Cannabis Legalization

Medical use :

Hello, today we will talk about the legalization of cannabis in the world, and
in France. First of all, cannabis has been an illegal drug since 1961.This drug
has 200 million users worldwide and is the most consumed drug in the world.
Nevertheless, this has changed during the past 20 years. There are 2 possible
uses for cannabis: The first is the therapeutic use, use for medical purposes.
And the other, the recreational use, for personal use. The medical use of
cannabis is now legalized in more than 30 countries, and the first country to
authorize it is Israel in 1999. Even though in 1996, the state of California had
already legalized it. Then, in the 2000s, countries such as Canada, the
Netherlands, Italy and Germany also legalized cannabis. The cannabis is used
for his relaxing effects and he can relieves pain, nausea, it stimulates appetite
and can be effective against asthma, Parkinson’s disease, multiple sclerosis,
and even some cancers! Nevertheless his use stills very controlled and it
should not exceed concentrations of CBD and THC that vary according to
countries. In France, this medical use is prohibited, but on March 26, 2021, the
Minister of Health authorized the experimentation of medical cannabis on
approximately 3,000 patients with epilepsy and multiple sclerosis, for 2 years.
Medical cannabis can be used in several forms : tablets, oil, dried flowers, or
capsules.

Recreational use :

Now we will talk about the recreational use of cannabis. Above all, it should
be noted that recreational use implies the total legalization of cannabis
use. But there is a balance between legalization and prohibition: it is
decriminalization. It is the act of replace criminal proceedings by a fine for
example.
A long time before the first country to authorize medical cannabis in 1999,
one country decriminalized cannabis use, the Netherlands, in 1976 which
decriminalized the use and retail sale of small amounts of cannabis, and so
the appearance of the famous coffe-shop.The canabis still illegal but the
public prosecutor does’nt punish coffee shops if they respect certain rules;
The laws are very different depending on the countries. Other countries
have decriminalized cannabis, such as Switzerland, Spain which has allowed
the sale and consumption of cannabis only in dedicated associations. In 2018,
Italy authorised the sale of cannabis with a THC level below 0.5% and for
example in Finland, only 12 people have the right to use cannabis for
therapeutic purposes. In some countries such as Jamaica or the Czech
Republic it is allowed to make growing five cannabis plant s  Some
countries have totally legalized the use of cannabis with a delay of more than
10 years on therapeutic use, which makes sense. The first country to legalize
cannabis is uruguay in 2013, but once again, some US states had already
authorized it in 2012, in the state of colorado and washington. Then Canada
and South Africa are the only two countries that have allowed recreational
use.All these countries have also authorized the cultivation of psychoactive
cannabis and they are the only ones in the world ,25 countries have
authorized the cultivation of non-psychoactive cannabis, hemp.and more and
more countries allow this culture and develop it. France is the leading
European producer. In France, cannabis for recreational purposes is still
illegal, but the law has evolved. In 1970, the consommation of cannabis was
punished by a 1 year of prison and 3750 euros of fine, today it is punished by
200 euros of fine. The cannabis is more and more accept but much countries
still very strict with the cannabis use: China, Egypte etc... For exemple, in
Malaysia, having 15 grams of cannabis is punishable by the death penalty.
And it is the same for Singapour, Birmania,

We will finish on the statistics from cananabis.Some countries have allowed


the use of cannabis, but they are a minority, because the exchange for illegal
cannabis is 10 times important than the legal exchange. Nevertheless, the
legal exchange is growing. The production of medical cannabis has been
multiplied by 20 since 2000.

In conclusion, cannabis is well on its way to legalization from a medical use,


but for a recreational use the consommation seems to be based on illegal
production.
