Owners and Landlords: Gas Safety
Reviewed February 22The main risks associated with gas are gas leaks, fire and explosion and carbon monoxide
poisoning. Incidents often arise from poorly installed and maintained pipework, flues, appliances, fixtures and fittings,
from the obstruction of flues and vents, or interference with installations. Compliance with the law, including the
restriction of all gas work to a GasSafe registered engineer, will significantly reduce the likelihood of gas incidents.

This checklist may be of use to those managing buildings and the landlords of tenanted property.

Landlords' duties apply to a wide range of accommodation, occupied under a lease or licence, which includes, but not
exclusively:

 residential premises provided for rent by local authorities, housing associations, private sector landlords,
housing co-operatives, hostels
 rooms let in bed-sit accommodation, private households, bed and breakfast accommodation and hotels.

Legislative compliance

Have you read and understood your legal duties under the Gas Safety
(Installation and Use) Regulations 1998, which describe how gas appliances,
fittings and flues provided for tenants are to be kept safe?

Do you understand that you have a duty to prevent gas leaks, and to report
them if they happen?

used in connection with the appliance?

advice can be sought from the notified body.

Do relevant fittings have a fitting certificate including the following:


• the issuing company’s name
• a unique identification of the fitting
• a declaration that the fitting complies with regulations
• a statement that when used as a replacement spare part, it must be
installed in accordance with the servicing instructions issued by the
appliance manufacturer.

The Gas Safety (Installation and Use) Regulations 1998


The Regulations deal with the safe installation, maintenance and use of gas systems, including gas fittings, appliances
and flues mainly in domestic and commercial premises.

Pipelines Safety Regulations 1996 (PSR)


The Pipelines Safety Regulations 1996 came into force on 11 April 1996. The Pipelines Safety Regulations apply to all
pipelines in Great Britain, and to all pipelines in territorial waters and the UK Continental Shelf.

Gas Safety (Management) Regulations 1996


(GSMR) apply to the conveyance of natural gas (methane) through pipes to domestic and other consumers and cover
four main areas:

 the safe management of gas flow through a network, particularly those parts supplying domestic consumers,
and a duty to minimise the risk of a gas supply emergency
 arrangements for dealing with supply emergencies
 arrangements for dealing with reported gas escapes and gas incidents
 gas composition.
