3. Scope of Work:

The objective of this MFC is to acquire contractor to provide engineering design, supply, Install,
test and commissioning a new Fire Alarm System at MG-2 Accommodation Platform with
demolishing the existing system.

3.2. The scope includes but not limited to:


3.2.1. Contractor shall Demolish the existing master fire panel and associated fire detection
infrastructure.
3.2.2. Contractor shall provide complete design package includes NMR-601, 602 and 603
to install a new fire detection system and associated equipment at Marjan GOSP-2.
3.2.2.1. The new system shall be designed by registered professional engineer in the
specialty of fire protection engineering with at least five years of experience in
the design of fire water systems. Before the design work, the credentials of the
engineer need to be approved by relevant Saudi Aramco Authority.

3.2.2.2. Design packages and drawings shall be submitted in Saudi Aramco approved
format highlighting the detailed design to be carried out.
3.2.2.3. Drawing certification by Saudi Aramco approved third party fire consultant as
per Saudi Aramco Standard SAES-B-017, Section 5.4. The certifier must be
approved by Saudi Aramco LP or FrPD prior to certification.
3.2.3. Contractor shall Install, connect, test and commission of a new fire detection system
and associated equipment at Marjan GOSP-2.
3.2.4. Contractor shall integrate the new fire alarm system with the existing other fire alarm
system panels and interconnect the system with the DCS at Marjan GOSP-2.
3.2.5. Contractor shall provide all required materials for the project.

3.3. Detailed Scope:


3.3.1. General
3.3.1.1. Proper type of work permits in accordance with the requirements of GI-2.100.
“Work Permit System” will be secured by the construction agency prior to the
start of any work in the plant. A copy must be kept at the job site for the duration
of the job as required by the GI.
3.3.1.2. All work on this project shall be performed in accordance with the applicable
portion of the codes, standards, and specifications listed above. Specific
references made in this document do not relieve the fabricator or the contractor
from their obligation to comply with the requirements of all other applicable
sections of codes, standards, and specifications that are not specifically
mentioned in this document.
3.3.1.3. The Contractor shall verify all drawing dimensions and equipment/item
data prior to start of work. Minor discrepancies may be resolved with the
Area Engineer. Significant discrepancies, as determined by the Area
Engineer, shall be referred back to STSD/SDU.
3.3.1.4. In the event field work has to differ significantly from the design
documents (e.g. non-conformance on procured material or un-
anticipated site conditions) approval for the proposed change shall first
be obtained from Saudi Aramco relevant Departments prior to
proceeding with the work.
3.3.1.5. Proper scaffolding in accordance with the requirements of GI-8.001
should be installed where work cannot be safely done from the ground
level.
3.3.1.6. The Contractor shall coordinate the starting of the job before
commencing construction work and shall schedule work activities with
Company Representative to minimize shutdown durations.
3.3.1.7. The Contractor shall provide protection to existing structure, equipment
and piping against damage. Should any damage occur, The Contractor
shall take immediate measure to inform Aramco representative and
repair the damage to return the existing facilities to their original
conditions.
3.3.1.8. The Contractor shall observe and follow all requirements of applicable
Saudi Aramco Standards and Specifications for the construction and
installation of the facilities.
3.3.1.9. The Contractor shall keep the construction area clean and walkways
clear of construction and other debris. All debris and waste shall be

picked up and properly disposed of in a manner approved by the


company Representative.
3.3.1.10. Note that it is the Area Engineer’s responsibility to follow the
construction and installation of this design package. Any significant
changes to this design must be reviewed with him or with the STSD/SDU
engineer and must be so approved in writing.

3.3.2. Preplanned Impairment Plan


3.3.2.1. The Contractor shall plan to demolish the existing fire detection systems
having a preplanned impairment plan to execute to ensure that increased
risks are minimized and the duration of the impairment is limited.
3.3.2.2. Saudi Aramco shall assign an impairment Coordinator to comply with the
requirements listed below.
3.3.2.3. A tag shall be used to indicate that the fire detection system, or part
thereof, has been removed from service.
3.3.2.4. The impairment equipment shall be considered to be the fire detection
system, or part thereof, that is removed from service.
3.3.2.5. The impairment plan shall be authorized by the Coordinator. Before
authorization is given, the following procedures shall be implemented:
3.3.2.5.1 The extent and expected duration of the impairment have been
determined.
3.3.2.5.2 The areas involved have been inspected and the increased
risks determined.
3.3.2.5.3 Recommendations have been submitted to Management. If
the fire detection system will be out of service for more than 10
hours in a 24-hour period, the Coordinator shall arrange for: An
approved fire watch, or establishment and implementation of
an approved program to eliminate potential ignition sources
and limit the amount of fuel available to the fire.
3.3.2.5.4 The Fire Department, Manager and Supervisors in areas to be
affected have been notified.
3.3.2.5.5 A tag impairment system has been implemented.
3.3.2.5.6 All necessary tools and materials have been assembled on the
impairment site.

3.3.3. Detailed Work


3.3.3.1. The work shall be conducted at the accommodation platform of Marjan
GOSP 2. The existing equipment shall be removed and demolished as
per approved Saudi Aramco demolition methods. Any hazardous
material shall be handled accordingly to its hazard rating.
3.3.3.2. The design packages shall be developed before any material is procured.
3.3.3.3. The design package shall be certified by qualified and experienced fire
protection engineer approved by Saudi Aramco relevant department,
before any construction activity or purchase of materials takes place.

3.3.3.4. The design package shall be issued for comments by relevant Saudi
Aramco Departments, prior to any construction activity.
3.3.3.5. The construction activity and purchase of any materials shall begin, once
the design package is completed, approved by Saudi Aramco
representative as Issued. For Construction, after all the departments
have made the comments and agreed with the correctness of the design
packages, and the drawings are certified.
3.3.3.6. The Contractor shall demolish the existing fire detection equipment
including the fire panels (FACP), fire detectors, pull stations and
associated wiring from the location.
3.3.3.7. The new fire control panel, fire detectors, pull stations and wiring shall be
installed. The Contractor may re-use some of the wire conduits if
possible, otherwise new conduits shall be installed for the wires between
FACP and the detectors/pull stations.
3.3.3.8. Any other activity not mentioned in this SOW, but needed to be
conducted for the implementation of the project shall be conducted.

3.3.4. Testing and Commissioning

3.3.4.1. The Contractor shall advise Saudi Aramco Representative of the schedule of
testing and pre-commissioning activities to witness such tests.
3.3.4.2. The Contractor shall furnish labor and instruments for making all tests.
Test data must be recorded and submitted to Saudi Aramco
Representative.
3.3.4.3. The Contractor shall be responsible for all testing and commissioning,
including requests, reports, personnel, and equipment required.
Commissioning test shall be witnessed by Saudi Aramco
Representative(s).
3.3.4.4. The new fire detection system shall be tested per NFPA and Saudi
Aramco Standards and requirements, or as per vendor
recommendations. The test shall be witnessed by the proponent, Loss
Prevention, and Fire Protection representatives.
3.3.4.5. The Contractor shall submit all commissioning procedures and
documents and loop check reports to Saudi Aramco.

3.3.5. Electrical Area Classification

3.3.5.1. The installation works associated with this project will be performed in non-
classified areas, unless otherwise advised by Saudi Aramco

3.3.5.2. If any electrical equipment/wiring/installation is needed, testing and


commissioning shall be done as per the procedure below.

3.3.6. Testing and Commissioning for Electrical Systems

3.3.6.1. The Contractor shall advise Saudi Aramco Representative of the schedule of
testing and pre-commissioning activities to witness such tests.
3.3.6.2. The Contractor shall furnish labor and instruments for making all tests. Test data
must be recorded and submitted to Saudi Aramco Representative.
3.3.6.3. The Contractor shall be responsible for all testing and commissioning, including
requests, reports, personnel, and equipment required. Commissioning test shall
be witnessed by Saudi Aramco Representative(s).
3.3.6.4. The fire alarm system shall be tested and witnessed by Loss Prevention
representative.
3.3.6.5. The Contractor shall perform electrical tests and physical checks as described
below:

3.3.6.5.1 Electrical Test:


3.3.6.5.1.1 Contractor shall test all circuits, with the circuit
complete except for connections to equipment. Splices
and terminal connector attachments shall be
completed prior to final testing.
3.3.6.5.1.2 Any circuit failing the test shall be replaced or repaired
by the Contractor and shall be re-tested. All testing will
be supervised by Saudi Aramco.
3.3.6.5.1.3 Record all results on the test sheets included, sheets
to be signed by personnel performing the tests and the
Saudi Aramco Representative.
3.3.6.5.1.4 Perform the following cable test prior to putting into
service as per Standards and witnessed by Saudi
Aramco Representative:

3.3.6.5.2 Continuity Test:


3.3.6.5.2.1 Continuity test shall include tests necessary to confirm
that each conductor is continuous throughout its
length.
3.3.6.5.2.2 Identification Tests: Identification tests shall include all
tests necessary to confirm that the conductor being
investigated originates and terminates at the locations
designated in the cable and conduit schedule or
indicated on the drawings.
3.3.6.5.2.3 Megger Test: After installation, but before termination,
megohm test all wires phase to phase and phase to
ground for possible damage to the insulation during
installation, and all results recorded and signed by the

personnel performing the test and the Saudi Aramco


Representative. Insulation resistance during this test
shall be at least five megohms at 500 volts.

3.3.6.5.3 Physical Tests:


3.3.6.5.3.1 The Contractor shall make a visual inspection of all
wires both before and after installation. This inspection
shall include the investigation for concealed insulation
damaged or broken wires in boxes or conduit fittings
which have been punctured by sharp objects or
severely crushed and dented from improper handling.
Any wire showing signs of damage prior to installation
shall not be installed. Any wire showing signs of
damage after installation shall be removed and
discarded, with new undamaged wire reinstalled at the
Contractor’s expense.
3.3.6.5.3.2 Visually inspect all equipment to ensure that no
damage has occurred during installation and erection.
3.3.6.5.3.3 Physically test all nuts, bolts, screws, electrical
terminations and other fastening devices to ensure that
no slackening has occurred during transport,
installation or erection.
3.3.6.5.3.4 Visually check all wiring and terminations.

4. AS-BUILT DRAWINGS
4.1. The Contractor shall keep a complete set of drawings and correct all drawing with any “As
Built” changes that occur during their construction efforts.
4.2. Upon completion of the project, The Contractor shall submit to the Saudi Aramco
representative a complete set of prints marked-up with all “As Built” changes or
corrections.
4.3. These mark-ups shall be done in a professional manner utilizing “Green” color for all
deletions and the “Red” color for all additions or changes.
4.4. These “As-Built” drawings shall be submitted to the Saudi Aramco Representative within
two weeks of project completion so these changes can be incorporated into the revision in
“iPlant” drawing files.
4.5. All the project drawings shall be submitted in Saudi Aramco approved format,
MicroStation or AutoCAD in their native format.
4.6. It is the Saudi Aramco Area Engineer’s responsibility to issue the “As-Built” Request to
the Design Unit for properly documenting these changes.

5.1. Notwithstanding paragraph 3.1, The Contractor shall perform all work in accordance with
the latest edition of the following Saudi Aramco Standards and Specifications. In the
event of conflict between the Saudi Aramco Standards and those listed in paragraph 3.1,
the Saudi Aramco Standards will take precedence:

6. DRAWINGS AND DOCUMENTATION:


The Contractor shall submit all design drawings and documentation for the new
equipment for comments and approval to Saudi Aramco Loss Prevention and Fire
Protection Departments prior to any construction activities.

7. Materials
Materials required for construction per this scope of work shall be provided by the Contractor.
All materials shall be approved by Saudi Aramco, prior to any field installation. The materials
shall be obtained from Saudi Aramco approved vendors, and shall comply with all relevant
standards and safety requirements.

The Contractor shall identify any shortage of material as soon as possible to avoid
construction delays. All other material which has not been approved by Saudi Aramco must
be approved by the Company Representative prior to installation.

9. Contractor shall comply and provide the following:


9.1. Provide The starting time, job duration, and scope of work when the PO is confirmed.
9.2. Provide the needed materials and manpower to replace the Fire Alarm System.
9.3. Inform Saudi Aramco team for any special requirements prior to the job start-up.
9.4. Provide as built drawings, Software and programming tools, if any.
9.5. Provide supervision on the supplied list of materials by conducting a full inventory and
documenting missing or damaged items and verify the supplied materials in order to meet
installation and commissioning schedules.
9.6. Provide supervision during run test to ensure the integrity of installation.
9.7. Provide warranty for all completed job.
9.8. Contractor shall prove Hazard Identification Plan (HIP) and Emergency Response
Plan (ERP).

10. Work schedule: (12 hrs. /Day. 7 Days/Week).

11. Resources to be supplied by Saudi Aramco for completion of work:

11.1. Tools & Equipment: Saudi Aramco shall Supply the necessary tools, specified in advance
by the Contractor.
11.2. Saudi Aramco shall supply necessary special protective equipment if required at site.

11.3. Saudi Aramco shall provide full site safety and security briefing including Emergency
Response Plans.
11.4. Saudi Aramco shall provide medical facilities orientation: day-to-day emergency.
11.5. Saudi Aramco shall provide accommodation and communications facilities.

12. Contractual Obligations:

12.1. General Terms & Conditions:


12.1.1. Contractor must have vailed safety Pre-qualification Evaluation Certificate.
12.1.2. Contractor must have Helicopter Underwater Escape Training (HUET) certificate.
12.1.3. It is the responsibility of both Saudi Aramco and Contractor to stop any unsafe
act/work under this contract.
12.1.4. Contractor shall carry a valid liability insurance to cover any damage resulted from
the contractor work under this contract.
12.1.5. Contractor shall be aware of what to do and where to report in case of an emergency
or a drill; and Saudi Aramco shall conduct the required Safety Training / walk through
before work can be commenced.
12.1.6. The contractor shall comply with the provided scope of work.
12.1.7. Contractor’s personnel must meet Contractor Workforce Quality Assurance Program.
12.1.8. Contractor’s personal must have Helicopter Underwater Escape Training certificate.
12.1.9. All materials supplied by the contractor shall be in compliance with Saud Aramco
Standards and specification.
12.1.10. Contractor shall comply & adhere to Saudi Aramco Safety Manual & guidelines
including, but not limited to, construction safety manual, work permit.
12.1.11. Contractor shall verify & clarify all field dimensions (if any) and required work as per
the attached scope.
12.1.12. Contractor shall protect adjacent equipment and instruments before starting the
work, as required/identified by Saudi Aramco Engineer.
12.1.13. Contractor cannot sub-contract part of the work under this contract. The sub-
contractor must be one of Saudi Aramco approved contractors and acceptable to the
proponent of this contract. Contractor shall inform, and obtain concurrence in writing
from SOfPD and the partial work to be carried out. The partial shall be done at no
additional cost to Saudi Aramco
12.1.14. Contractor shall advise Saudi Aramco Maintenance Engineer or Field Supervisor
before commencing the work.
12.1.15. Contractor shall strictly follow the attachments to the scope of work.
12.1.16. Contractor shall promptly report to Saudi Aramco, any damages to Saudi Aramco
and other facilities made by the contractor or any accident occurrence during the
performance of the work in the contract

12.1.19. Contractor shall provide all requirements as defined below and at no additional cost
to Saudi Aramco to complete the work this contract safely and within the time agreed

12.1.21. Contractor shall ensure all of his provided equipment are inspected and certified
before operation.
12.1.22. Contractor shall ensure all of his crafts working under this contract carry valid
certificate at all times.
12.1.23. Obtaining a third-party certificate to fulfill the requirement set in 12.1.7 & 12.1.8
above shall add no additional cost to Saudi Aramco.
12.1.24. Contractor shall clean working area after completing the work under this contract.

13. HSE Requirements:

13.1. It is the responsibility of both Saudi Aramco and Contractor to stop any unsafe act/work
under this contract.
13.2. Contractor shall be aware of what to do and where to report in case of an emergency or a
drill; and Saudi Aramco shall conduct the required Safety Training / walk through before
work can be commenced.
13.3. Saudi Aramco shall supply necessary special protective equipment if required at site.
13.4. Saudi Aramco shall provide full site safety and security briefing including Emergency
Response Plans.
13.5. Saudi Aramco shall provide medical facilities orientation: day-to-day emergency.
13.6. Saudi Aramco shall provide accommodation, food & communications facilities.
13.7. Saudi Aramco shall provide all offshore logistics.

14. Work Inspection & Progress Report:

14.1. Contractor shall advise Saudi Aramco Maintenance Engineer or Field Supervisor before
commencing the work.

14.2. Contractor shall conduct daily progress meeting as required by Saudi Aramco field
representative.
14.3. Contractor shall submit daily in progress reports as required by Saudi Aramco field
representative.
14.4. Contractor shall be supervising the cleaning of working area after completing the work
under this contract.
14.5. Contractor shall submit work progress and work rectification report to the proponent’s
engineer on daily basis.

15. Quality Assurance and Control: Contractor shall follow OEM manuals and all replacement
and upgrade shall be performed in accordance with the manufacturer specifications and SAUDI
ARAMCO Standards.

16. Technical Proposal Requirement:

16.1. Contractor shall provide technical proposal of the equipment in accordance with Saudi
Aramco standard (SAES-B-017).
16.2. Contractor shall provide NMR-601 in the technical proposal.
16.3. Contractor shall prove Hazard Identification Plan (HIP) and Emergency Response
Plan (ERP) in the technical proposal.

17. Contract Payment:


The pricing method is work unit rate. Duration 24 Months.
