintenance to
the Consulting Engineer, Client’s representative, Authority representative or other personal as
nominated during the Works during the commissioning period or defects and liability period.
Any equipment deemed in-accessible or unsafe will be made safely accessible and made
good to the satisfaction of the Superintendent at no cost variation to the Contract.
3.1.2 Equipment Bases
Unless noted otherwise, provide 100mm thick concrete plinths under all items of equipment
mounted on the ground outside. The top of the plinth shall have a slight grade away from the
building. Where located on impervious surfaces such as pathways, plinths shall grade to a
40mm PVC drain with stainless steel grate which shall connect to the nearest stormwater drain.
On internal concrete floors the plinths shall be fabricated using 1.6mm thick galvanised steel
surrounds with bevelled upper edges which shall be filled with concrete and trowelled to a
smooth finish. At completion of the equipment installation the surround shall be cleaned, etch
primed and given two (2) coats of gloss enamel.
3.1.3 Equipment Support
The contractor shall fabricate and install galvanised steel support posts and beams in
consultation with the Builder through the roof to support the plant, walkways and platforms as
required.
The Contractor shall fabricate and install a steel frame to support the equipment at their
required mounting points and connect to the above beams. The frame shall be hot dip
galvanised after fabrication. Provide neoprene mounting pads between the equipment and
the frame and provide means to prevent electrolysis and thermal bridging of main structure.
Where installed, drop rods within plant areas, accessible ceilings, t-bar ceilings or adjacent
ceiling access hatches shall be trimmed and fitted with plastic end-caps to reduce the risk of
knocks and abrasions.
All equipment shall be installed in accordance with manufacturers recommendations in
relation to fixing and service access.
3.1.4 Condensate Drains
All equipment and systems in which condensate or water accumulates shall be fitted with
trapped drains to waste. Where equipment operates intermittently, drains shall also be fitted
with Watermarked waterless traps, to prevent smells permeating through dry traps. Drains shall
run on grade to a suitable location which shall not create a nuisance, such as sewer,
stormwater, or garden beds in strict compliance with the requirements of the Plumbing Industry

Commission and relevant standards. Where run to an internal sewer or downpipe via an in-
wall tundish, provide an accessible cover similar to ‘Mag’ in-wall tundish or Approved
equivalent.
3.2. Vibration and Acoustics Control
3.2.1 General
The equipment and systems as scheduled are subject to noise and vibration limitations as
outlined by others and available from the Builder and/or Superintendent.
Unless nominated specifically within the schedules elsewhere herein, complete the detailed
design and engineering of the noise and vibration to the specified requirements.
Engage an Acoustic Consultant or Acoustic Engineer to carry out a noise assessment of the
proposed equipment and the sound attenuation performances for the respective systems to
maintain the required internal and external noise levels.
Sound level measurements shall be taken in all strategic locations within the buildings at the
completion of the project. These measurements shall be taken using a sound level meter
conforming to AS 1259. The locations shall be advised by the Superintendent.
Internal measurements shall be taken during conditions of maximum load of equipment at a
time when the building is practically unoccupied.
Where locations selected have a noise level higher than that specified, the Contractor shall
rectify the issue in conjunction with the Acoustic Engineer at no cost variation to the Contract.
All noise levels shall be read in accordance with Australian Standards.
3.2.2 Dynamic Balance
All fancoil units, fans, pumps, and all mechanical services equipment generally shall be
statically and dynamically balanced. Those with vibration shall be rebalanced as required to
rectify vibration.
3.2.3 Equipment Mounting and supports
All equipment shall be mounted with anti-vibration mountings and fixed securely from structure
in accordance with manufacturers recommendations and to comply with acoustic ratings as
nominated.
Anti-vibration mountings shall be selected to suit location and equipment.
All mountings shall consist of either neoprene, waffle pod, or combined neoprene spring
systems.
Mountings shall be provided as ‘Embelton’ or approved equivalent.
3.3. Ductwork
3.3.1 General
Provide ductwork generally as shown on the drawing, manufactured in accordance with AS
4254. All ductwork installations and materials shall comply with the applicable NCC/BCA
Section J with respect to fire/smoke hazard management, insulation and sealing.
The Contractor shall provide test reports confirming all rigid and flexible ductwork is compliant
with the fire hazard management parameters set out in AS 4254.
Duct dimensions shown on the drawings are clear internal duct dimensions. Allowance must
be made by the Contractor for internal insulation where applied, in accordance with the duct
insulations parameters outlined elsewhere herein.
Provide 100mm length flexible Brelon connections between ductwork to equipment, including
fans, air-conditioning units, plenums etc.
All bends in ducts shall be radius bends with the inside radius equal to half width of duct, unless

square mitre bends are depicted, in which case they shall be fitted with turning vanes to
reduce pressure drop.
3.3.2 Ductwork Insulation – Thermal
Insulate all ductwork according to the tables below (unless otherwise noted and/or depicted
on the drawings).
Insulation shall have R-Values (m2.K/W) in accordance with NCC BCA Part J. Where the values
below are less than those listed in the NCC BCA, then the greater of the two shall be used.

3.3.3 Internal Insulation - Rigid Ductwork


Internal insulation of square ductwork shall be fibreglass or other approved material such as
polyester with facing complying with the requirements of SMACNA, AS4254, AS4426 and

AS/NZS4859.1 similar to CSR Bradford’s ‘Ultratel’ or Kingspan ‘Coolduct R2’.
The insulation shall be held in place using pins either spot welded or adhered to the walls of
the duct with an approved adhesive at not greater than 300mm centres. Locking press on
type washers shall be pushed over the pins after installation of the insulation to hold firmly in
place.
Folded PGI sheet angle and ‘Z’ sections shall be used to hold the insulation at all
circumferential joints. Internal insulation in rigid circular ducts shall be held in place using
perforated metal sheet.
Internal insulation in rigid circular ducts shall be held in place using perforated metal sheet.
3.3.4 Internal Insulation - Rigid Ductwork - Acoustic
Internal insulation of square ductwork shall comprise a minimum 100mm (unless greater
nominated elsewhere) thickness of polyester duct insulation similar to Tontine ‘AcoustiSorb’
with facing complying with the requirements of AS 4426.
The insulation shall be held in place using pins either spot welded or adhered to the walls of
the duct with an approved adhesive at not greater than 300mm centres. Locking press on
type washers shall be pushed over the pins after installation of the insulation to hold firmly in
place.
Folded PGI sheet angle and ‘Z’ sections shall be used to hold the insulation at all
circumferential joints.
Internal insulation in rigid circular ducts shall be held in place using perforated metal sheet.
3.3.5 Insulation - Flexible Ductwork
Shall be standard insulation similar to that provided with flexible ductwork such as CSR Bradford
‘Specitel’.
3.3.6 Insulation - External Insulation
Shall comprise of foil backed fibreglass wrapped around the duct and held in place with foil
adhesive tape similar to CSR Bradford ‘Multitel’.
3.3.7 Square Metal Duct
All square ductwork shall be machine bent and joined using matching angles. Proprietary
systems such as METU, Duct Mate or TDF may be acceptable, subject to prior approval during
shop drawing stage. Where exposed to view in occupied spaces use sheet metal two gauges
heavier than required for pressure rating with no cross breaking, no beading, no exposed
fasteners, free from damage, dents, blemishes and suitable for high quality finish painting.
3.3.8 Flexible Circular or Oval Duct
Circular or oval flexible ductwork shall be Westaflex ‘V-Flex’ or similar, arranged at joints such
that the spiral rib is continuous. Where exposed to view in occupied spaces, use 1mm thick
Spiroduct with spigot joints with backing ring, no exposed fastenings, free from damage, dents,
and blemishes, suitable for high quality finish painting.
Stainless Steel
Ductwork from fume cupboards (or exhaust points) to fans shall be circular or rectangular
Stainless Steel.
Stainless steel ducts shall be of spiral formed circular construction of 0.6mm minimum thickness.
Stainless steel joints shall be socket type. Horizontal ductwork shall be graded towards a drain
point.
Provide suitable supports for stainless steel discharge ductwork.
All discharge stacks shall be fitted with a coned outlet. A 316 stainless steel bird wire mesh shall
be provided in the fan discharge.

3.3.9 Wind Baffles
Provide wind baffles comprising a plate extending 200mm past the end of the louvre it is
protecting and fabricated from 16mm sheet steel.
The baffle shall be supported on suitable angle steel brackets 300mm in front of the face of
the louvre. The whole baffle and frame shall be hot dip galvanised after fabrication.
3.4. Dampers
3.4.1 General
Provide volume control dampers as indicated on the drawings and/or as required for correct
balancing and operation of the air systems. All dampers shall be sized to suit the ducts or
equipment into which they are installed. All dampers shall be free of rattles or vibration, slack
movement and fluttering. All dampers shall be provided with locking device to hold dampers
in pre-set position. Where nominated dampers shall be interlocked and/or motorised.
3.4.2 Spigot Balancing Dampers
Balancing of all grilles and diffusers shall generally be remote from the air terminal device and
not from dampers behind air diffusers or grilles, unless grilles and diffusers are duct-mounted.
Balancing dampers for air shall generally be integral with or directly downstream of take-off
spigots.
3.4.3 Butterfly Dampers
Butterfly dampers shall have square or circular blades to match the shape of the enclosure
and reinforced to prevent vibration or deflection.
3.4.4 Opposed Blade Dampers
Dampers shall comprise sets of ganged multi-blade dampers in rigid aluminium frames. The
dampers shall consist of extruded leaves not greater than 175mm wide and carried on zinc
plated steel shafts rotating in sealed miniature ball bearings. Edges of dampers shall meet
accurately to ensure good closure and shall be of Holyoake ‘HCD-75’ type or other approved
manufacture.
3.4.5 One-Way (Non-Return) Dampers
Shall be flutter-free, hinged single or multi-blade gang dampers, calibrated adjustable types,
to allow opening to air flow with minimum resistance and closure by gravity or adjustable spring
tensioner.
3.5. Air Terminal Fittings
3.5.1 General
Provide NATA approved air grilles and diffusers where indicated on the drawings. All shall be
free from bends, dents, blemishes, irregular or open joints and paint marks, otherwise they shall
be rejected. All shall be powder coat finished, in standard colours as nominated on site, unless
specifically nominated otherwise. All shall be connected to ductwork with suitable adaptors
such as cushion heads or spigots. Provide or arrange for penetrations in walls, ceilings, doors
and partitions to mount all grilles and diffusers. Provide grilles and diffusers suitable for mounting
in the relevant construction media.
Equipment shall be selected for duty and specified noise levels and have a matt black finish
to all internal surfaces visible through grilles and diffusers. Ceiling voids shall not be visible
through the register and cushion-heads or other treatment must be provided by the
Contractor to ensure this occurs. Install outlets with trim gaskets to accommodate movement.
Grilles and diffusers shall be as scheduled on the drawings and described below.
3.5.1 Cushion heads
Supply air cushion heads shall be internally acoustically lined with encapsulated 25mm thick
mineral wool with matt black finished aluminium foil facing and sufficiently thermally insulated

to comply with BCA section J requirements.
Cushion head neck sizes shall be adjusted as required to suit room acoustics and room air flow
requirements.
3.5.2 External Louvres
Shall comprise extruded fixed horizontal or vertical blade open 'Z' waterproof aluminium
louvres in a neatly fabricated extruded aluminium frame, similar to ‘Holyoake OHL102 100mm
Dual weather stop’ or Directflo ‘WL50’. Louvres must incorporate internal vermin-proof
galvanised wire mesh screens, minimum 1.6 mm thickness and nominal 13 mm x 13 mm mesh.
Rainwater collected by the louvres is to be completely discharged to the weather side. Egg-
Crate Registers
Eggcrate Return Air Grilles shall be Holyoake Model EC125 of aluminium construction. The
Eggcrate Core shall be 12.5mm x 12.5mm x 12.5mm and fitted in an extruded aluminium
Flanged Frame. Eggcrate Return Air Grilles shall be finished in powdercoat and fitted with
accessories and dampers where indicated as manufactured by Holyoake.
3.5.3 Security Grilles
Shall be heavy gauge perforated plate framed by a heavy section aluminium surround. The
perforated diffusion plate shall be locked in place by solid heavy aluminium spacers welded
to the surround, fitted with accessories and dampers, similar to Holyoake ‘CPSS’.
3.5.4 Door Grilles
Shall be similar to Holyoake DG-52 or Variflow ‘DT’ comprising inverted 'V' chevron louvres in
neatly fabricated aluminium frames.
3.6. Air Filters
3.6.1 General
Provide filters to all equipment on the drawings and/or as scheduled elsewhere herein. Filters
shall be secured within sturdy frames constructed and sealed to prevent air-bypass around the
filter which can smoothly and easily slide out via access from a sealed and hinged access
door within the equipment, ductwork or plenum as applicable.
Flow rates across filters shall be as scheduled for the particular item of equipment. Manufacture
shall be Rainbow Filters or equivalent.
Absolute filters and associated pre-filters shall be provided within their own chamber and slide
out panel immediately downstream of air handling unit.

3.7. Refrigerants
3.7.1 General
All works involving refrigerants including storage, transportation, handling and recovery shall
be carried out in accordance with applicable Standards and Regulations, including AS1677
Parts 1 and 2.
3.7.2 Refrigerant charge limits
Refrigerant charges for each system shall be provided in accordance with practical limits
nominated by AS1677 and all applicable Standards and Regulations.
Contractor shall review allowable practical limits to suit the project specifics and ensure
required system refrigerant system charge to suit shop drawing equipment and pipework
layout is within allowable limits.
3.8. Variable Refrigerant Flow Air Conditioning Systems
3.8.1 General
Supply and install a complete multihead variable refrigeration flow (VRF) air conditioning
system. System shall generally be in accordance with that shown on the drawings and/or as
scheduled elsewhere herein. The Contractor shall install all pipework, wiring, and controls in
accordance with manufacturers project specific recommendations. All manufacturers
general recommendations for equipment installation and commissioning shall also be
adhered with.
The system shall be complete with outdoor condensing units, indoor fan coil units, gas-liquid
distributors/branch selector boxes, refrigeration pipework, controls, control panels, sensors,
interface cards and power wiring.
Capacities shall be achieved at an ambient temperature of 38°CDB, 20°CWB for cooling and
4°CDB for heating.
The contractor shall assess and revise unit selections of indoor and outdoor units with
consideration for variation in capacities due to refrigeration pipe lengths and level differences
between system components.
The indoor to outdoor system connection ratio shall not exceed manufacturers
recommendations.
3.8.2 Indoor units
Indoor units shall be provided as proprietary units of the manufacturer nominated complete
with statically and dynamically balanced fans, DX copper tube with aluminium fin evaporator,
integral drain pump, integral wiring and automatic controls.
Each indoor unit shall be provided with no-voltage contacts which shall be connected
together in parallel to start the supply air fan whenever any indoor unit operates.
Indoor units shall be designed to operate within the range of -5°C to 45°C without failure.
Refrigerants used shall be R410a unless otherwise nominated. Indoor units shall be provided
with built-in condensate pumps. Where drains cannot run away on grade from the unit, then
shall provide these units with optional condensate drain kits, however Consulting Engineer
approval is required prior to ordering.
Provide with each unit a 20mm rigid PVC (unless insulated copper is nominated specifically)
drain to stormwater or sewer via trapped tundish, fitted with waterless trap.
Units shall be mounted in accordance with manufacturers recommendations and in
accordance with the vibration and acoustics section of this specification.
Acoustic performance of unit shall be as nominated in equipment schedule.

3.8.3 Outdoor units
Outdoor units shall be provided as proprietary units of the manufacturer nominated complete
with;
• Statically and dynamically balanced vertical discharge axial compressor fans;
• Inverter driven scroll compressor complete with crank case heater and all associated
wiring and controls;
• Factory pre-charged refrigerant;
• Proprietary legs and fixings points secured in accordance with the Vibration and
acoustics section of this specification;
• All integral wiring, valves and safety controls to protect equipment operation and
integrity;
• Sound pressure levels shall be in accordance with values nominated in equipment
schedule;
• Condensate drain to nearest tundish;
All electrical wiring to and from units including isolators shall be installed in accordance with
manufacturers recommendation.

Condensers shall be designed to operate within the range of -5°C to 45°C without failure.
Refrigeration pipework between the internal unit and external unit shall be run in a neat and
orderly manner, square with the building or where shown and sized and installed in
accordance with the manufacturer's requirements, having regard to length of run and height
differences.
Where mounted on the ground outside of plant areas, provide lockable chain-wire mesh
enclosures around equipment, to the Architect’s design Approval.
3.8.4 Pipework
Refrigerant pipework between the internal units and external units shall be run in a neat and
orderly manner, square with the building (or where shown) and sized and installed in
accordance with the manufacturer's requirements, having regard to length of run and height
differences. Where shown on drawings, provide tray for the refrigerant pipework. All external
pipework to be installed within corrosion resistant sheathing, neatly installed without gaps and
suitably supported from the ground and building. Sheath to be finished and coloured to the
Architect’s approval.
3.8.5 Hardwired Remote Controller
Contractor shall supply and install hard-wired wall mounted controllers to each unit, located
in position as marked on drawings.
The remote control unit shall be capable of indicating unit status, room temperature, set point
temperature and fan speed via LCD display.
The following functions shall be available to the user via the remote;
• Unit on/off
• Temperature adjustment
• Selection of heat/cool/vent/auto/dry mode
• Section of fan speed
• Access to programmable 7-day timer
Provide remote temperature sensors in locations as nominated on drawings for temperature
control of indoor unit.

3.8.6 Equipment Manufacturer
The manufacturer shall view the mechanical Works tender documents and make the
necessary calculations to ensure that the equipment they are offering meets all the safety
requirements of AS 1677. If the manufacturer cannot meet the refrigerant volume with respect
to space volume requirements of AS1677 then this shall be declared in tender submission.
Failure to notify will be interpreted as compliance with AS1677.
The Contractor shall engage the manufacturer to be in attendance at their commissioning
and testing stage to ensure it is carried out to their recommendation and that the whole system
is operating correctly prior to handover.
Equipment selections are based on Mitsubishi Electric.
Other manufacturer’s equipment with at least equal performance and specifications in all
aspects, including equipment size, acoustics, operation and controls will be considered as a
tender alternative, however this must be clearly stated as a below the line item on tender
submissions.
3.8.7 Equipment Schedule

3.9. Ventilation plant
3.9.1 General
Contractor confirm actual system resistance to suit ductwork shop drawing layout and make
any necessary adjustments at no cost.
Provide weather proof flashing through roof and/or wall structure as required to suit equipment
layout.
Provide backdraft damper in accordance with NCC-BCA section J requirements to
automatically seal ductwork when fan not in use.
Fans shall have ‘Traffolyte’ label visible from service point.
Fans shall have acoustic performance as indicated in equipment.
Fans intended as smoke spill fans shall be manufactured operate in accordance with AS
1668.1.
3.10. In-Line Fans
3.10.1 General
Provide in-line duct fans where shown on the drawings and/or as scheduled elsewhere herein.
Fans shall be supported from the structure on brackets and isolated from the brackets on
rubber-in-shear mounts. Provide 'Brelon' flexible connections to ductwork and/or equipment.
The fans shall be of the manufacture as scheduled or approved equivalent.
3.10.2 Equipment Schedule
Refer to drawings.
3.11. Domestic Kitchen Range Hoods
3.11.1 General
Provide cooktop range hoods where shown on the drawings or a scheduled.
Provide weatherproof penetrations to the structure to fit the extract duct as required, ensuring
it is dustproof and free from rattles.
Provide rigid duct from unit to either the roof over with weatherproof cowl flashed through roof

3.11.2 Interlocks
Where an in-line booster fan is scheduled, interlock the booster fan to the range-hood fan for
simultaneous operation via phase sensing relay.
3.11.3 Performance/Equipment Schedule

3.12. Pipework
3.12.1 General
Provide all pipework where and as shown on the drawings. Run pipework square with the
building and arranged to sufficiently accommodate expansion and contraction without
imposing excessive stress on the pipework, pipework suspension or the building. Provide
expansion devices, anchors and guides as necessary.
Horizontal pipes shall generally be run on a slight grade with manual air bleeds provided at all
high points and drain cocks (where applicable) to waste at low points in the system, each in
an accessible position. Pipework anchors, thrust blocks, supports and expansion joints shall be
specifically designed and selected to accommodate weight of full piping, pressure thrust
forces (including those generated by test pressures), thermal expansion and contraction,
seismic restraint requirements, and building dynamic and time-dependent movement and
plant movement.
Pipe sizes nominated shall be nominal bore sizes and shall conform to the relevant Australian
Standard and Authorities requirements.
Pipes shall be thoroughly cleaned of dirt and scale before installation and open ends shall be
kept closed. Sleeves shall be provided where pipes pass through walls and these shall be built
into the structure. Escutcheon plates shall be provided to cover these penetrations.
Allow to co-ordinate pipework with building structure and other services as necessary and
provide offsets as required to suit structural or other trade equipment. Plastic or similar polymer
pipework shall not be installed close to hot surfaces or sources of heat. All pipework shall be as
scheduled below.
3.12.2 Dissimilar Metals
Dissimilar metals such as copper/brass and steel/galvanized products including bolts, nuts,
washers, etc., shall be isolated entirely in all instances.
Pipe connections shall be made using matching flanges with suitable gasket kits complete
with Delrin sleeves and washers. Flange bolts shall be brass or stainless steel.
3.12.3 Flexible Connections
Provide flexible pipework connections as shown on the drawing, where pipework flexibility
does not prevent transmission of vibration through to the building structure or where the
expansion and contraction of pipework imposes excessive stress on the pipe.
Flexible connections shall provide traverse movement and be similar to Flexonics ‘Metal Hose’
connectors and shall be installed in accordance with the manufacturer’s recommendations.
The flexible connector shall be selected to suit the fluid passing through the pipe and the
environment in which it is installed.
Threaded connections may be used for pipes up to 32mm and flanged connections shall be
used for sizes above 32mm.
3.12.4 Press-fit Connections and Pipework
Where Approved, press-fit type pipework and fittings may be used as an alternative to the

pipework specified.
Press-fit pipework must be wholly provided by a single manufacturer and strictly in accordance
with the manufacturer’s recommendations, details and requirements by a tradesman trained
and qualified to install the systems.
Connections to equipment and/or other pipework systems will be made in a manner that will
not cause electrolysis or corrosion to the equipment or either piping system.
The chosen system must be designed for use with the medium in which it reticulates and the
required testing and operating pressures.
Pipework and equipment must be approved and compliant with all relevant Authorities,
Codes and Australian Standards and cleaning, pressure testing and insulation requirements as
specified will still apply.
3.12.5 Pipe Supports
Provide pipe supports at intervals in accordance with those stipulated in AS3000 (or in
accordance with manufacturer’s recommendations for proprietary systems) with provision for
movement due to expansion and contraction in the desired direction and prevent transmission
of vibration by use of clips, rollers, hangers and/or neoprene shear or helical spring vibration
isolators.
Thermal-related movement shall be suitably proportioned throughout the whole of any
pipeline by the provision of bends and anchors.
Branches shall be supported to prevent excessive stresses to pipework, valves, equipment and
structure and allow for appropriate movement under all conditions.
Pipe supports may be of proprietary brand and where used shall be in accordance with the
manufacturer’s requirements and grouped where pipes run in parallel. Provide insulated
ferrules with a compressive strength greater than 650 kPa between the pipe and pipe support
on insulated pipes.
Dissimilar metals shall be isolated electrochemically from each other.
Fastening to the structure shall be in an Approved manner. Wooden plugs and explosive
fasteners shall not be accepted.
3.12.6 Pipe Sleeves
Fit each pipe passing through a core hole or masonry/concrete wall/floor with 0.6 mm
thickness sheet copper sleeve having a grooved and steamed joint. Sleeves shall be cylindrical
having a diameter to provide a 25mm gap all around the pipe passing through the sleeve.
Alternately, copper tubing may be used as the sleeve if a 25mm gap around the pipe can be
achieved. Each pipe passing through the sleeve shall be positioned centrally in the sleeve to
ensure the annular space between the pipe sleeve is equal and round. Pack between each
installed pipe and the core hole sleeve with approved fire retardant foam. Trim excess foam
to be level with the ends of the sleeve recommendations are an acceptable alternative. Fit
each pipe passing through a core hole or masonry/concrete wall/floor with 0.6.
3.12.7 Fire Collars
Provide fire collars on all pipe and cable penetrations passing through required fire rated
building structures. All penetrations shall be of an approved type in strict accordance with
structural and fire engineering details. Collars shall be of Assa Abbloy ‘Pyropanel’ or approved
equivalent suitable for the type of fire rated structure, penetration type and time of installation.
Intumescent material unaffected by water, atmospheric influences and industrial
environments, and it is also resistant to dilute acids, alkalis, paints and conventional
construction materials such as gypsum, lime, cement and adhesives.
Provide approved radiation guards on top of slabs fixed in place with masonry anchors where
pipes penetrate floor within 25mm of combustible material.

3.13. Pipe Insulation
3.13.1 General
Provide insulation on all piping, vessels, heat exchangers, tanks and all other thermal-transfer
surfaces in accordance with BCA/NCC Spec J5.2c, AS4859.1, AS4426 and Insulation Guidance
Note - Thermal and Acoustic Insulation of the Thermal Insulation Contractors Association of
Australia Incorporated (TICA).
Insulation shall be installed by skilled tradesmen experienced and competent in this type of
work. Immediately before applying insulation, surfaces to be insulated shall be cleaned of all
scale, rust, dirt, oil and grease and then thoroughly dried.
The insulation shall not be applied until all pressure testing of that section of pipework has been
inspected and approved by the Consulting Engineer. Insulation adjacent to non-insulated
valves, flanges, pumps and other equivalent shall be neatly coned down. Proprietary valve &
equipment insulation covers shall be provided to valves, ports and equipment and shall be
easily removed for access and testing.
Insulation shall be protected against the effects of weather, sunlight and the temperatures of
the fluid within the pipe/equipment in which it covers and must be fitted with a vapour barrier
on the outside of the insulation.
External insulation shall be given two coats of Armaflex Finish or equivalent prior to sheathing,
in accordance with the manufacturer’s recommendations.
Where buried, pipework insulation shall be wrapped in two layers of Denso ‘Flood Tape’ or
equivalent prior to sheathing and sealing.
Where penetrating fire compartment walls and floors, the insulations shall be sealed with
Pyropanel ‘Intumex L’ or equivalent in accordance with the manufacturer’s recommendations
and in adherence with AS1530.4 to provide a four hour fire barrier. 2

3.14.2 Service Covers
Provide weatherproof covers to external services including, but not limited to pipework,
insulations, cabling, conduits, trays and equipment.
Covers shall be neatly fabricated and installed comprising a top section of pre-finished
‘Colourbond’ sheet steel coloured to suit the adjacent surfaces and suitability fixed. Cover
shall divert and not impede the flow of rain.
3.15. Automatic Controls
3.15.1 General
Provide a complete control system for the mechanical equipment shown on the drawings
and/or described below. The work shall include all sensors, actuators, controllers, interfaces,
interlocks, alarms, wiring and commissioning as required to ensure that the system is protected
and operates as intended.
Each item of equipment shall be controlled individually, generally by means of switches, which
will enable the equipment to be isolated, run manually or automatically, depending upon the
set function.
The descriptions below describe the operation of the systems:

Automatic (AUTO) Autonomous energisation and control of systems, generally by time-


clock or relay condition.

Manual (MAN) Continuous operation of system, bypassing automated input


parameters such as time-clock control, without bypass of safety
controls or necessary interlocks (such as Fire Control Panel signal shut-
down).

Off (OFF) Completely shut down system.

a. Exhausts
Each exhaust system shall be controlled as described as nominated in the fan schedule or
controls scheduled outlined elsewhere herein.
3.15.4 Central Heating & Air-Conditioning Plant
a. Variable Refrigerant Flow
Each indoor unit shall be arranged to start via the local controller, centralised control or BMS
as outlined elsewhere herein. Heating or cooling mode will be selected as required. This in turn
will energise the central condensing unit. The fan of each indoor unit shall run continuously
when operating, not just during cooling/heating mode and refrigerant flow shall be varied to
each fan coil unit appropriate the amount of conditioning required.
The local wall controller shall be a hard-wired standard unit provided with the system (unless
nominated otherwise elsewhere herein) to allow individual temperature control within a
programmable set range (say 22-26 °C in summer, 19-23°C in winter) and also provide fan
speed control.
The VRF system shall be provided with a high level BACnet interface module and connection
to the BMS where system nominated.
Where the system is specified to connect to a BMS, the BMS shall then have central control
over the VRF system and provide:
• normal time-clock start/ stop control on a day by day weekly basis;
• The ability to change room set-point temperatures, range and the dead-band range
over which the local controllers can operate;
• Provide over-riding control by authorised personnel locally or remote from site via the
internet;
• Provide graphically view of the system on the client’s computer on site, and also with
remote access via the internet; &
• Send out alarms via the internet to nominated agents such as maintenance contractor
and client staff.
The control temperature sensors shall be integral within the wall controller or via a separate
remote sensors where indicated.

3.16. Sensors & Switches

3.17. Actuators
3.17.1 General
Provide calibrated motorised actuators in suitable covers as required to meet the design intent
and mount in positions that ensure rapid response to change of environment in positions that
are aesthetically pleasing, are not affected by unwanted external influences and fit for
purpose. Covers shall be robust and have concealed fixings. Where concealed they shall be
accessible for maintenance and replacement.
Actuators shall be shall be driven to the full bypass or off position when de-energised. Actuators
shall be sized to pass not less than the scheduled quantities of fluid at the nominated pressure
drop.
Damper and actuator motors shall have at least twice the operation torque required. Select
or adjust operating speeds so that the motor will remain in step with controllers without hunting,
regardless of motor variations. Life spans shall exceed 50,000 open-close operations.
Damper linkages shall be properly adjusted to perform the function required and be spring
return type to fail in either the open or closed position, suitable to the safety requirements of
the system to which they are installed. Dampers shall not exceed 1.2m2 per motor.
To verify the valve selections made, prior to installation, submit a valve schedule detailing valve
make and model, valve pressure drop at design flow, valve flow coefficient (KV), pressure drop
of item served at design flow and valve actuator.
3.18. Mechanical Services Switch Boards, Electrical & Control Panels
3.18.1 General
Provide all the electrical equipment and wiring associated with mechanical plant and controls
equipment including, but not limited to the following:
• Wiring of mechanical plant;
• Wiring of all automatic controls; &
• Commissioning.
Provide additional items of equipment or auxiliary equipment or controls that may be required
in addition to that specified in order to achieve the required operation of the equipment
referred to herein.
3.18.2 Shop Drawings

Prepare and submit to the Consulting Engineer for his information a Schematic Wiring Diagram
for the whole of the power and control wiring showing all equipment and interconnections
prior to commencing any control wiring.

Provide all sub-circuit electrical wiring between the switchboards, control panels and the items

All equipment up to 20 kW rating shall be provided with a Wilco ‘WISM’ series isolating switch
adjacent to the motor.

3.19. Additional Corrosion Protection
3.19.1 General
Provide additional corrosion treatment to equipment as scheduled below or where units are
within 5km of coastal, marine and/or industrial environments.
Powder coated metal casings of outdoor units shall have enhanced corrosion protection by
the application of a marine grade polyurethane coating applied to the inside and outside
casing surfaces. Coils shall be with treated with Blygold ‘PoluAL XT’ anti-corrosion coating.
Arrange with the equipment manufacture to provide delivery of equipment to and from the
nearest Blygold factory from their warehouse or site.
Equipment shall have a minimum 4,000 hours salt spray/acid salt spray resistance to test
standard ASTM B117/B287 and 25-30 micron dry film thickness applied evenly to cover all fin
surfaces. No uncoated edges are permitted.
