This report covers the PP-13 Project activities are performed during the month which is
starting from 26th May, 2022 to 25th Jun 2023
Below finds the summary of major activities were achieved during the reporting month.
Accomplishments
Turbine:
 HRSG13 BFWPs final alignment 100% completed.
 HRSG12 BFWPs final alignment 100% completed
 HRSG12 Recirculation pumps final alignment 100% completed
 GT11 Air inlet filter media pads installation 100% completed.
 UYB-2 Lift station sump pumps installation100% completed.
 STG18 steam turbine enclosure installation 100% completed.
 Sanitary water system MCC walk down 100% completed.
 ACC18 Condensate pumps final alignment 100% completed.
 ST28 LP-Generator coupling assembly 100% completed.
 ST28 MSCVs and CRVs reassembly 80% completed.
 ST28 Steam system flowmeter installation 80% completed.

General:
The current focus of the HSE work is to ensure that a high HSE standard is established
and maintained by SEPCOIII. The disciplinary actions including the penalization to
concerned employees have been executed.
Highlights of Major Activities achieved

 SEC consultant Environment Audit has been conducted on 19th May 2022.
 Part of epidemic prevention, the 3rd booster vaccine completed to all man power.
 OSH ISO 45001 SEC External ISD Audit successfully completed on 30th Nov 2021 and
Achieved 5 star grade 97% score.
 Project achieved 5 million Man hours without LTI on Aug 26th 2021.
 Fire and Medical Emergency Evacuation drill successfully completed on 5th of Aug 2021.
 Environment audit was successfully completed on 21st Feb 2021.
 5 STAR SEC internal HSE Audit successfully completed on May 2021, achieve 5 stars out
of 5 stars.
 Daily, weekly and monthly inspection walk through conducted by SEPCOIII have been
intensified at work site level. The corresponding inspections reports have been issued to
all concerned parties. Items not closed are subjected for follow up.
 Safety induction training implemented minimum 3.5 hours. Included video, WAH and
START CARD process.
 Permit to work system has been implemented as both English and Chinese languages
properly.
 Permit controller and control room provided at site.
 Monthly inspections and Color Coding System is strictly implemented at site for mobile
heavy equipment, plant equipment, rigging tackles, power tools, handle tools, full body
harness and fire extinguishers to ensure safe working condition at all times.
 SEC HSE ISO 5 star documents and data are maintaining throughout the duration of the
project.
 Improved the housekeeping condition across the site
 Walk down with SEC HSE Management monthly 4 times.
 Special inspection for working at height/scaffolding /grating area. .
 Project is under the pre-commissioning stage, so the LOTO in-house trainings are
provided to the work force & also discussing in the weekly mass TBT to create the
awareness towards the workers.
NEXT MONTH FOCUS
1. Continue the weekly based safety assessment special inspection to check for the quality of
each department in establishing the HSE requirement.
2. Pay attention to all commissioning area- SEPCOIII scope of activities and area clearance
permit.
3. Material management / housekeeping/ Steam blowing awareness.

2. Critical Path Analysis

1）Gas Turbine
The outstanding equipment and materials of GT have seriously impact on the overall project
progress. Since April, 2020, SEC is informed to solve the outstanding GT material, especially
I&C instruments and Air Intake Media from GE. However, Client SEC still not solved this issue
up to date, and didn’t provide the delivery schedule.
GT11 air intake shortage media haven't been delivered to site so far.
2）HRSG
The outstanding equipment and materials of HRSG have seriously impact on the overall
project progress, especially HRSG large bore piping support.
As per the initial plan, all outstanding HRSG materials should be delivered to the site by 07
June 2020. However, Client SEC didn’t provide the clear delivery schedule for these materials.
Besides 1 set of Large Bore Piping support of HRSG system still not delivered by SEC.
Considering all outstanding material could be delivered to site by 30th Jul 2023, the milestone
of HRSG11 will be delayed about 1104 days.
1）STG
As per initial plan, Client SEC shall solve all outstanding material issue for STG related system
prior to award of Contract, however there is still huge quantity of SEC supplied material not
solved, which impact the progress of construction.
The major outstanding issue is as below:
1) STG 18/28LBB37AA901and 18/28LBB38AA901insufficiency space for reheat system valve

actuator.
2) 23 item Iinstruments shortage STG system supplied by GE.
Considering the issues could be solved by 30th Jul 2023 the milestone of STG18 will be
delayed about1087 days.
2）ACC
ACC18/28 Elevator Installation and commissioning is on-hold due to Vendor TA not mobilized.
Company shall push Vendor TA to site.
Considering the issues could be solved by 30thJul 2023, the milestone of ACC will be delayed
about 1217 days.

1. Sanitary waste system lifting station foundation, the required foundation do not complete
and handover yet.
2. TQ PP13-00-Y-MTQ-SEP-062&PP13-00-Y-MTQ-SEP-080 were not finally solved.
3. STG18 and 28 lube oil and lift oil system shortage material has not been delivered to
site（GE scope）
4. Due to the impact of the HRSG large bore piping support materials shortage 、ASME
stamp issue not solve，HRSG piping installation cannot be carried out on time as
planned.
5. Plant lighting system the required light foundation do not complete and handover yet.
6. The GE/SEC shortage equipment and materials in STG area has affected the work of
STG28-18 generator system MCC, SEC needs to determine the solution as soon as
possible.
7. About TQ -YTQ-SEP-039-RA STG generator instrument flange need to provide by GE.
8. About Recycle Water area cable terminate design issue, Up to now, the wiring problems of
these cables have not been solved. 03GCAAT3001, 03GCAAT4001. TQ: “PP13-00-Y-
YTQ-SEP-057-RA Termination Design Issue In Water Recycle Plant. Company needs to
determine the solution as soon as possible.
9. The shortage of materials in HRSG（HRSG-09.1/14)are has affected site construction.
10. GT11/12 GUST exact shut down date need do not proved yet.
11. PP13-00-BLB-ELK-SEP-010,trans PP13-1318, PP13-00-BLB-ELK-SEP-007, PP13-2211,
the 2 drawing need SEC support to finish the drawing review and approval work ASAP.
