The Katipunan ng Kabataan (KK) of Barangay Quibit-Quibit were gathered for the
presentation and concurrence of the revised Comprehensive Barangay Youth Development Plan
(CBYDP).
After the presentation of the plan, on motion of KK Member CRISSA MAE AGSALOG and
duly seconded by KK Member MYRILL INES and all KK’s present, the council authored KK
Resolution No. 1 Series of 2023 - RESOLUTION CONCURRING THE REVISED THREE (3) YEAR
COMPREHENSIVE BARANGAY YOUTH DEVELOPMENT PLAN (2023-2025) OF BARANGAY
QUIBIT-QUIBIT, SINAIT, ILOCOS SUR was passed and approved.
ADJOURNMENT:

RESOLUTION CONCURRING THE REVISED THREE (3) YEAR COMPREHENSIVE

BARANGAY YOUTH DEVELOPMENT PLAN (2023-2025) OF BARANGAY QUIBIT-QUIBIT,
SINAIT, ILOCOS SUR.
WHEREAS, pursuant to Section 8 of the Republic Act No. 10742, otherwise known as the
“Sangguniang Kabataan Reform Act of 2015” and its implementing rules and regulations, the
SK, in consulting and with concurrence of the Katipunan ng Kabataan, shall formulate a three
(3) year rolling plan, which shall be known as Comprehensive Barangay Youth Development
Plan (CBYDP), which shall serve as the legal basis for the preparation of Annual Barangay
Youth Investment Plan (ABYIP). This plan shall be aligned with the Philippine Youth
Development Plan (PYDP) and the Local Youth Development Plan (LYDP) of the Province in
the City/ Municipality, and provincial as is relevant;
WHEREAS, the proposed programs, projects, and activities which concentrated on the 6
centers of youth development as established in the revised Comprehensive Barangay Youth
Development Plan (CBYDP) was presented for concurrence by the Katipunan ng Kabataan
(KK) during the conduct of the Katipunan ng Kabataan Assembly Meeting held at the session
hall Barangay Quibit-Quibit Sinait, Ilocos Sur on April 15, 2023;
NOW THEREFORE, on motion of KK Member CRISSA MAE AGSALOG and duly seconded by
KK Member MYRILL INES and all KK’s present, RESOLVED, AS IT IS HEREBY RESOLVED
by the Katipunan ng Kabataan of Barangay Quibit-Quibit in meeting assembled, to concur THE

RESOLUTION APPROVING AND ADOPTING THE REVISED ANNUAL BARANGAY YOUTH

INVESTMENT PROGRAM (ABYIP) OF BARANGAY QUIBIT-QUIBIT, SINAIT, ILOCOS SUR.
WHEREAS, Article 2 Section 12 of the 1987 Philippine Constitution states that “the
State recognizes the vital role of the youth in the nation-building and shall promote and
protect their physical, moral, spiritual, intellectual and social well-being. It shall inculcate
in the youth patriotism and nationalism and encourage their involvement in public and
civic affairs”.
WHEREAS, Implementing Rules and Regulations of Republic Act 10742 also known as
the Sangguniang Kabataan Reform Act of 2015 provides in Chapter II Section 8
paragraph (a) states that “In consultation and with the concurrence of the Katipunan ng
Kabataan, and within three (3) months from assumption of office, formulate a three (3)-
year rolling plan, which shall be known as the Comprehensive Barangay Youth
Development Plan which shall serve as basis in preparation of the Annual Barangay
Youth Investment Program”.
WHEREAS, the Sangguniang Kabataan with the concurrence of the Katipunan ng

Kabataan ng Barangay Quibit-Quibit drafted and approved the revised Comprehensive
Barangay Youth Development Plan for 2023-2025
WHEREAS, the Sangguniang Kabataan of Barangay Quibit-Quibit, has formulated the

revised 2023 Annual Barangay Youth Investment Program in accordance with the
approved revised Comprehensive Barangay Youth Development Plan.
NOW THEREFORE, upon motion of SK Member CRISSA MAE AGSALOG and duly seconded
by SK Member MYRILL INES and all SK present, RESOLVED, AS IT IS HEREBY RESOLVED
to approve and adopt the REVISED ANNUAL BARANGAY YOUTH INVESTMENT PROGRAM
(ABYIP) OF BARANGAY QUIBIT-QUIBIT, SINAIT, ILOCOS SUR.
