INTRODUCTION

Experts termed Police Community Relations as the “PRIMUS INTER PARES” or “the first among
equals” among the quad-staff which denotes that community relationship is indispensable in the
accomplishment of the PNP mandates.
The 1st La Union Provincial Mobile Force Company leaned on delivering the hands of the
government to its less fortunate constituents. Seeing the vulnerabilities of the communities within its
area of responsibility, it focused on academic and learning support for children, delivering basic services
to the less fortunate like water, electricity and sanitation, protection of the environment and adopt an
indigent family being a voluntary support of all personnel to the least and incapable members of the
community. With all of this, 1st LUPMFC is confident that the Province of La Union will sustain its stable
internal peace and security conducive for the community to live and do business.

1st LUPMFC PCR Accomplishment and Geographical Isolated Disadvantage Areas (GIDAs)

1st LUPMFC 5 P’s Project


Inherent to 1st La Union Provincial Mobile Force Company’s Mission and in line with the
Presidents E.O 70, to help alleviate issues on the government’s delivery of basic services to the
Geographically Isolated and Disadvantaged Areas whereas they are very susceptible and vulnerable
targets by the communist insurgency. With the established program PRO1 5P’s Project, the unit nominee
continuously conducted said projects to the far-flung barangays of the 1 st District of La Union.

Outreach Program
The 1st La Union Provincial Mobile Force
Company also conducted Outreach Program to the
far-flung areas of 1st District of La Union such as:
Feeding Activity, Libreng Gupit, Distribution of Food
Packs, Distribution of Medicine and School
Supplies. This activity aimed in continuing the quest in
institutionalizing its effort towards combating
insurgency thru ELCAC and nurturing the trust and
confidence of the people.
Adopt an Indigent Family Program
The 1st La Union Provincial Mobile Force
Company was able to deliver basic needs to the
different families in relation to the PNP Project “Adopt an Indigent Families” targeting the
Geographically Isolated and Disadvantages Areas (GIDAS) to far flung residents of 1st District of La
Union. This activity helped a number of families that were challenged economically since household
members can no longer work to finance their daily needs.
Project Gulong ng Suerte
In line with La Union PPO Project “Gulong ng
Suerte”, the 1st La Union Provincial Mobile Force
Company continuously conducted said projects to
the differently-abled persons in the province of La
Union. This activity belief that sound policing
germinates in effective and efficient policing in every
individual in any walks of life and aims to improve
quality of life for differently abled persons.
Projects and Activities with Advocacy Support Group
The 1st La Union Provincial Mobile Force
Company conducted community clean up-drive and
tree planting with the different Sectors and Advocacy
Support Groups to uplift the quality of living in a safe
environment through preservation of natural
resources and planting more trees as part of the PNP
Core Value “Makakalikasan” and to promote
strengthened enforcement of environmental and
public health and safety.

Anti-Criminality Campaign and GAD


Accomplishment
The 1st La Union Provincial Mobile Force
Company conducted dialogue/pulong-pulong and
lectures on EO-70, Safe Spaces Act, RA 9262 and
Anti-Illegal Drugs Campaign to the different
Advocacy Support Groups and students especially
to the far flung barangays of 1 st District of La Union
to gain the support of the community against
criminality and insurgency. Likewise, the unit candidate conducted signing of Memorandum of
Understanding (MOU) to the different sectors to strengthen partnership in all forms of illegal activities
especially in the Anti-illegal Drugs Campaign of the PNP

Disaster Response
The 1st La Union Provincial Mobile Force Company ensure the province’s disaster response
capabilities by ensuring the operational readiness of personnel. Further, the unit candidate with DSWD
assisted in the preparation and repacking of relief good that were distributed to the families affected by
the 7.0 Magnitude Earthquake on July 27, 2022.
Anti-Illegal Drugs Accomplishment
In line with the PNP Intensified Campaign against Illegal Drugs the 1st La Union Provincial
Mobile Force Company was able to lead four (4) operations and two (2) joint marijuana eradication
within the tri-boundaries of La Union, Ilocos Sur and Benguet. The said operation was a testament of a
good rapport with the community and the members of the 1 st LUPMFC, and other law enforcement
agencies.

Highest Recognition and PNP Unit Award


From period covered the unit candidate received the Special Unit Award for being the top Provincial
Mobile Force Company in Unit Performance Evaluation Rating (UPER) from April 1, 2021 to March 31, 2022,
Certificate of Recognition for being adjudged as the Most Outstanding Mobile Force Company in the Province of
La Union for CY 2021-2022 during the Culminating Ceremony of the 27th PCR Month Celebration.
