CHAPTER 1

INTRODUCTION

The Implementing Rules and Regulations of the Magna Carta of Women

provides for the establishment of a VAW desk in every barangay. The Violence

Against Women (VAW) Desk is a barangay-level facility which serves as a frontline

service provider to victim-survivors who experience physical, sexual, psychological,

economic, and other forms of abuse. It is managed by a VAW Desk Officer

designated by the Punong Barangay and is usually situated within the premises of

the barangay hall (Memorandum Circular, 2012).

In order to raise the knowledge and capacity of the barangays and their

designated officials and staff on the nuances and processes of the law as well as the

detailed steps on the establishment and operationalization of their respective VAW

Desk, the Barangay VAW Desk Handbook was developed. The protocols and

procedures in this handbook are based on existing anti-VAW laws such as R.A. No.

9262 (Anti-Violence Against Women and Their Children Act) and R.A. No. 9710

(Magna Carta of Women) as well as other applicable international laws and policies.

The handbook adopts the VAW Performance and Assessment Tools for Services

Addressing to ensure compliance with the highest standards of practice and

procedure (Joint Memorandum Circular, 2012)

In addition, VAW desk officers’ age and educational background limit their

capacity to implement their responsibilities effectively, for there are no clear

qualifications needed to be a desk officer. There is also no clear local system on the

orientation of roles and responsibilities of the desk officers (Gillian

Consignado,2022).

VAW is a serious threat that negatively affects the individuals’ and

communities’ well-being. It undermines women’s ability to enjoy fundamental

freedom. It represents both a serious violation of human rights and a major obstacle

to overcoming inequality between women and men (Ortiz-Barreda & Vives-Cases,

2013).

Guided by gender schema theory, this study examines the drawings of the

VAW Desk officers—and the ecology of images that accompany these drawings to

delve into their cognitive constructions of the gendered nature of domestic violence.

Two dominant schemas emerge from this examination: the schema of

heteronormativity (dapat), and the schema of the necessary visibility of domestic

violence (kita). These schemas govern the Desk officers’ everyday judgments and

decision making, and inform the ways they communicate with domestic violence

victim/survivors (Liwag-Lomibao, M.A.L.,2022)

Given this review, our attention was on evaluating the VAW's service delivery

examining the capacity holes on the desk. On how the system (policy)

specifically both a thing (VAW desks) and a person (VAW elements affecting the

task (officers' desks) VAW desks' efficiency and their officers. Prior research has

concentrated on each group of variables, and this research would what these

interactions between them do levels may impact the availability of the VAW

desks capacity and delivery following section outlines the tools and techniques

employed, comprising the research design, study area, a framework and

understanding of how the study has been put into action.

Furthermore, the significance of this study will determine the assessment

work-readiness competencies of the VAW desk officers in Barangay Apokon, Tagum

City basis for enhancement plan that provides frontline services to victims of

physical, sexual, psychological, economic, and other types of violence. This study

would serve as a model for doing related research and offer opportunities for the

study’s growth.

Research Objectives

This study aimed its primary objective to determine the assessment work-

readiness competencies of vaw desk officers in barangay Apokon, Tagum City basis

for enhancement plan. Specifically, it aims to answer the following objectives:

1. To assess the level of the work-readiness of the VAW desk officers on responding

to residents of Barangay Apokon, Tagum City in terms of;

1.1 personality

1.2 meta-skills

1.3 intellectual

2. To craft an enhancement plan pertaining to the VAW desk officers in Barangay

Apokon, Tagum City.

METHOD

Participants

The participants of the study will be the residents of Barangay Apokon,

Tagum City which aims to examine the assessment work-readiness competencies of

vaw desk officers in barangay Apokon, Tagum City basis for enhancement plan in

assisting victims and survivors of domestic abuse. The respondents will be chosen

using simple random sampling in which the researcher randomly selects a subset of

participants from a population. The researchers chose the residents of Barangay

Apokon, Tagum city they believe that it will contribute significantly to the study and

because it is the group that is most likely engage on the effectiveness of VAW desk

officers in providing assistance to the victims and survivors.

Materials/Instrument

The instrument that will be research made questionnaire as a gathering tool

for the study. The items will be made in simple and brief sentences for ease and

understanding of the respondents. The items will be made in simple and brief

with the assessment work-readiness competencies of vaw desk officers in barangay

Apokon, Tagum City basis for enhancement plan with six (3) indicators which are

the; personality, meta-skills, intellectual.

Design and Procedures

The methodology entailed the compilation of a literature review and the

conduct of qualitative interviews and a focus group to generate items. This study

used the “resource-based view” approach to conceptualize a multi-dimensional–

“work-readiness integrated competence model (WRICM)”–consisting of four main

factors (namely, intellectual, personality, meta-skill and job-specific resources), with

a further ten sub-dimensions (Verma Prikshat, Sanjeev Kumar, Alan Nankervis

Education, 2019).

Further, a series of tests were performed to assess its reliability and validity.

The researchers will provide the advisor with the research made questionnaire for

review. Following that, the panelists or experts will validate.

The residents of the locality of Barangay Apokon, Tagum City serve as the

respondents. The researchers will personally conduct the questionnaire, instruct the

respondents, and collect the completed forms. The statistician will record and

evaluate each outcome, and the researchers will interpret it. The residents of the

locality of Barangay Apokon, Tagum City will be the subject of the study, which

employed a descriptive research design to investigate and determine the

assessment work-readiness competencies of the VAW desk officers in Barangay

Apokon, Tagum City basis for enhancement plan in descriptive research, data is

gathered to explore and address questions regarding the topic at hand. A descriptive

study informs and supports the research. Descriptive information is typically acquired

by questionnaire surveys, interviews, or observational methods. Relevant data will

be collected by questionnaire and treated statistically appropriately.

The statistical tool that the researchers will be used for data analysis and
interpretation is:

Mean. This statistical tool will be used to determine the level of the
work-readiness of the VAW desk officers on responding to residents of Barangay
Apokon, Tagum City.
