SUBJECT : STRUCTURAL STEEL WORKS


INSTRUCTION TO BIDDERS

These Instructions to Bidders are hereby made part of the proposal and contract documents and
the Bidders are hereby advised to consider the same in the preparation of their bid.

1.0 RESPONSIBILITIES

1.1 STRUCTURAL STEEL WORKS as Sub-Contracted Work Item.

The winning bidder (herein referred to as STRUCTURAL STEEL WORKS)


shall be endorsed to the GENERAL CONTRACTOR KHMAYA BUILDERS
INC. (KBI) who will have a direct contract and supervision over the
STRUCTURAL STEEL WORKS.

1.2 Temporary Power

The bidder should include in their bid cost proposal the provision of temporary
power to be used during the entire duration of construction.

The STRUCTURAL STEEL CONTRACTOR shall provide at his own expense


standby generator set of adequate power capacity necessary for the completion of
the works.

1.3 Temporary Water

Temporary water facilities shall be provided by the STRUCTURAL STEEL


CONTRACTOR and cost of water consumption for the entire project shall be
considered in his bid.

1.4 The STRUCTURAL STEEL CONTRACTOR shall include in their cost


maintenance and cleanliness provisions during and throughout the construction
period.

1.5 The STRUCTURAL STEEL CONTRACTOR shall submit to the General


Contractor within Seven (7) calendar days upon signing of the contract,
construction schedule to be submitted shall be in MS Office Project Format
reflecting all activities needed to complete the work, their sequence and duration.
Sequence of work shall be as required by GENERAL CONTRACTOR.

1.6 Cost of testing for welded connection shall be considered on the bid by the
STRUCTURAL STEEL CONTRACTOR.

1.7 The STRUCTURAL STEEL WORKS CONTRACTOR shall provide temporary


field office for his own use. Workers barracks not allowed in the site area except
for their staging area of materials and equipments.

1.8 The cost of providing overall security for the project shall be shouldered by the
GENERAL CONTRACTOR (KBI).

1.9 Appropriate temporary sanitary (toilet) facilities including maintenance shall be


provided by the GENERAL CONTRACTOR for the use of workers and
engineers.

1.10 The STRUCTURAL STEEL CONTRACTOR shall submit on a daily basis, a


daily monitoring, activity, which includes among others, equipment,
operating/standby status, weather report, manpower activity for Construction
Manager’s approval.

2.0 CONSTRUCTION PERIOD

Work Duration November 15 to January 30, 2015

3.0 TERMS OF PAYMENT

3.1 Down payment equivalent to twenty (15%) percent of contract.

3.2 Progress Billings

3.21 ALL PROGRESS BILLINGS to be submitted shall bear a copy of partial AS-
BUILT PLANS covering billed period.

3.22 The same shall be duly certified correct by the following:

2.2 SM-EDD authorized representative

3.23 Distribution Copies:


3.1 SM-EDD – 1 copy
3.2 DAAA - 1 copy
3.3 Contractor – 1 copy

3.24 Failure to submit the as-built drawings together with your billings, our
recommendation will impose additional 10% retention (now a total of 20%).
The same will be released only when the updated as-built plan is submitted.

3.25 The collected partial as-built plans will be used as reference in validating the
final and complete as-built plans submitted upon project completion.

4.0 BONDS & INSURANCES

4.1 Guarantee Repayment Bond

Prior to the release of the down payment the STRUCTURAL STEEL


CONTRACTOR shall submit a guarantee repayment bond equivalent to fifteen
percent (15%) of the total contract to guarantee the down payment. Said bond
shall cover the entire duration of the contract period and shall be automatically
extended at no cost to the Owner in case the work is not completed within the
specified contract period.

4.2 Performance Bond

Upon signing of contract, the STRUCTURAL STEEL CONTRACTOR shall


secure at its own expense and deliver to the Owner a Performance Bond in the
form of a Surety Bond within Twenty (20) days upon signing of contract in the
amount equivalent to the down payment. The bond shall cover the entire duration
of the contract period and shall be automatically extended at no cost to the Owner
in case the work is not completed within the specified contract period.

4.3 All Risk Insurance

The STRUCTURAL STEEL CONTRACTOR shall secure at its own expense


within Twenty (20) days after signing of contract a Contractor’s All-Risk
Insurance a company acceptable to the Owner in the amount equivalent to its
total contract price. The said policy insurance shall cover the entire contract
period and shall be automatically extended by the STRUCTURAL STEEL
CONTRACTOR until the work is fully completed and accepted by the Owner.

4.4 Guarantee Bond

The STRUCTURAL STEEL CONTRACTOR shall upon Owner’s acceptance of


work and prior to final payment, obtain at its own expense a Guarantee Bond for
a period of One (1) year equivalent to Ten Percent (10%) of the total contract
amount from a Surety Company acceptable to the Owner.

4.5 All above bonds (items 4.1 to 4.4) shall be secured from insurance Banco De Oro
Insurance Brokers, Inc.

Cost of securing the above bonds/insurances shall be considered in the bid. Opening of
policy and payment of premium shall be made thru the General Contractor (KBI).

5.0 Bids shall be fixed and shall not be subject to escalation regardless of increase in price of
labor and materials and fuel devaluation.

6.0 CONSTRUCTION PERSONNEL / WORKERS GUIDELINES

6.1 The GENERAL CONTRACTOR / STRUCTURAL STEEL CONTRACTOR


must issue ID’s and uniforms to their personnel/workers which shall be worn and
prominently displayed on their person at all times during construction period.

6.2 Workers in construction sites should wash or bath in enclosed areas away from
public view. DAAA shall call the attention or impose fines on habitual offenders.

6.3 Workers/personnel should refrain from creating necessary noise as well as


boisterous or unruly behavior. They must observe order in the performance of
their duties.

6.4 Gambling, drinking intoxicating liquor at the construction site are not allowed.
Violators shall be penalized accordingly.

6.5 The GENERAL CONTRACTOR shall not allow any unauthorized visitors at the
site without the approval of the Owner/his representative.

6.6 Barracks as living quarters for workers/personnel are not allowed within the
construction site due to limited space.

6.7 The STRUCTURAL STEEL CONTRACTOR shall be held responsible for the
performance and attitude of all his workers concerned within the project. The
STRUCTURAL STEEL CONTRACTOR shall provide protective gadgets such
as hard hats, uniforms, safety shoes, gloves of their workers.

7.0 OVER-ALL SECURITY MEASURES

7.1 The provision of overall security measures as well as implementation of security


measures for the project described below shall be the responsibility of the
GENERAL CONTRACTOR. However, the STRUCTURAL STEEL
CONTRACTOR shall be responsible for the protection, security, storage and
safekeeping of their own equipment, material and facilities kept inside the project
until final completion and turn-over of the project.

8.0 INCLUSIVE

8.1 The STRUCTURAL STEEL CONTRACTOR shall assign on full time duty for
this particular project the following construction personnel who shall be under
the direct supervision of the GENERAL CONTRACTOR.

8.1.1 An experienced/registered competent Civil Engineer acceptable to the


Owner who will act as the STRUCTURAL STEEL CONTRACTOR
Project Manager under the responsibility of GENERAL CONTRACTOR
to personally manage, program supervise and inspect the works.

8.1.2 An experience/competent and registered Civil Engineer that will act as


Quality Control Engineers for the particular project only.

8.1.3 An experienced and competent Safety Engineer employed on a full time


basis for the particular project only.

8.2 The STRUCTURAL STEEL CONTRACTOR shall be held responsible for the
performance and attitude to all his workers concerned within the project. The
Contractor shall provide protective gadgets such as hard hats, uniforms, safety
shoes, gloves of his workers.

8.3 As a minimum, the STRUCTURAL STEEL CONTRACTOR shall provide


qualified and competent construction personnel.

9.0 Bidders are hereby advised to do actual site inspection to ascertain actual condition
therein.

10.0 No value engineering of plans will be followed after award without prior review/approval
by Structural Designer.

11.0 It is understood that the quantity indicated in the bid proposal shall be sufficient to
complete the requirements as per plans and specifications. Hence, additional requirement
over and above the indicated quantity shall be the responsibility of the STRUCTURAL
STEEL CONTRACTOR at no cost to the Owner.

12.0 ADDITIONS / DELETIONS OF WORK

12.1 In case of additional work, or variation order due to revision of plans, the
corresponding cost per variation shall be determined as follows:

12.1.1 Compute the net additive or net deductive quantity of work or items
resulting from the Change Order.

12.1.2 Apply the approved bid unit cost regardless of whether the work item is
additive or deductive.

13.0 MISCELLANEOUS

13.1 Bid proposal shall be submitted in triplicate copies under the Bidder’s letterhead
following the proposal form issued to them.
