NLNG's near term expansion plans, called NLNG T7 Project, has the objective to
maximize current and generate additional value by expanding the existing NLNG
Complex with a Complete Train 7 (replica of the T6 as-is design and indicated as
CT) and a new Common Liquefaction Unit (indicated as CLU) that collects
excess treated gases from the existing trains and process it to LNG.
Marine facilities shall be provided for the safe approach, berthing, loading, and
departure of LNG Carriers (LNGCs) exporting LNG for the NLNG T7 Project. The
main items under marine facilities are the addition of a new LNG jetty (Jetty 3),
upgrade of the existing Former Aggregate Berth (F.A.B.) as Material Offloading
Facility (MOF) for the T7 project, the extension of the existing MOF Jetty 2, the
construction of a New Passenger Terminal (NPT) and the dredging of F.A.B. and
MOF areas.
The LNG Jetty for T7 project comprises 693m length access trestle, including
two building platform, one loading platform, Three berthing dolphins for large
size vessels, and two berthing structures for small vessels. Six mooring dolphins.
Catwalks to connect dolphins and loading platform. Pipe-rack for LNG pipes.
Berthing facilities, e.g., fenders, QRHs, ladders, handrails, navigation lights etc.
The entire structure is supported on pile foundations and China Harbour
Engineering Company (NIG.) Ltd. (CHEC) is the SUBCONTRACTOR Selected
for the construction of Marine structures with respect to execution of
Engineering, Procurement and Construction of the new LNG Jetty 3 and the New

The construction of abutment and slope protection will be done in two (2) stages,
The 1st stage is from the existing seabed up to elevation +5.71 LAT to prepare
the hook-up of the launching platform foundation for modularized piperack
support. and the 2nd stage will be continuation of abutment walls and slope
protection including pavement after the completion of pipe rack installation.

The bottom level of the retaining wall is located at +3.56mLAT, with base
width of 3.1m. The top level of the retaining wall is varied from +8.13mLAT
to +7.18mLAT, and for design purpose, +8.13mLAT will be used in the
calculation. thickness of retaining wall is 0.5 m.
Self-weight of the major construction materials for retaining wall is calculated
according to the densities listed in Table 1 below.

+3.56mLAT, which is 2.3m above the Mean Seawater Level. Active and passive

materials presented according to the Coulomb’s earth pressure theory. Live load
is 15 kPa is uniformly distributed to the reclamation area as per retaining wall.
Geotechnical stability checks of the Design method and criteria shows that the
retaining wall is designed to have adequate stability against sliding, overturning
and do not impose excessive bearing pressure on the foundation ground when
subject to actions. The following failure modes have been checked in the design:
a. Failure by sliding of the wave wall
b. Failure by overturning of the wave wall
c. Failure by bearing resistance of the ground under the wall
LRFD method (with partial factors) is be applied for sliding, overturning and
bearing resistance check based on Eurocode 7.
Stability verification against sliding and bearing capacity shall be conducted by
the partial factor method in Eurocode7, under GEO limit state. Design approach
1 is applied with two combinations of sets of partial factors. Normally
Combination 1 is critical for structural design, while Combination 2 is critical for
Geotechnical design. It is therefore only Combination 2 has been considered in
the calculation.

The base preparation of retaining walls shall be done in the following activities:

Required for this exercise is a Crawler Crane, concrete pour bucket, poker
The Concrete Pour report will display the list of planned and actual concrete pour
activities with details of each pour such as location, structural system, volume in
m3, concrete strength, finish quality, curing method, planned and actual pour
date, and the project schedule activity associated with this pour.
The footing is 500mm thick with a combined length of 27.45m (for Types 1& 2), it
is intended to be poured in installments of 10m span till all footing is complete.

In areas where reinforcing steel congestion is anticipated (in this case concrete
construction joint modification), mechanical couplers can be substituted to

enable full development of reinforcing strength at splices. Provision of
mechanical couplers in the vertical Rebars will be staggered.
Once this is achieved, Slope Protection begins from backfill up to +5.71 LAT.
Going forward, the wall will be cast to design finish height EL. +8.13 LAT.
Upon completion of pile driving the following activities will be done to complete
the 1st stage of Abutment and Slope Protection works.
- Pile cut off
- Evacuation of soil inside piles (5.6250m depth)
- Collar installation (Axis 3 piles only)
- Concrete shell placement (transverse beam)
- Rebar cage and transverse beam reinforcement installation
- Cast insitu of concrete plug and Transverse beam
- Foundation for Hook-up for Modularized piperack support
- Longitudinal beam placement (Axis 2 to 3)
- Deck/pavement/walkway
- Guard/handrails
3.7.3 Base Preparation for Axis 1 & 2 for Pile Cap Installation
For Axis 1 & 2 of Access Trestle, after pile cut off, base foundation for Pile Cap
(Precast Concrete Shell) will be prepared. Backfilling and compaction around
the pile will be done by plate compactor. Levelling of base foundation will be
done in the area covering by the concrete precast shell with an extra width of
200mm.

Pile Cap (Precast concrete shell) Type TB-01 weighing 23T and Type TB-02A/B
(2 halves) weighing 27.8T will be installed at Axis 1 & 2 by 150T Crawler Crane
respectively. The pile cap will be installed on a prepared ground foundation. For
Axis 3 of Access Trestle, pile collars will be installed by encircling the pile as
support for the concrete precast shell. Precast concrete shell Type TB-01
weighing 23T will be installed by 150T Crawler Crane.
Lap length will be 40d where d is steel dia. and horse bench where necessary,
shall be checked and inspected. Spiral rebar is then wrapped around it,
afterwards the steel fixer goes into the pile cap to fix bottom rebar for the cage
that was left open to facilitate lowering of pile rebar.
All embedded components such as anchor bolts for piperack supports and
anchor stoppers will be installed prior in-situ concrete works

Water for site preparation work shall be clean and free of detrimental impurities
such as oils, acids, alkali, organic matters, chlorides, sulphates and deleterious
matter.
As specified in GFS IG. 34.85.22 Site Preparation & Earthworks 2018-02 and T-
14.472.378 already sand filled material that has been well compacted using
Pneumatic/vibro roller or suitable subgrade material, hauled to site, placed,
spread and rolled and well compacted to at least 90% of the maximum dry
density per ASTMD1557 in general areas with the CBR ascertained to be ≥5%,
this layer after being made ready receives a layer of sub-base course.
Consisting of crushed rock laid on the well compacted subgrade, spread, rolled,
and well compacted to GFS IG.34.85.22 Site Preparation & Earthworks 2018-02
to height of 150mm.
Right on top of the crushed rock base course comes a lean concrete course as
base and is of concrete grade C20/25 poured on the surface using
excavator/wheel loader and manual labor doing the spreading to all
corners/edges of the road surface to a height of 210mm. Refer to T-14.472.369
for Concrete specification.
For the construction of Access Trestle Abutment & Slope Protection, human as
well as heavy equipment, and material resources will be greatly needed.
Find below the list of equipment available for use at the site:
All activities shall be carried out in strict adherence to our QHSE Policy and
procedures and Construction activities shall not be carried out in severe weather
conditions such as storms, or great wave. Our QA/QC measures shall be in full
force.
All equipment must be calibrated and checked before commencement to ensure it
is working correctly.
Access Trestle Abutment & Slope Protection construction works shall conform to
overall Project Quality Plan as contained in the document T-14.472.342.
Construction activities shall also be executed in full compliance with all safety
procedures and standards as required by the contract. This shall include:
- The establishment of the project safety team.
- Regular safety awareness programs shall be conducted to instil the safety
culture and awareness on the construction site.
- This project shall have the "Safety First, Focus on Prevention" policy.
As commonly practiced, compulsory safety Induction Programs shall be
implemented on this project. It will be compulsory for the entire workforce
involved with the project to attend the program before being allowed to
participate in any construction work.
PPE shall be provided for all workers.
Meanwhile, the layout for Access Trestle Abutment & Slope Protection, shows
contingency for SIMOPS are factored in the JHA document T7-22-CHEC-JHA-
007-RV001 for coordination and proper planning of site activities. Refer to
Appendix 9 SIMOPS Plan for Access Trestle Abutment & Slope Protection
Construction.
8 Working Access HIGH -Proper access working platform should be available for
every activity
-Access equipment (ladders, scaffolds, man-basket,
gangway) should be duly inspected and certified before
use.
-Proper stable fixed walk way should be in place across the
bailey truss during installation of bolts.
The general waste management and disposal will be implemented as per the
Project Waste Management Plan (T-14.372.349) and other project requirements.

Protection for details of environmental impact prevention and mitigation.

7.6 Risk Assessments and HSE Precautions
A Job Hazard Analysis (JHA) is an analysis of the hazards and risk associated
which focuses on identifying and controlling hazards. Utilizing the JHA will
provide a process for analyzing the work activities that will identify the tools,
materials and equipment needed to develop work methods and procedures for
accomplishing the task. JHA for pile installation and testing works has been
jointly reviewed and approved refer to document JHA number T7-22-CHEC-
JHA-005-RV02.
The process included identify existing and potential hazards from steps from
the work method statement and assessing the risk and identify methods to
eliminate or protect against the hazards, refer to document T7-22-CHEC-JHA-
005-RV02.
Onsite before these activities starts, daily LMRA (Last minute risk assessment)
is conducted by task specific supervisors with crew members using the task
specific activity from the JHA to alight potential hazards and control measures in
line with the task, under the supervision of onsite HSSE personnel. However,
JHA for load test offshore will be developed in line with offshore activities from
WMS and approved upon joint review with CTR and CPY.
While the Project HSE plan remains valid, in the document T-14.472.022
Emergency Response Plan is reported the Hazard Identification Risk
Assessment for the activities that will be carried out during the pile testing
activity:
o Loading / Offloading of equipment or materials
o Lifting
o Drilling
o Welding
o Working over or near the water.

The emergency related to the oil and chemical spill the specific measure
is made available to respond the situation. In order to deal with a scenario to

deal with oil, lubricant or chemical, the immediate containment and efforts
to minimize the spill or proactively control the spill is important. The spill may
occur areas such as oil and fuels storage area, waste oil storage, generator
area, store. The aspect covering the project scope will be implemented
accordingly.
1. All chemical and oils in site must be known to the HSE in terms of
its hazards, quantity, and any other relevant information from the
manufacturer through MSDS.
2. Copies of MSDS must be kept in site infirmary, site store and
chemical and oil storage area.
3. Spill kits must be provided to meet the requirement in case of spill
related emergency.
4. All personnel must be trained in dealing with chemicals and oils and
how to prevent the spill during the normal operations.
5. Spillage of fuels, oils and lubricants will be mitigated by thorough daily
inspections of plant and machinery prior to authorization of works.
6. Drip trays for all stationery equipment’s will be provided with sufficient
size to meet at least 110% of total quantity stored.
7. Site HSE officer shall train the site crew in how to respond in an
environmental incident and how to use spill kit.
8. Provide internal identification tag to all approved storage units and
conduct a COSHH assessment and monitor the changes in use and
storage of both used and unused chemical and lubricants materials.
