T HE O RGANIZATIONAL S ETTING
As part of ICAO’s A41 Assembly in September 2022, a meeting was held between ICAO’s Technical Cooperation Bureau, ICAO’s
MID Regional Office and the CAA of the Sultanate of Oman to discuss possible areas of cooperation between the CAA and ICAO.
This Project, OMN22801, seeks to address the discussions held during the above meeting and subsequent conversations,
through the provision of continued assistance with the aim to expand the areas of cooperation as required during the lifetime
of the project.
The initial project scope consists of the recruitment and deployment of ICAO International Experts with the status of
Operational Assistance (OPAS) as agreed, as well as the administration of their contracts, salary payments and other
entitlements.

M AJOR DUTIES AND R ESPONSIBILITIES

Functi on 1 (incl. Expected results)


 Development of amendments to forms, processes, procedures and regulations related to designated aviation medical
examiners (DAMEs).
 Development of information circulars or website facility, email and verbal communications to share new
developments in aviation medicine and to provide summaries of pertinent information.
 Preparation of annual audit schedule to carry out initial and surveillance audits.
 Provide proposals for the designation of examiners after review of DAME applicants’ compliance to regulatory
requirements.
 Development of records management system for all DAMEs.
 Provide assistance to DAME through newsletters, website, e-mail and verbal communications.
 Review of all medical examination records for medical examinations performed by DAMEs on a monthly basis,
including certificates issued.
 Maintain the following updated records in accordance with records management procedures and review it annually:

o Appointment and compliance records for each DAME.


o Medical examinations performed by DAMEs.
o Annual DAME meetings and workshops, including all information shared and all decisions made.
o Annual inspection/audit and surveillance records.
o DAME performance records.
o Panel meeting records, including submissions of case information.
o Records of ‘accredited medical conclusion’ decisions.
o Records of any special medical or operational tests performed.
o Records of research, new developments & implementation of new standards and protocols.
o All correspondence (about, from and to the DAMEs) or related to medical certification.
o Records of Review of an aviation medical examiner’s decision.

 Develop and maintain a database for research and in-flight aeromedical events.
 Investigate ‘unfit’ assessment and recommend appropriate actions.
 Prepare panel submissions to prepare referral cases to the panel.
 Review all medical records to ensure a standardized approach and application by DAMEs.
 Research and review all ICAO Standards and Recommended Practices (SARPS) for the field of Aviation Medicine.
 Develop amendments to regulations to ensure compliance with new ICAO SARPS.

Functi on 2 (incl. Expected results)


 Audit the medical practices (infrastructure, equipment, competence, procedures and records) of the DAMEs before
initial designation and at least once annually before re-designation.
 Carry out follow up audits/inspections if necessary to close out audit findings satisfactorily.
 Take/recommend enforcement action as required by the Enforcement Manual of the CAA.
 Conduct at least quarterly DAME meetings/workshops to ensure standardization of medical examinations and the
sharing of best practices in the field of Aviation Medicine.
 Provide training and capacity building as necessary.

Q UALIFICATIONS AND E XPERIENCE

Educati on

 Hold a professional medical practitioner qualification.


 Hold an aviation medicine qualification.

Professional experience

Essential

 At least 5 years’ experience as a designated aviation medical examiner within the industry

 At least 5 years’ experience as a medical assessor with an aviation regulator

 Demonstrable experience in interpreting aviation regulations

 Demonstrable experience in performing Class I medical examinations.

 Demonstrable knowledge of medical standards and procedures and its implications in terms of the issuance and

renewal of personnel licenses

 Demonstrable knowledge of human factors affecting the safety of flying.

 Knowledge of operating procedures and experience and skill required in performing medical assessments.

 Knowledge of requirements pertaining to the appointment and qualification of DAMES.

 Demonstrable experience with cases requiring discretion with respect to difficult medical cases and decisions
regarding unfit medical assessments.

 Demonstrable experience of research and development of medical protocols as required and for improvement of
medical standards.

Desirable

 Previous experience in an ICAO technical cooperation project.


 Knowledge and accuracy in the application of the directives from the Federal Aviation Administration (FAA) &
European Aviation Safety Agency (EASA).

Languages

Essential
 Fluency in oral and written English is required.
Desirable
 A working knowledge of a second language of the Organization (Arabic).
