Legislative Department

The legislative power in Zamboanga City is held by the Sangguniang Panglungsod, which is a unicameral
body. The composition of the Sangguniang Panglungsod is as follows:

1. Vice Mayor: The Vice Mayor serves as the presiding officer of the Sangguniang Panglungsod
and is elected citywide.
2. Councilors: There are eight councilors representing two legislative districts in the city. They are
elected for a term of three years.
3. Chairman of the Liga ng mga Barangay: The Chairman of the Liga ng mga Barangay, which is an
association of barangay officials, serves as an ex officio member of the Sangguniang
Panglungsod.
4. President of the Pederasyon ng mga Sangguniang Kabataan: The President of the Pederasyon ng
mga Sangguniang Kabataan, which represents the youth sector, also serves as an ex officio
member of the Sangguniang Panglungsod.

The elected members of the Sangguniang Panglungsod can be re-elected, but they are not allowed to
serve for more than three consecutive terms.

In the event of a vacancy in the Sanggunian, such as when a councilor or an ex officio member is unable
to fulfill their duties, the President of the Philippines has the authority to appoint a replacement to fill the
vacancy. In the case of a vacancy in the representation of the youth sector or the barangay sector, the
vacancy is automatically filled by the next-ranking official in the respective organization.
Executive Department

The City Government of Zamboanga has several assistant positions as required by the 1991 Local
Government Code, including:

1. City Treasurer: Responsible for managing the city's financial resources, including collection and
disbursement of funds.

2. City Accountant: In charge of maintaining the city's financial records and preparing financial
statements.

3. City Budget Officer: Responsible for the preparation, implementation, and monitoring of the city's
budget.

4. City Planning and Development Coordinator: Oversees the city's planning and development initiatives,
including land use planning, urban development, and infrastructure projects.

5. City Engineer: Manages the city's engineering department and is responsible for the planning, design,
and implementation of public works projects.

6. City Health Officer: Oversees the delivery of health services in the city, including public health
programs, sanitation, and disease prevention.

7. City Civil Registrar: Responsible for civil registration services, such as birth, marriage, and death
registrations.

8. City Administrator: Assists the mayor in the overall administration of the city government, including
coordinating with different departments and implementing policies and programs.

9. City Legal Officer: Provides legal advice and representation to the city government, handles legal
matters, and ensures compliance with laws and regulations.

10. City Veterinarian: Manages the city's veterinary services, including animal health programs,
vaccination campaigns, and enforcement of animal-related regulations.
11. City Social Welfare and Development Officer: Oversees social welfare programs and services in the
city, including assistance to vulnerable individuals and families, community development, and disaster
response.

12. City General Services Officer: Responsible for managing the city's general services, including
procurement, maintenance of city properties and facilities, and fleet management.

In addition to these mandatory positions, the 1991 Local Government Code also allows for optional
positions depending on the needs and priorities of the city. Some of these optional positions mentioned
include:

1. City Architect: Handles architectural planning and design for the city's infrastructure projects.

2. City Information Officer: Manages public information and communication efforts of the city
government.

3. City Agriculturist: Oversees agricultural programs and services, promotes sustainable farming
practices, and supports the development of the agricultural sector.

4. City Population Officer: Handles population-related data and programs, including demographic
research and family planning initiatives.

5. City Environment and Natural Resources Officer: Manages environmental conservation and natural
resource management efforts within the city.

6. City Cooperatives Officer: Supports the development and promotion of cooperative enterprises within
the city, providing assistance and guidance to cooperative organizations.

vary based on the policies and regulations implemented by the Zamboanga City Government.
