POSITIVE ANALYSIS OF
UNEMPLOYMENT TREND(% OF

MODELED BY ILO ESTIMATE: A
COMPARATIVE STUDY
BETWEEN NIGERIA AND
FRANCE.

Normative analysis refers to the study of


how things ought to be, while positive
analysis focuses on how things are. In the
context of unemployment trends, normative
analysis would examine policies and
interventions aimed at reducing
unemployment rates , while positive
analysis would focuse on understanding the
causes and consequences on unemployment.

According to ILO estimates, Nigeria had an


unemployment rate of 27.1% in 2020, while
France had an unemployment rate of 8.0%
in the same year. This indicates that Nigeria
has a significantly higher unemployment
rate than France.

Normatively, high unemployment rates are


undesirable as they indicate a lack of job
opportunities and can lead to social unrest
and economic instability. Therfore,
policymakers in Nigeria should prioritize
policies that promotes job creation and
reduce barriers to employment. This could
include investments in infrastructure,
education, and training programs that
equip workers with the skills needed for
available jobs.

Positively, high unemployment rates can be


caused by various factors such as lack of
investment in key sectors , inadequate
education and training programs, an
economic downturns. In Nigeria’s case,
factors such as political instability,
corruption, and inadequate infrastructure
have contributed to high unemployment
rates. On the other hand, France’s
relatively low unemployment rate can be
attributed to its robust social welfare
system, which provides supports for job
seekers and workers.
