“RE-APPOINTING THE BARANGAY ANTI-DRUG PERSON IN-

CHARGE ON THE REFERRAL DESK OF BINGAY, BORBON, CEBU”

WHEREAS, drug-related incidents have been continuously present in our country and
resulted in multiple crime incidents. Even with the efforts of the PNP and other law enforcement
agencies of the government, their remaining presence threatens the peace and order in the
communities nationwide. The barangays, as the first row of defense, should lead the fight against
illegal drugs through the operation. “Mamamayan, Sugpuin ang Iligal na Droga” (MASID);
WHEREAS, that this is to put emphasis on to local authorities, especially the barangay officials,
their principal tasks in support of overall government efforts to address peace and order, particularly
to control illegal drugs and other substances;
WHEREAS, the Barangay Anti-Drug Abuse Council do hereby re-appoint our BADAC
SECRETARIAT (MA. MYRNA M. JUMAMOY) and our NURSE DEPLOYED – PROJECT (NEILMAR
S. MANZA) as the PERSONS IN-CHARGE on the REFERRAL DESK Barangay Bingay, Borbon,
Cebu and its role in the Drug Clearing Operation.
NOWTHEREFORE, NACIANSINA S. CATUBIG, Punong Barangay and the BADAC
Chairperson of BINGAY, BORBON, CEBU.

SECTION 1: FUNCTIONS. It is hereby institutionalize the “Barangay Anti-Drug Abuse

Council” (BADAC) to highlights the local authorities, specially the “Barangay Officials” as the main
responsibilities in support of the over-all government efforts to address peace and order, particularly
the control illegal drugs and other substances:
a) To assist the drug victims or surrenderers in the barangay.
b) Help the drug victims or surrenderers to go in the process of barangay rehabilitation
program.
c) Identify and report to the BADAC, drug dependent cases and/or suspected
pushers/illegal drug laboratories in his/her area.
d) Assist in the conduct of information campaign against illegal drugs and its negative
consequences.
e) Help facilitate in the preparation and distribution of information materials in
collaboration with the school, neighborhood association, etc.
f) Assisting on the ASSIST-BI (Alcohol, Smoking & Substance, Involvement Screening
Test - Brief Intervention) interviews.
g) Monitor all the Drug Surrenderees.
h) Man the Rehabilitation Referral Desk;
i) Conduct an interview to solicit personal information from the surrenderer
[Annex “B”]
j) Immediately inform the Punong Barangay in case the surrenderer is included in
the Target List, Wanted List and Watch List Personalities of law enforcement
agencies, such as but not limited to PDEA, PNP, and NBI; or has any other
pending criminal case;
k) Refer or endorse drug dependents to the City/Municipal Anti-Drug Abuse
Council (C/MADAC) for screening using the Alcohol, Smoking and Substance
Involvement Screening Test (ASSIST);
l) Log and maintain a record book containing all personal information of
surrenderers. 3
m) Ensure confidentiality of all information of surrenderers;
n) Monitor Progress of surrenderers; and

o) Perform other duties and functions as may be deemed necessary.

SECTION 2: COMPOSITION OF Barangay Anti-Drug Abuse Council (BADAC) Referral
