paragraph related to the ART ))GOLD/ART Libya
INITIATIVE in the final document of the
UNGASS on September 2005.

This office present its compliment to the .....

ART INITIATIVE is present in Libya with the

Programme Gold Libya. The Programme is
part of the UNDP cooperation initiatives in
support of the Millennium Development
Goals, the global objectives set at the
Millennium Summit, in September 2000.
Acting as campaign director, for the
achievement of these goals, UNDP mission
in Libya wishes to contribute to the
developmetn of partnerships between local
communities aiming to improve governance
and social and economic development at
the local level.

As you know, on the next Wednesday will

start the negotiates among the delegations
of the Governments of the Countries
represented in the system of the United
Nations in order to discuss the final
document of the UN Summit on September
2005.

ART Initiative is supported, too, by Mr. Jean

Ping, President of the General Assembly of
the United Nations. He has recognized that:
“the decentralized cooperation between The
Southern and Northern regions of the world,
as well as those actions which have been
carried out for a while by the ART
Programme demonstrate quite clearly that
is possible to have a new kind of
multilateralism which is promising and
above all will bring development”

The text of the paragraph was discussed

too, during the last Summit South-South of
G77 in Havana Cuba.

We ask to support to introduce the follow

sentence in the Paragraph 13 of the draft
Document on the Global Partnership for
Development :
Recommend to the United Nations
development organizations to jointly
set up framework programmes for
international cooperation, such as the
ART Initiative, that stimulate
coordination among local communities,
national governments, donors and
decentralized cooperation actors for
achieving the MDGs, and that link local
and national actions with international
networks.

We are promoting this important initiative to

all the government in order to transmit it to
your Ambassador to the United Nations in
New York
