Dear ASM Students and Families,

We understand that recent times have been riddled with doubt and confusion regarding your qualification for permanent registration
to practice medicine in India. Since the beginning of this issue in 2021, AMA has been actively exploring and initiating methods to
resolve all concerns. We assure you that until this matter is settled with finality, we will tirelessly work and do everything we can.

At this point in time, we are already certain of two things: (1) ASM is allowed to have a 54-month curriculum with 12 months
internship; and (2) Indian medical students conferred with a Doctor of Medicine degree by ASM are eligible for registration and
practice of medicine in the Philippines.

On April 24, 2023, the Commission on Higher Education (CHED) certified that “the DOCTOR OF MEDICINE degree pursuant to
CMO NO. 18, Series of 2016, specifically Article V, Section 8, allows for a 54-month curriculum and one-year internship duration in
their respective base hospitals for both Filipinos and foreign students.” This confirms that ASM, as a CHED recognized medical school,
is allowed to implement a Doctor of Medicine curriculum and internship program with said durations. We are in the process of adopting
these changes and implementation will be conducted at the soonest possible time.

On March 30, 2023, the Professional Regulation Commission (PRC) certified that “a foreign medical student who has been conferred
the Doctor of Medicine [degree] from a College of Medicine recognized by the Commission on Higher Education (CHED) is eligible
for registration and practice pursuant to the pertinent provisions of the Philippine Medical Act of 1959.” This confirms that all foreign
medical students, including Indian nationals, who are conferred the Doctor of Medicine degree by ASM, a College of Medicine
recognized by CHED, are eligible for registration and practice of medicine in the Philippines.

These two concerns, the duration of study and being registrable in the Philippines, are the main issues that faced us from the issuance
on November 18, 2021 of the National Medical Commission (NMC) guidelines for grant of permanent registration to foreign medical
graduates. The certifications from the concerned government agencies, CHED and PRC, resolve with certainty the said two concerns.
We hope that this clears any doubt and worry in your minds regarding the validity of your ASM degrees and your qualification for
grant of permanent registration in India.

However, our work in this matter is not yet done and we guarantee that we will continue to follow through. The next steps are: (1) to
make sure that these certifications are known and recognized by relevant institutions, including the Indian Embassy in Manila, and (2)
to show a concrete example of an Indian ASM graduate being allowed to apply for and take the Philippine Physician Licensure Exam
(PLE).

On May 26, 2023, the Indian Embassy posted an online advisory that may seem contradictory to PRC’s March 30, 2023 certification.
AMA met with key PRC officials together with other medical schools on June 7, 2023 to discuss the issue and PRC assured us that
their March 30, 2023 certification has not been modified – foreign medical students conferred with the Doctor of Medicine degree
from a CHED recognized College of Medicine are eligible for registration and practice in the Philippines. In order to resolve the
apparent misunderstanding, a meeting has already been scheduled with the Indian Embassy along with PRC and other medical schools,
with the goal of having the PRC certification recognized by the Indian Embassy and having a unified interpretation and position on
the matter.

Another step that we are taking is to facilitate the application of an aspiring Indian ASM graduate to take the PLE. Having all the
necessary requirements, we are confident that the application will be granted. The objective here is to concretely show that an Indian
national who has been conferred a Doctor of Medicine degree by ASM is allowed to sit for and take the PLE, with the necessary
implication that the same Indian national, as well as all other Indian nationals, are registrable to practice medicine in the Philippines.

It is clear that your qualification to be granted permanent registration in India is no longer an issue. Nevertheless, we will continue to
act on the matter and resolve any lingering concerns and doubts. We will continue to be transparent with our actions and we will
provide information to you whenever there are significant updates.

As a medical student of ASM, you are part of a supportive community that believes in your potential and is determined to help you
succeed. We are fully committed to you and your families in resolving all these issues. Please be assured that we are taking all necessary
steps to ensure that your journey to becoming exceptional doctors remains uninterrupted and unhindered.
